action in the trade war. beijing is now issuing tariffs of its own after president donald trump's 10% tariffs on chinese goods took effect at midnight. the impact you'll soon see on prices across the u.s. also, the temporary truce made with canada and mexico. plus, ensuring immigration rights and protections. the resolution city leaders in san jose are set to present as ice raids continue. this is today in the bay. a good tuesday morning to you. a rainy start for us all, but we're here. good morning. i'm marcus washington, and i'm laura garcia. we begin with our top story this morning, which is the atmospheric river taking aim at the bay area from the north bay to the south bay. the entire region will get soaked over the next 24 hours. downpours already causing some dangerous driving conditions. this is video taken in windsor and sonoma county. this is where chp is saying that

the driver of this car spun out, crashing into a power pole last night. fortunately, there no one was hurt. meteorologist kari hall. timing out just how long this rain is going to last. pretty much the whole commute. yeah. it looks like throughout the day, we are going to see waves of rain coming in, along with some gusty winds. and as we get more energy into the afternoon, there is the possibility that we could see some thunderstorms here and there. here's a look at all the rain that's covering the bay area. we know that it is much needed, but you do have to allow some extra time to get to work and driving around the bay area. maybe a little bit more difficult compared to yesterday at this time, as we see the storm system moving through some pockets of heavy rain here and there, and mainly in the east bay from 880 to 580, we are seeing some heavy rain and some lighter showers for san jose, and it has eased up for morgan hill, but we will still see that chance of rain as we go throughout the day and pockets of heavy rain into the evening and our in our free. nbc bay

area app is a great resource to have as weather changes, so you can type in your zip code and get a customized forecast for your neighborhood. and mike takes us to the richmond-san rafael bridge, and we'll look at what conditions are like over here. wet and soupy. as you're leaving richmond, you see the water on the lens right now actively falling. so it's a slippery commute. light traffic volume. despite that, once you approach the san rafael side over there and get by san quentin, as we look at our maps here, there we go. we are looking at some slowing. there was one crash. a solo crash reported in the center divide. there was another crash reported. in the backup. looks like they're sorting things out. they need some tow trucks in the area to remove them from 580. a you approach san quentin area, notice the green highlighting. that's where there's damp, slick roadways in many parts blue. and then the farther in the north bay, puddling and ponding likely. remember standing water. you avoid it, you turn around. don't drown. there's a good chance of you getting puddles throughout the peninsula as well, but so far the freeways are moving smoothly. back to

you. thank you very much, mike. a trade war with two top u.s. allies was averted, at least for now. but breaking overnight while the white house and states tariffs on imported goods from china. china retaliates. today in the bay alice barr explains how leaders in that country are responding. countries. i mean, i look at. minutes after president trump's 10% tariff on all chinese imports took effect overnight. the chinese government retaliating, announcing a new 15% tariff on u.s. coal and liquefied natural gas and a 10% tariff on u.s. products from crude oil to pickup trucks. while on another front, president trump announced a 30 day delay in 25% tariffs on agreed to beef up borderboth security. mexico sending troops 10,000 soldiers at their side of the border, and stop fentanyl and illegal aliens from coming into our country. canada promising a new fentanyl czar while moving ahead with a

previously announced $1.3 billion to reinforce its border, sending 10,000 frontline personnel. that amid a brewing standoff over the power of president trump's cost slashing ally, elon musk. the white house designating the world's richest man a special government employee with top secret security clearance, giving him access to sensitive government systems like treasury department payments. well, he's got access only to letting people go that he thinks are no good if we agree with him. musk looking to let a lot of people go at the u.s. agency for international development, which delivers critical food, medicine and humanitarian support to 60 countries, proponents say shoring up national security. musk argues there's too much waste in the agency's $42 billion budget pressing to shut it down. elon musk did not create us aid. he doesn't have the power to destroy it. democratic lawmakers fighting to

