bay area. but we will start to see clouds coming in and rain chances overnight into early tomorrow morning. and then a stronger storm arrives late tomorrow night and continues into early thursday with a potential of some heavy rain, gusty winds and that will also pose its own threats. but as we focus on what you're going to feel in the next few hours, cold temperatures with some upper 30s and upper 20s and low 30s across the north bay into solano county der a freeze warning in the inland valleys, where we are already near or below freezing for much of the east bay, and it's going to be another cool afternoon after starting out in the lower 30s. but for now, mike seems like a pretty clear drive. yeah, i think a crisp, clear drive over here getting over from oakland side into san francisco. nice spacing here. the bay bridge, no problem. no advisories, no problems throughout the east bay. a little slowing heading north, actually on toward the golden gate bridge. i think the first of the cruise is starting to

clear from the san francisco side. everything else is at green sensors, cars, contra costa county goes. there is an incident i'm checking on over here in hayward, just off of 880 at hesperian. i believe everything is off to the shoulder, but we'll double check with chp once they give the next update over here. typical little bit of slowing out of the altamont pass because of the volume of traffic starting to build. nothing unusual over here through the tri-valley and vasco, you still have speed out of the county and toward 580. back to you. all right, mike, thank you. families in two more bay area school districts a facing campus closures and the possibility of having to start a new year in a different community. today in the bay's kris sanchez joining us from the newsroom this morning with more on what's happening today kris. well, good morning to you, marcus and laura. so families in san francisco unified have gotten a little bit of relief, but the franklin-mckinley district in san jose is vowing to do what they can to protect their communities. but with budget holes this big, something's got to give. let's start in the franklin-mckinley district, where up to five

schools may close and up to 50 teachers could lose their jobs. the district says they have 40% fewer students than they did just 14 years ago. and lower enrollment, as you know, means fewer funds. parents plan to rally ahead of a board meeting tonight, hoping to get the board to postpone a vote or ditch the vote altogether. one of the schools is captain jason dahl elementary school, named for the united pilot who died on nine over 11. and we talked with some mothers who are not only worried about their kids, academics and social emotional learning, but also what it will mean to go to a different school farther from home. they're running up to teachers and hugging them. they have that sense of community and family there. and every day he's asking my oldest like, is my school closing and what what's my new school? the nearest school would take me about 40 minutes to just get there. and it's just it's hard. now they

are a walking family. so 40 minutes walking in the morning and the afternoon. now school districts, this is the statement from the franklin-mckinley school district. they say school districts throughout california are facing structural budget deficits driven by declining enrollment, lower birth rates and people moving away due to the high cost of living. the statement goes on to say, this is a process that weighs heavily on our community, and we empathize with everyone who may be affected. now, san francisco unified also was discussing its budget today. that is the plan. and on one of the slides in the presentation, the title is keeping the lights on. so that's what we're talking about there. in october, sfusd released a list of 13 schools that would close or merge, but the board directed their newly hired superintendent to stop that plan, at least for the next school year. marcus. all right. thank you, chris. well, in san jose today, budget talks kick off. city leaders are facing a potential $60 million shortfall next year. this comes as lagging

tax sales revenue and increased costs. mayor matt mahan says that there are several avenues to look at to save money and avoid the layoffs. that includes deferring planning work, delaying the opening of a new police training center, and reducing the number of vacant city positions. fremont leaders are expected to finalize their plan crackdown on public camping later today. council members have already approved a new plan to criminalize not only camping on public property, but aiding, abetting or hiding illegal encampments. they approved the ordinance last week. it calls for a maximum sentence of six months in jail and a $1,000 fine. opponents fear the new rules may actually be used against aid workers providing services for the unhoused. fremont leaders, meantime, insist the new rules will be focused on violators. a federal judge says president trump's administration must temporarily stop a sweeping funding freeze. that ruling forces the white house to fully comply with the previous directive. the judge going as far as threatening to hold criminal contempt if a

