6:01 am
woman from the bay area awaits the return of her son, held hostage by hamas for 16 months. her emotional new message, in the midst of a tenuous ceasefire. this is today in the bay. good morning to you. on this wednesday, i'm marcus washington, and i'm laura garcia. we start out with flooding concerns in the north bay. it follows yesterday's big storm that still leaving a mess in its wake from flooding in novato to a mudslide in saratoga that closed highway nine. crews this morning are still working to clear debris. this morning we have team coverage on the aftermath and those flooding concerns. meteorologist kari hall monitoring weather and water levels. and we begin with today in the bay ginger conejero saab. she's live for us in guerneville. and, ginger, i know you've really been seeing the impact from this storm. you know, in all the places you've been this morning. that's right.
6:02 am
in a lot of places that you can see around guerneville, you can see kind of the same scene that you're seeing behind us, which is flood waters. you can see that car, that garbage bin there in the middle of the road, in the middle of all this water. that is very similar to other scenes that we've seen in other parts of guerneville. the. this morning. and these flood waters can still rise as the river is expected to crest at this time at 6 a.m. that can spill even more water into this parking lot, which i want to show you over this way, where we're already seeing some flooding, where we've seen some people or a man actually get three of his cars out of this garage. sonoma county fire is surveying flooded areas this morning, and they say that this looks to be the worst that they've seen here in guerneville. flooding like this was a concern further south of us down in napa. that is where people were also closely watching water levels. they were expected to crest at major flooding levels overnight, but
6:03 am
fortunately that did not happen over there. the flood warning has also been lifted for napa, but not before forecasts prompted the city to close its flood gates last night. pathways where people usually walk were covered with water. the high water levels piquing the curiosity of some people living in the area. i haven't seen it this high before. as i told you earlier, we actually lived downtown during new year's eve 2005 2006, and that was, of course, like a major flood in napa. but this is incredible that it's flooded all the way under the bridge. the kayak and gondola launch spot, the bridge to it has been lifted. there's a patch of grass over in that area where we host concerts and things like that. businesses in downtown napa stayed closed last
6:04 am
night, but this morning, napa's water levels are down to below 23ft. that's the latest number that we have received here close to the russian river, which is further up northth. the waters e expected to crest, as mentioned, this 6 a.m. hour at above 35ft. we will be watching these water levels, the scene here and give you another update in about half an hour. but for live for now we are live in guerneville, ginger conejero saab. today in the bay. all right ginger, thank you. all right. we want to check in with meteorologist kari hall, who has been monitoring the water levels there at the russian river. and, kari, what are we talking about with this timeline here? we're still under a flood warning until tomorrow morning for the russian river. guerneville, as well as the russian river at hopland, where we are g going to see the potential of more rising water levels. but for the most part, we have already peaked. but there is more rain on the way. the storm system we had yesterday has moved on and we'll be watching this next colder
6:05 am
storm arriving tomorrow. so here's a look at the forecast for the russian river at guerneville, reaching the peak at 35.7ft, which is in the moderate flood stage level and will slowly start to recede as we go toward tomorrow. and also watching out for that possibility that some of those areas may still be impacted for the napa river, we are now down below 23ft. the last time it was above 23ft or higher was 2019, when it topped out at 26.47ft, and the highest in the past 25 years was in 2006, where it got up to 29ft. the highest ever was 30ft. but just remember, we've had so much rainfall in the north bay compared to other parts of the bay area, that there will be that possibility with this next storm system. we could see that rising once again. so you want to make sure that you're up to date and getting those alerts on the nbc bay area app. it is a great resource to have. once the rain
6:06 am
returns tomorrow, and you can type in your zip code to get the customized forecast for your neighborhood. now, mike, the bay bridge is looking calm. yeah, it is calm on the span itself. the backup at the toll plaza filled in the toll plaza. you don't get any relief from that. but overnight, chp did give a warning about some pretty tough winds across the span. again, things have calmed down. as kari said, we're in transition right now, so the roadways much better conditions than yesterday when we had all that rain. a slower drive developing out of san pablo in toward richmond. typical pattern here. same for highway 37, highway four and no slowing. 242 walnut creek. six 8024 and through the caldecott looking great right now. 680 corridor coming down through san ramon and in towards sunol. there's just that build offff of 84 as folks exit pleasanton and livermore and make that merge over with 680 south and toward the south bay. typical patterns here, the northbound first burst of traffic starting to ease up a bit, and we may have some standing water over there. watch highway 17. i'll let you know if that impacts the traffic at all. back to you. thanks so much, mike. we are following breaking news overnight in richmond.