save an organization that is authorized and funded by congress. in washington, alice barr, nbc news. and happening today, a new push in the south bay to protect immigrants. it comes as state leaders approve new money to fund the brewing legal battles with the white house over immigration. today in the bay's bob redell live for us outside of san jose city hall this morning. and, bob, i know we've seen a lot of activity with people protesting in san jose. what about the council there? are they expected to take any action today? they are. good morning to you, marcus. later this afternoon for city council members here in san jose at city hall, led by council member peter ortiz, they're going to hold this news conference to show their support for a resolution that, in their words, would reaffirm the city's commitment to protect the rights and safety of immigrants who are scared of president trump's threats of mass deportation. yesterday, the state assembly in sacramento, which is dominated by democrats, they approved $50 million in new legislation to

defend the state's progressive policies against challenges from the trump administration. there are two bills. one would allocate half that money $25 million for the statete's department of justice to fight the trump administration in court. the other $25 million for legal groups to defend immigrants facing possible deportation. these law abiding immigrants, they are californians. they are not criminals. a republican assemblyman, bill lee, said in response to the democrats proposals to their legislation. i should say that they passed, quote, california should be working with the president, not fighting him and suing him, especially at a time when we're asking for billions of dollars in aid. this is not going to look favorably upon us. that legislation, which was passed in a special, special legislative session, now goes to governor gavin newsom's desk for signing. yesterday, some business owners closed their doors to show what a day without immigrants would be like. this is what you're alluding to there earlier,

marcus, and to show solidarity with immigrants who contribute to this country. there are also a number of people throughout the bay area, people holding signs, dancing who told us that these demonstrations are for their parents and loved ones who they fear could be deported. under president trump's policies. reporting live here outside san jose city hall. bob redell today in the bay. all right, bob, thank you. in just a few hours, alameda county leaders will swear in their newly appointed district attorney. supervisors last week chose ursula jones dixon over six other candidates. dixon is a cal graduate who earned her law degree from uc, usf. she worked in the da's office as well from 1999 to 2013, before becoming a county judge. she's filling out the term of recalled d.a. pamela price. voters will elect a new da in 2026. later tonight, san francisco police will host a town hall to answer questions about a recent deadly police shooting. it all followed a standoff on january 27th. this

is at ninth and mission street, south of market. officers shot and killed the gunman, who they say shot and critically injured the owner of a pot dispensary. investigators are still not saying what led up to the initial shooting, but that incident has not believed to have been a robbery attempt. now to a live look at the state capitol, where attorney general rob bonta will talk about what's being done to protect students and teachers from federal immigration threats. later this morning. bonta has been hard at work informing immigrants about their rights and protections under the law. he's also expressing his commitment to keing schools a welcoming, safe and inclusive space for all. a news conference is scheduled to begin a little before 11:00 this morning. in the meantime, teachers in some of the state's largest districts are launching a new campaign to boost their collective bargaining power. the campaign is called we can't wait. today, union members will hold rallies in the bay area's three largest cities calling for change. san jose's rally starts at 10:00 this morning outside the teachers association office in

san francisco. it starts at 1230 at buena vista. horace mann and a rally in oakland is planned for four this afternoon outside of city hall. let's take a live look outside for you this morning in san jose. a wet start as we're seeing that across the bay area. meteorologist kari hall has a look at that storm as it's moving through the bay area. how is it looking this morning, kari? it's going to be soggy out there. we're going to see the rain continue throughout the day, even into the evening. we can see how much of the bay area is getting rain. pretty much everyone. and we are going to see it coming off and on throughout the day, with stormranger tracking some of the heaviest rain now moving through the east bay as well as the south bay, and there will be a flood watch in effect for the entire bay area. but for the russian river at guerneville, there is a flood warning where we are expecting it to crest at flood level or just below flood level, that minor flooding as we go into this evening as well as early tomorrow morning. but as the rain continues, that could change as we see some pockets of heavier rain moving through. a

look at san jose as the rain continues. temperatures go from mid 50s only into the low 60s today. it's going to be a cool one for the north bay with highs in the upper 50s. some spots will feel a little bit milder with low 60s in san jose as well as palo alto and san francisco, but we are going to have things cooling down as this cold front moves through later tonight. so we'll talk about another colder storm in our forecast that's coming up in a few minutes. mike has a look at lower gas prices around the bay area and in the south bay. san jose continues to dominate the list of lows, so be happy if that's the city where you fill up. but we're going to go to the next best in santa clara, also in the south bay with 375 at dimond gas and market on warburton avenue. we have a quick stop in solano county, not a quick stop. it's actually vallejo's best at 377 grand. gasoline on spring street and then in contra costa county. we'll call it san ramon for 379 at freedom gas on acosta boulevard. you check for some changes, see prices coming up a little bit here and there.