temporary restraining order is not followed. it comes as another judge is extending a pause on federal worker buyout offers and a third block the trump administration from slashing research funding through the national institutes of health. the president is pushing back against the judicial checks. no judge should, frankly, be allowed to make that kind of a decision. it's a disgrace. the consumer financial protection bureau is the latest federal agency on the administration's chopping block. the president calls it a waste. democrats are defending the agency, which was created after the 2008 u.s. financial crisis. one week from today, expectant families in hayward will have one less option. saint rose hospital is temporarily closing its family birthing center. the closure could last up to 18 months. the hospital first made the announcement last fall, saying all 17 beds will be closed to allow for a reimagining of the unit. in a new statement, the hospital says it currently sees on average,

less than one birth per day. the hospital also says, quote, this decision was made by the board of directors due to a consistent decrease in the number of births at srh, which has created challenges in maintaining a sustainable, high quality birthing service for our community, unquote. registered nurses are outraged over the decision, claiming it will impact patient safety. the year of the snake will be on full display in san francisco later today. the public has a chance to get a sneak peek at the floats for this year's lunar new year parade in chinatown this weekend. they are over at pier 54 today and tomorrow. reservations are required to get a look at those. according to the chinese new year, the snake represents calmness and introspection, traits seen as important for guiding one's life with wisdom and grace. and the lunar new year festivities continue. of course. keep you informed. just head over to

nbcbayarea.com. a handful of north bay evacuees who recently returned to their flooded homes, fear a repeat may be coming as the next round of rain returns. last week's russian river flooding caused problems in low lying areas of forestville and guerneville, including at river bend resort rv park. many neighbors there ended up parking outside the pub next door up on higher ground. they're now keeping a wary eye on the forecast. a little nervous, i'll be honest, you know. but we'll take it as it comes, you know, go back in the pub if we need to. just started setting it all up again, getting the yard back in order. the entire bay area is set to see some rain tomorrow. meteorologist kari hall is tracking the timeline for us, and the round of rain that we get tomorrow is going to be very light. we're expecting the heavier rain to come in on thursday into friday, so that's when we have the bigger concerns of more flooding coming in. this is a look at the atmospheric river that's on its way. and as

we see the arrival of the rain during the overnight hours into early tomorrow, this first round of rain is going to be very light in and out of here quickly, because already, as we're waking up and heading out tomorrow morning, that rain is moving out, the next heavier rain will start to move in right around midnight for much of the bay ararea. from wednesday night into early thursday morning, and then it just continues with rounds of heavier rain, but pretty much all of the bay area is expecting the same amount of rainfall totals. so we'll talk more about the impacts and how that could affect our weekend plans. that's coming up. mike's been looking around to find us some lower gas prices. yeah, it's getting harder. kari because my local stations and now i'm seeing the averages around the bay go up a bit. gasbuddy does see the national averages coming up. so let's talk about south bay. the low is higher today just by a penny. san jose's 389 is the best we can find. that's at gulf on tully road. the best for santa clara county. same low price for

who's day to you? wall street. digesting the news of new steel and aluminum tariffs. mostly they're waiting to see what other countries are going to do. in response. mcdonald's says sales slowed in the last quarter. part of that might be the hangover from that e coli scare. lyft says it will soon have automated taxis in dallas. elon musk and a group of investors have offered to buy openai, run by sam altman, there on the right. musk was already one of the original investors, but the two are not seeing eye to eye on the future of the company. musk wants it to be a nonprofit with a focus on safety. altman a more commercial focus. musk's group is offering $97 billion for the company, and altman said no. altman says he's worried musk, who has his own ai company, might be trying to slow openai down. no secret the two

don't really like each other. altman appeared with donald trump recently. musk is trump's so-called first buddy. okay. interesting story. this is a girls school in charleston, south carolina. our affiliate tv station reports school administrators canceled a girls engineering career day after the organizers said federal workers, air force pilots, coast guard pilots said they could no longer participate because of rules trump's broad order to endident federal dei included participation in girls science days, but it is a good example of the confusion that vague executive orders cause. we've asked the white house about it. all right. i'm sure your friends and family have already sent you a screenshot, but google maps has done as it said it would and changed the label on the gulf of mexico to the gulf of america. this, after trump ordered the name change on the federal level. google uses government

