in san francisco as we look at the transamerica pyramid. and you can see that american flag blowing in the wind there. a gloomy morning across the bay. we want to thank you so much for starting it with us, groundhog day. i'm kira klapper cinthia pimentel has a quick look at our microclimate forecast. and you're saying we might have some off and on rain today? yeah. and i'm saying i'm also a real scientist compared to the groundhog. so you choose. but i did want to talk about the huge range of rain that we've seen over the last two days. san jose rain shadowed once again, just over a 10th of an inch at san jose state, about half an inch or more as we move from concord to danville. but look up there towards the north bay, 2 to 3in mill valley, ground level right there, three inches, but up into the peaks. we are seeing mount tam approaching that seven inch mark and it's still raining light though right now through parts of san rafael, out there towards the richmond-san rafael bridge into san francisco and

daly city. spotty rain continues into parts of sonoma and napa counties. i did want to mention that parts of highway 121 and 112 are closed because of some flooding, so just take some alternate routes if you need to. this morning still very light through parts of the south bay, so we're going to keep most of that activity up there towards the north. watch the rain and the wind for a bigger storm. tomorrow we'll talk about that colder system dropping in coming up in about 15 minutes. kara, back to you. all right, cynthia, thanks. and keep that umbrella nearby, because as cynthia just said, you're going to need it in the next couple of days. this is a look at the rain yesterday, a welcome sight across the bay area after a dry start to the year yesterday, crews were out proactively cleaning storm drains to prevent flooding. the entire bay area is under a flood watch. until tonight we found plenty of people stocking up on sandbags, not willing to take any chances. i was going to come yesterday, but i you know, i couldn't get out of work to get here. so. but yeah, i mean, you

know, so then i was like, okay, well i got to do this this morning. oakland firefighters posted these pictures after a tree crashed down onto skyline boulevard. crews spent hours clearing that mess, and the north bay saw the brunt of yesterday's rain. hardware stores were selling out of sump pumps, boots, tarps and other flood supplies. follow the weather all weekend long. you can follow it all weekend long and get timely updates on your phone. any weather related issues that could pop up. if you scan that qr code on your screen. download our free nbc bay area app and tailor it to your neighborhood in the east bay. the word is it's safe to go outside once again after a shelter in place was lifted late last night, these massive flames erupted at the martinez refinery yesterday afternoon, and people who live nearby were forced to spend nearly nine hours indoors over concerns of toxic smoke billowing overhead. six injured

people were seen by medical personnel. all have since been released. firefighters got that fire under control last night and stayed there overnight to monitor the situation. a public health advisory is still in effect this morning for the city of martinez. parts of pacheco and clyde. the need for that health advisory will be reassessed this morning. today in the bay's alyssa goard continues our coverage. blaring alarms on the half hour and huge plumes of black smoke seen for miles saturday as the fire burned at the martinez refining company. i come back and i have a big explosion in the black fire. black smoke. the fire was reported at mrc just before 2 p.m, immediately triggering a health advisory for martinez and pacheco. i can feel it in my lungs a little bit, so it's not good to breathe. a few hours later, the situation was upgraded to what contra costa

county calls a level three alert, the highest level, and residents north of the refinery were told to shelter in place. six people are reported injured in this fire and four were hospitalized. on behalf of martinez refining company, we apologize for this incident. we know we disrupted many in the community tonight and we will be doing a thorough investigation on it. we don't want to hear we're sorry. we want answers. justin gomez says seeing the flames brought his young children to tears. gomez is part of a group of neighbors who've been speaking out against what they say are concerning incidents at the refinery since 2020, when it was bought by pbf energy until they bought the refinery. nothing ever happened that impacted our family, and i've been here 20 years and i've never seen that, so things have gotten pretty bad for that to happen. alyssa goard today in the bay and yesterday is just the latest in a string of incidents and violations at the martinez refinery. two of the largest include the release of petroleum coke dust. you may

recall that it happened back in november of 2022. a fine layer of that sooty substance from the refinery blanketed the surrounding neighborhoods. a similar incident happened then, in july of 2023, that prompted civil action from contra costa county, as well as a lawsuit from neighbors. then, in december 2023, cocoa county leaders sent a letter to the refinery blasting them for a, quote, unacceptable number of hazardous materials released and other incidents from 2022 to 2023. the county documented 21 releases or hazardous spills and 46 flaring incidents. that emergency comes after cocoa county health recently improved its alert system for hazmat situations. people who live there can opt in to receive text messages about level one incidents at county oil refineries. that includes non-emergency events like