talk about where there is some standing water reported. and of course, we'll show you if those sensors are changing. coming up. well good morning. very happy tuesday to you. as is so often the case, the big story that came in with a bang yesterday is just a whimper. today. the u.s. has delayed those massive tariffs against canada and mexico for 30 days after those two countries said they would beef up border security. the tariff with china took effect last night at midnight. china responded by cutting off more of our supply to rare earth elements. we need to build electronics and launching an investigation into google. other news salesforce laying off 1000. according to bloomberg, and then hiring them for ai jobs. president donald trump wants america to have a sovereign wealth fund the way that saudi arabia does. he signed an executive order to that effect yesterday. curiously, the president said the fund could be used to buy tiktok, like the u.s. government owning tiktok,

the same way it owns the postal service or aircraft carriers. we suspect the chinese government meddles in the privately held tiktok. trump's plan would be our government would straight out own it. now, sovereign wealth funds are something that countries build when they have so much money they don't know what to do with it. they literally need places to put it. usually because of oil. norway has a sovereign wealth fund oil. qatar has a sovereign wealth fund. they used to buy harrods department store in london. oil. the biggest of them is saudi arabia, with its public investment fund. and its money is all around you. it's an investor in uber, for instance, and meta, lucid motors as well. but to build one of these funds, you need lots of extra money. and yes, the u.s. pumps more oil than anyone, but we don't have extra money. we have the largest debt in the world. those other countries no debt. put another way, it's financially

deliver remarks at the opening of a new ymca in the city's dogpatch. it includes an all new wellness center, which includes a rest and recovery space, group exercise classes and more. well, 20 for you this morning separating truth from crazy during the annual super bowl opening night, which took place last night in new orleans. now, it used to be called media night. and in a way, nothing has changed. anyone with a credential can actually still ask questions. and last night someone asked a question pretty far off and out there. here's eagles quarterback jalen hurts responding to someone asking him some advice about being more handsome. can i get more handsome? my girlfriend said he was handsome quarterback in the league. any advice? like something to do with my hair? oh, man, i'm happy with anything, man. i don't know if i can help you on that one. that sounds like a dna thing. okay, so if you couldn't hear it there, the guy was saying, look, my girlfriend thinks you're the most attractive quarterback in the nfl. how can i become more

handsome? shave my hair. well, anyway, you saw right there, jalen answering the question. media night is also the only point where the chiefs and eagles players will be available for interviews. and we probably don't have to remind you there. with super bowl 59 taking place this sunday. he's a biology expert too. that's great. it's in the dna. alemany kindness and humility. absolutely. all right, let's take it back to that weather for us today. still a wet one out there? yes. it's going to be very soggy. much needed rain, though, so we're not going to complain today, but just watching out for the possibility of the impacts of some of that heavy rain that we'll see today. raindrops on the lens there as the rain continues, and we'll even have a chance of thunderstorms possible going into the afternoon, and the wind picking up between 15 and 30mph. some of the hills may see gusts to 45mph. and then we take a break tomorrow. but there will be a colder storm arriving on thursday, dropping snow levels to about 4000ft. so we see the steady stream of rain

coming in as it goes up in elevation. that changes over to snow. we're seeing that in the sierra right now. and then a closer look at the bay area, where we are seeing some pockets of heavy rain, mainly now over the east bay, the tri-valley and extending across the bay down to around palo alto. but a closer look at the north bay. it's been hit or miss. there will be some breaks in the activity, and that's what we are seeing right now. and even if it is raining very heavily, give it about 20 to 30 minutes and it should ease up. not completely stopped, but we are going to see it in at times becoming quite heavy. and then we're seeing some heavy rain coming over the santa cruz mountains and approaching san jose, where our temperature will top out at about 62 today, upper 50s for dublin and then upper 50s as well for the north bay. a cold front drops in tonight and the rain comes to an end, and tomorrow will be definitely cooler and breezy. even though it will be sunny, we'll only reach a high of 53 in napa, as well as some mid to upper 50s