alto and 41 in san francisco. but look at this big storm system that is just about to make its way into the west coast and making an impact as well. so let's talk about what we're expecting here with this atmospheric river. a little bit of rain during the overnight into early tomorrow, and then some of the heavier rain arriving tomorrow. continuing into friday, there will still be an elevated landslide threat, mainly near the coast and in the north bay hills. and then we'll be watching those creeks and streams. river levels are expected to stay below flood stage, but some of the smaller tributaries may flood or rise very quickly as we get that heavy rain as well as we're expecting some heavy sierra snow. so let's talk about the timeline. so we're at 4:00 here. it's just cloudy across the bay area with some light rain offshore, and then at around 10 to 11:00 into midnight we're seeing some rain. it will be pretty steady, but already at 4:00 we're seeing this round of rain tapering off, and then we

get a break for several hours tomorrow. and then by late tomorrow night into early thursday, we see the heavier rain coming in. and it's pretty much all of the bay area. there won't be a particular area that gets hit harder than another, although we are expecting some of the highest rainfall totals to be over the santa cruz mountains, and that may also push into the south county with some heavier rain. but because the ground is so saturated in the north bay, we may also see some of the impacts there as well. so looking at the rainfall totals once again pretty uniform from the north bay to the south bay. but notice how spots like ben lomond can get over four inches of rainfall, and that could flow down into some of the south bay lakes as well as the reservoirs. and for the sierra, a couple of feet of snow, possibly up to four feet in some areas. a lot of heavy snow over a short span. and then it does dry out for the weekend. saturday for all of those outdoor activities is looking good, but it will stay mostly

late tonight into early tomorrow morning, and it's mostly going to be some light rain that we see for the early morning commute and then for tomorrow evening into early thursday, the rain gets heavier and there will be some pockets of heavy rain really starting to ramp up as we go towards thursday morning. so the expected rainfall across the bay area pretty uniform anywhere from an inch and three quarters to over two inches, and it could be as high as over four inches for the santa cruz mountains. all of that heavy rain has to flow somewhere, and we'll be watching our rivers. where in like spots like the russian river guerneville. it looks to stay below the minor flood stage, but just depending on how heavy that rain gets, we will have to closely watch all of our rivers, creeks, and streams. so we'll be following the impacts of that, as well as talk about what to expect over the next few days. laura, thanks so much. people really have to be concerned about the forecast, especially up in the north bay.

as kari mentioned, some people who live in sonoma county have just actually settled back into their homes after evacuating last week because of flooding, only to possibly get flooded out again today in the bay's ginger conejero saab live for us in the north bay. ginger, i know you were out there the last go around. and what are officials saying now, especially about being on alert? well, when we spoke to sonoma county sheriff's office last week, marcus and laura, they said flooding is somewhat expected every winter. they get it year in and year out. but landslides were something that were a bit more unexpected and terrifying, particularly for people that lived in this home in unincorporated santa rosa. this is around the deer trail court area. this home actually was the victim of a landslide. a mother and daughter were rescued by sonoma county fire district as a landslide hit their home and trapped them inside. they were rescued safely. their home red

tagged. now, during our coverage last week, other homes were either red tagged or under evacuation orders in that area. many more under evacuation warnings. there was another home in forestville that floated into the russian river. you can see the roof of the home kind of bobbing in the water. sonoma county fire told us. fortunately, that was a vacation home and did not have people in it at the time. here's a russian river overflowing into the low lying areas. this over forest hills riverbend resort rv park. last thursday, a jeep got tossed around by the water. that water so high a kayak was the only way of getting in and out. now rain returns, as kari was mentioning, and heavy downpour downpours expected on thursday, that guerneville area is expected to get more than an inch and a half. with the river already swollen last night. folks are jumping in to help. the biggest need is to find out what are the next steps. you know, what do i do? i've just been displaced