6:07 am
police are now confirming officers shot and killed a man they say was wanted on domestic violence charges. the shooting happened a little before 9:00 last night near carlson boulevard, north of cutting. officers say the suspect refused to cooperate, and for some reason, the conflict escalated. police so far are not indicating if the suspect was armed, but say the investigation is still in its early stages. 606 this morning wespread backlash. this i for president donald trump, after his latest proposal for the middle east and the future of gaza. he's proposing redeveloping the territory and keeping it under u.s. control. he outlined his idea during a news conference with israeli prime minister benjamin netanyahu, and he suggests uprooting more than 2 million palestinians who live in gaza. the president is also ruling out deploying u.s. troops in gaza. and this morning, u.s. lawmakers on both sides are pushingng bac. we'll see what the arab world says. but you know that the problematic at many, many

6:09 am
she's experiencing heartache now. for nearly 16 months, she has not seen her son at all. alana hill is one of the young people who was kidnaped by hamas on october 7th of 2023, and his mother knows exactly how it happened because it was caught in horrifying detail on camera. the kidnaping we have, the kidnaping video where hamas took the, you know, the, you know, took the video. so we can see how this happened. reporter the video of alana hill being dragged away by hamas is hard to watch, but his mother, edith, does not want people to forget how he and the other hostages were kidnaped from the nova music festival on october 7th of 2023. she also wants the world to see her son, as he lived up to that point playing music, which his mother says guides his life. and here, smiling, surrounded by his family, including his mother, who grew up in berkeley. israel and hamas reached a cease fire agreement just three weeks ago, allowing for the release of women and
6:10 am
children, injured hostages and hostages over the age of 50. ellen, who will be 24 ne week, was not among them. while i'm celebrating those returning my family and many others, we remain in agony. although ellen has not been seen in the last 15 months, the da believes he is alive and she is desperate for the latest ceasefire between israel and hamas to hold. so the second wave of hostages can be released starting march 1st. negotiations for that are set to begin next week, and edith knows they will be delicate. after the first deal in november. okay. dozens of hostages were killed. dozens. and we fear that this history will repeat itself if there is no action. and of course, every action that happens outside of israel has an impact on that conversation. as of january 30th. 15 hostages have been released and 400

palestinians set free. laura, a very tough time for a lot of people. thank you chris. well, now to a live look at the white house, where governor gavin newsom is expected to meet today. yeah, he's going to meet toda with president trump. they're actually going to talk about the help of the wildfire victims. it comes following the president's visit to the fire zones last month. and the time he suggests federal aid may be withheld or come with some kind of catch. newsom will be the first high profile democratic leader to visit the white house since the president took office. that meeting also comes a day after trump says california's high speed rail project should be investigated. let's take a live look at san francisco on this wednesday morning. a nice, clear view. all right. latest storms moving out. going to get a little break of today. kari is keeping tabs though. we had a lot of damage. a lot of flooding too. yeah. and so that's going to have a chance to soak in today. but we're also dealing with some cold temperatures
6:12 am
behind the cold front that moved through yesterday evening. and now the wind is calming down. and we have the potential for some frost to develop mainly in the north bay under that frost advisory. but we're seeing some of the same temperatures elsewhere, like the tri-valley even in the upper 30s this morning in san jose. it is also in the upper 30s for sunnyvale and in oakland, 38 degrees. we're headed for the upper 50s this afternoon and we'll see mid 50s for dublin and livermore, as well as the north bay. and mike, you're looking at that commute through oakland and we're seeing more headlights heading southbound past the coliseum. northbound gets more congested as you head toward the maze and the bay bridge, where the toll plaza is filled, as you would expect. so standard east bay flow of traffic over here. highway four holds with the slowing. 242 and 680 and easy drive all the way from the benicia bridge down in toward the tri-valley, where i do wawat to show you what's going on, though. northbound commute. we do have reports of a couple of ladders in your area as you're looking toward stone valley

6:23 am
