from nbc news, this is "today" with savannah guthrie and craig melvin. from studio 1a in rockefeller plaza. >> hi, everybody. good morning. welcome to "today". >> lots to get to on this friday morning. the latest on this mid-air collision. >> the ntsb confirming two black boxes have been recovered from the wreckage of that american airlines plane. but it is unclear what, if anything, data from the helicopter has been found. >> also, we're learning about what has been found inside the air traffic control tower and its staffing level at the time of the collision. there are also new questions over just how high that military helicopter was flying. >> all 67 people on the helicopter and the airplane are

presumed dead this morning and memorials and tributes are growing, including in massachusetts. we've got it all covered, including one of the members of the ntsb that is now investigating ththat crash let's get started with tom llamas. tom, good morning. >> reporter: good morning to you. divers are going to re-enter the potomac river just behind me at reagan national airport. they have two goals part of same operation. they're going to try to reach those victims that have been inaccessible so far and they're going to try to salvage parts of the plane and the blackhawk held cometer. this is going to be a very careful process because they want to make sure they preserve

as much evidence as they can while trying to reach the victims that have been trapped. we have new reporting as well. we're getting our look at the black boxes that the ntsb has recovered from the american airlines passenger plane. they're been analyzed at the ntsb lab. we have new reporting about the elevation of the blackhawk helicopter and whether that led to the collision here at reagan national. this morning, ntsb investigators getting their first look at a critical clue. the flight data recorder recovered from the american airlines passenger jet involved in that horrific mid-air collision near d.c.'s national reagan airport. the devices being cleaned and evaluated at the labs. >> there's wreckage. there's jet fuel in the water that's contaminating your gear. so we have to work with all of that to keep our divers safe while we're looking for people. >> reporter: the helicopter pilot responding to controllers.

though, it is hard to hear. >> there is an aircraft in sight. >> reporter: as authorities try to piece together what happened. sources tell nbc news, investigators are looking at whether the helicopter was flying above its designated altitude. while a preliminary faa report found staffing at the air traffic control tower was not normal. according to a source with knowledge of the situation, the tower typically has one controller focussing on planes and a second on helicopter. but wednesday night only one person was overseen both at the time of the collision. although, that is allowed by faa safety guidelines. this morning we're learning of another close encounter near the airport just a day earlier. audio showing a plane had to change course due to a helicopter in its path. >> what is the reason?

>> helicopter traffic below us. >> reporter: officials say the helicopter involved in wednesday night's crash was on a routine training flight with three experienced crew members, including crew chief ryan o'hara, a younung fathernd an instructor pilot with 1,000 flight hours. among those killed on the american flight, multiple children, their parents and coaches returning from a figure skating camp in kansas. >> there is just no words to describe how awful it is. >> reporter: the plane's captain identified as 34-year-old jonathan campos. his co-pilot sam lilley, 28 years old and engaged to be married. >> he was a very kind soul. >> reporter: also on the flight, a young mother and civil rights attorney. this man was at the airport to pick up his wife who was returning from a business trip. >> i always pick her up at departures.

i had dinner waiting at home. >> reporter: so many families grieving while the investigation continues. now yesterday, the ntsb was set to meet with the family members of those victims. i spoke with the d.c. fire chief who was on his way to that meeting. i asked him what he was going to tell those relatives. he told me he was going to tell them the truth, answer all of their questions, but of course, the big question, why? it's going to take some time to answer that one. savannah? >> of course, the ntsb is promising to leave no stone unturned in this investigation. we're happy to have one of those ntsb members who is working on the case with us this morning. sir, we all recognize these are the early hours and what you may be able to tell us is limited. but let's start with some of those reporting. the faa said staffing levels in the control tower at the time of the crash were not normal, that there was one controller

speaking to both the chopper and the airplane. though, that is allowed within faa guidelines that it is not typical. can you shed any light on that? >> what we do know at this time is this is actually part of the process that immediately happens after an accident. the faa begins a safety review team. they bring together a number of different groups. everything from the unions to airline pilots. they immediately start doing a hot wash, which is to gain as many details as they can. that is one small aspect of the investigation. it will come into our air traffic control working group. for right now it is just a small piece of a very big puzzle. >> but two of those reports that the faa has said that staffing levels were not typical, can you confirm that? >> everyirport is a living, breathing city. so at times there are fluctuations of flights, but not only air traffic control. there is weather, maybe maintenance on the field. to say it is not normal would not mean it would be an indication if there is trouble

or a problem, but it will be something we will look at. we will look at everything in that regard when we go back to look at training, fatigue, we will look at time and communication. all of those are important parts. >> was it the one controller? >> no, i did not say that. sorry. it is a matter of whether or not our controller is doing multiple functions. this is a busy airport. there is a lot going on. sometimes they're doing one or two different functions. it is not unusual in the evening hours, depending upon the congestion and the traffic in the air space. >> can we talk about the reporting that this helicopter was flying higher than it should have, higher than it had been approved to fly? can you confirm that? >> i would first start with we probably don't want to speculate too much right now until we get the black box itself.

