press secretary talked about no commitment from the president to put american boots on the ground, hard to see how that would work if there was a u.s. take over, there's always force protection when the usa has a foreign operation, even if it involves construction and contractors . so a question there and she's also talking about the fact that this could be temporary, the president suggested long term, even a permanent placement of american presence in the remade gaza, here's part of the briefing with white house reporters where leavitt addressed this controversial proposal. >> it's been made very clear to the president that the united states needs to be involved in this rebuilding effort to ensure stability in the region for all people, that does not mean boots on the ground in gaza and doesn't mean american taxpayers will be funding this, it means donald trump, the best dealmaker on the planet will

negotiations or create this impression that he is crazy like a fox, that he's going to do something scary or impulsive so the partners just don't know what he's going to do next, that is a strategy that he seems to want to be using, former presidents have said they try that as well, so we don't know a lot about this proposal, there weren't any details when trump said it and we heard from the white house that the first time this plan has been articulated was when president trump got up there at the podium alongside benjamin netanyahu and set it into the microphone, so it doesn't sound like there was much planning going on the scenes at all, no maps were sketched out, not trying to decide how much money would go into this, so all of this right now looks a little half-baked and i think that's how people in the region are seeing it as well. >> kelly, is it possible that these comments from the president are just a negotiating tactic? i understand they were prepared

remarks but is the white house serious about what it's proposing here? >> this is the kind of frame we have to bring to a number of things when it comes to having donald trump back in the white house, is this bombast and bravado, is it the idea man, from his business days, or is it a serious proposal and the president has many times said something definitively and then we see unfolding on various issues, how he uses his forceful personality and the weight of the united states to try to extract concessions or cooperation or something, from other partners, or allies, or regional leaders, like in the middle east. so, there isn't a definitive answer but by being students of watching this president were, this seems to be a possibility. >> matt, i've got a simple question, is anyone saying, yes this is a great idea? >> no, the only people are in the far right wing of the

as the trump administration cracks down on diversity equity and inclusion programs, some federal workers tell nbc news there being personally targeted, a website calling itself the dei watchlist publish names, photos and public information that third party website not affiliate with the government has been circulating in private group chats of public health employees across multiple agenencies. the site includes as employees of what it calls dei offenses like working on diversity and

equity initiatives, the website said it's a project of the american accountability foundation, a conservative watchdog group. berkeley loveless is with us, he joins me now, berkeley, that conservative watchdog group we are talking about and the department of health and human services have not responded to our request for comment but what more do we know, can you explain more about this website? >> right now it's unclear when this website first a quick appeared, it lists mainly black employees that work within the department of health and human services and after speaking with sources i will say that workers are terrified right now. it was a number of quote offenses that these workers made including working in dei initiatives, donating to democrats and using pronouns in their bios, it also list their personal information such as photos and their salaries. at one point the list had a headline that set -- said quote targets but the language was

changed and we blurred out the images of those workers to protect their identities. a person we spoke with said this is clear racism and basically a scare tactic to try to intimidate these people from doing their jobs. right now we have reached out to the group that appears to be doing this. >> beyond this the trump administration has made a bunch of changes within the department of health and human services. what exactly is happening and how could impact people around the country? >> this comes after a bruising week for public healthcare workers, late last month the trump administration directed employees to end any activities or jobs related to dei and turn and coworkers who didn't follow the orders. so there had also been a communications blackout where they were not allowed to communicate with each other or outside groups and so there are concerns about this especially because we are in the middle of a heavy flu season. there's also concerns around virtually but all and all, workers we've spoken with said they are committed to doing their jobs right now.

now to a major win in court for civil rights groups, that challenge president trump's efforts to end birthright citizenship. that means anyone born on u.s. soil is automatically an american citizen regardless of their parents citizenship status. today a federal judge locked the president's order indefinitely. the groups challenging the order argue the presidents move violates the 14th amendment. julia, this order was set to take place in just two weeks, so walk us through the judge's reasoning as to why she blocked it? >> this is the second block to this order, and what the judge in this case said from the bench, just laid it all out was that she could not understand you know, why they would ever think this would be constitutional, this is similar to what we heard from a judge in seattle, an 85-yeyear-old judge appointed from reagan said it goes his mind that the justice department could argue

on behalf of this executive order to say that the executive branch was in its right to undo this without going through congress and getting amendment to the constitution. trump did say that he would appeal the temporary restraining order that we saw in seattle but we have not heard what they might do in this case but is very much expected that this could play all the way up to the supreme court. >> you mentioned two different cases, one coming from states attorney general to the other coming from civil rights groups, is the hope that it

and cool throughout the day and our temperatures reaching a peak of only 55 degrees today, and much of the north bay and mid to upper 50s for the east bay. for the south bay it will reach into the upper 50s with a high of 57. in san jose, as well as the peninsula into san francisco. but rain comes back tomorrow and we will only see a high of 50 in napa and 55 degrees in hayward, as well as in fremont and 57 in san francisco. and then the cool weather continues through friday, as well as the arrival of this next storm system. we are going to take a closer look at that 7-day forecast and how long this storm system lasts. coming up in the next 30 minutes. preparing for that next storm. thanks, kari. parts of the north bay are flooded after rising waters from both the russian and the napa river. ginger conejero saab joins us now from santa rosa, where there was at least one rescue. well, there is a break in the rain now, but this was preceded by hours and hours of heavy rain,