starting out with this cold morning, a lot of us are in the 30s. we're even seeing some temperatures dropping down into the mid 30s. the wind is calming down, the sky is clearing and it will be a cool day. but there is another storm system that will be arriving tomorrow and dragging down some cold air with it. we can already see the blue there on the map across the pacific northwest. that snow that's been happening in some of the upper elevations across the pacific northwest. by the time it arrives in the bay area, 5:00 tomorrow morning, we start out with some light rain that gets heavier and continues throughout the day, and then it starts to wrap up on friday, but that's another day with some off and on showers and another significant rainfall, as we're looking at anywhere from about three quarters of an inch of rainfall to over an inch, maybe an inch and a half for san francisco. and then we get a chance to let all of that water soak in this weekend. take a look at the

evacuations are underway as people in the north bay brace for flooding. the russian river cresting this morning. we're live with the latest on the impacts. this comes as the rain moves out, but another round is on its way. our team is covering all the many ways that they are working to clean up the storm damage. in washington, president trump suggests gaza would make an excellent place for development. the riviera of the middle east, he says. but what happens to the palestinians? we'll take a look. this is today in the bay. good wednesday morning to you. thanks for starting your day with us. i'm laura garcia. and i'm marcus washington. well, this morning, our top story that weather and this as people who live in the north bay are bracing for more possible flooding. the main concern is the russian river, which is expected to crest around 6:00 this morning. now that potential flooding is
6:32 am
prompting mandatory evacuations, this is along the river for people in the low lying areas. this after a mudslide, swept a house into the russian river yesterday afternoon. we have team coverage this morning. meteorologist kari hall is monitoring this morning's river levels. our bob redell is tracking the damage in san francisco. but first, we want to start with today in the bay's ginger conejero saab. she is live in guerneville. and, ginger, you've already. you've seen those rising waters there all morning long. that's right. and as marcus mentioned, the river crested at six this morning. above 35ft. we haven't seen much of a change. we've been here throughout the morning. if there has been a change, it's been very minimal and inconsequential. but they're already there already has been flooding. you can see that very clearly behind us here. this we've been to this area before and the waters have not come out this far. usually kind of stay around where that bmw or where that car is there and around
6:33 am
where that garbage bin is. the parking lot next door is also flooded. now, one man that we saw here this morning did not take any chances before the river crested. he had three cars parked in the flooded parking garage next nearby, so he had to jump start one of his trucks. but he did get all three cars out. he says this is the worst that he's seen flooding in this area for years. it's the worst. and the people. that's when you're just two, three, six feet. yeah, it. and. 2019, in the same stuff, maybe 40ft. yeah. there were higher levels. then there were mandatory evacuations. however, last night along the river and for people in the low lying areas here in guerneville, it's hard to get great perspective. but i do want
6:34 am
to show in this video that you can see just how high the water is in another area of the city. you can see that truck that looks halfway submerged in flood waters with the trailer next to it, which is also another indication of just how high the flood waters have gotten on that road. other places around town, like pee-wee golf and arcade just on the other side of the road, also flooded. characters from the mini golf course appear to just pop out from standing water, and the signs and the building, which were part of the mini golf and arcade, are all also in standing water. our news team last night caught people evacuating after an alert was sent out from the sonoma county sheriff's office, saying that all properties along the lower russian river from healdsburg to jenner, anywhere below 36ft flood lev, cautioning them to leave immediately. now, officials forecasted the river to crest at six this morning. we have been here all morning, haven't seen too much of a change, but that is still at a
6:35 am
moderate flood level because it is over 30 35ft. and you know, we did see sonoma county fire going around one one man who tells us that he's been surveying the flooded areas in guerneville definitely says that this is so far the worst that he's seen, and he expects that this may have a chance of receding. since we are seeing the break in the rain, maybe around 12 this afternoon. that's his kind of estimate. but i have to say, guys, there may be no rain here, but it is also a very chilly morning for those people who are already worried about the floodwaters. just another extra, extra chilly concern this morning again, before even more rain comes as kerry has been talking about. we're live in guerneville, ginger conejero saab today in the bay. hope they get some relief, you know, over these next few hours of no rain, though. all right. thanks. thanks, ginger. a cold break in the storm there. well, also in the north bay, some sonoma county schools will not open today due to the ongoing storm
6:36 am