flaring that lasts more than 20 minutes or visible plumes and noticeable odors. prior to this, text alerts were only sent out for more serious level two and level three incidents. if you want to register, you can text the word c c health to the number 21423. the city of palo alto warning people to stay away from the baylands nature preserve this morning near the palo alto airport. this after a small plane crashed into the water. hazmat crews and firefighters are investigating whether a plane that landed there leaked fuel into the waters. the plane skidded off the runway and into the nature preserve around four yesterday afternoon. a man hiking at the baylands preserve nearby spotted the plane in the water. took that picture you saw through his binoculars. the small aircraft in the marshland. it looks like

it's stable. the wings were. i mean, it was. i think it was pushed to the side of the on the bank of the lake. so it was fine. no one was in the plane. a bunch of emergency crews just standing around. it seemed like a pretty minor accident. two people were inside the plane. they did get out safely. a crane was brought in to lift the plane out of the marsh, and we continue to follow those sweeping tariffs. president donald trump announcedn goods coming from canada, mexico and china. just hours later yesterday, mexico and canada responded with tariffs on american products. today, in the bay's marianne favro has a closer look at what threatens to turn into a full blown trade war. from the cost of a new car to avocados. get ready to see prices climb. companies across the country bracing for the impact of tariff orders signed by president trump saturday. importers of p products from mexico will have to pay 25% more

for everything from tomatoes to tequila. these tariffs are going to be on going to affect products like computer chips, oil and gas, pharmaceuticals, car components, electrical devices, you know, wide screen tvs. and cal state university, east bay economics professor farhad sabato says the tariffs will likely mean the average household will shell out an extra $2,600 a year at mexican grocery stores across the bay area. owners are bracing for the increase. so are customers. i don't know what is happening here. just getting by day by day is already hard enough. a tariff will also be imposed on canada, so you can expect to pay 25% more for potatoes, grains, lumber and steel. canadian prime minister justin trudeau announcing a retaliatory tariff. i am announcing canada will be responding to the u.s. trade action with 25% tariffs against

started at emma prusch farm park on south king road in san jose. indigenous leaders say they see the label of immigrant as inaccurate and insulting, since their ancestors have been here long before the crowd grew even larger. after marching to a nearby shopping center, where more speers took the bullhorn. now to a follow up to the san carlos airport. it is going to be fully staffed. this after air traffic controllers reached an agreement with the faa. the two were at odds over contract negotiations earlier this week. the air traffic controllers are asking for higher pay and threatened to leave the air traffic tower empty if an agreement was not met. luckily, leaders finished negotiations on friday. february is the beginning of black history month, and the soulful sounds of bay area indie artist august lee stevens were a highlight of

yesterday's black history celebration at chase center. he's been better. placed in a better place. the warriors shared this video from the annual black history celebration at thrive city. the event featured music, spoken word performances, crafts and food from black owned businesses. they had to move it indoors because of the weather, but thrive city is a partnership between the warriors and kaiser permanente. they say to build better community and health in san francisco. meanwhile, san francisco is getting ready for the nba's all star weekend. there will be four main locations, including chase center. of course the moscone center, oakland arena and pier 48. more than 100,000 visitors are expected here in the bay area. there will be concerts at pier 48 that's behind oracle park. all star activities at both arenas, and a fan fest at moscone center. the all star

weekend alone is expected to bring an estimated $350 million in revenue to san francisco. the game is on february 16th. the weekend starts on the 14th. as many people are celebrating the lunar new year and ushering in the year of the snake, one east bay city is holding its first chinese new year parade, and that's happening today. people in hercules will have their chinese new year celebration with lion dancers, dragons, school marching bands, and miss asian global princesses. this is all being put on by yee's martial arts lion dance group and the hercules chamber of commerce. the parade begins at 1 p.m, starts at refugio valley road, and goes to the hercules community center. and trending this morning, the countdown is on to the super bowl. and while the niners didn't make the big game this year, a puppy named after one of the niners will be taking center stage at the puppy bowl. meet deebo samuel. he is

