the department of education. one source says it could come as soon as this month. that could be one of the eminent rations biggest moves yet to reshape the federal government. the person president trump has chosen to lead the endeavor is the world's richest man, nbc news. they have moved quickly to transform how washington operates. almost all federal employees have been offered what is basically buyouts. more than 1000 workers at the u.s. agency for international development have been fired or furloughed, and staffers in the newly formed department of government efficiency have access to the treasury department system the government uses to pay its bills. leading us off this hour, we have gabe gutierrez with us and rehema ellis. what do we know about the plan to eliminate the department of

education? heat wants to make it on this promise. >> that's right. the white house says this is something campaigned on, and it is something that the voters voted for. as you said, sources tell nbc news that the white house is drafting that executive order to potentially eliminate the department of education. one source said it could come this month. a separate source said that the white house will oversee any legislation before congress in order to do this. as i said, this is something that white house officials will tell you that the president campaigned on, and it should come as no surprise to the american people. >> stay with us. rehema, they are saying it should come as no surprise is -- but how much does the department of education right now have impact on all of us? our kids, our school .

>> it has a lot of impact. dollarwise, it is not so big. it is one out of every seven dollars that goes to public education comes from the federal government. its impact can be huge. brandy weingarten, president of the american federation of teachers come she was on the air talking earlier about that impact. there is reference to title i. title i gives money to children in low income and high poverty communities all across this country. she talks about its impact as well is the government impact on other agencies. take a look. >> 26 million kids get money from title i. 7.5 million kids get money from the individuals with disabilities act. 13 million kids get money from pell grants and things like that. all of these things have been appropriated by congress. all of those things go directly

to children. >> it is a big impact. think about the publishing of public schools in this country. she said 26 million of them get funding from title one that is a lot of money. >> if the department of education were to go away, the states are the other six dollars. you said one in every seven is federal. the other six dollars is state funding. >> some of them can't pick up the slack. that is why they rely so much on the federal government and will follow the guidelines of the federal government because funding in this country is a sickly the state and local funding. they get money from local municipalities. it comes from property taxes. if you live in a place with low income taxes, you probably don't have as much funding.

>> is the argument that the local government can do the work? doesthe president have the authority to eliminate eight federal department? >> we are in uncharted waters. many say that it is up to congress. only congress can create and dissolve federal agencies, but the president was asked about this yesterday, and he said when it comes to fraud, in his words, that yes, the president can do it. it is unclear that we will find any evidence of this fraud. at this point, we are in uncharted legal waters, but legal experts say that the president does not have this authority. >> and the president is following through on campaign promises. he is doing it with the help of elon musk, who is not confirmed by the senate. he is an outsider.

what we know about his role and the extent of his influence? >> well, nbc news learned that he is now a special government employee. he is not a volunteer, but not a full-time employee, as well. he can work in the federal government for up to 130 days per year. if he were to work a half-day, that counts as half a day, but that gives him more power, kate. still, many critics say that a billionaire with millions of dollars in federal contracts should not be given this much impact. it is clear that he is wielding a whole lot of power. >> all right. gabe gutierrez and rehema ellis. thank you. president trump is expected to speak with china's president soon. china announced new tariffs on american coal, liquefied natural gas, and crude oil, as well as machinery and pickup

trucks. the retaliation came hours after a tariff took effect. the tariff that president trump announced for mexico and canada have been posed for 30 days but they announced measures to secure their border with the u.s. here to help us go through all of this, nbc news sr. business correspondent christine roman. it is a busy day. let's start with imports from china. what is the impact on people watching from home? >> the biggest category of goods from china are personal computing and consumer electronics. your laptop, your smart phone, your cell phone, your videogame console. those are some of the biggest things that are imported. they will now cost 10% more. you also have drugs and pharmaceuticals. there is concern that prices for generic drugs could rise. also for antibiotics. you also have industrial

machinery. it is something that a lot of large american companies rely on that machinery in their factories to make it. >> yeah. and what about the opposite? the impact of the chinese tariff on u.s. goods being exported to china? >> it is equal to about $14 billion. experts say it is largely symbolic. it is china telling the u.s. that we can retaliate and that we will not just take your tariff with no kind of response and reaction. they are more targeted. there are more tariffs on china over everything. >> and christine, chen also said today that it is opening an antitrust investigation of google. as part of the response to that u.s. tariff. housing event is that? >> it places them on a list of unknown actors or bad actors

