biggest night. >> i'm still applauding, folks. it was a beautiful night. >> beyonci being the biggest headline for you. >> for me. but there are more. we will begin with the trump administration's clash with some of america's biggest trading partners. >> there are a lot of moving parts. the white house has agreed to pause tariffs on mexico for one month. that announcement came after president trump spoke with mexico's president this morning. tariffs on canada and china though are still slated to take effect at midnight eastern time tonight. >> imports from canada will be hit with a 25% tariff but canadian energy products like oil will have a 10% rate. all products from china will have a 10% tariff and and response, canada is hitting a wide range of american products with 25% tariffs. china said it will take necessary countermeasures and it is filing a lawsuit with the

world trade organization. we will get to what all this means for your wallet in a moment. >> let's start with our white house correspondent. what do we know about the agreement between the u.s. and mexico to pause these tariffs? >> we know the pause came as a result of negotiations between president trump and the president of mexico and now president trump is saying that mexico will be sending 10,000 mexican troops to the border. they will do that in order to, they say, really secure the border and stop drug trafficking and particularly stop the flow of fentanyl which president trump said is a key part of why the tariffs went to the place in the first place. this is showing that it is a situation where tariffs are being used as a diplomatic tool. >> president trump spoke with canadian prime minister justin trudeau earlier today. is there any sense that these two countries could reach a deal before tariffs going to affect?

have on your wallet. our cnbc personal finance correspondent joins us now. politics aside, how exactly will these tariffs work? and why are these costs offloaded to the consumer? >> tariffs or taxes on imports, goods and services from other countries. in fact, the importer is the one that pays for the cost and that tax for those american companies. american companies pass on the higher costs to consumers. >> let's say it goes through the way we think it might tonight. what happens to consumers in the coming days and weeks? >> there are a number of products we will see higher prices on. considering the fact that mexico is on hold, we have 40% of our imports coming from mexico, canada and china. talking about groceries, gas, cars, clothes, lumber, alcohol. and we have the issue of the 25% tariffs that canada is imposing. that has been something watched carefully

carefully. >> this could put a strain on consumers. with that said, getting products across any border takes time. how long might it be before we feel the effects of these? >> analysts they we could see the impact at the gas pump in a matter of days. 15, 20 cents per gallon higher depending where you live. we could see a rapid increase in prices in some areas but it depends on the product and it depends on what policies will be enacted and when. >> president trump today talking about a sovereign wealth fund he wants to create for the u.s. can you expand with that is? >> the sovereign wealth fund he is trying to create is something he said he wants to do but not necessarily sure it will be fully enacted or whether we can take part in that when it happens. >> briefly, we talked about the impact on the consumer. of course it will impact businesses and business owners. can you speak to that?

>> business owners are really hurting. they are trying to figure out how they will deal with the higher prices and how it will impact their manufacturing and cost to the employees as well. we will have to see how that works out for them. >> a lot to watch. thank you so much. army engineers in washington d.c. have started a delicate operation of removing pieces of the wreckage from the american airlines jet and black hawk helicopter that collided last week. 67 people were killed. the victim's families are beginning to measure the loss. on sunday, some of them gathered on the runway at reagan national along the water's edge for memorial service. our nbc news correspondent joins us now from reagan national airport. walk us through the salvage operation and how it is working. i know at least one piece has been removed today. >> reporter: that is right. and we expect a full update from the d.c. unified command and the fire chief and others

who have been working on this effort in the 4:00 hour. what we have seen today with ouown eyes, those approved from the army corps of engineers and the navy and supervisor of salvage and other contractors have been out on the water lifting pieces of the plane out of the water. we have seen at least one engine and another large piece of the plane come out of the water today. there was what seemed to be a stoppage in the work at one point this morning when crews then put up a blue tent on one of the boats out there. we had been given a heads up yesterday from the army that they would stop working if they thought they came across remains as they were doing the work, that they would put up a tent and in a dignified way would remove the remains. it is something that may have happened this morning. we expect answers later today on that. we know that there are still 12 people that are yet to be accounted for from this collision last wednesday night.

