don't know what's going to happen with our kids. everybody is fighting for their school right now at six. an uncertain future for some students in the south bay as they face possible school closures. it's a growing trend among struggling school districts. the negative impacts parents say this will have on their children. plus, a tragic loss in the north bay. one of the victims of last week's plane crash in alaska, identified as a bay area native. the way his loved ones are remembering his life. and more rain on the way for the bay area. meteorologist kari hall has your outlook for when that wet weather will arrive near you. this is today
6:01 am
in the bay. you know, sometimes we talk about rain and it's like, oh, rain. but you know wh? the bright side of it all. you don't have to wash your car. there you have it. that's even better than what i was going to say. what were you going to say? no, i was just saying we need the rain. but no, i don't have to wash the car. there you go. and if you have more than one car, you're good. good morning to you. i'm marcus washington, and i'm laura garcia. we'll check all those cars on the roadway this morning, no matter how many you have. we'll check it. yeah, but kari is keeping an eye of when this rain is going to roll in. yeah, and for the north bay, they've already had more than their yearly rainfall. so it would be nice if we could just g get it sth of the golden gate bridge. but unfortunately, that's not going to be the case. so we are going to see rain chances moving in later tonight into early tomorrow morning. a quick moving wave of some spotty light rain, and then a stronger storm system moving in late tomorrow night and continuing through thursday. that will also bring in some gusty winds and the possibility of flooding in some spots. but before that
6:02 am
storm arrives, it's just cold out there and we're seeing some near freezing temperatures in spots like livermore that's now down to 29 degrees. it is 30 in danville, as well as 30 in sonoma and santa rosa. and then as we take a look at what santa rosa can expect throughout the day, going from below freezing to mostly cloudy and a gradual warm up today with highs in the mid 50s. but overall jacket weather. and then tomorrow we'll need umbrellas. so we'll talk about that. but mike you're tracking two crashes right now and one is affecting folks getting off of the bay bridge into san francisco. that did cause quite a bit of slowing and a quick filling in at the bay bridge toll plaza. i believe things should start to move at a normal pace for the metering lights, and there is some recovery on those speed sensors traveling across the span. there may be a disabled vehicle that pulled to the shoulder at the toll plaza itself. didn't see any lanes that were stopped again. recovery. the earlier crash at five instead of four vehicles, there were three. no major injuries, some minor injuries. we're tracking that also tracking here. eastbound

means fewer funds. parents plan to rally ahead of the board meeting today, hoping to get the board to postpone a vote or ditch the vote altogether. now, one of the schools is captain jason dahl elementary school, which is named for the united pilot who died on nine over 11. we talked with some mothers who are worried about their kids, academics and social emotional learning, having gone through the pandemic in their early school years, but also what it will mean to go to a different school farther from home. they're running up to teachers and hugging them. they have that sense of community and family there, and every day he's asking my oldest like, is my school closing and what what's my new school? the nearest school would take me about 40 minutes to just get there. and it's just it's hard. she says they are a walking family, so it will take 40 minutes. so a statement from the franklin-mckinley school district reads in part. school districts throughout california are facing structural budget

deficits driven by declining enrollment, lower birth rates and people moving away due to the high cost of living. the statement goes on to say, this is a process that weighs heavily on our community, and we empathize with everyone who may be affected. now, san francisco unified is also discussing its budget today as well. and one of the slides in the presentation is titled keeping the lights on. that's where they are. while sfusd has a proposed list or had a proposed list of 13 schools up for closure mere months ago, the board directed their newly hired superintendent to stop that process, at least for the next school year. marcus, it looks like a lot of school districts across the country are dealing with cutting those number of schools down. all right, chris, thank you so much. all right. well, in san jose today budget talks they kick off city leaders. they are facing a potential $60 million shortfall next year. this comes as a lagging tax sale revenue their increased cost as well. mayor

returned to their flooded homes, fear a repeat may be coming as the next round of rain is returning. last week's russian river flooding caused problems in low lying areas of forestville and guerneville, including at river bend resort rv park. many neighbors there ended up parking outside at the pub next door, seeking higher ground. they're now keeping a wary eye on the forecast. a little nervous, i'll be honest, you know. but we'll take it as it comes, you know, go back in the pub if we need to. just started setting it all up again, getting the yard back in order. well, of course, the entire bay area set to see some rain tomorrow. i know you've been tracking what we can expect is going to be a lot. or is it kind of over? it does look like quite a bit. and over a short period of time, mainly from thursday into friday. and as we mentioned, it would be nice if the north bay could catch a break from this as they've already gotten their yearly rainfall, but it's areas farther south that really needs it, and that is what will most likely get the highest rainfall totals.
6:09 am
but this is a very large storm system. so we are going to see all of the bay area getting some heavy rainfall totals. and looking at this atmospheric river having a bigger, bigger impact on thursday and friday, elevating that landslide threat as well as we'll be watching the creeks and streams where the water levels may rise fairly quickly. you want to make sure you have a plan to evacuate if necessary. and then for the sierra, we're going to see some heavy snow. as far as the timeline, we start out with some light rain for later tonight, and it's in and out of here fairly quickly. in fact, by the time you wake up tomorrow morning, the rain has already cleared. we have several hours of a break, and then the next round of rain comes in late tomorrow night and continues into thursday. getting heavier on thursday morning. so we'll talk more about the impacts that we can all expect and how much rainfall we may see before the weekend. that's coming up in a few minutes. mike has a look at where we can get a little bit of a break from gas prices. yeah, the low is still in the south

yesterday to watch if the white house actually defied the courts, and little did we know, it had already happened. it already happened when we were saying this might happen in the future, at least according to a federal judge. we were going to wait and see. then this federal judge in rhode island said the white house had already violated a court order to unfreeze all that federal funding. the white house is growing frustrated, and there is some talk around the edges about continuing to defy the courts. here's the president flying back from the super bowl. no judge should be. no judge should, frankly, be allowed to make that kind of a decision. it's a disgrace. now, the court decision about freezing funds is just one of several places the white house finds itself at odds with the courts. a court has paused trump's reduction of funds to the national institutes of health, nih. yet another judge continued the pause on trump's offer to buy out federal workers. a federal court has

that's on the way. it's going to bring in more clouds throughout the day and at least initially not raining. but we are going to see that rain starting to ramp up as we go into the next couple of days. so here's what to expect. the new atmospheric river coming in, and by late tonight or late tonight into early tomorrow, we could see a little bit of rain coming in and then a break with some heavier rain into thursday. so with all of that rain and the ground already saturated, there will be an elevated landslide threat, especially in some of the burn scar areas as well as near the coastal mountains. we'll be watching the creeks and streams. as of now, the rivers are expected to stay below flood stage, but some of the smaller tributaries may rise very quickly. and then heavy sierra snow coming in before the weekend. so here's a look at our hour by hour outlook, which actually shows not all of the bay area will see that rain coming in this evening. but this is at 6:00. we see marin county on southward seeing some rain. and then that quickly tapers off before sunrise tomorrow. just staying cloudy throughout the