for the south bay. and then look at thursday more of the same. we may only make it into the low 50s for livermore and upper 40s for napa, so it's going to be much colder. looking ahead as we see our hour by hour outlook really shows the rain picking up in intensity around 2 to 3:00 this afternoon for the north bay and then pushing into the peninsula as well as the east bay. that's when we will have the chance of thunderstorms during the early afternoon. a lot of it clears out tonight as that cold air comes in, and then we'll see another wave of rain arriving on thursday. this one once again will drop those snow levels down to 4000ft. so that may leave some of our bay area mountains coated with snow while we get some more additional rainfall. we're looking at another two to possibly 2.5in of rain, and then the weekend will start to see things clearing out. after a very busy week, we will have several days of dry weather starting on friday and continuing through monday, but

it will be chilly overnight. lows near freezing with highs in the 50s. mike, you saw some flashing lights out there. i saw some blurry flashing lights on the rain soaked lens here. things have cleared up on the lens. and also as we're heading down the east shore freeway to the berkeley curve, i did hear about a hit and run. i think those are the flashing lights. doing a scan from ashby all the way down through the maze. apparently they found no no problems there. no lanes blocked, no slowing, and certainly no injuries. that's the good news. we still have the crash approaching the san rafael side of westbound 580, the bridge out of richmond. expect some slowing as you get over toward the centerville side. things are starting to dry out a little bit, but the green dominates. wet roadways, damp roadways, and a little start for highway 37 right on schedule there. the rest of the bay. just watch those slick conditions back to you. thanks, mike. 523 this morning. stay around because up next, nbc bay area responds big numbers of people are missing out on a small property tax break. we'll help you get yours. i'm consumer investigator chris chmura.

garcia. and i'm marcus washington. let's begin with our microclimate weather alert this morning. we have team coverage on an atmospheric river moving through the bay area. meteorologist kari hall is timing it all out for us. but first, we turn to today in the bay's ginger conejero saab. she is live in santa rosa. rainy, where you are. just a bit. not too bad. good morning, laura and marcus. at least we've seen worse kind of downpours from the atmospheric river rains before storms. but we're just kind of seeing some puddles here behind us. we're in downtown santa rosa. i will say that getting out of the house in san francisco and driving up here on the on 101 at times was a bit worse. so kind of off and on as far as the strength of that rain, that's not to say that it hasn't been raining in parts of the north bay, specifically in areas like healdsburg where we saw some of the effect of that rain and what it did. here's some rain that caused mud to slide down north fitch road, an area of north which was coned off, and officials were closely

monitoring that situation to mitigate growth of those mudslides. the slides were dodd around 8 p.m. last night, not far over in windsor, a car hit standing water on east side road. that also happened around 730 last night. fortunately, the driver was not injured, but a poll did shear off and there was one way traffic until that lane was eventually cleared. now a flood watch has been issued for the entire bay area. it will remain in effect until tomorrow. the heaviest rainfall expected further south. however, flooding concerns down in the central coast and heavy rain expected within the santa cruz mountains and the santa lucia range. we are here in the north bay closely watching what's happening here on the ground. so far not so bad, marcus and laura. but if you are headed into the city, into san francisco, from the north bay or parts of the north bay, and you're planning on taking the ferry, go. you want to go ahead and check those times, because

some of the afternoon ferry times have been adjusted. today we'll bring you more as our news in the later hour of our newscast. but for now, we're live in santa rosa, ginger conejero saab. today in the bay. a good reminder there about that ferry. thank you. ginger. yeah, i think everybody's got to add a little bit more time because this storm is really going to pack a punch. and it seems like it's been a while since we've had a decent amount of rainfall, but we're not expecting this to have a really lasting effect. maybe some puddles and some street flooding, but it's been so long since we had some rain that a lot of this is just soaking right in. so as we get this beneficial rainfall with this atmospheric river coming in, we are going to see the rain off and on throughout the day. it may be heavy at times, and that's when we have that possibility of getting some street flooding, as well as seeing some of the creeks and rivers rising very quickly in the north bay. that's where we are seeing some light to moderate rain, some pockets of some slightly heavier rain has been moving through the east bay, but it is lightning up