right there carrying through parts of san francisco, and as we approach all of marin county, wet right now, the richmond-san rafael bridge up into hercules there. so bring a jacket and the umbrella if you're heading to that festival. berkeley also getting some light rain. it's scattered up into parts of sonoma county and out towards napa county. we are seeing some returns right now through saint helena, down into napa, along the coast highway one, approaching half moon bay. seeing those light rains right now, but it is scattered down here as we move into the mountains, the peaks of sunol there and the santa cruz mountains. so it is wet on those roadways. continue to be careful and avoid any of those flooded roads. now, as far as the rest of the day, today we are going to keep it mostly cloudy, a few light showers being picked up through the heart of the bay around 10:00 this morning. we still see that scattered fashion going on into the afternoon. parts of the marin coast, parts of the santa cruz mountains into the middle of the day. and that's how the activity will go. dinnertime looks fairly dry, except further up into parts of

napa and sonoma counties, where the wind will also continue before we really ramp it up going on into tomorrow, we do remain under this flood watch look mainly for the north bay. everybody else has seen less amounts of rain. i showed you at the top of the hour compared to two and three inches since friday. there into the north bay. the winds and that flood watch could become an issue as we track this bigger storm going into tomorrow, where we could see those trees starting to topple down. look for those roots coming out around your house. just take the time to observe what's going on. we see the winds being picked up out of the southwest, with the atmospheric river coming in as we go on into tuesday. so just be careful, especially if you're driving through mountains and the bay area bridges. so let's time this bigger storm that i'm looking out for ase go on into monday. the morning commute looks okay. continue to check with kari. she'll be here and mike. but we see that line of storms just continuing there as we go on into the evening commute tuesday overnight hours.

sonoma county marin. it's more of into napa, saint helena, down into the city of napa, where there is still no rain down here in the south bay. maybe you'll see some sprinkles as you head over the summit this morning. now, as we go on through the day, it is a bit of a break here before a bigger system moves in tomorrow night into tuesday. so we'll walk through that timing together and talk about the rest of the week. outlook coming up in about ten minutes. kira back to you. all right cynthia, thanks. happening now. parts of state route 12, in sonoma and napa valleys are closed due to flooding this morning. nothing new for people who live up there. the napa chp says the closure starts at the intersection of state routes 12 and 121 and goes to watmore road. another closure starts at the intersection of route 121 and 161 and goes to eighth street. it's unknown when either will reopen. the chp urges drivers to use alternate routes, and we want to give you this

live look along i-80 at castle peak. fortunately, those roads plowed now, but the snow on the roads made for a tough commute into the sierra. the chp warned drivers to be ready for a difficult trip and to expect these conditions for the coming week. right now, i-80 does require chains. highway 50 has no restrictions. you can follow the weather all weekend long and get timely updates on your phone. scan the qr code on your screen to download our free nbc bay area app, and then you can tailor it to your neighborhood. we continue to follow news of that deadly plane crash in the heart of philadelphia. the medical jet crashed, killing all six people inside. and we've learned overnight that one person on the ground perished as well. the crash was caught on camera. you can see that plane going down there and then exploding in a ball of fire. sent people running. one man walking in the area says he

didn't know what was happening. it sounds like it's getting closer. then it just was like, yeah. then i had to like, you know, get low a little bit and then hit the hit the hit the street right in front of me. again, all six people on board that medical transport plane passed away. that included a mother and a daughter from mexico. the child was in the u.s. to receive life saving treatment in philadelphia. she was then on her way back home to mexico. they were supposed to stop in missouri when their plane went down. one person in a car also was killed. 19 were injured. investigators with the ntsb are calling the crash an accident. the plane was only in the air for one minute before it went down. and back to washington. now, where we are giving you ts live look, we are learning that a memorial for victims of the potomac plane crash. those family members are

gathering right now. and we saw maybe a dozen of those commuter busses bringing family members as well as emergency vehicles. they will be holding some sort of private memorial service this morning. the ntsb, though, is offering its first glimpse into what they know so far from the plane's flight recorders. the plane's flight recorders were saved on thursday, and the black hawk helicopters on friday. crews could start lifting the two aircraft out of the water today and that, they hope, will help them recover the remaining victims. nbc's aaron gilchrist reports. the ntsb, providing new details about their investigation into wednesday's deadly crash over washington, d.c, where five people in the tower at the time of the accident. at this time, we have interviewed the local controller, the ground controller and the local assist controller. the ntsb saying

