>> got big developments to tell you about. president trump's tariffs against china went into effect at the stroke of midnight. and just a short time later, beijing announced retaliatory tariffs against the united equipment an states. up to 15% on select imports, including coal, crude oil, farm equipment and certain cars. that is set to go into effect next monday. >> this is all coming ahead of a temporary truce with canada and mexico after a day-long standoff over president trump's planned tariffs on those countries. we have it all covered for you this morning, including what happens next and what it means for your wallet. nbc's senior business correspondent christine romans starts us off. christine, good morning. >> good tuesday morning to you. it was a chaotic 24 hours with trade threats and u-turns and all of it matters for the price you pay. >> reporter: this morning, the trade war heating up. china retaliating after the first of president trump's tariffs kicked in at midnight. the u.s. imposing a 10% tax on all chinese goods aiming, the

white house says, to stop the trade of narcotics in the u.s. >> they are sending massive amounts of fentanyl. >> reporter: that price hike coming on top of pre-existing tariffs could raise the cost of medications, with ingredients made in china including cancer drugs, antibiotics and blood thinners. and affect a whole range of chinese goods that americans use, from groceries to computers and video games to popular brands like shein and temu. china quickly hitting back over night saying it's worked on controlling fentanyl and china imposing its own tariffs on u.s. coal and natural gas, vehicles and farm equipment. beijing targeting major american companies, opening an investigation into google, restricting the company that owns fashion brands like calvin klein and tommy hilfiger and adding controls materials the tech industry depends on. trump saying he'll continue the negotiation. >> that was just an opening salvo. >> reporter: while yesterday pulling back from the brink of tariffs with canada and mexico.

canada's prime minister justin trudeau announcing proposed tariffs will be paused for at least 30 days while we work together and moving ahead with a plan to beef up security on the northern border. tariffs against mexico also on hold after mexican president claudia scheinbaum agreed to deploy 10,000 troops to the u.s. border to address drug trafficking and migration. wrrnlts we're going to have a big negotiation with mexico. >> reporter: now pressure is with both countries in the next month. some members of congress, which technically has tariff power but usually hands it other to the president, raising concerns about the trade war with two u.s. allies. >> it will hurt american consumers long term. >> so christine, a lot happening very fast it would seem. what do we know about the next steps? >> wknow there are these tariffs in effect for china tonight. that happened already and will have retaliatory tariffs on u.s. goods on monday. so there's this window maybe for

negotiation between the u.s. and china. the pause button has been hit on tariffs for mexico and canada. still, march 2nd, we're right back where we started here with basically president trump holds the key here to whether there will be these import taxes that go into effect on so many more goods that are imported in the u.s. and that, of course, raises prices for american consumers. >> so when people are out there shopping, what's the first thing they're going to see in terms of higher prices? >> there's a big concern people who watch prescription drug and especially, especially drugs antibiotics and a lot of the stuff that comes from china. that could be the first fuel that you see on this higher price fire right now. but, the question that economists look at is not whether prices will rise because of tariffs in a trade war but when and how much. so that's the next question. when consumers start to see higher prices for the things that they need because that's what trade wars do. they add import taxes. a tariff is a price paid on something as it comes to the u.s. border.

customs collects that tariff right away, whether the importer has budgeted for it or not, so that means boom. whoever brought that good and can higher fewer people or can have fewer hours on the assembly line or pass along to the consumer. >> thank you, christine. >> nice to see you. >> thank you. also this morning the president's new cost-cutting department of efficiency led by elon musk is coming under new fire and facing a new lawsuit. it is not, however, slowing the push to dramatically scale back parts of the federal government. nbc's white house correspondent garrett haake with more on that. good morning. >> yeah. musk and his team are facing a new lawsuit from a coalition of federal workers union over their access to sensitive government data at the treasury department. but it's musk's targeting for u.s. agency for international development that's drawing the most attention today. the agency's funding frozen, its workers locked out of their d.c. headquarters. and now secretary of state marco rubio says he's the acting director for the agency. >> reporter: the battle over who