>> the ntsb, the national transportation safety board, investigators are looking at the black boxes from both aircraft's. and they're trying to figure out the exact altitude of where this happened. why is ththat important? >> it is really a part of the story. they need to understand exactly why the collision happened. they need to collect the data from they need to talk to the folks that were in the tower at reagan national which they had been doing throughout the course of the weekend. right now they have sort of conflicting preliminary data. the flight data recorder and voice recorder from the airplane and they have information about what do the controllers of the tower were seeing on those screens. they had not yet gotten information from the black hawk helicopter's data recorder. so they were hoping to be able to interrogate that data and see exactly why now they have a discrepancy. the data recorder shows an altitude of 325 feet, give or take a few feet. the tower shows the collision

welcome back. president nald trump is following through on his campaign pledge to reshape the federal government and he is doing it with the help of the world's richest man, elon musk. elon musk said that he and the president are in the process of shutting down the united state agency of international development or usaid, responsible for developing in undeveloped countries and for crisis around the world.

let's start with usaid. what is the game plan? are elon musk and president trump trying to shut it down entirely? or migight it fo into another agency? >> it sounds like they are trying to fold usaid into the state department. elon musk said that it is a criminal organization and wants to have it shut down altogether he has talked to folks about what usaid does. it has about 10,000 employees and 23rd's work overseas. they are providing humanitarian support to all sorts of countries across the world and especially places like ukraine, gaza and areas that have seen recent conflict. you also have the president saying that this is a good idea and he backs a lot of what elon musk is doing. listen to what he said in the oval office. >> elon can't do and won't do anything without our approval. we will give him the approval where appropriate. we are not appropriate, we won't.

>> what is interesting is president trump is pushing back on criticism that elon musk is wielding too much power president trump has said he is not the copresident. he reports and does what the president tells him to do according to his report. today, marco rubio, the secretary of state, said he is the new acting director of usaid. so that is already a movement toward trying to have these two agencies mesh together because they now have one leader. >> usaid obviously under the microscope. are there other federal agencies being analyzed by the trump administration that might face cuts to the federal rkforce? >> it's a good question. we know there is a push to get a member of federal employees to take a buy out. the government is saying that they could take eight months of pay for someone to resign from the government. i talked to union leaders who said employees specifically in the

department of education, have been put on administrative leave because they took a diversity training program that president trump, through his former education secretary, betsy devos, encouraged them to take. the trump administration at the time said they wanted 400 people to take a two day voluntary program. it was called the diversity change agent program. people that had nothing to do with dei jobs like program analysts and it folks, they took this training in 2018. this was under president trump the first time. now they are being put on administrative leave. one unit leaders said they felt like it was entrapment. of course it is not clear if president trump will get reelected and target these people. but that it was encouraged under the first trump administration and now it is in some ways being penalized. >> a lot of moving parts. thank you for keeping up with

it. hamas released three more israeli hostages sunday. one was keith siegel who was cheerfully reunited with his family after 16 months in captivity. israel also released more than 180 palestinian prisoners. this was the fourth exchange in the multiphasic cease-fire deal. according to the agreement, negotiations for implementing the second phase of the deal should start by today but there is no clear plan for when talk will begin. this comes as israeli prime minister benjamin netanyahu is currently in washington d.c. ahead of a meeting with president trump tomorrow. our nbc news chief international correspondent is with us from tel aviv. with all the emotional moments of keith siegel reuniting with his family. we just heard from his wife what did she have to say? >> reporter: that is the right. we also heard from his daughter and what she had to say after those emotional moments and that elation after his release.

what she had to say was disturbing. she said during the captivity, he barely saw daylight. he was starved for an extended period of time. but dramatically lost weight and was held in difficult and lonely conditions and sometimes lost hope that he would ever return home. of course he did return home. and she told him when he finally arrived home over the weekend that she delayed her wedding. and then we mentioned how happy his wife was to see him walk three free. she spoke to a journalist and said she wanted to send a message particularly to president trump. take a listen. >> i hope the next stage happens with all the hostages returning home. i know you will make sure