there is much more data analysis to do, but preliminary data suggest the helicopter was flying at 300ft or more when it crashed into the plane. faa restrictions say it should have been below 200ft. i can tell you at one point, very close to the impact, there was a slight change in pitch, an increase in pitch. that is something that we will get you more detail on. the army identifying the third soldier on board the black hawk was captain rebecca lobach of durham, north carolina. large ships along the potomac river prepping to lift the aircraft out of the water as the investigation continues. new videos first aired on cnn are giving us a clearer picture of the moments an army blackhawk helicopter and an american airlines regional plane collided wednesday night. jeff guzzetti is an nbc news aviation analyst. so, jeff, walk us through what you're seeing in that video. well, in the first video, you can see that the helicopter, you know, it's approaching the right wing. it actually, in my view,

strikes the left wing. and then you can see the right wing still intact, begin to roll and you can see the airplane roll. and you also see the body of the helicopter continue through. in the second video, it shows that the helicopter is flying level while the airliner is descending slightly after the collision. again, you see the airplane roll almost more than 360 degrees before impacting the water. meanwhile, the u.s. coast guard, playing a key support role along the river with about 200 people helping divers, securing the search perimeter and protecting private boats from debris. we have ntsb, army corps engineer, navy supervisor of salvage, all those entities. we're just trying to make sure they're protected while they're doing what they need to do, as well as protecting other responders. that was nbc's aaron gilchrist reporting for us back here locally in contra costa county. that fire is now under control at the martinez refinery. it had triggered the highest level alert for communities in parts

of northern santa rosa to yountville and napa, and along the peninsula. the showers have moved along highway one, where the coast is still pretty breezy, so things to watch out for this morning will be the wind and of course, some localized flooding. we go on and look at about mid morning, still pushing through the heart of the bay. it will be light so keep that umbrella handy with you. we notice that down into the santa clara valley, we are going to keep it mostly cloudy throughout the day, and that's the kind of fashion that will continue as we go on into our sunday plan. so you might be able to escape your city and go to another one. if you really want to go for a longer walk into dinner time, we look into just some light scattered showers still continuing into the north bay. now this will be a bit of a pause before we go and talk about our next atmospheric river. the monday morning commute looks okay, where the showers might start to pick up more heavy will be as we go on into the overnight hours of monday, and even on into tuesday. look at those areas of yellow and orange on your

screen. we see them picking up in intensity not only for the north bay, but the santa cruz mountains could get into some action as well. and this continues as we go on into tuesday, in the mid morning hours and in the afternoon. so that evening commute tuesday could be pretty treacherous as the system pushes on through. now i do see it pushing on through into the sierra, continuing to bring feet of snow over the next couple of days. but here locally, what we're looking at is just hovering under action stage for the russian river come wednesday morning. now, if that system decides to stall on tuesday morning, that could bring it down into our tuesday range. so continue to check back with us. overall, it's going to be an active pretty next couple of days over the inland areas, as february should look like for our rainy season. a bit of a break on wednesday before more storms come back thursday on into friday. but the good news is we're finally looking towards a break there in the action as

and major league baseball, said a final goodbye to the legendary man of steel, rickey henderson. it was a sold out crowd for henderson's celebration of life yesterday at the oakland arena. henderson's loved ones, former teammates and fans shared memories and looked back on his storied career. among the thousands in the crowd were baseball legends including former giant barry bonds, former a rookie reggie jackson and former a's manager tony la

russa. it's a good time to go back through history and realize the impact that he had and just kind of refresh that to make sure that we do remember that people are still rooted in oakland for the a's. i've been watching him play baseball ever since i was a little kid. so, you know, i bring my family out here having them enjoy the experience. learn more about rickey henderson. and just to pay homage to all the greatness that he was. henderson died on december 20th from complications of pneumonia at just 65 years old. he would have turned 66 five days later on christmas day. over his 25 year mlb career, henderson won two world series titles and mvp award and was a ten time all star. henderson holds the record for all time bases stolen, with more than 1400 stolen bases, earning him that nickname, the man of steel. henderson also holds the record for runs scored with more than 2000. now to a world war two veteran who will finally be

laid to rest in the bay area. u.s. service members brought the remains of army sergeant ewan hoppe to sfo yesterday morning. sergeant hoppe was born in sebastopol and served in the air force during world war two. his plane was shot down in germany in 1944 when he was just 20 years old. for decades, efforts to find and recover his body were unsuccessful. but finally, last summer, researchers found information that he was buried at a local cemetery there. sergeant hoppe's only living sister was there, as his remains arrived on the tarmac in a flag draped casket. he has posthumously been awarded many medals, including the purple heart. a police motorcade escorted sergeant hoppe's remains to a mortuary in daly city, where he will be laid to rest with full honors on january 17th. significant changes went into effect to the h-1b visa program. those are those