controls government spending now centered on the agency for international development. president trump's ally, elon musk, placing the agency and its more than $40 billion budget in the crosshairs of the newly corrected department of government efficiency, doge. >> it's beyond repair. we're shutting it down. >> reporter: usaid, a humanitarian organization created by congress in 1961 as a tool of american diplomacy spends much of its money on vaccinations, medicine and food. the trump administration saying some of the money goes to dei programs abroad. >> as an american taxpayer, i don't want my dollars going towards this crap. >> reporter: marco rubio saying usaid now reports to him. >> now we have rank and subordination, so we had no choice to take dramatic steps to bring this thing under control. >> reporter: with agency workers and lawmakers locked out of their headquarters and many relief programs frozen and under review. >> the immediate impact in the field is that people will die. >> reporter: democrats blasting

musk's moves at usaid and his doge team being granted access to the treasury department's payment systems. confirmed by the president monday. >> doge is not a real government agency. it has no authority to make spending decisions. >> reporter: all as nbc news learned yesterday that musk is officially part of the federal government, serving as a, quote, special government employee in the administration with top secret security clearance. president trump defending musk's actions. >> elon can't do and won't do anything without our approval. >> reporter: the president also targeting the department of education for possible closure, according to reporting overnight in "the washington post" and "wall street journal" citing sources familiar with the discussions. the move, a frequent campaign promise from mr. trump. >> i will close the department of education and move education back to the states. >> reporter: but closing the cabinet department would require an act of congress, all but impossible with narrow republican majorities in both chambers. >> meanwhile, garrett, on the

immigration front, there is a new offer to jail convicted criminals from the u.s. tell us more about that. >> reporter: yeah, savannah. an incredibly unusual offer made yesterday by the president of el salvador to secretary rubio who was visiting that country. the salvador president offering to accept not just migrants from el salvador but any other country, but to house american citizens convicted of crimes in exchange for a fee paid by the u.s. now, it is entirely how unclear the trump administration is in the last part of that deal. but any plan to ship american convicts abroad would certainly end up with significant legal challenges. savannah? >> garrett, thank you very much. meanwhile, aviation safety is in the spotlight this morning. in the wake of the deadly plane crashes in washington and philadelphia. as both investigations move forward, the army corps of engineers is now leading the effort to pull what's left of that american airlines jet from the potomac river. senior correspondent tom costello joins us from reagan

national airport. tom, good morning to you. >> reporter: good morning. the d.c. fire chief says they continue to recover remains and hand them over to the medical examiner. they may have a channel challenging day today. we're expecting windy conditions out on the water right passed the runway behind me there, but the focus remains the same, recovering many of the victims. at least 12 are still in the water, we think. and also trying to recover the plane's cockpit. against the backdrop of reagan national airport this morning, salvage crews are back to work, battling gusty winds and pulling the wreckage of american airlines 5342 from the potomac river. emerging from the water on monday, the plane's right engine, fuselage and right wing. divers also recovered additional remains of victims who died in last week's mid-air collision with that army helicopter.

>> it is tragic and everything imaginable that you can think of. >> reporter: newly released ntsb drone video shows boats surrounding a significant chunk of the jet liner. the chopper's wreckage resting in the water nearby. the investigation focused on how the collision happened and roughly 325 feet according to the plane's black box, well above the 200 feet maximum allowed for helicopters. >> it is important for us to not speculate because there are all kinds of reasons that you could deviate from an altitude. >> reporter: for now the air space near the airport remains closed to all helicopters except police and medivac choppers. captain jason ambrose is the president of the airline pilot's union. >> everything adds risk to aviation. taking a layer of risk out of it, taking the helicopters away is a step in the right direction because it mitigates that risk. >> reporter: earlier in the day,

