entire workforce overnight. >> the president also looking to re-shape the middle east. now proposing a u.s. takeover of gaza to, in his words, create the riviera of that region. >> let's start with peter alexander on duty at the white house. good morning. >> reporter: savannah, good morning to you. this is one of the world's most intractable conflicts with divisions literally dating back centuries. president trump who touted his america first policy said he would like to see the u.s. seize and develop the war-ravaged gaza strip, even if it meant sending u.s. troops. millions of palestinians would have to be relocated. >> the u.s. will take over the gaza strip. >> president trump endorsing america, moving into one of america's most volatile regions. >> we will own it and be responsible for dismantling all the dangerous bombs, level the site and get rid of the destroyed buildings. >> reporter: the plan involving

the displacement of the entire population of gaza. more than two million palestinians. the president framing it as an economic opportunity. >> the rivie of the middle east. it will be so magnificent. >> reporter: hosting israel's prime minister benjamin netanyahu, president trump said in his vision of gaza palestinians could return eventually but for now they should be taken in by other countries, including egypt and gaza. neighboring countries said they wouldn't take them in. nbc's kelly o'donnell asked if the president meant a permanent occupation. >> i do see a long-term ownership position, and i see it bringing great stability to that part of the middle east. >> reporter: later not ruling out deploying u.s. troops to gaza. >> if it's necessary, we'll do that. >> it is a remarkable reversal for president trump who vowed to stop endless wars in the middle east.

>> it is not the duty of our troops to solve ancient conflicts in far away lands. >> netanyahu saying the proposal was worth pursng. >> i think it is worth paying attention to this. >> reporter: democrats quickly condemning the idea of troops in gaza. >> it will be a moment of great danger for americans. >> reporter: senator chris koontz telling journalists you can report that i was speechless. >> that's insane. i can't think of a place on earth that will welcome american troops less and where any positive outcome is less likely. >> reporter: even republicans expressing caution. conservative senator tom tillis saying, quote, obviously it's not going to happen. and trump ally lindsey graham -- >> i think that would be a tough place to be assigned if you are an american soldier. we'll see what the arab world says, but it will be problematic at many levels. >> reporter: overnight secretary of state marco rubio posted in part that the u.s. is ready to, quote, make gaza beautiful again.

this would be an enormous undertaking. and notably, the preside's stunning proposal for the u.s. to take on such a historic humanitarian challenge for one of its most vulnerable populations comes just as the president and his team are usaid, tasked with leading usaid tasked with leading foreign aid and assistance projects around the globe. >> peter, thank you. lots to chew on here. let's get to richard engel, who, of course, covered this region for decades. lives there as well. richard, let's start with the reaction that's coming in. we already heard from the crown prince of saudi arabia. how are world leaders, particularly in the middle east, reacting? >> reporter: so i have been speaking, savannah, since this announcement came from president trump with powerful leaders in the region, members of royal families and the universal reaction was shock and horror. people don't believe this is feasible. they're not sure if trump is serious. but they believe that this

should not happen, that it would be destabilizing, that it would be tantamount to ethnic cleansing in the region because many palestinians don't want to go. the neighboring countries, egypt and jordan, don't want to take them in. that would mean, if this were to go ahead, the u.s. military going in there and removing people with the barrel of a gun and putting them on some sort of busses and trains and sending them into countries where they don't want to go and where they're not welcome. there's a simplistic argument that could be made that sure, it makes a lot of sense. you have an area that's been destroyed. you have two million people living there without basic services, so why wouldn't they want to go someplace else where they could have a better life and create an opportunity to rebuild the territory. the question is president trump talks about making this a riviera in the middle east. for whom? palestinians or israelis? palestinians believe if there is

any construction there under trump's perspective it will be for the israelis and that the palestinians would be displaced and never be allowed to return to their homes or their homeland. >> richard, this idea that the president floated yesterday that he's not ruling out the possibility of sending troops to the region, and we heard a number of lawmakers seem pretty dismissive of that. what would that look like, richard, and what could the potential fall-out look like as well? >> reporter: the u.s. would be entering into a guerrilla war because some palestinians could be incentivized no doubt when they go back to their homes. that is happening right now, palestinians are moving from the southern part of the gaza strip to the north. they are finding very little left. they're seeing tremendous amounts of damage. so some palestinians probably could be encraged to leave. but many others would not. hamas has already said it won't leave. other factions would certainly emerge.