ntsb and radar are all parts of that puzzle. but as many people say, there can be a lot of variables. and those change. once we get those, we will have information to determine the exact not only altitude, speed, hitch, which way it was moving at this time. right now it is just too early to speculate. >> i do want to ask you about the communication between the helicopter and the control tower. i'm sure you have heard the audio. at one point, the black hawk helicopter pilot mentioned separation from the passenger jet. is it clear at this point that at that point he was talking about confirming that he saw the plane and was trying to avoid it? or is it possible that he saw a different plane entirely and he just didn't see the commercial jet? >> we don't know exactly yet. but we do know that the data recorders, the voice recorders inside will give us better

information in that regard. speculating what someone is seeing when you are not actually in the event is hard to do. we have seen the videos. there are new videos out this morning. we're pulling that information together to find all the data sources to find out exactly where it's at. this is going to be a very long process. > we havell these different data strands. how confident are you, though, that you will ultimately be able to provide that answer as to what happened, what went wrong? >> it's a great question. you know, ntsb has a very storied and long reputation. over 50 years. we have done over 100,000 aviation accident investigations. it's considered the gold standard in the international community. we will take as long as it takes to find out the probable cause. but the more important part of this is the recommendations that come out of that. our job is to prevent tragedies like this in the future and make sure no one had to suffer what those families are going through

right now. >> well, it is the most crucial work and we are appreciative of your time this morning. >> president trump offering support to the victims' families but also facing backlash this morning for placing blame on government diversity programs and his democratic predecessors. peter alexander pickup that part of the story for us. >> reporter: the president's remarks in the briefing room yesterday here felt like a flashback to those covid-19 marathon news conferences five years ago. in this first national tragedy of his second term, president trump began with notes of unity, but that did not last long. he called it the nation's worst air disaster since 2009. with the remains of victims still being recovered, president trump blamed his democratic predecessors and diversity requirements in the military and faa that he just ended with executive orders. >> they actually came out with a directive. we want the people that are competent. >> reporter: his remarks began

>> reporter: among his targets, former transportation secretary pete buttigieg. >> he has a good line of bull [ bleep ]. >> reporter: buttigieg calling the comments despicable, adding, as families grieve, trump should be leading, not lying. we put safety first. the president also cited language on the faa's website about recruiting those with disability. >> it is on the website. it was there in 2013. >> from what i read -- >> it was there for the entirety of your administration too. my question is why didn't you change the policy degree your first administration? >> i changed it. i changed the obama policy, and then we had a good policy, and then biden came in and he changed it, and when i came in two days, three days ago, signed a new order bringing it to the highest level of intelligence. okay? >> reporter: later, the president dismissed a question whether he would dismiss the crash site. >> what is the site?

now, we shift our sights out west, where we will be looking at our first atmospheric weather. that's bringing storm watches, storm warnings, high pressure. the january pattern was keeping that -- that ridge and bringing the storm track up to the north. guess what? it now is shifting down to the south. it's weakened and letting that current storm track come on in here. we have a pineapple express coming up. a plume of tropical moisture aimed right at central and northern california. heavy rain, 5 to 6 inches of rain. and skiers delight, lots of snow in the rockies and parts of idaho seeing 3 feet of snow. we will be watching this closely next week. some of that heavy rain will be shifting into southern california. we will watch that. but we will get to your local forecast in the next 30 seconds.

pouring in now for the victims of that mid-air collision in washington. among them, promising new athletes from the world of figure skating. >> they were flying home from wichita, kansas when they took home in a development camp following the u.s. championships. six of the victims came from the same club in boston. >> they were the best and brightest. in a moment we will talk to scott hamilton. we knew lost friends in this tragedy. but, first, sam brock joins us with more. sam, good morning. >> reporter: savannah, good morning. guys, good morning. guys, behind me this is formal practice going on right now since that crash. speaking to the ceo of the skating club of boston, he said they sent 12 skaters to that elite camp and didn't know until hours after the crash how many of them were on that plane. it turns out two and two incredible coaches. the heartache here unimaginable. >> the ripple effect of this week's d.c. plane tragedy can be seen in flowers, portraits and empty ice at the skating club of boston which learned six of their own lost their lives. this tight knit sport uniting in grief.