the nation's new transportation secretary, sean u duffy, visited the site of another deadly plane crash in northern philadelphia where a medical transport jet plunged to the ground shortly after takeoff, killing all six people aboard and one in a car on the ground. at least 24 were injured, including two in critical condition. >> if you look at the impact and how deep that crater is, it was a very steep angle at which that aircraft came down. >> reporter: yeah. the ntsb has brought now the black box, the cockpit voice recorder from philadelphia to the ntsb lab in washington for a review. back here to this crash site in washington, the ntsb today expected to release the details of the helicopter's black box. that should give a real accurate reading on its precise altitude just before the crash. investigators have already interviewed all of the controllers who were in the control tower at the time. craig? >> tom costello for us there at reagan national. tom, thank you. we turn now to a chaotic scene. it was caught on camera in a new

mexico courtroom. it happened at a hearing for an accused murderer. you can see, a relative of the victim leapt over a partition and rushed the suspect, sparking a fight that happened right there under the judge's bench. nbc's liz kreutz has the story this morning. liz, good morning. >> hey, savannah, good morning. this video is shocking, but it is not the first time we have seen safety compromised in a courtroom. this frightening incident happened friday morning during a hearing and it lasted for nearly a minute and a half. what started as a routine hearing friday morning in albuquerque, quickly erupting into chaos when a man got up from his seat in a courtroom, jumped a partition and tackled the defendant right in front of the judge. the brazen attack caught by courtroom cameras. the defendant, ortiz is accused of fatally shooting his 23-year-old ex-girlfriend last january and has pleaded not guilty. the men who attacked him in court, now identified as

authorities as the victim's uncle and her stepfather, who also joined the brawl. the two men can be seen throwing punches in the pile-up that includes the defendant and his father who also joined the fight from the gallery. a court officer who tried to break it up was battered during the brawl. the incident finally ending when a corrections officers pulled out his taser and armed deputies rushed in to detain the attackers. both arrested and charged with assault on a jail and battery of a peace officer. >> how common is it to have attacks or threats like this in a courtroom. >> attacks like this, these emotional impromptu acts of violent occur probably daily in courtrooms across the country. >> reporter: last january, a terrifying incident in a vegas courtroom during sentencing. a convicted man launching himself over a nevada judge's bench attacking her before being subdued by a law clerk and

court-martials. the judge escaping with minor injuries. the violent scene leaving a court-martial with a head injury. last april, this brawl in a maine courtroom caught on camera. it started moments after a convicted murderer was being sentenced and the brother of the victim leapt across the courtroom in a rage. these shocking attacks in the halls of justice raising questions about courthouse security. >> and one of the men involved in this latest courtroom brawl in new mexico saying after the incident he killed my niece like a coward. it was worth every moment. court officials say they see these displays of violence regularly and do highlight the need for more courtroom security with emotions clearly running very high in these instances. savannah? >> liz, thank you. parts of the pacific northwest are recovering from a huge winter storm that hit the region over the last couple days. western washington took the brunt of it. this is some video from the bellingham area just north of seattle. heavy snow, wind there made driving quite treacherous as you can see here. tow trucks and emergency crews were busy all day into the night

helping drivers who slid off the roads. the area is getting some relief today and most of the schools are set to reopen. all right. that sets us up for a check of the weather. ms. dylan in for al. >> good morning, guys. nice to see you. we do have this atmospheric moisture pumping all this moisture into the west coast. now it is focused on california where we have flood watches in effect because the rain will just continue through san francisco, through sacramento, central and northern california will see the majority of this rain over the course of the next 24 hours. perhaps up to one to even as high as five inches of rain, that could lead to flooding. so we do have flood concern. then we go into southern california and thursday and friday we could see a half an inch to an inch of rain. much needed rain in that part as well. we have a bigger system developing back through the midwest. this is the transition from the cold air to the north and warm air to the south. in between we get the ice. wednesday night into early thursday morning we could have