for the chinese government. this is a long and comp located relationship between google and china. china has censorship. china tries to control its media. when we think of gmail, you can't see those in china. they have control over what people see. it is another salvo. another reaction from china. >> let's talk about mexico and canada. the tariffs are delayed for now. there is a lot of uncertainty for consumers as we bring in so much from them. what are the short-term and long-term impacts it does go forward? >> it could still happen. this is not a deal. it is not resolution of that trade uncertainty. it is a pause. uncertainty is kryptonite for medium-sized business owners. they are trying to figure out who they're going to hire. they don't know if there will

be tariffs a month from now. it is still in play. >> all right, christine robbins, thank you. let's stay on the topic of money. state farm wants to raise insurance premiums in california. and super bowl tickets are plummeting. >> california's largest home insurer, state farm, is asking for a rate hike in the wake of the los angeles wildfires. they already paid out more than 1 billion to customers. they expect to pay out, quote, significantly more. state farm says that it is needed to provide home insurance in the state. they have a pricier

two of president trump's most controversial nominees have taken a step towards being confirmed. two republican led senatete committees voted along party lines to narrowly advance the nominations of tulsi gabbard and robert f. kennedy jr.. gabbard is vying to become the director of national intelligence. kennedy is the pic to feed the department of health and human services. this means that all 100 senators will soon hold final votes. they can only afford to lose

support from three republicans if every democrat and every independent senator votes against them. joining us now, capitol hill correspondent ryan nobles, tracking this for us. ryan, let's begin with rfk, kennedy. despite skepticism from republicans, they voted for him. what was their reasoning and doesn't appear he will pass the senate vote? truck i will pass your -- i will answer your second question first. it appears likely that he will have the confirmation. these republican senators really worked to get to a place where they feel comfortable testing a yes vote for robert f. kennedy jr.. the senator from louisiana had real concerns about his stance on vaccines. he spent a lot of time talking

to kennedy. he talked to the white house and the vice president. he got to a place where he feels as though enough guardrails are in place where vaccines will not be in danger if kennedy becomes the next health and human services secretary, which is the reason he voted yes, which opened the door to a full senate vote in favor of kennedy. >> let's turn over to tulsi gabbard now. one senator that was on the fence received pressure from elon musk to vote for her. could we see opposition from many other republicans, do you think? >> the answer is no. it looks as though most republicans are on board. todd young told us months ago that elon musk did not attempt to influence his vote on tulsi gabbard. he went on to say that donald trump told him that he should vote his conscience. but that he did want him to vote yes for tulsi gabbard. young said that much like the conversation cassidy had with

kennedy that he needed assurances. he got those assurances. that is why he voted yes. kate. >> all right. ryan nobles, tracking that for us. thank you, ryan. right now, crews are working to pull the wreckage of that american airlines jet from the potomac river after it collided with a black hawk helicopter near washington, d.c. last week. federal investigators are looking at the black boxes. new details about the victims involved in another plane crash, this one in philadelphia. all of it is putting the safety of aviation in the spotlight. here is nbc news sr. correspondent tom costello. >> against the backdrop of reagan national airport, crews are battling gusty winds and pulling the wreckage of the merkin airlines 5332 from the potomac river. emerging from the water on monday, the planes right engine, fuselage, and wings.

>> it is tragic. everything imaginable they can think about. >> newly released video shows the jetliner. the investigation focused on how the collision happened. it was well above the 200 feet maximum allowed for helicopters. >> it is important for us to not speculate because there are all kinds of reasons that you could deviate from an altitude. for now, the airspace near the airport remains close to all helicopters except police and medevac choppers. >> everything at risk to aviation. taking a layer of risk out of it and taking it away mitigates