we're not just talking students and workers. in some cases, entire businesses are closing their doors in solidarity. and the immigrant community asking all of us to not spend any money today. this is a sign one livermore restaurant put up for customers saying they will be closed today so that workers can take part in a day without immigrants. the protest has been organizing on sial media to push back against mass deportations and the trump administration's rollback of protections for immigrants. same kind of notice we saw at la tapatia restaurant in south san francisco, saying they will also be closed today. and in addition to walkouts, a larger rally is planned for oakland. here's one community organizer with bamn, which stands for by any means necessary. we want to make a statement that that not only are we really important to the economy of this country, but that we have a right to be here, to live here. tess, the protests began this weekend. these are some of the hundreds of people who marched near alum rock and

king in east san jose over the weekend. although san jose police officers arrived on scene, it was only to direct traffic. we'll remind you that the san jose police chief and the san jose mayor have said that the sapd will not be helping ice agents enforce imgration policy because it's not their job. a similar protest happened in los angeles, where hundreds of protesters made their way onto highway 101, blocking traffic. more than you would usually see in la. organizers say protesters will also be showing up against companies that have rolled back diversity, equity and inclusion, or dei policies since trump was elected. here on your screen on the left, you see the protests that happened in san diego and houston. on the right hand side, there are the protests that happened also in dallas as well. and on the bottom of your screen, you'll see the protests that happened in phoenix there. police did show up in riot gear and sprayed pepper sprayed the crowd. one person did take off in a police vehicle that was

later recovered. we don't know of any arrests. again, we expect these protests will continue throughout today, which has been dubbed a day without an immigrant, and we will follow those protests for you as they happen back to you. thanks, chris. a warehouse fire this morning in oakland has left one person dead. the two alarm fire broke out around six this morning on russet street. more than 40 firefighters battled the flames and prevented it from spreading to nearby buildings. crews managed to extinguish the fire within an hour, but during the search of that building, firefighters found the victim. police have not released any information about that person and the cause of this fire is still under investigation. now keep that umbrella handy. the rain is sticking around. here's meteorologist kari hall with our forecast. we've had an active storm pattern across the region, and it continues today. we will see it coming in waves, kind of just off and on, but really picking up this evening and into

early on tuesday. so take a look at the timeline, the north bay, seeing the rain first and then moving into much more of the bay area later on tonight, where we see the yellows and the oranges indicate some heavier rainfall, and that will be with us in the south bay, parts of the santa cruz mountains early tomorrow morning, and continuing off and on throughout the day on wednesday. it looks like we're going to take a break from the rain, but not before racking up a couple of inches of rainfall. we'll be tracking that as well as the impacts, and a look at the 7-day forecast is coming up in the next 30 minutes. thanks, kari. in san francisco, the fight continues against the city's fentanyl crisis. tomorrow, the board of supervisors will vote for the first time on declaring a fentanyl state of emergency. new san francisco mayor daniel laurie proposed that order it would streamline the rollout of resources to battle the drug crisis. if it passes tomorrow, the next step is a final vote. santa clara county is suing companies over contaminated drinking and groundwater. the

bottom of the hour. here are the stories making headlines on nbc news daily. >> the pacific coast highway reopened it today after being shut down for several weeks because of the palisades fire. the highway reopened with one lane in each direction open at reduced speed to allow essential repair work to continue following last month's devastating fire. over the weekend, the palisades fire and that transiting fire in altadena where declared contained. the official cause of the fires remains under investigation. vice president jd vance visited east palestine, ohio to mark two years since the disastrous train derailment there. the visit comes after a new lawsuit has made the first allegations of death caused by this incident. the lawsuit filed on behalf of hundreds of ohio residents contains seven wrongful death claims filed against norfolk southern railroad including the death of a one-week-old baby. the lawsuit does not contain any details about the death but alleges the cleanup was botched

by the railroad and that federal agencies failed to properly warn about the health risks from the toxic materials involved in the crash. and norfolk southern declined to comment on the new litigation. this comes after the railroad company previously agreed to a $600 million class action settlement for anyone living within 20 miles of the crash. united airlines flight was evacuated in houston sunday after an apparent issue with the engine. flames and smoke were seen coming from one of the engines forcing passengers to use emergency exits just before the plane was scheduled to take off for new york. more than 104 passengers and five crew members were on board at the time. all passengers were taken back to the terminal and no injuries have been reported. nbc news has learned some of the immigrants are arrested in the first days of the trump administration have already been released back to the u.s. that is according too sources familiar with the operations.