there and we are seeing for the santa cruz mountains. the heavy rain continues, but it turns into some light showers for san jose. the trend into the late morning into the afternoon will be for the activity to pick up between 3 and 5:00 is when we could see some thunderstorms developing, but it all looks like it's clearing by 9:00 tonight, so we'll talk about the cooler air following in behind that and the next storm coming up in a few minutes. all right. thanks, kari. and don't forget our free nbc bay area app, a great resource to have with the weather as it changes. you can actually type in your zip code to get a customized forecast for your neighborhood. today, the san francisco board of supervisors, considering a major move to take on the city's fentanyl crisis. new mayor wants to declare a state of emergency, and he has a lot of support today in the bay's kris sanchez joins us now from the newsroom with more on what that could mean. and kris, it really could give the mayor some great power. right. and that's one of the big talking points. san francisco, with all of its beauty and charm, as we know, also known for fentanyl and the havoc that

it's created on the streets. san francisco mayor daniel lurie says thatt decring a state of emergency is the fastest way to change that. so today, san francisco supervisors will hear the first reading of that ordinance, which would free up resources by giving the mayor more power in the city's budget process, as related to what the mayor calls core initiatives. so as it's written in regard to those core initiatives, the ordinance would waive the bid process. grant department heads more deciding power if the board does not act within 45 days, and removes the board altogether from the lease approval process. if it's related to those core initiatives, the proposed ordinance would allow the mayor six months to solicit donations and gifts from private entities and organizations, and then the power to accept those. it would also allow the controller to transfer surplus funds toward those core initiatives. now, mayor lori campaigned on a platform of public safety, and

in an interview with nbc bay area's raj mathai, the mayor said cutting down on that bureaucratic red tape will allow swifter action to create more shelter, more capacity for mental healthreatment, more police officers and more case managers. i'm going to do everything in my power to make change visible change so that people, families, parents can walk down, whether it's sixth street or a street in the tenderloin or in the mission, and feel safe doing so. now, while the mayor says that the board would still have oversight if this ordinance passes as is, veral supervisors want that to be more clear and that could mean amendments. this is just the first reading about. but even with the support that the mayor has secured, we do expect there will be some more back and forth. marcus and laura. all right, chris, thank you. a follow up this morning out of vallejo. students at one school finally returning to class today, more than a week after copper thieves upended the daily

routine, thieves last weekend stripped the wiring from critical power sources at solano deadmon leadership academy, classes were moved to other campuses until those repairs could be finished up. we spoke with the superintendent, who calls it a huge hit for the district and the children. we obviously don't know what people get from the wire when they take our wire and try to sell back to recycling centers. it's really a very small fraction of what it costs us to repair and replace. we, you know, the initial replacement of this campus was upwards of $140,000 to get our school back up and running. so, of course, you know, thieves are not going to ever see that that amount of money in doing this. it's sad that something like this is done to a school in general. he says factoring in other costs, the tab approaches a quarter million dollars and tells us police are still investigating, with no arrests made at this time. also in vallejo, happening today, residents have a chance to weigh

in on public safety there. tonight, city leaders will hold a special meeting following several recent high profile crimes. the plan to hold a workshop, present new findings and take community input. that meeting starts at 630. it's going to happen over at the jfk library on santa clara street. turning back to our weather coverage as we see rain across the bay area, the sierra look at that is getting snow. a live look at highway 80 on donner summit. things could get a little dicey out there on the roads to and from tahoe. a blanket of white out there. chain controls, as you know, are in effect right now. nobody's moving through that right now. kari going to look at our forecast. and the thing is, we're going to see even more snowow dumpingp there. yeah, it's going to come down quite heavily today. so it's not a good travel day as all of this rain continues to rise in. elevation is changing over to snow. but initially it has been a fairly warm system. as temperatures drop. today we're looking at the potential of about two to possibly three feet