temporary visas issued to people who wish to work in a specialty occupation, or in services of exceptional merit and ability, like tech. during president trump's first term, he opposed these visas and tried to eliminate the program altogether. but now the president seems inclined to continue issuing h-1b visas despite strong opposition within his own political party. i'm joined on set now by nbc bay area political analyst larry gerston. good to see you as always. can you first start, you know, for people by explaining what the controversy is surrounding the h-1b visa program? you know, where did this all start? what are the issues? kira. good morning. it's all about jobs. that's where it starts. that's where it ends. so the major sources of opposition to something like bringing in all these people to do these key jobs, first of all, it's that unions say, you know what? why are you taking these people from other countries, bringing them here? we have people who can do

these jobs. although it seems to us that when you bring them in, you pay them less than we might be making. to that, the employers say, no, these are people with particular talents. we can't find anyone like these. like with these talents in this country. therefore, that's why we need to bring them in. the second question is one that we've been discussing and hearing about for a long time now, and that is this whole question of immigration. there are those who believe we have had enough immigrants here. and, by the way, they're particularly unhappy with people of color coming in. and so they say you're bringing in more why are you doing this when now we're trying to deport them and send them away to that the other side says, listen, these immigrants are here temporarily. h-1b visas are usually two year commitments. that's it. sometimes you can get exceptions as long as six years. after that, they go away. so that argument is contested as well. but look, these ■are two heavy arguments about a very controversial program that, as you said, president trump

opposed bitterly in 2017. and now he seems to be going in the other direction. interesting. and here, you know, for our viewers, this this program is important to the bay area. so many tech workers, engineers, programmers come to our country for opportunities with these visas, probably more important to silicon valley than any place in the nation. that's not to say they aren't all over the place, but certainly concentrated here. we've got a graphic to put up for you. take a look and see just how important it is to these companies. google, the fourth leading company for this meta. this the sixth apple, the eighth tesla, by the way, 22nd. and elon musk, it is said, had a tremendous amount of influence on donald trump in changing his mind. so these bay area companies are very dependent on on these folks. they say they're skilled. they need them to move ahead and keep the economy going. and anybody who says this area is not the juggernaut of

the american economy right now is sadly mistaken. and i want to piggyback off of you're just saying elon musk likely influenced president trump's change of mind is, you know, what do you what do you think did that or, you know, because technically, wouldn't the president be losing a large swath of his supporters by going back on this? there are republicans right now just in a tizzy over this. they say this is absolutely opposite of what we have been trying to do, particularly with the idea of deporting immigrants. it's a big push. elon musk, let's not forget, contributed $277 million to the trump campaign. that's one fourth of the entire campaign. you got to believe that somebody like that, like that is more than the president's best buddy. interesting, interesting. all right, larry, i think we'll have to leave it there. but thanks, as always, for your insight. great to see you. it is 52 past the hour. up next, a quick look

yesterday afternoon, and we have a live look for you there this morning where neighbors have actually been calling in to our newsroom and our crew there this morning has seen flaring. a public health advisory from yesterday is still in effect this morning for the city of martinez, as well as parts of pacheco and clyde. the need for th health advisory will be reassessed this morning. people who live nearby, though, were forced to spend hours indoors yesterday afternoon because of concerns of toxic smoke coming from this massive fire. six people were injured. they were seen by medical personnel. all were released. thankfully, firefighters got that fire under control last night. meanwhile, san francisco is getting ready for the nba's all star weekend. there will be four main locations for all the events, including chase center, of course, the moscone center across the bay to oakland arena and pier 48, which is behind oracle park. more than 100,000 visitors are expected in the bay area. there will be concerts,

there will be a fan fest. there will be all sorts of activities. the big all star game is february 16th. pardon me, but all the fun starts on friday. valentine's day. happening now. parts of state route 12, in sonoma and napa valleys are closed due to flooding this morning. it is the typical scene up there. napa chp says the closure starts at the intersection of state routes 12 and 121, and then goes to what maher road. hopefully i'm pronouncing that correctly. another closure starts at the intersection of route 121 and 161. and that closure goes to eighth street. you see that in red on your screen. it's unknown when either will reopen, but the chp urges people to use alternate routes if they're driving. and perfect. time now to check in with cinthia pimentel for one last look at the forecast. before we go. there is a flood watch up there for the north bay, and it could get extended into next week as more storms are on the way. monday on into tuesday looks to be the heavier one. a bit of a