which led to mandatory evacuation orders last night and at least five water rescues this morning, including this one. we want to show you this video of a car that stalled in the middle of standing water in guerneville. locals called for help immediately, and first responders were able to safely get to the vehicle and get it to shallow water and get the driver out of the car safely. we caught up with that driver after she got evaluated by paramedics. were you a little shaken up? oh yeah, there was it was coming to my doors. just that there was no flooding signs. okay. yeah. so anyway. thank you. yeah. i'm fine, thank you. our county roads crews are doing the best they can to get signs out there, but there's just many, many roads that are impacted by the flood waters or ponding. you know, this may be a road that she's familiar with. and just this time she drove through it. her car stalled out in the middle. when the water comes into the, you know, intake, it stalled out. and, you know, it was just a little too high for

her at this time. earlier this morning, we saw this man jump starting his truck in a flooded parking lot by sycamore court in guerneville. he had three cars parked in standing water. he got all three of them out before the nearby russian river crested at seven this morning. it did so at 36ft, whicheft moderate flooding in low lying areas. and here are some of those some of those low lying areas this morning. flood waters almost halfway covering a truck and a trailer that was parked next to it, the peewee golf and arcade just on the other side of that road was also flooded. flooding is not the only concern here in the north bay. so are landslides. this is a home in unincorporated santa rosa which was severely impacted by a landslide. it left a family that was trapped inside and this happened around five yesterday evening after a different home also slid into water. sonoma county fire says they were able to help the family out safely. there were no injuries reported. a lot of close calls, but there

is this bit of a break. the good news that the river crested this morning allows for some time for the water to subside, but just enough timor yet another round of wet weather in santa rosa, ginger conejero saab nbc bay area news. so difficult for those homeowners and car owners. thank you ginger. the rank and file in san mateo county sheriff's office may be ready to move on from their embattled sheriff. a march 4th special election will determine if supervisors have the power to remove sheriff christina corpus from office. today, deputies in the sheriff's department are rallying behind that measure. she has repeatedly denied allegations against her that include abuse of power, nepotism, racism and creating a toxic work environment. all were brought up as part of an independent report last year. measure a is a clear and immediate solution to restoring the integrity and accountability that our residents deserve in the sheriff's office. we deserve leaders who put the community first. my fellow deputies and i look forward to the day that we

bottom of the hour, here are some of the stories making headlines on nbc news daily. >> look at this dramatic video out of florida. a man was lying unresponsive on the floor of his boat while it spun out of control on a lake. the sheriff's office and fire rescue got a call about it and sent a unit to remove the man from the boat. you can see them pull up right next to the spinning boat before a deputy jumps on it and takes control, the sheriff's office said the man received treatment and is expected to make a full recovery. >> doctors in new york state can now write prescriptions for pills that can be used for abortion, and request to keep their own names anonymous, this comes after a new york doctor was criminally charged for writing a prescription for a pregnant minor in louisiana. the new law signed by the new york governor is effective immediately, only requiring th name of the practice on medication labels, not the specific doctor. >> two men were arrested after a raid in new york city's diamond district. the nfl and nba warned athletes

about break-ins that happened when players were on the road. if convicted they can face up to 10 years in prison. a nearly 12 hour manhunt is over in ohio after authorities arrested a man accused of opening fire at a warehouse where he worked. police say one person was shot to death, five others hurt. this happened last night in new albany, ohio. police called the shooting a quote targeted type of attack. maggie, investigator still searching for a motive but what more are we learning about the suspect and how he was caught? >> kate, the manhunt lasted about 12 hours, he was caught about 20 miles away. as you said, bruce reginald foster, he was the man identified an authority say that he works here but his exact motive, it remains a mystery, they don't know why he

started shooting, they don't know why he targeted the people he did and we don't know the victims names but we know five people were injured and one was killed. they were searching for him after he fled, u.s. marshall's found him about 20 miles away inside an apartment complex just on the edge of ohio state university's campus, it was basic off campus housing. so right now, foster himself as being charged with at least one count of aggravated murder with police recommending he be held on $20 million bond but there are bigger questions about motive and also how he was able to get away so quickly and remain on the run for so long, we are hoping for answers to the questions at a press

conference set half hour from now as well as the mayor of the town. >> thank you. we are following breaking news out of seattle tacoma airport. authorities at the airport say a japan airlines flight was taxiing when it struck the tale of a parked delta plane. this was video taken by passengers and it shows the wing lodged in the tale. passengers were brought back to the terminal and both airlines worked to get those affected on other flights. it has been one week since the hoific midair collision between an american airlines jet and an army helicopt in washington, d.c. authorities say they've recover the remains of all 67 victims as the investigation into what led up to the disaster moves forward. tom costello has the latest. >> so it was a week ago today that horrific crash occurred

