enact 25% tariffs on mexico and canada, with 10% ariffs on energy products from canada. the u.s. is expected to start collecting on most of the tariffs tomorrow. alice barr joins me now. good morning, alice. there is a lot of concern about the prices americans will be forced to pay. >> reporter: frances, good morning. these tariffs hit the united states' three biggest trading partners. drivers could see the cost of gasoline rise by 15 cents to 25 cents per gallon because the u.s. imports fuel from canada. $3,000 could be added to the cost of a new car, because 42% of auto parts are imported from mexico and 13% from canada. the tariffs on china will impact technology imports. the prices of smartphones and game consoles could go up by

$200. and as much as $350 for laptops. president trump acknowledged that there may be some financial pain. >> we may have short-term some, a little pain, and people understand that. but long-term, the united states has been ripped off by virtually every country in the world. we have deficits with almost every country, not every country, but almost. >> reporter: and the white house says that these tariffs are intended to pressure the three countries and to stopping illegal immigration and the flow of drugs into the united states. but it's unclear what specific actions the u.s. is looking for to lift the tariffs. mexico's presidentesponding by saying we reject the white house's slander against the mexican government of having alliances with criminal organizations. she also said mexico would respond with its own tariffs but did not give details on that plan. canada retaliated by announcing a 25% tariff against billions of dollars worth of imports from

the u.s. and china says it's going to file a lawsuit with the world trade organization and vows to implement counter measures as well. overnight, president trump told reporters he would speak to the leaders of mexico and china this morning. frances? >> alice, thank you. marco rubio's first trip abroad as secretary of state took him to panama, where he repeated president trump's threat to seize control of the panama canal. andrea mitchell reports the country's leaders are rejecting all u.s. claims to the canal. >> reporter: secretary of state marco rubio in panama, his first stop as america's top diplomat. >> of all the agencies out there, there's none i would rather be in charge of and lead. >> reporter: flying into a storm of controversy over president trump's threat to take over the panama canal, claiming china controls it, a threat rubio relayed to panama's government. panama's president rejected the trump claim saying the canal is

panamanian and will remain so. it is a source of pride and economic lifeline. rubio said the u.s. has to take steps to protect its rights to the canal unless changes are made to prevent the risk of china shutting it down. because chinese companies operate ports at both ends. this pagoda, proclaiming china's presence here in panama, along with this bridge being built over the canal by chinese-led companies is partly why president trump is raising the alarm. but the canal is self is run by panama with ports along the way from all over the world. they reject the claim that u.s. ships are charged more. are you overcharging u.s. ships? >> all the panama canal users or clients are paying the same. >> reporter: many see the u.s. threat as bullying.

>> i think that a lot of panamanians can agree, most of all of us, that it belongs to us. >> reporter: rubio touring the canal for himself. panama and the u.s. do agree on cracking down on illegal migration. so before he leaves, marco rubio will witness the return of dozens of colombians back to their country. benjamin netanyahu was in washington where he's expected to meet with steve witkoff. under negotiation is the second phase of the gaza cease-fire. for more, let's turn to matt bodner. we are still in the first phase of the cease-fire. how's that going? >> r reporter:rances, good morning. the cease-fire is holding for the moment, though it continues to be on shaky ground. over the weekend, hamas released three more israeli hostages on saturday. this was followed hours later by the release of 183 palestinian

prisoners from israeli custody. at the same time, allegations of cease-fire violations continued. on sunday the idf conducted a strike on what they claim was a suspicious vehicle in gaza that wounded four palestinians. the idf says the vehicle was moving outside of authorized areas, making it a suspicious target. several incidents like this have taken place since the cease-fire went into effect. that was on january 19th. we are currently in the first phase of a two-stage process. during this first phase, hamas is set to release 33 hostages, 18 of which have been released so far. 60 more will remain in captivity for now. phase two is mnt to see the release of those remaining hostages, as well as the full withdrawal of the idf from gaza. negotiations for that second phase of the deal are set to begin as soon as today, but there are a number of issues that can derail further efforts to end this war. one of those factors is benjamin netanyahu who will meet with president trump tomorrow.

netanyahu saysys his message to trump will next on the return of all hostages and the defeat of hamas. and that point, the defeat of hamas, would appear to contradict the outline of the current cease-fire deal which calls for the withdrawal of all israeli forces from gaza. netanyahu is under pressure from the israeli right to double down on hamas while families of of the remaining hostages are appealing to president trump to push for the current deal. today crews will begin lifting the ill-fated american airlines regional jet from the bottom of the potomac river. five days after it collided with an army helicopter killing all passengers. authorities now say 55 of the 67 victims have been identified. >> i think we've done everything to set the conditions for a successful lift tomorrow morning. our goal is to lift as much as we can, given the fact that we are also accounting for the human remains component. >> on sunday, ten charter buses

transported the victims' family members to the crash site for a private memorial honoring loved ones. first gathering by the crash scene and then to runway 33 where the american eagle jet was set to land last wednesday. now to philadelphia where found the black box of a medical jet that crashed into a neighborhood there shortly after takeoff on friday. the ntsb says the recording device was found eight feet below the site of initial impact and will be sent to a lab in washington, d.c. for evaluation. six people aboard the medical jet died including a child patient, her mother, two pilots and two medical personnel. one person on the ground was also killed, and 19 were injured. another frightening plane incident, this time in houston. video showing a chaotic scene aboard a new york-bound flight after a reported engine issue. priscilla thompson has the

details. >> you can't take that. >> reporter: harrowing moments when a united airlines flight caught fire shortly after takeoff. this video a passenger shot showing flames coming out of the aircraft's wing. the new york-bound passengers appearing frantic as flight attendants urged calm. >> please remain seated. >> reporter: first responders racing to the scene. united airlines says during takeoff, united flight 1382 received an indication about one engine and halted the takeoff. >> which engine was it? >> engine two is our indication. right engine. >> reporter: more than a hundred passengers and five crew members were on board, united airlines says, including darya amaya shelton. >> we heard a big popping sound that was loud enough to startle me out of my sleep. and then the plane jolted to a stop. >> reporter: she and fellow