more than six decades after competitors from the same club died from a plane crash while traveling to the 1961 world championships. with respect to that 1961 crash, which is honored literally on the walls over my shoulders, the ceo says it was like growing up in the shadow of this tragedy. everyone understood the weight of it but no one wanted to talk about it. there will be grief counseling to make sure it is part of the healing process. but no doubt the anguish beyond words. >> sam, thank you so much. we want to turn to our friend, scott hamilton. can you just put into words how this close knit community is feeling this morning? >> it's been overwhelming. i -- my -- my phone has just

blown up, you know. and it's beyond the skating community. i think so many people see this tragedy and the loss of these brilliant young skaters that, you know, bring the identity into our sport. i was just in wichita, and i got to see so many of these skaters and coaches. it is like a reunion every time we go. for this to happen, it just doesn't make any sense. and i think this is where the community comes together. it is a very tight knit, very close knit, wonderful, caring community. and we're no stranger to tragedy. this was just beyond devastation. >> it's gut wrenching scott, especially those two russian coaches who lived here now for 30 years. what do you want the world to

know about them and their contributions not just on the ice but off the ice as well, scott? >> they're just wonderful, kind. when you are in skating, there are no national boundaries. we all have a shared experience. and we understand what it takes to get to that level. they were amazing champion skaters that wanted to build their professional lives in america. you know, their son max, i mean, he's an extraordinary talent. he put on a few years ago at one of our skate to eliminate cancer events, he put on a wig and skated to "walk this way" in tribute to me. i actually sat for him for a nice visit in wichita. and to think that they're gone is -- it's -- i can't wrap my head around the last 36 hours. it's just been devastating, and the loss is just beyond

description. and i'm just -- my heart is shattered. >> it is shattering, scott. i mean, so many people right now wish they could just put their arms around you and this whole community. a lot of these young skaters were the future and the best and brightest. can you talk about that development camp and what an honor it was to be invited? i love these skating moms that they just -- it is not just the skaters, it is everyone around them. >> i know spencer is such -- he's only skated several years. for the junior novice skaters to be invited to that camp and to learn and grow and see these champions and be inspired by them is just such a wonderful experience. as i was leaving post-men's event, you know, you just see these young skaters with all the anticipation of what they're about to experience. spencer's mom spent a lot of time at our cares desk and got to build a relationship with our

coordinator. she sent me a text yesterday no knowing where to start with her grief. so many coaches wanted to come and be a part of, you know, just our success and growth. and the skating club of boston, they're without peer as part of the facility of their club. as far as their loss and how they experienced just coming together, it is extraordinary. it's just unthinkable what's happened. another loss that happened yesterday, the passing of the greatest skater of all time, dick button, it's just been beyond anything i can handle, honestly. >> scott, we should know we will have a tribute to your friend dick button in just a little

>> it has. sun is coming out. we will begin with the latest on that deadly mid-air collision in washington. the two black boxes from the aircraft have now been recovered from the american airlines plane that crashed into the river on wednesday night. new details are emerging in the search for answers. tom costello covers aviation for us. he's at reagan national for us. he has the very latest this morning. tom, good morning. >> reporter: savannah,ood morning. a high-level investigative source tells us they confirmed a supervisor here at reagan allowed a supervisor to leave early. as a result, there was only one supervisor wednesday night handling both helicopter traffic and plane traffic. normally you had one dedicated to helicopters and one dedicated to planes. that will clearly be a part of this investigation. air traffic control staffing nationwide, as you know, has been an ongoing issue with the

shortage of 10,000 controllers nationwide. it's been a problem years in the making. now they will question will staffing in any way played a role in this incident. i have learned that investigators are going to be looking closely at the black box, the flight data recorder when they get it from that black hawk helicopter because that will tell them and give them a precise read on that. there is evidence that the helicopter was higher than it should have been. in fact, at the same altitude as that plane. the question is why. did they have an misfiring or misreading? the ntsb spent time with the families of the victims yesterday here in the washington area, briefing them on the status of the investigation, and the ntsb has brought in its own black hawk helicopter pilot from alaska. he is employed by the ntsb, but they have brought him into washington to be their own eyes and ears and their expert on the black hawk, in addition to the defense department's own

investigative team that will be looking into it and the ntsb looking into what happened with the plane. all of this now less than two days after this horrific crash which everybody onboard both aircra were killed. >> tom costello, thank you for that new reporting. a game changer for millions of americans dealing with pain. the fda has approved a new medication for the first time in two decades. it is billed as nonaddictive. and it could be quite a game changer in pain management. >> it could reduce the number of opioids. so tell us about this new drug