we just described at the age of 19. now 28, what are your annual revenues at microsoft? >> we're expecting to do just over $100 million this year. >> at what age did you yourself become a millionaire? >> well -- >> well, the rest is history. you know that guy? of course, bill gates here, the co-founder of microsoft, a big reason why we all have computers on our desks in our homes. now he's showing a whole new side of himself in his new book called "source code." it recounts the early days of his career and the personal relationships that laid the foundation for his success. bill, good morning. it's good to see you. >> great to see you. >> the book is called "source code." good title. very you. it is your origin story. i have to say, i have known you a little bit over the years. you don't seem like a let's get on the couch and unpack my childhood kind of guy. what was this like for you? painful? exhilarating? fun? scary?

>> i was surprised. i don't look back much. there is so much innovation going forward. but this year i turn 70. microsoft turns 50. so i thought, okay, i should share, you know, what luck i had. i had amazing parents. you know, the way they let me go out and hike and try out new things. the time i was born. you know, i was just unbelievably lucky and, you know, that's why microsoft ended up being so successful. >> it is fun to read these stories. you were kind of a free-range kid. if you looked up precocious in the dictionary, there would be a picture of you. you got yourself a gig programming for the west coast power grid at 17. oh, and at 19 co-founded microsoft. i was smoking cigarettes at this time. behind it all, though, you reveal in this book there was what you call a persistent need to prove yourself.

a deep insecurity. why? who did you want to prove yourself to? >> well, probably my mom most of all. you know, i had a wonderful childhood, you know, other than one close friend passing away. you know, my parents were around. we were well off. they took us on trips. any books i wanted, they provided. so there was tension where my mom was kind of pushing me. i always had to decide, do i disagree with her or do i try to succeed so much that she'll say, okay, you win. >> you were a difficult child. and you write a lot about that. you were also what you say, not exactly close to normal. i have to bring up a funny story from the book where you actually in fourth grade brought a literal cow lung to show and tell. other people were bringing presumably stuffed animals and this is what you brought. okay. that's probably enough of that video. you were different. you save this revelation towards the end.

you say you think if you had been born today, you probably would have been diagnosed on the autism spectrum. have you been diagnosed? why do you think that? >> there's no formal diagnosis. but my social skills were very slow to develop. even as an adult i rock when i'm thinking about things. i don't even know i'm doing it. >> even now? >> in school, there were teachers who said i should be pushed ahead. and there were teachers who said i should be pushed back. so that was kind of confusing both for me and my parents. and i have a lot of energy and i wasn't sure what -- what to do with it. you know, even though we didn't have a diagnosis, my parents sent me to a therapist, which helped. they sent me to a private school. what they ended up doing was fantastic. >> you have been in the news a lot lately doing a lot of interviews. you recently sat down before inauguration with president

trump three hours at mar-a-lago. you've had youups and downs with donald trump. what was that like? what were you impressions? >> well, the gate foundation works on saving lives, and the u.s. government has been an incredible partner, you know, buying hiv medicine to keep tens of millions of people alive. and there is so much innovation that can be done, you know, vaccine for v. so i went to see president trump to say, look, you know, we both believe in saving lives. what can we do to accelerate innovation? with the covid vaccine, he did accelerate the availability of that. >> you said he seemed receptive in the meeting but then fast forward three weeks later he signs an executive order withdrawing the u.s. from the whorld health organization, elon

musk shutting down usaid, freezing foreign aid? so do yofeel like he was sort of placating you or do you still feel hopeful? >> no, i'm still hopeful. you know, i think all americans can agree that keeping people alive, you know, for very little money, you know, you should be proud of that. it started back with president bush. there is some disruption going on now, and i want to, you know, engage positively to get things back on track. >> what do you think about elon musk? you have history, too. as the kids would say, you have beef. you had your ups and downs as well. you recently said some of the stuff he's doing with far right politics overseas is insane stuff [ bleep ]. knowing elon as you do, are you comfortable with the amount of power he's wielding inside the u.s. government right now? >> i admire the private side stuff he's done. spacex, tesla, both amazing companies. i think in the case of usaid he doesn't appreciate the phenomenal work that goes on. it is not partisan work.

