"early today" starts right now. good morning. i'm frances rivera. we begin today with breaking news. one person is dead and four injured after a small plane hit a parked plane near scottsdale airport yesterday. the faa says a learjet's landing gear failed, causing it to veer off the runway and crash into a business jet parked on private property. the learjet is owned by motley crue's vince neil. two pilots and passengers were on the plane, but neil was not. all flights were temporarily paused. and the airport's runway shut down during an investigation. the airport has since reopened and the ntsb is investigating. we are entering day 23 of the trump administration, the second one. and there are growing fears of a trade war. china's retaliatory tariffs on

united states products are now in effect. the tariffs impact coal, natural gas and agriculture equipment. and, in response to president trump's 10% tariffs on all chinese goods. meanwhile, the president has signed new tariffs on all steel and aluminum imports. gabe gutierrez has more from the white house. >> reporter: as part of his campaign pledge to rebuild the american steel industry, president trump slapping new 25% tariffs on steel and aluminum imports. >> it's a big deal. it's a big deal. this is is the beginning of making america rich again. >> reporter: some american steelworkers now praising the move. >> now it happens, it's going to help our industry. we're going to be able to regroup. and we're going to be able to stay alive. >> reporter: but critics argue the tariffs will drive up prices for u.s. consumers. discount store owner peter says he's been impacted by earlier tariffs on china.

are you worried this will hurt your bottom line? >> no question about it. we'll have to absorb some of that, which is tough on a business that works on tight margins anyway. and it will also be problematic for the economy generally. >> reporter: and the president promising new tariffs on countries that restrict the sale of american goods. >> reciprocal tariffs. very simply, if they charge us, we charge them. >> reporter: the tariff talk comes amid a growing showdown on the president's effort to cut costs. the judge was told to release all the money. but president trump is defending his cost-cutting efforts. >> and the day you're not allowed to look for theft and fraud, et cetera, then we don't have much of a country, so no judge should be, no judge should frankly be allowed to make that kind of a decision.

it's a disgrace. >> reporter: the president now telling billionaire elon musk and his department of government efficiency to root out wasteful spending in the education department and the pentagon. employees at the consumer r protection bureau are told to stay home this week. the agency has a surplus of over $700 million. and the spigot is now being turned off, while the agency says it's won back $17.5 billion for americans. democrats slamming the trump administration for bypassing congress. >> every time you hear doge, the department of government efficiency, you just remember, it is the department of government evil! >> reporter: and, in a new move, the president also literally changing change. instructing his treasury secretary to stop minting new pennies that cost nearly four cents to produce a one-cent coin. the president also signed an order to ban paper straws.

>> so we're going back to plastic straws. these things don't work. i've had them many times. on occasion they break. they explode. >> reporter: the president saying he'll announce new reciprocal tariffs over the next two days. asked about the possibility of other countries retaliating. the president said i don't mind. arguing his move saves american jobs. president trump has also issued a pardon for rod blagojevich, the former illinois governor was convicted of corruption-related crimes. president trump commuted his sentence during his first term in office after the governor had served eight years behind bars. >> it's my honor to do it. i've watched him. he was set up by a lot of bad people. some of the same people that i had to deal with. he wasn't quite as successful, but he had somebody that saw what was going on. i didn't know him, other than i believe he was on the apprentice. i think he's a, just a very fine person. >> president trump also signed

an order pausing the enforcement of the foreign corrupt practices act. the law that stops american companies from bribing foreign governments to obtain or retain business. the president directed the attorney general to prepare new guidelines to ensure american businesses are not at a disadvantage. this order came the same day that the justice department ordered federal prosecutors in new york to drop corruption charges ainst mayor eric adams. a senior official says all charges are to be dismissed without prejudice, meaning they could be refiled later. adams' attorney called the planned dismissal a victory, saying the mayor is innocent. hamas in gaza has called off saturday's scheduled hostage release saying israel has been violating the terms of the cease-fire. in response, president trump said israel should call off the cease-fire entirely if hamas does not release all of the hostages on saturday. take a listen. >> as far as i'm concerned, if all of the hostages aren't

returned by saturday at 12:00, i think it's an appropriate time. i would say cancel it, and all bets are off. and let hell break out. >> for more on this, let's go to danielle daniele hamamdjian. how has israel violated the cease-fire according to hamas? >> reporter: good morning. from the moment it was announced, we knew it was a fragile cease-fire. just yesterday we were talking about how things were still going according to plan. phase one was still going according to plan. and now this. hamas says israel delayed the return of displaced residents in northern gaza, targeting them, shelling and gunfire. something our own nbc news team on the ground has witnessed. hamas has also said that israel failed to allow the entry of some goods, as was agreed upon. now, given president trump's redevelopment idea in the gaza strip and his threats to cut off

aid to egypt and jordan if they refuse to take in palestinians, you can imagine what the tension will be like later today when the president meets with the jordanian king. again, is this a trump pressure tactic? or, will it turn into actual policy? we don't know just yet. but arab countries have been absolutely clear on this, frances. they will not support the forced displacement of palestinians. jordan and especially egypt are critical american allies, and the largest recipients of american aid in the region outside israel. so cutting off aid would ultimately destabilize the region. a lot can happen between now and saturday. for the meantime, israeli troops have been told to be on the highest alert level, and soldiers have been told they're not pulling back just yet. a family of sonya massey who was killed last year by an officer in her illinois home has reached a $10 million

settlement. massey was shot and killedy deputy sean grayson. body cam video showed massey, who dealt with mental health issues turn off a burner on her stove and picked up a pot of hot water. grayson is heard saying you better expletive not before shooting her three times. he was fired and later pleaded not guilty to murder charges. he remains in jail. turning now to a pair of winter storms making their way across the country. those storms expected to bring heavy snow to parts of the central u.s. the midwest already feeling the chill with hazardous road conditions. that storm now on its way east. let's bring in denise isaac, who is tracking the timing of the system. good morning, denise. >> good morning, frances. so right now we are seeing a narrow band of snow across the ohio valley. that will continue to spread east towards the mid atlantic. that's where we will get anywhere between 3 to 6 inches of snow. to our south, we are tracking the potential for ice, freezing

rain and also heavy rain. and this could yield to some flash flooding in some spots. then the next storm system is right on its heels. by tomorrow morning we are tracking an area of low pressure that will bring rain across the ohio valley. all the way into the great lakes, it is heavy, wet snow where chicago could be getting 6 to 8 inches of snow. through thursday we're tracking snow potential across the mid atlantic, 3 to 6. while towards the north the second system brings snow wednesday into thursday. and to the south we're tracking heavy rain, 1 that storm system bring snow from d.c. into philadelphia, while new york could see a few flakes flying