of snow across the sierra, and then there will be a bri break heading into the weekend. so that's when it will be a better opportunity to get out there and enjoy the fresh powder. we are going to see some rain off and on, but we are expecting the thunderstorms to be in the forecast today in some spots. but then all of this clears out tonight into tomorrow. it's just going to be cold and breezy with sunshine, and then a colder storm system will arrive on thursday during the morning and continue into the afternoon, bringing some additional rainfall, but also dropping some snow on some of our bay are hills and mountains. so we'll talk more about that in a few minutes. but mike, you see that you need your windshield wipers this morning. yeah, we'll take a look out the lens at the bay bridge toll plaza, where it's evident why you would need the windshield wipers. traffic volume still starting to build, folks taking their time. and that's the good idea. slicker roadways. look how slick the water kind of rooster tailing behind some of these vehicles out there. so make sure those tires are in good condition. the bigger slowing is not

necessarily at the bay bridge, although it's building. it was highway 24 eastbound. there was an incident. there may have been a car fire westbound. whatever the distraction was, is slowing past the scene, but it's actually slowing off the walnut creek interchange. no, there may be some fresh rain coming through these areas, so that could be a factor. this will be a factor for ferry riders. as ginger talked about. angel island service is suspended for weather today. the afternoon transit from the ferries from tiburon are suspended, so you'll use golden gate transit busses. check the website for the specifics on your line depending on time of day. as we look at the slicker conditions, the green highlighting means wet roadways all around the bay. a little slowing starts up for the east bay, right on schedule out of hayward and in the south bay it's northbound 101 where there's a build, but also tonight there's a game over here. the sharks are playing over at the tank, so keep that in mind. good wishes for the sharks and slicker roadways outside. so it's not the ice, it's the rain and the water that we're worried about. but so far just a typical build. back to you. all right. thanks, mike. a warning from the state's largest

foreign aid. here. they're helping children in pakistan. will those cut funding to programs approved by congress that donald trump decides he doesn't like? what about cancer research, food banks, school lunches, veterans aid, literacy programs, small business loans? new american tariffs against china are in place 10%. and then china overnight responded with its own tariffs against us american built farm equipment, that sort of thing, as well as new restrictions on rare earths. these are specific metals that we use to build electronics. president xi toured one of those plants a few years back, and the chinese made sure we saw the pictures. they have the minerals the world needs and they know it. president trump suspended the planned tariffs against mexico and canada after he says the two agreed to strengthen their border security. now, there are those who doubt that. pointing out the deal mexican president sheinbaum agreed to looks a lot like a program that

life. and kennedy has questioned them. if cassidy votes no today, he may sink the nomination. now, cassidy has been posting biblblical verses about finding courage to his social media, so we're not quite sure what to make of that. laura. a lot to cover there. thank you scott. well, happening today, leaders in one struggling south bay school district will update families about planned closures. advisers are recommending the closure of three schools in san jose's franklin mckinley school district. the schools include los arboles at academy, ramblewood elementary and mckinley elementary. board members tonight will hear the full recommendation, with the final vote scheduled for next tuesday. opponents plan to hold a rly ahead of tonight's hearing, which starts at 6:00 at bridges academy. homeowners across the state are now bracing for a huge hit, a big hike in their home insurance costs in response to the southern california firestorm. the state's largest insurer, state farm, is asking state regulators for a 22% rate hike for all

policyholders, including those here in the bay area. now, the company says in the aftermath of last month's wildfires, it suddenly faces dire financial circumstances, and it already paid out more than $1 billion to customers. despite homeowner concerns, some industry insiders believe a rate hike of some kind may be inevitable. the problem is, over the last decade or so, since we're having so many more of these catastrophic events, the industry was no longer able to support those premiums with those potential for losses. nothing has changed in our specific location that i would think would warrant an increase for us personally. so i'm hoping that it doesn't. now, in a statement, state farm says, quote, the cost of wildfires will further deplete capital from state farm general. it goes on to say receiving approval is, quote, essential to more closely aligned costs and risks and