surprises. no metering lights and no backup at the toll plaza. the sensors do show a little bit of slowing on the incline. again, we lose about half the lanes as folks narrow onto the span. and that's typical as we see the build holding steady. a little more slowing for highway 37. i've seen. there we go. the brake tap starts over here, pittsburg bay point and into concord for westbound highway four. so contra costa county. the build is on for highway four. 242 and eventually 680. we'll see that interchange slow a bit, but that's not for another hour. if it goes on schedule, we're okay for the tri-valley and the rest of the east bay. south bay starting to show a little break. tap here. north 101 right around oakland road. pretty typical timing for that section of the bay. and as we look at the bridges, good timing. we're starting to pick up the volume. so a little bit of slowing on the bay bridge. no surprises. san mateo dumbarton bridge at speed. back to you. all right. thanks, mike. well, happening today, fremont possibly poised to enact one of the strictest ordinance yet when it comes to banning encampments. and advocates say it goes way too far. today in the bay's bob redell live for us outside of fremont city hall. and bob, no

leaders there saying that the plan focuses on violators. but critics fear that even volunteers may be considered offenders here. that's their allegation. yes. good morning to you, marcus. one homeless outreach group here in fremont tells us that this new proposed ordinance would not only criminalize homelessness, but would also target them. people who are simply just trying to help these people who live on the street. so tonight at seven, here at city hall, the city council will vote on this new ordinance that would not only ban encampments on any public property and private property not specifically designed for camping, but would also make it a crime to, quote, aid and abet an illegal encncampment. those caught breaking the law could face possible jail time and a $1,000 fine last time. our own raj mathai spoke with fremont's mayor, who said that the city has no intention of targeting groups who help the unhoused, and claims that other cities in the bay area use the same aiding and abetting language in their

municipal codes as well. so this is not unique language to the city of fremont. it's a language that's commonly found, and the intent is to prevent large wooden structures, like in the waterways or in the parks, that are not only not safe for the community, but also not safe for the people, the unhoused people that live in them. and so we will never enforce any of these provisions on people that want to give water or food or supplies or tent or even the outreach workers. a case of whack a mole where you're just moving people around or potentially arresting them up to six months in jail, or $1,000 of fines that they can't pay. or worse still, arresting people like our friends at the dominican sisters of mission san jose that go to the osgood encampment and feed the poor and clothe the poor as part of their mission of mercy. they too, could be arrested under the aiding and abetting provision of this ordinance. the mayor of

fremont told us his city has reduced homelessness by 21% over the past two years, and has built almost 2000 affordable housing units. so again, the city council will be voting on this new proposed ordinance at 7:00 tonight, which is during a regular city council meeting here at fremont city hall. reporting live here in fremont. bob redell today in the bay. i can see a lot of people taking interest in this, especially with a lot of volunteers out there. all right. thank you so much, bob. san francisco transit leaders are drawing the lines when it comes to enforcing new fines for parking in so-called daylighting zones. the state law took effect january 1st. it bans parking within 20ft of an intersection approach. transit leaders agreed to hold off enforcing it until march 1st. in a statement, the mta says violators will only be issued fines for parking in marked zones. that means those visibly painted red. violators will be fined more than $100. the mta also debated a lower $40 fine

for parking in unmarked zones, but that plan is now being scrapped in favor of a zero cost warning until the curbs can be painted red. now to a follow up on those frightening moments over the weekend in san francisco's mission district. new surveillance video showing the moment an suv slammed into the parklet along 24th street. six people were hurt due to that collision. now, police are saying that this all stemmed from a chase with the officers after they were advised that that vehicle may have been involved in an earlier theft in berkeley. that parklet is owned by the napper tandy. it's a popular neighborhood irish pub, and the owners say that bar patrons there quickly sprung into action. everybody banded together. yeah, everybody banded together. i mean, most people were out there lifting up chairs, lifting up debris, checking for people. all six people who were involved in that crash are expected to survive. the two women in the suv were arrested. that chase is raising some questions by some over the

new pursuit powers granted to police under proposition e. police say officers never exceeded 45mph during that chase. redwood city leaders are joining a growing chorus in calling for the removal of embattled san mateo county sheriff cristina corpuz. council members voted in favor of measure a last night. it would give san mateo county supervisors the power to remove sheriff corpus from office. leaders in millbrae, san mateo and san carlos have approved similar resolutions. sheriff corpus has repeatedly denied allegations made in an independent report that included abuse of power, nepotism and racism. voters will determine her future in a special election march 4th. 541 right now, as we take a live look across walnut creek this morning, you can see just how cold it is. look closer. you can see that fog there, or smoke coming from some heating mechanism out there. i don't know, but i can tell you it is cold out there. it is kari