impact. that includes all schools in the guerneville school district, the monte rio union school district, and the west sonoma county union high school district. also, cassia elementary school east of stewarts point. now let's check in with meteorologist kari hall, who's been tracking those russian river levels this morning. and also these big flood concerns. yeah, because the ground is so saturated. think about some of the coastal mountains that had up to 17in of rainfall since friday. and so all of that has to go somewhere. and it's draining down to those low lying areas, including the russian river at guerneville, where we are still under that flood warning, as well as the russian river at hopland, up near ukiah. so as we take a look at the bigger picture here, it does show that we are in a break from the storm activity. but there is another one approaching and we are expecting it to peak at the russian river, guerneville at moderate flood stage right now at 36ft, and then continue to recede, even as we do get a little bit more rain
6:37 am
in the forecast. and for the napa river now at 21.88ft. and the last time it was at 30, 23ft or higher was in 2019. so we'll be watching all of those water levels, even as a new storm system comes in tomorrow. back to you. thanks, kari. our coverage continues with today in the bay's bob redell in san francisco. yes. he's been monitoring a rockslide in the telegraph hill neighborhood. any progress up there with the cleanup? no. and the city doesn't even appear like they're getting ready to clean it up. they've just barricaded this area. this is the rockslide you're referring to around sansome street. you can see the rockslide did spill a little bit over onto the road, but as you're looking at the traffic coming towards us, the road is still open. just this part of the lane is shut down. this happened a little bit before dinner time last night, around just before 630. so again, we're on sansome street. this is near the intersection with union, across the street from the levi's plaza here at the base of the telegraph hill neighborhood in san francisco, not far from coit tower. we assume that the
6:38 am
city wants to make sure this hill is stable before they start moving any of these huge rocks. if you're not familiar, this is part of a larger rock. a mini mountain, if you will. that's here in the city. it appears a chunk of it sheared off at the base of this rock, if you will. so it looks like the rest of it is fine. it's just the part here at the bottom that came off during the wind and rain yesterday. as you can see, it busted through the barrier that's always been here to keep these type of things from happening. and the barrier appears to have done its job in terms of at least keeping i isolated. just this part of sansome sf fire tweeted out that this happened again a little bit before 630 last night. says there is no threat to the public. they're just asking people to avoid this area. that's why there's this k-rail out here. so drivers don't hit into this traffic again. still able to get through. now yesterday's storm caused problems elsewhere here in the city. the wind and rain brought down a tree which took out an overhead muni wire crashed onto a parklet. this happened in front of the blue light sports

bar in cow hollow, not far from where we're at. one person was hurt, but they are okay. in the south bay, a mudslide has closed down a stretch of highway nine in the santa cruz mountains. caltrans is working on removing the dirt and debris. this closure isappening between sanborn and redwood gulch roads. while caltrans is doing the cleanup. they're also monitoring the hillside to determine if the slide iss stable, which could delay a reopening. they said they were hoping to have a better idea around 6:00 this morning. it's already, you know, 630. i checked your twitter feed. there is no update. i also just spoke to our photographer, daniel, who had been on the scene earlier to get new video this morning, and he said when he left there was no indication that was going to reopen. so we're still trying to figure out what's going to happen there with highway nine in the santa cruz mountains reporting live here in san francisco. bob redell today in the bay. thank you bob. and now for nbc bay area app. really a great resource to have to stay current on the timing of the next storm. you can type in your zip code
6:40 am
and get a customized forecast for your neighborhood. time now for a look at what's happening on the roads out there. we've had some issues out there, mike. yeah, bob just talked about highway nine again. as he said, there's no word on reopening, but this is not an unusual situation. since the last storm season, we've had highway nine with intermittent daytime closures, as they've continued to do work on the hillside and shoring up the roadway. sometimes one way traffic control during daylight hours. so hopefully they can reopen it for at least traffic flow control in each direction. but right now, consider it closed in the area around sanborn park over here. the rest of the south bay shows a typical northbound build 101, and now 87 shows a little build to the traffic flow southbound for 680 and 880, really kicking in for the east bay. no surprises getting toward the bay bridge, just more popular down the east shore freeway. back to you. thanks so much, mike. well, president trump stunned both supporters and critics tuesday by suggesting the u.s. takes control of the gaza strip. scott mcgrew joins us now. the president doesn't stop there. he also wants to build hotels that