health month. if you want to learn more, you can go to women's heart alliance.org. pets lovers should know february is spay spay neuter awareness month and with that, the reminder from shelters that it is important to get your pets fixed. now the humane society of silicon valley tells us fixed pets are less likely to be aggressive and sterilization prevents urine infection for female pets and reduces certain kinds of cancers among both sexes. studies also show that your cat or dog will see positive changes in behavior, and experts say that your pets often will have improved health and longer life. getting your pet fixed will also help with overpopulation. the aspca estimates more than 6 million cats and dogs enter shelters each year nationwide. this is because people just don't get their pets spayed or neutered, and many, unfortunately, will not get adopted. we're very fortunate here in the bay area where we are not euthanizing animals for

time or space, or euthanizing healthy animals, but there are other communities in in california that don't have the same accessibility to veterinary services. and unfortunately, that does happen where you have healthy animals who are perfectly fine as a pet, but they are not getting adopted from the shelter. and unfortunately, being euthanized. okay, so here's where you help out the humane society silicon valley hosting spay and neuter clinics a few times a month. their website is on your screen right now. make those appointments now. all right. and i guess look for windows to walk the dog today. yeah. it's going to be raining off and on throughout the day. kind of soggy across the bay area. but we know we need this rain. and it was so dry last month that that has really reduced the impacts that we're seeing, especially for the south bay. but as the rain picks up today, there will be the potential of thunderstorms. and in that we

may see some gusty winds as well as some rumbles of thunder. and then we take a break tomorrow with a colder storm system arriving on thursday, dropping those snow levels down to about 4000ft in elevation. that means that some of our hills may be left with a coating of snow before we hit the weekend. so here's a look at that steady stream of rain. with that atmospheric river coming in, we can see the also pockets of heavy rain where we see the yellows and the oranges on the radar here, but most of it is green, indicating some light to moderate rainfall. a closer look shows that we are seeing some pockets of rain in the north bay, with some breaks here and there, so as you're driving, you may see some heavy rain and then all of a sudden it eases up and then you can drive for a while without any rain. but you do have to turn the windshield wipers off and on throughout that commute. this morning, as we are seeing some heavy rain around fremont and livermore. it is a ltle bit lighter for parts of the delta, and it is now starting to pick up for san jose, where the rain has been lighter. but as it comes over

the santa cruz mountains, we expect the intensity to increase. and for the bay area, there is a flood watch in effect until 4:00 tomorrow morning. so with the coastal mountains and some of the creeks and streams that may rise very quickly, you want to make sure that you do not drive where water covers the road. the russian river, guerneville is under a flood watch and we are under the action stage, expecting it to peak early on wednesday morning up to about 29ft. so that's going to rise fairly quickly, but not expected to hit that minor flood stage. but it could change depending on how heavy that rain comes down throughout the day. and as we go into this evening, some pockets of heavy rain once again, that chance of thunderstorms. and at 9:00, we're pretty much taking a break from all of this. but that cold air will come in and into the day tomorrow. we are seeing a mix of sun and clouds, with the new storm system arriving on thursday. that is going to come along with that cold air as well. so in total we're looking at another two inches of rainfall all across the bay

area, w which would really help with those rainfall deficits and the abnormally dry weather we've seen. looking ahead to the weekend, once we get these two waves of rain coming in, we are dry for saturday and sunday as well as early next week, but temperatures will be chilly overnight. lows near freezing with highs in the upper 50s. lots of rain today. once again, a bit of a break tomorrow, but then thursday some more waves of rain that could be heavy at times and then tapering off going into our weekend. mike you're looking at some south bay slowing. yeah, it was right on schehedule. b you know what? you might have to enhance your your brake technique because again slick roadways ease onto the brakes. we're looking at the slowing for 101 but also 87. look at that from kerner up in toward downtown. we often see standing water on 87. no reports of that right now. but just that note green highlighted all around the bay mean slicker conditions. the tri-valley shows no major slowing outside of the altamont pass, but we show over here as we get toward the castro valley y. and then south through