so you would have american troops occupying potentially for a long term one of the most problematic places in the entire middle east. and for administration and for a president who said that he wants to get out of foreign wars, this would certainly be a very potentially violent entanglement. >> richard, thank you for your analysis. trump administration also raising eyebrows over its rapid push to re-shape the federal government and rein in spending. overnight we learned thousands of workers in one agency in particular at the cross hairs are now being placed on administrative leave. ryan nobles is following this part of the story. good morning. >> reporter: good morning. from influence over cabinet picks to the reshaping of federal departments, elon musk had taken on a major role in the new trump administration, even taking up a suite in the famous eisenhower office building. but democrats worry he is making

a lot of decisions with very little oversight and in some cases against the law. in a surprising move overnight, the u.s. agency for international development declaring almost all direct hires around the world would be placed on administrative leave this week. it comes after days of attacks by the trump administration, which has crippled the group's mission to provide global humanitarian relief, including food and medicine. also overnight, in another move to scale back the federal government, the central intelligence agency becoming the latest agency to offer buyouts to its workers. legal experts warning federaral workers not to accept the offers, calling them legally dubious, adding that congress has not authorized funding to pay for them. it's all a continuation of the government overhaul steered by elon musk, the billionaire sidekick of donald trump. >> there is going to be a contest here about who is really in charge. >> reporter: democrats are worried about musk and a small

team of tech experts getting access to government computers and systems. but in a letter to lawmakers, a treasury department official says tech executives with a relationship to doge will have a, quote, read only access to those systems. >> elon is a big part of this, so i'm encouraging him to continue because we need that information. >> reporter: as of yesterday, more than 20,000 federal workers are taking part in a buyout program modelled by musk according to the office of personnel management. democrats argue the billionaire's access is unauthorized and possibly unlawful. >> we're concerned about how the whole process works. and ultimately, the buck falls with donald trump. >> reporter: capitol hill republicans do not seem concerned that trump may be usurping their authority. in fact, they are embracing it. >> i do think they have the right to review funding and how those decisions are made and what priorities are being funded. >> reporter: that deference to trump extends to his most controversial administration

picks. choice for health and human services secretary robert f. kennedy jr. and tulsi gabbert, his choice for director of national intelligence squeaked through committee votes. both are expected to win confirmation on the sete floor. and this morning, another move by the administration that could directly impact you as a consumer. certain shipments from china are on hold as the u.s. figures out how to apply the new 10% tariff imposed by president trump. now, this could impact shipments from the e-commerce giant shein and temu, which millions of americans buy from. >> ryan, thank you. now to that breaking news in ohio overnight. a deadly mass shooting at a warehouse in new albany. that's just outside of columbus. it sparked a massive manhunt for the suspected gunman. we are joined from the scene this morning. will, good morning. >> reporter: savannah, good morning. what we know right now, one person has died. five others transported to local

hospitals. a firearm was recovered at the scene. but as you mention right now, the suspect remains at large. overnight, a frightening scene at a warehouse in ohio after police say a gunman opened fire in a targeted attack. >> it sounds like it could be an active shooter situation. >> reporter: leaving one person dead and injuring five others in new albany, a suburb of columbus. >> there are still some individuals barricaded in the bathrooms. >> reporter: the suspect still at large. and say they're working to apprehend him. >> we believe we may know their location. we don't have any reason to believe that they are a general threat to society. it appears at this point to be a targeted type of attack. >> reporter: law enforcement rushing to the scene of the shooting. the company called kdc-1 specializes in beauty and personal care. police say about 150 people were evacuated to a neighboring building. authorities in pursuit after recovering a gun at the scene as

the community reels. >> this is something we hoped would never happen in our community, but we prepare for it and this is where we are now. >> reporter: the victims' conditions not known at this time as police are trying to contact family members. but they did say because this warehouse is so large a lot of people didn't know what was going on until they were evacuated. savannah? >> will, thank you very much. more to get to on a wednesday morning, including new fall-out over rising consumer prices in this country. we have been telling you about the skyrocketing cost of eggs. now a popular restaurant chain is ready to pass those costs along to customers. nbc's jesse kirsch has more on that. jesse, good morning. >> reporter: craig, good morning. always read the fine print, right? well, in this case, it is not hard to find. smack in the middle of the waffle house menu, the head's up that you will have to shell out an extra 50 cents for every egg here. some experts say this is just the beginning, possibly, of a

new trend. this morning, your favorite waffle house breakfast is likely going to take a bigger bite out of your wallet with egg prices soaring, the popular breakfast chain is scrambling to keep up, announcing it is temporarily charging an extra 50 cents per egg, writing in part, , rather than increasing prices across the menu, this is a targeted surcharge tied to the unprecedented rise in egg prices, adding we cannot predict how long this shortage will last. >> they have gotten really expensive. >> reporter: the national restaurant association says producer costs for eggs are up 100% year over year. >> that's almost too much for any restaurant to absorb in their narrow margins. >> reporter: breakfast spots hit particularly hard. while waffle house may be the first to announce this type of price increase, according to experts, there is likely more to come. >> i think that as egg prices remain elevated, we're likely to

see more restaurants have to succumb to the options of raising menu prices or adding surcharges. >> reporter: the average price for a dozen eggs now more than $5. and in some local markets, prices are as high as $19 a dozen. the biggest reason, bird flu. the department of agriculture says avian influenza impacted more than 113 million egg-laying chickens nationwide since february 2022. according to the usda's price outlook, egg prices are predicted to increase another 20% this year. there have also been egg shortages, leaving shoppers racing to gobble up what's available. meanwhile, the bird flu has continued to spread. >> in these extreme weather events, the fires in l.a., hurricanes down in the south, they changed how migratory birds fly. those birds are the ones that spread the virus to our egg farms. >> reporter: all of it leading to empty grocery store shelves nationwide.