those that have been released are being kept in a monitoring program. immigrations and customs enforcement or i.c.e., can track them by ankle monitors or wristbands. our nbc news correspondent is behind some of that exclusive reporting and joins us now. president trump has promised mass deportations to people in the u.s. illegally. why would some of those arrested be coming back to the u.s.? can you explain? >> it is because they are short on space. even though trump promised to the biggest deportation operation in american history, they don't have more funding or detention space then they did before he took office. what ice is doing is having to look at who they arrested and decide that if someone is not deemed to be a threat to public safety, most of those who have not been convicted of serious crimes, can be released on monitoring programs. but it underscores the fact that just because you see someone arrested and you have these

large numbers posted every day by i.c.e., it doesn't necessarily mean that it is leading to a deportation because the process is complicated and they are short on funding funding. >> so interesting. let's talk about the tariffs we have talked about all are. for mexico, they are on pause. that is because the mexican president is sending the mexican national guard troops to the us- mexico border to try to address drug trafficking and specifically fentanyl. can you remind us how big of an issue this is and how fentanyl has been coming into mexico? >> it is a number one killer of a lot of young americans. we know that in the beginning, fentanyl mainly came from china. this precursor chemical from the mail and in the united states. after that came to an end, there was more of a crackdown on male security and it started to come in near mexico where the cartel does manufacture fentanyl in the lab and it comes across us-mexico border. and they have scanners and place to try to scan as many cars as

the biden administration granted the status, it was an answer from a plea from a democratic mayor that said they wanted the venezuelans to be able to work. >> thank you. investigators uncovered a crucial piece of evidence from the medical jet that crashed into a residential neighborhood in philadelphia friday. the ambulance went down moments after takeoff killing all six people on board. one person on the ground also died. our nbc news correspondent has more on the investigation from philadelphia. >> reporter: we are here in philadelphia right at the crash site of where this happened on friday. the latest updates we received from governor schapiro, mayor parker and the transportation secretary, sean duffy, told us that 24 people have been injured as a result of the crash. we know that two people are

ill hospitalized in critical condition and two people are hospitalized in stable condition. this all happened friday around 6:30 p.m. this was a jet rescue air medical ambulance on board with an 11-year-old girl from mexico. she spent four months here in the hospital with her mother reiving a life-saving treatment. she and her mother were on their way back from mexico along with them to other flight crew and medical staff that were also on board. all six of them died in the crash as well as one person on the ground in their vehicle. we know 24 people were injured as a result of the debris and the fire and some of the damage that happened from the plane crash. the ntsb also has recovered the cockpit voice recorder. they are saying that it was found 8 feet deep in a hole left by the plane crash. they do not know the exact condition of the recorder but they are hoping to find more additional information

as to why this all happened. reporting from philadelphia, nbc news, back to you. lawyers for actors blake lively and justin baldoni faced off in federal court today. it was the first pretrial hearing in a legal battle between the two costars. >> justin baldoni is denying any allegations and his counter suing alleging defamation. >> the pretrial hearing comes hours after justin baldoni's team launched a new website filled within a limited legal complaint and alleged text messages between the two actors. it includes alleged text messages between justin baldoni and ryan reynolds who is the husband of blake lively. joining us now is our nbc news entertainment correspondent. what came out of the pretrial hearing today? >> blake lively's team was hoping that the judge would impose a gag order on justin baldoni's legal team meeting they would have to stop talking

to the press and it would be a legal win for them, especially because they are not happy about the website that justin baldoni's team put up over the weekend with tons of text messages and e-mails, not just between justin baldoni and blake but also justin baldoni and blake's husband ryan reynolds. although the team did not speak at the courthouse, a statement was released from blake lively's team saying that they look at the totality of this is a wiand they are pleased with the results of the hearing and they are eager to move forward immediately with discovery in the case. one thing they did talk about today is that blake lively does not want to be deposed by brian friedman, the attorney for justin baldoni. the judge said, too bad. it doesn't matter if she is a celebrity. she does not get to pick who she is deposed by. and there is no gag order now on either side but the judge did admonish them and say that they both needto fall in line and stop mudslinging or he will actually move the trial date up. it is scheduled for a little over from a year from now.
