breaking news. a new escalation in a potential global trade war. china's finance ministry says it will impose new tariffs of up to 15% on select imports from the u.s. in response to new tariffs on chinese goods that went into effect at midnight. they are set to begin on february 10th and will impact energy products,s,arm equipment and certain cars. the white house says president trump will speak with china's president xi this week. president trump told eporters that conversation will probably happen today. the u.s. delayed enacting tariffs against canada and mexico after conversations with their leaders. nbc's christine romans has more. >> reporter: just hours before a trade war was set to commence, a partial stepback from the brink, president trump saying he'll delay 25% tariffs on mexico because mexico's president made concessions involving the border, including sending more soldiers to patrol for drugs and migrants. >> they've agreed to put in

10,000 soldiers, permanently. like, forever. 10,000 soldiers at their side of the border and some fentanyl and illegal aliens from coming into our country. >> reporter: president trump delaying the tariffs for 30 days while talks continue. mexico's president saying, i'm sure in this month, we'll be able to give results. a 30-day delay on tariffs against canada, too, after canada's prime minister said he will also beef up border security following president trump's tariff threat, including spending $1.3 billion reenforcing the border with 10,000 frontline personnel. president trump posting, canada has agreed to ensure we have a secure northern border and to finally end the deadly scourge of drugs like fentanyl that have been pouring into our country. >> reporter: u.s. officials say 43 pounds of fentanyl were seized on the northern border last year, a relatively small amount, compared to mexico. meanwhile, there's still a miight deadline for 10%

tariffs on china. if tariffs are imposed, economists warn they could hit the wallets of almost every american, because these are our top trading partners. from canada, the u.s. imports 4.2 million barrels of oil per day. and with mexico supplying 42% of auto parts imports, you could pay $3,000 more for a new car because of tariffs. if tariffs last for several months, the non-partisan tax foundation estimates it could cost american households more than $800 this year. in michigan, union auto worker joseph knowles voted for trump and praises the plan, saying they protect american businesses. >> it keeps them from taking businesses out of the u.s. i do think it's going to create more jobs, and i do believe it's going to protect mines. >> reporter: but in california, zach davis owns ice cream shops. he says tariffs would raise the prices on equipment and even

sprinkles. >> that may mean our business doesn't make any money this year. >> reporter: can you eat any of that cost increase or do you have to pass it on to customers? >> if the cost goes up ten cents to put sprinkles on your ice-cream cone, we cannot eat that cost. we'll have to pass that along. new this morning, el salvador is offering to accept deportees from the u.s. and even u.s. citizens currently imprisoned for violent crimes. secretary of state marco rubio making the announcement after a meeting with the salvadorian president. the president saying on x he would charge a fee that is relatively low for the u.s. but significant for the central american country. a u.s. official says the trump administration does not have plans to deport american citizens but did acknowledge the offer was significant. meanwhile, defense secretary pete hegseth met with troops along the southern border in new mexico yesterday. the deployment a show of force

in the administration's larger immigration crackdown. it comes after exclusive nbc news reporting reveals i.c.e. has released some undocumented migrants back into the u.s. with ankle monitors due to lack of detention space. when asked, border czar tom homan says he was not aware of those releases but will find out what happened. president trump's partnership with elon musk is facing intense scrutiny. the white house has designated the world's richest man a special government employee with top secret security clearance as he works to reshape the government and slash spending. president trump acknowledged that musk can access sensitive information like the treasury department payment system. >> elon can't do and won't do anything without our approval, and we'll give him the approval where appropriate, where not appropriate we won't. >> elon musk is facing backlash.

democratic senator brian schatz has put a blanket hold on state depament nominees. he cannot stop the nominations but is essentially saying he had make the process as slow and difficult as possible. the senator says dismantling usaid is illegal and makes us less safe, saying the president and musk cannot wish it away with the stroke of a pen. they need to pass a law. the state department is evaluating the work of usaid. marco rubio says the core-life-saving programs will not be halted during the review. president trump is set to meet with benjamin netanyahu to discuss the cease-fire in gaza. mr. trump expressed little confidence that the ongoing truce is viable. >> i have no assurances that it will hold. i mean, i've seen people brutalized. nobody's ever seen anything like it.

no, i have no guarantees that the peace is going to hold. >> for the latest, let's turn to claudio lavanga. netanyahu already met with the mideast envoy, how did those talks go? >> reporter: good morning, frances. at least according to the israeli prime minister's office which issued a statement this morning, those talks with the envoy by president trump were positive and friendly. they will send a team to doha at the end of the week to start talking about phase two of the ceasase-fire. but not everyone in the israeli government wants to get to phase two. the interior minister has already resigned. and recently, the finance minister has also threatened to resign if israel doesn't go back to fight hamas in gaza after phase one. despite the fact that there are still, there will still be israeli hostages in gaza. and this is something that will potentially worry the families

of american airlines flight 5432 were lifted out of the potomac river yesterday. officials say more remains were found during yesterday's recovery efforts, adding that the jet needs to be removed in order to recover all 67 victims who died in the mid-air collision. so far 55 victims have been positively identified. but officials promised to recover everyone. the goal today is to lift the cockpit out of the water. the removal process is expected to last until tomorrow. for the first time, a new lawsuit is alleging that people died because of the fiery east palestine train derailment. the suit against norfolk southern railroad was filed exactly two years after the accident. it claims one of the seven victims was a 1-year-old baby and alleges contractors botched the cleanup and failed to adequately warn residents about the health risk. norfolk southern has not yet commented on the litigation,

though last year the company agreed to a $600 million settlement to resolve class action lawsuits filed after the toxic crash. vice president jd vance and the newly-appointed head of the epa, lee zeldin toured the area. we have another round of heavy rain for folks around california. that's going to be one of the spots that really is the bull's eye for the heaviest of the rain and potentially some snow for central california. we'll see the flood risk focussed across the bay area and sacramento valley. a bit of a break as the system shifts east. but we have another round of heavy rain on tap for thursday. this is going to be multiple days of these flood threats. those will be problematic when it comes to mudslides as well.

we're back with a new report out of new orleans. just days before the city is set it host the super bowl. in newly-obtained e-mails, members of the statement's front office apparently worked with the catholic church to do damage control over sex abuse allegations. marissa parra has more. ♪ ♪ >> reporter: as anticipation grows for this week's super bowl in new orleans, the host city seeing the saints coming under new scrutiny for its alleged role providing damage control during a 2018 sex abuse crisis. it reveals the possible scope of the team leadership's influence. >> one of the reasons the story has taken so long is the degree with which the church has opposed full transparency. >> reporter: jim is an investigative reporter for the ap, which has been investigating the new orleans archdiocese for years, including in 2018 when

the church released a credible accused clergy abuser list. >> we did some investigative reporting five years ago that revealed that the list itself was undercounted. >> reporter: according to "the associated press," the e-mail showed that a saints spokesperson was able to see that list of accused clergy members before it was made possible and a call with the city's top prosecutor, quote, allowed us to take certain people off the list. the archdiocese of new orleans telling nbc news in part no one from the statements had any say in removing anyone from the list. >> this is not the catholicism i was raised in. >> reporter: she represents district 91. >> i am hearing from people all over the city, black, white, old, young, who just can't believe it. the saints are beloved here. this is rocking all parts of the city. all people up and down.
