we begin with breaking news. china is not backing down from a potential trade war with the u.s. beijing has announced its own tariffs against the united states shortly after tariffs against china went into effect after midnight. hi, alice, what counter measures is china taking against the united states? >> reporter: good morning, frances. well, china retaliated almost immediately, as the new u.s. tariffs went into effect just after midnight. china's finance ministry says it will impose tariffs of up to 15% on select imports from the u.s. they're set to begin on february 10th and will impact coal, crude oil and certain cars. chinese officials announced a new investigation into google, saying they'll investigate the u.s. tech giant for alleged anti-trust violations. the white house says president trump will speak with president xi jinping this week. president trump told reporters

those talks will probably happen as soon as today. he suggested that the tariffs against china could go much higher. >> we have meetings planned. and we'll see what happens. but that was just an opening salvo. if we can't make a deal with china, then the tariffs will be very, very substantial. >> reporter: and president trump did delay 25% tariffs against canada and mexico after both countries agreed to help reenforce security at our northern and southern borders. canada says it will spend a little over a billion dollars to reenforce the border with new helicopters, technology and personnel. and mexico agreed to send 10,000 members of its national guard to address drug trafficking from mexico into the united states. it's unclear what actions the white house will look for n its talks with china. china is accusing the united states of violating world trade

organization rules. they say the tariff hike by the u.s. does nothing to solve problems. on the campapaign trail, presidt trump threatened to impose tariffs of up to 60% on chinese-made goods. and concerns are growing about how much consumer prices could hike up in this country if this spirals into a larger trade war. frances? >> what we all want to know, alice, thank you. new this morning, el salvador is offering to accept deportees from the u.s. and even u.s. criminals. the president of el salvador saying he would charge a fee relatively low for the u.s. but significant for the central american country. the trump administration does not have plans to deport american citizens but did acknowledge the offer was significant. meanwhile, defense secretary pete hegseth met with troops along the southern border yet.

that, a show of force in the larger immigration crackdown. it comes after exclusive nbc news reporting reveal social security i.c.e. has released some undocumented migrants back into the u.s. with ankle monitors, due to lack of detention space. when asked, border czar tom homan says he was not aware of those releases but will find out what happened. israeli prime minister benjamin netanyahu will meet with president trump at the white house this afternoon to discuss the cease-fire in gaza. speaking to reporters at the oval office yesterday, mr. trump expressed little confidence that the ongoing truce is viable. >> i have no assurances that it will hold. i've seen people brutalized. nobody's ever seen anything like it. no. i have no guarantees that the peace is going to hold. >> for the latest, let's go to claudio lavanga. netanyahu already met with the president's mideast envoy. so how did those talks go? >> reporter: good morning, frances. the threat "early today," the

israeli prime minister office issued a statement saying that those talks were positive and friendly. also they announced that later in the week they will send a team to doha and qatar to start talking about phase two of the cease-fire, even though we know that not everyone in the israeli government agrees or supports the cease-fire. the national security mister ben-gvir has already resigned over that agreement, the fear is that others in the government may lose support, may not want to get to phase two. because that's when israeli forces are expected to withdraw completely from gaza, even though there will still be israeli hostages there. it worries the families of the hostages who have not been released yet. >> the extremists in the israeli government and coalition are attempting to sabotage the deal. they want to resume the war at the expense of the hostages'

lives. i don't trust netanyahu to bring my son home from captivity. but i do trust you, mr. president. i know you'll bring my son and the rest of the hostages home. >> reporter: in the meantime, the leader of the opposition in israel has said that his party will offer support to the government in case of any political crisis to make sure that he offers a safety net to guarantee that that cease-fire holds in the future, frances. >> claudio, thank you. there are concerns this morning about usaid employees who were working abroad. multiple sources tell nbc news that the trump administration has blocked access to secure communications for many people who work in war zones. one source says people are stranded, and it is unclear they still have security protections. the backlash is growing as president trump and elon musk work together to overhaul