liver problems can occur. entyvio. relief. remission. for real. ♪entyvio, entyvio, entyvio♪ this is the fast forward on nbc news daily. i'm candice when we begin with a microclimate weather alert, an atmospheric river is moving through the bay area and bringing heavy rain. meteorologist kari hall is tracking these conditions that will last over the next few days. the widespread rain continues for the bay area, and even pockets of some heavy downpours expected. we may also see some thunderstorms going into the afternoon, and some gusty winds that could reach 30 to 40mph. some of the heaviest rain reaching the north bay at about 2:00 this afternoon and making its way into the peninsula and the east bay by 5:00. it's still going to be very unsettled into the evening mmute, but eventually we'll start to see the weather clearing out overnight and

colder temperatures settling in. we get a brief break in the rain on wednesday, but then there is another storm system moving in on thursday. we'll take a look at that coming up in the next 30 minutes. thanks, kari. parts of the bay area are already getting impacted by all this rain. nbc bay area's ginger conejero saab joins us from santa rosa. it is really starting to come down here in santa rosa after not so much heavy rain this morning. this is the heaviest we've definitely seen and felt this morning. we're on montgomery drive, about ten minutes away from downtown santa rosa. and i want to point your attention to the side of that hill. that's part of the villa, bar and restaurant. you can see that is where three large boulders slid down the side of that hill and fell onto montgomery drive earlier this morning. this is just how big those boulders were. one of the workers from santa rosa's public works and streets department estimated the largest one to measure around

two cubic yards. that's why workers had to jackhammer and drill into the boulders to break it up into smaller pieces, before scooping them into clearing trucks. now, fortunately, no one was hurt with this incident. there was also no reported damage resulting from this rock slide. there were also no injuries in another incident that happened yesterday. a massive oak tree fell down on steele lane elementary school around 1130 in the morning. it damaged one of the buildings and had so much debris that the downed tree shut down the street in front of the school. now school was in session. it remains open today. santa rosa fire saying the timing of when it came down was extremely fortunate for the kids and teachers at that school. we get the prolonged periods of rain and start dealing with saturated soils. weakened trees have the ability to come down a lot easier, especially given the wind and gusty conditions that we had yesterday. a flood watch has been issued for the entire bay area that will remain in effect until tomorrow morning. now, santa rosa has already outperformed anticipated totals.

you can see the rain is coming down at this point this morning. the tally the total was at 5.25in for the downtown area. this is just the tail end of the second of three storms. so people are still definitely on the lookout and on the watch out for the damage caused by all this rain and the saturated soil that we're now seeing. we're in santa rosa this morning. ginger conejero saab, nbc, bay area news. hopefully drivers take it slow. thank you. ginger. teachers all over california are asking for better conditions at schools. that's why more than 70,000 educators from 32 school districts are launching a campaign called we can't wait. it's a collective bargaining effort demanding fully staffed schools, competitive wages and safe campuses. local unions say teachers are being priced out of the communities they serve. in san jose, teachers and schools need more resources, especially to support students after the pandemic. the union says our classrooms must be spaces that

nurture our students, that make them feel safe, and that make them know that we believe that they are our number one investment. the california teachers association has more than 300,000 members. the association says three out of ten teachers need a second job just to make ends meet. san francisco police are holding a town hall tonight to answer questions about a recent deadly shooting. it all follows a standoff last week at ninth andd mission south of market. officers killed the gunman, who they say shot and critically injured the owner of a cannabis dispensary. investigators are still not saying what led up to that shooting, but that incident is not believed to have been a robbery attempt. happening today, alameda county leaders will swear in their newly appointed da. last week, supervisors chose ursula jones dixon over six other candidates. dixon's is a cal graduate who earned her law degree from usf. she worked in the da's office from 1999 to 2013 before becoming a county judge. she'll fill in the term of district attorney pamela price, who was recalled, and then voters will

city orebro. a feud between two of the biggest lines intech is playing out in court today. the outcome of this case could have an impact on the future of artificial intelligence in america. it all goes back to the early days when elon musk and sam altman cofounded the startup openai. musk filed a lawsuit against his former partner when he claimed that the company promised to remain a nonprofit. here is brian cheung to break it down. how did we get here and what are but sites are going in court? >> it is a fascinating story. they were friends at one point,

as you pointed up. they cofounded openai together. elon musk left the company and has his own competitor called x ai. he claimed he was brought into the company to help them get started up on the proms that the company would remain a nonprofit. now, you have openai that is looking to become a for-profit company. elon is not happy about this. he wants remediation in terms of how much they made since he left. he is also asking a judge to do that. it is two people that were formally friends. they are very close to the president, as well. >> remediation means money. he wants to put a hold on this whole process. but this all comes as we are