it is nutrition. >> he said it's beyond repair. >> well, you know, i give billions of dollars to the same thing that usaid does. i go out in the field and study these things. i hire scientists. and so, you know i think if he really knew the work there, he wouldn't be telling 10,000 people not to come and do that work. >> let's talk about you, your personal life. this is a very personal book. last time i think you were here was e end of the pandemic. you had just been through a difficult time. we talked at length about your separation and divorce from melinda, your wife of 27 years. you recently said that, that was the biggest regret of your life. what did you mean by that? >> well, my business career, although there h been some ups and downs, has been incredibly phenomenal. my kids are phenomenal. so it is hard for me to say or complain about things. you know, i'm -- i moved passed

the divorce and melinda is doing well. i got a lot of work that i love to do, so you know, i'm not really complaining about anything. >> no. when you say regret, like if you could wave a magic wand, it wouldn't have happened. >> no, i wouldn't go that far. i even to spite the fact that the divorce wasn't great, having those three kids, the work we were able to do together, i -- even if i knew that it wouldn't last forever, i would still do it again. >> and you have lots of good things in your life. you have two new little granddaughters. again, your red carpet official, there's a woman in your life, named paula herd. >> that's right. i'm lucky enough to have a serious girlfriend named paula. we're having fun going to the olympics and lots of great things. >> what about those grand kids? i know they're little.

it came minutes after a u.s. tariff on chinese goods went into effect. nbc's senior business correspondent christine romans here to break it all down for us. help us make sense of it, christine. >> let's remind people what tariffs are, they are a tax paid at the border. if you have something coming in from china, it now has a 10% tax on it. that's what we're looking at here. 10% on everything coming across the border. the already were some targeted tariffs. trump put in his first administration. and the biden administration kept those tariffs and added some new ones. this tension with china has been going on for some years now. but then overnight, the new news is that china turns around with retaliatory tariffs on things 10 to 15%, like farm equipment, liquefied natural gas, coal, really important american exports. those again are taxes that have to be paid at the border. this is now the center of this trade war fight. is now the u.s. and china. >> so if you put a tariff on china, china is not paying it, the american importer is and then passing it on to the

american consumer. okay. big splash yesterday when trump was threatening to put these big tariffs on our allies. canada and mexico. a bit of a reprieve, a 30-day pause. now what? >> i can't tell you how chaotic the last 24 hours was. all of these different industries lobbying to not have these tariffs go on. so it is a reprieve. it is not a deal with canada and mexico. they said they will beef up their security at the border. president trump is adamant this is about fentanyl and drugs. he wants the drug trade to stop coming into the u.s. it kills too many americans. he's using tariffs as that tool. now march 2nd is the new deadline that these countries have to satisfy president trump or there will be tariffs. again, those are paid mostly by american consumers. >> of course all eyes on the markets that open here in 90 minutes. christine, thank you. secretary of state marco rubio said el salvador offered do accept deportees from the u.s. of any nationality, including violent american criminals convict and imprisoned

right now in the united states. rubio has been visiting central america to press the countries to do more to stem the flow of refugees and migrants to the u.s. the president later confirmed that offer saying the country, el salvador, is willing to take in convicted criminals in exchange for a fee. the trump administration says it has no current plans to try to deport american citizens, but said el salvador's offer was unprecedented and significant. a new study reveals the human brain may contain a spoonful of plastic. researchers at university of new mexico found the average brain has the equivalent of about 7 grams of microplastics. that's about 50% more than studies revealed back in 2016. human livers and kidneys also showed increases. experts say as plastic breaks down over time, it degrades into smaller pieces, small enough to slip inside the body. the potential health implications are still not