hall. more on all of that because we're dealing with the freeze warning there. that frost advisory. i mean, it's really cold. it is cold. and we are seeing these areas shaded in either blue or purple dealing with the coldest temperatures. also some patches of frost or ice. so just a heads up about that as you're getting your tuesday started. and take a look at the current temperatures. we're at 30 in sonoma, also 30 in danville and 33 degrees in dan in livermore, with oakland starting out the morning at 38 degrees. so a lot of the bay area in the 30s now and staying in the 50s for this afternoon. eventually we'll start to see more clouds coming in and we'll be getting ready for rain set to arrive tonight. and mike, you're already seeing some backups forming. yeah. and it may form more quickly over the next few minutes. so we have the metering lights that are likely turn on at this time. although not registered on the chp system, we see the backup visible here. in fact, those metering lights may likely slow down a bit more than normal because of a crash. four vehicles reportedly involved over near the fifth street exit there, the off ramp getting off

blocking president donald trump from carrying out some of his controversial plans. scott mcgrew is here right now. okay. so, scott, you just told us yesterday to be on the lookout and watch out to see if the white house defies courts. right. little did we know, it had already happened. it had already happened, at least according to a federal judge. we were going to wait and see. but then a federal judge in rhode island said the white house had already violated a court order to unfreeze all that federal funding the white house. growing frustrated. and there's some talk around the edges about defying the courts. here's the president flying back from the super bowl. no judge should be. no judge should, frankly, be allowed to make that kind of a decision. it's a disgrace. the court decision about freezing funds is just one of several places the white house finds itself at odds with the court. a court has paused trump's reduction of funds to the national institutes of health. nih. yet another judge continued to pause trump's offer to buy out federal workers. a federal

court has also stopped elon musk from accessing treasury computers. another court paused the shutdown of the u.s. aid agency. now, many of these are temporary pauses while the court considers the case. but they are big speed bumps for the white house. vice president jd vance tweeted earlier this week judges aren't allowed to control the executive's legitimate power. okay, this takes some parsing rewrite the way he wrote it legitimate power. but the judiciary is absolutely able to block what it decides is illegitimate. that's essentially why the judiciary is there and is a major part, or at least a third of checks and balances. jordan king abdullah has a day ahead of him. he's headed to the white house for a meeting with president trump, who wants him to take in millions of palestinians from the gaza strip. president trump says he wants to evacuate gaza, build

warm up. but then here comes the clouds, and that's going to keep that warm up from really going up much higher than the mid 50s for today. here's what to expect with the new atmospheric river coming in. so we start out late tonight into early tomorrow with a little bit of rain coming in, but then it gets heavier and more widespread. rain expected late thursday into friday, and then an elevated landslide threat will return as we see the heavy rain continuing for several hours, and we'll be watching the creeks and streams, expecting the rivers to stay below flood stage. but some of the smaller creeks and streams may rise very quickly, as well as some heavy, heavy sierra snow. so here's a look at what to expect. here we are at 5:00. we're seeing some light rain moving into marin county and san francisco, and then quickly ending as we go toward early tomorrow morning. so there's not a lot of activity expected during late tonight and then into tomorrow at 9:00, we see the rain coming back and

spreading across the bay area with waves of rain into thursday, and it looks like some of the heaviest rain is early on thursday into friday. so with this, the two storm systems arriving moving through the bay area, we could see rainfall totals anywhere from close to two inches for san francisco to over four inches for ben lomond and parts of the santa cruz mountains. as far as our reservoirs across the state, we're doing pretty well, a lot of them at about 84% of capacity. but for the bay area, our south bay reservoirs really need a lot more water, and we're going to see more of that into the next few days. so that will help us out with our water levels. but once again, when we get all of that heavy rain in a short period of time, that may raise the concerns about some flooding, at least temporarily. and then looking at the weekend, it does clear out, but it will stay mostly cloudy. mike, you're hearing about a crash on the bay bridge? yeah, we've been tracking that over here. most of