right off of runway 33 between the regional jet and the black hawk helicopter, killing everybody on board. all 67 people have been pulled from the water, there remains turned over to the medical examiner. it literally took until last night before they were able to recover all of the remains from this horrific crash. they have now spent the better part of a week recovering debris from the potomac river. that includes the tail, wings, fuselage, also a big piece of the cockpit, they are gathering all of the wreckage and putting it on a barge and then they are going to eventually bring the barge to shore and put all of the wreckage in a hangar for ntsb investigators. separately the ntsb and the army corps of engineer's are pending to lift the black hawk chopper out of the water here in washington, d.c. and then they will remove that, also to

a nearby hanger, that chopper will be critical because they want to do a full analysis, understanding all of the equipment on board before they release the black hawk data, and we can tell you the ntsb now says that air traffic control data suggest the crash occurred at 300 et, so that is 100 feet higher than the chopper should have been flying. again, there's a ceiling of 200 feet and this crash appeared to

be a 300 feet, the so the chopper was higher than it should have been, that was happening again, one week since this horrific crash and american airlines released a statement saying the night of january 29th forever changed our airline and our hearts have been heavy over the loss of the flight. we are grateful for the outpouring of support as we grieve the loss of our passengers and their team members, that from american airlines, separately, an update on the philadelphia crash with the medevac jet crashing friday night, killing everybody on board and one person on the ground. the ntsb has the cockpit voice record from that plane at its lab in washington and they are going over that for what might have caused the crash but they don't have a flight data recorder, they've got one black box and the other was not required on the learjet, so they don't have some critical pieces of information. they're hoping that the cockpit voice recorder will provide some clues into what happened. a horrific week in aviation circles and the ntsb really has its hands full. let's talk about the price you pay for insurance. >> premiums are rising across ththe countrand if you live in california, you can see your home insurance rates go up by 22%. state farmjust requested the

>> i told you in the commercial, my personal issue with car insurance, my company dropped our family entirely after we had a couple of small accidents within a year, they were like, we are done which it was bundled with other thing so it was a real hassle, that's happening to other people, i'm sure, what do you do if you are drops? >> you have to look for alternate forms of coverage. insurance companies sadly don't want customers that are costing them money, that's not the point of their business. their point is to make money and it's an uneven situation and that's why you are seeing those rising premiums. >> that's why we get insurance, further protection. for those at home dealing with the rising costs or just getting dropped altogether, what do you recommend? >> talk to your provider, try to negotiate with them but you can move to a provider that ensures something for you already, maybe you can bundle it. it's a messy situation but the premiums are going to keep rising. >> even your credit score

around teen girls and mean girls, joining us now chelsea gooding, she's the author of underestimated, the wisdom and power of teenage girls. so good to see you again. i think we all have this image of what a mean girl is, but you say we need to stop paying so much attention to the bad behavior. i read your book last year when you joined me,, i know you talked with many teenage girls to write that book, what did they teach you? >> they are so done with the mean girls meredith, jen z is all about girl supporting girls, women supporting women, and we need to reflect as adults the language we use. when i wrote this book adults were like girls are so mean, and that hasn't been my experience of working with them but also, they don't come out of the womb mean, they face a pretty judgmental society and they want to change the narrative because they have so much more to offer and we can

stop this cycle of telling girls that they are mean. >> it's not all individuals, society plays a role in all of this, i know a lot of past nerations even sometimes present have pushed women to compete against each other. how has that manifested and what is changing? >> so past generations, there was actual competition for the one job that they were giving to a woman or there was a lot of priority on male attention and jen z doesn't see it that way. there's room for all of the women at the table to have success and live out their dreams and we can learn from genz and having that mentality, being a girls girl is the term they use where we celebrate the women around us and encourage them, that's modeling the behavior of what we want to see more of. >> since this is modern parenting, i want to ask, what do you do if you are teenage

girl is maybe bullying, or being a little mean, how do you handle that? >> so often, that comes from a place of insecurity or fear of rejection or girls feel a lot of pressure to put on a show of appearances and it's important for a parent to self reflect and think how does my teenager have some unmet needs. and within that, we need to have the genuine curiosity and model behavior where, we make amends and take responsibility for our actions and we don't also then criticize other girls and women around because teenagers see everything and they hear this language that we use. >> sometimes your child might be the one on the receiving end of the bullying, what can a parent do then? >> first, listing and validating feeling so you don't feel like you are just jumping in and fixing it for them but

it's february 5th, 2025 today and it's all to celebrate those two fives. mayor daniel lurie has announced today is barry bonds day. the home run king spent 15 years with the giants, winning five mvp's in the process. the team retired his iconic number 25 a few years ago, and currently, bonds works with the giants as a special advisor to team president larry baer. this day is so special to me and so special being raised here in san francisco and going to arundel school and then kari school, and then sara high school, and then off on my journey over to arizona state