tell us, bob? well, we followed up with the san francisco fire department this morning. good morning to you, laura. and they told us there's no risk to human life. it's now up to the department of public works to come out here to figure out how to clean this up. we're at the base of telegraph hill. we're on sansome, near the intersection with union, where just before 630 last night. this is what happened from all the rain that they had. this is a very large rock formation. you might even call it a mini mountain here in the city. and the base of it, a chunk of rock, as you can see, just cleaved off. and it took out the barrier here. and fortunately it only went a little bit way into the road. so the road is still open, just this one lane. this part of it is still shut down. but again, we're waiting for the public works department to come out here to figure out how to clean this up and to make sure that the rest of the hill is stable. and from our vantage point, it appears it is reporting live here in san francisco. bob redell today in the bay. thanks, bob. it's nice we're getting a break in the rain today for situations like that. meteorologist kari hall we've got another storm though coming

peter, good morning. >> reporter: president trump's stunning proposal was met by shock and horror by many leaders across the arab world that did not know whether to take president trump seriously. the president who has long touted an america first policy last night declared he would like the u.s. to seize control and develop war ravaged gaza, even if it meant sending u.s. troops there. >> the u.s. will take over the gaza strip, will own it and be responsible for dismantling all the dangerous, unexploded bombs and other weapons on the site, level the site and get rid of the destroyed buildings. >> reporter: the president framing it as an economic opportunity to turn the strip of land into what he called the riviera of the middle east. but the idea, of course, would mean displacing the entire population of gaza. that's roughly two million palestinians. the president saying in his vision those palestinians could eventually return, but for now they should be taken in by

countries like egypt and jordan. many do not want to leave and many neighboring countries said they would not take them in. democrats quickly condemned the idea. tim kaine called it deranged and nuts. many republicans dismissing it. one saying obviously it is not going to happen. and lindsey graham himself called it problematic at many levels. >> all right, peter alexander. thank you. turning now to new details in that tragic mid-air collision in washington. officials say all 67 victims have now been recovered from the potomac river. the investigation is revealing some new clues about what may have caused the crash. nbc's tom costello joins us now from reagan international airport. tom, good morning. what do we know about the recovery efforts there in washington? >> reporter: well, it is hard to believe that it was a week ago tonight that we had this horrific crash involving the passenger jet and a black hawk

helicopter right behind me in the water on runway 33. all of the victims have now been recovered. 67 people who died onboard the plane, onboard the chopper, the remains have now been removed from the water and given to the medical examiner for a full identification. 66 of the 67 remains have now been positively identified. they will be handed over to the victims' families. you mentioned the efforts out on the water. the ntsb, the coast guard, the army corps of engineers, police and fire divers have been removing the wreckage. ray recovered the tail, fuselage. they managed to work on the cockpit from the regional jet. they will turn to the helicopter and lifting it up and out of the

water. the crash occurred at 300 feet. why is that important? because of course the chopper was not supposed to be flying higher than 200 feet. if the crash occurred at 300 pete, the question is why -- feet, the question is why it was 100 feet above where it should have been? they want to look at the black box from the chopper and read the data. they have the black box, but they first want to do a full forensics analysis on the black hawk helicopter itself before they then go back and compare and look at their data from the black hawk. it has been a busy -- very busy few days indeed with the ntsb. separately, american airlines releasing a statement, again one week since this crash. they say "the night of january 29th forever changed our airline and our hearts have been very heavy over the loss of lives of flight 5342. we are grateful for the outpouring of support as we grieve the loss of our passengers and team members." and a point here, the divers in

good morning. it's 856 on marcus washington. a flood warning remains in effect in sonoma county. this is after the russian river this morning crested above 35ft. now that's a moderate flood stage. some of the low lying parts of guerneville were actually left submerged in that water. mandatory evacuation orders remain in effect there at this hour. now, residents were also closely watching the napa river overnight. fortunately, it crested well below the flood stage. the flood warning there has now been lifted. also this morning, some sonoma county schools will not due to the ongoing storm impact. that includes schools in the guerneville school district, the monte rio union school district and west sonoma county union high school district. also, the cassia elementary school east of stewarts point. happening now are bob redell. he's in san francisco. that's where crews there are busy clearing a rockslide along telegraph hill. it happened during the height of