talking about a.i. in this country, how it could have an impact on a.i. >> it is the biggest race out there. it is one of the fastest- growing industries. there's a lot of money to be made here, but we have to remember, openai is racing against elon musk's company called x ai. you also have google with their gemini product, and then, also , you have meta and mark zuckerberg's product. that is inside the united states. china had the deep seek app which made waves in silicon valley weeks ago. they have sparked concern that the united states isn't even in first place nationally on a.i. you have that question of, yeah, does this bode well if two of the biggest minds in a.i. are piecing against each other. sam altman was right next to the president, and you had elon musk saying, i don't think the money even there.

sam altman responded and said, look, maybe this is good for your company if you throttle our announcement here, but elon musk was calling him names. it is a very public spat between these two big names in the a.i. space. >> at some point there is going to be a calling of competitors. that is usually the case with many types of big, competitive industries. the competition is at the core of the legal case. okay, if you have this company that is trying to build itself, is it really a problem if they renege on their promises? >> very interesting. thank you. president trump is hosting benjamin netanyahu at the white house. it comes as negotiations begin for the second phase of israel's cease-fire with hamas. chief foreign affairs

correspondent andrea joins us now. what are we expecting in this meeting? what is at stake? >> there is so much at stake. there is a lot happening as we speak. the president was signing executive orders including sanctions against iran. that is for their work on nuclear weapons and nuclear fuel. in fact, according to one assessment, according to the new york times today, they are trying to get a shortcut to speed up their developed of a bomb if they so decide, if they were to decide to go in that direction, if they had the technology to do that. this comes as benjamin netanyahu is coming to visit.

he is signing this against iran. he really wants to talk to them. he wants negotiations. he wants a path away from that. netanyahu has been saying for some time that they think there is an x is a potential threat from this nuclear program. in addition, senior officials are telling reporters that the president views the gaza as a demolition site, and expanding on what he suggested previously, the palestinians have to be moved out of gaza, and now, the national security adviser is telling reporters at the white house today that it could take 10 to 15 years to rebuild gaza. the palestinians don't want to leave. they have been moved from place to place for years. they have been refugees. they never get to go back to where they believe they belong.

israel has been moved to egypt and jordan. that is what the president is talking about. the egyptians and jordanians don't want more refugees, so today, president trump spoke to the egyptian president about this issue. this is all happening in real- time. meanwhile, top of mind is continuing the cease-fire and the hostage release. there waiting for the rest of the americans to get out, and that is if the cease-fire can hold. >> there are so many moving parts. andrea mitchell, thank you for walking us through that. up next, a story that caught our attention. a new study found the average human brain may contain as much micro-plastic as an entire disposable plastic spoon. think about that. researchers from the university of new mexico studied the

brains of people that died in 2016 and the brains of those that died in 2024. they found a rise in plastics in the brain over that time. the study underscores growing concerns over the amount of micro-plastics found in our environment, which are increasingly turning up inside the body. here to talk more about this, nbc news medical fellow, dr. akshay syal. how is plastic getting to the brain, and what did they find in this study? >> it is a great question. to start, micro-plastics, a tiny piece of plastic five millimeters or less, about the size of a pencil eraser. one of these or less. what they found is the amount of micro-plastics in our brain are up 50%. it is about the weight of a plastic spin, and as you can see here, it's in people that

have dementia. we also saw a little bit of increase in the liver and kidneys, although not as much as the brain. really, kate, that's a good point about the dementia -- that is what we are looking at. >> that catches your attention that people that have dementia happen to also have higher amounts of micro-plastics. that could be a correlation, not a causation. >> correct. dementia cases are projected to double in the next several years. we don't really know why. we have some lifestyle factors that we know are linked, but we don't have a good cause and effect. to be clear, we are not saying micro-plastics cause this. it could be the other way around, for sure. >> do we know what micro- plastics due to the brain? functionally. >> we have an idea, kate, from animal studies. we can see that one micro- plastics get into the blood vessels and the brain, it can cause damage and inflammation. what that means for you and i for and for everybody watching, it's not quite clear yet.