government agencies. >> reporter: this partrtnership power under intense new scrutiny. president trump and the world's richest man, elon musk, allowing him to get inside the treasury department's payment system. >> it's only if we agree with him. >> reporter: the white house says in his role running the department of government efficiency, musk is designated as a special government employee, with top secret security clearance. >> elon can't do and won't do anything without our approval. and we'll give him the approval where appropriate. where not appropriate we won't. >> reporter: a top musk target, the u.s. agency for international development. he argues there is too much waste in its $42 billion budget. usaid delivers food, medicine,

vaccinations and humanitarian support to 60 countries. help that is considered vital to u.s. natational security. musk spoke on his x platform, declaring the agency must be shut down. >> what we have here is not an apple with a worm in it, but we have actually just a bowl of worms. >> reporter: secretary of state marco rubio says core life-saving programs will not be frozen during a 90-day review. >> these are not donor dollars, these are taxpayer dollars. so far the people who work at usaid have refused to cooperate. >> reporter: usaid is funded by congress. they blasted the shutdown as illegal and dangerous. >> elon musk did not create usaid. he doesn't have the power to destroy it. we're going to stop him. >> reporter: usaid workers told to stay home. are lives on the line because of this? >> lives have already been lost because of this. >> reporter: he says the relief

workers he knows are devastated. >> they're in fear for what this means for america, what this means for the people thahat ey touch, and they're in fear for themselves. >> reporter: fear is also rattling the fbi's eight top career officials fired friday and a top official seeking names of agents who worked on january 6 cases. the fbi agents association in a statement described agents as extremely fearful of being removed. and some started to pack up their desks. this tension at the bureau comes as the senate is still working through the confirmation process for kash patel to be the next fbi director. he said under oath at his hearing that all fbi employees would be protected from political retribution. and senate democrats on that key committee are saying they want more answers about what's happening inside the fbi. >> kelly, thank you. one engine and the fuselage of american airlines flight 5432

were lifted out of the potomac river yesterday, nearly one week after a military helicopter collided into it killing all on board. the jet needs to be removed in order to recover all 67 victims who di in the mid-air collision. so far, 55 victims have been positively identified. but officials promise to recover everyone. the goal today is to lift the cockpit out of the water. the removal process is expected to last until tomorrow. a man in georgia has been sentenced to nearly 500 years in prison for facilitating dogfighting and abusing animals. here we see state prosecutors posing with one of the 107 dogs seized as the man's property in november 2022. the animals were found in squalid conditions with signs of abuse. in court, the defendant denied having nything to do with dogfighting. his lawyer did not respond to request for comment. it is the longest-known sentence

for dogfighting ever handed down. some heavy rain is hitting the west coast this morning. let's turn to angie lassman who's tracking the flood threat. >> good morning to you. we've got flood threats for parts of california after multiple days of heavy rain. 13 million people under flood alerts. another repeat round, specifically focussed toward central california. that's where we'll watch for the flood threat. a bit of a break tomorrow. but look what happens as we fast forward to thursday. we'll see another system working in on that atmospheric river and delivering more rain and of course a rewed flood threat for that same region. some of this will impact folks in southern california. but the main areas chico to monterey, san francisco, yosemite included. big picture, look for temperatures, notice how warm it is for the southern tier of the

tariffs on the u.s. karen gilchrist is here to break it all down for us. >> these stock moves really should come with a whiplash warning. u.s. futures are seen lower overnight, this after china announced retaliatory tariffs on the u.s. over the u.s. move to impose levees on beijing. this is a reversal of positivity that had seeped through after trump announced that canada and mexico would see pause in their tariffs coming through after negotiations progressed between those countries. and it has come after a major selloff in markets on monday in response to these tariffs. now asian stocks are seen to be moving higher. but european markets are seen opening lower after china responded, and we'll certainly be looking for the reaction on wall street coming up.

trump announced an executive order to launch a sovereign wealth fund for the u.s. and he has said this could be used for things such as buying tiktok, which, of course, is looking for a u.s. buyer at the moment. but also more traditional things like infrastructure projects, including airports and transportation facilits as well as sort of improving u.s. in greenland. this is typically used in countries with big budget surpluses, quite different than the u.s. but there will be a 90-day consultaon period. >> thank you. still to come, the first court hearing in the "it ends with us" case. and the longwaed bfy -aituf reboot is coming with the help of an oscar-winning director.
