reason some believe it may be unethical. well, as we begin the one year countdown to the next winter olympic games will take you to the ice. for a sport that has a weird and charming little way of getting into the minds of all kinds of players, this is today in the bay. good morning to you. on this wednesday, i'm marcus washington and i'm laura garcia. we certainly have a busy morning, but we want to get straight to our top story. the wet weather returning to the bay area. we've got live team coverage. our bob redell is live with more on the storm preps that are underway. but for a clear timeline of when the rain will arrive, let's start with meteorologist kari hall. good morning kari, good morning. and some of us woke up to some wet roads and some rain. light rain overnight. that was the first batch of moisture that has already moved through. and we will just see a steady stream of clouds throughout the day. and as we take a look at storm ranger mobile doppler radar, it is now showing that the bay area

is not seeing any rain falling as of now. it will be a few more hours before we see some rain picking up again, first starting in the north bay at about 4:00 this afternoon, and then we can see the activity becoming more widespread later on tonight, and continuing off and on through tomorrow morning. some breaks here and there. but we are also going to see that rain into tomorrow afternoon as well as early friday morning. and at times it may be quite heavy. so cities throughout the bay area are preparing for tonight's storm. today in the bay's bob redell joins us with a look at what you're seeing in the south bay. good morning to you, kari. yes. they're clearing out the storm drains of gunk and debris to prevent flooding. for example, this underpass behind me here on santa clara street near the sap center. this is an area that tends to flood. so the city's department of transportation will be keeping an eye on this tonight, going into tomorrow, if they need to get in there and unclog whatever might clog up. this was the

scene yesterday. workers with the city of san jose cleaning out more than 90 storm drains. this was in east san jose. sometimes doing this by hand, sometimes via a large vacuum trucks. there's so much debris. the city will also position portable pumps in areas that are prone to flooding up in the north bay, the santa rosa fire department tells us. evacuation warnings are still in effect for areas hit by landslides during last week's storms. that region has already seen around three feet of rain this season. the ground is saturated. the fire department is warning people about the possibility of more mudslides, downed trees and flooded roads. if you're thinking about driving to that large puddle or pass that road closed sign, don't. it seems that no matter how much education outreach, people still try and make it and again then find themselves caught in a situation that requires the response of fire, ems, law enforcement agencies and pulls them away to that call and potentially away from a more

overturning his 2020 conviction. that's when a jury sentenced him to 15 years to life in prison, after convicting him for raping a woman who had been interviewing at his morgan hill home for a babysitting job. the court found that prosecutors violated the 2020 racial justice act, referencing him in racially biased comments. his attorney tells us today that he wants to thank his supporters and express aesire to move forward. he's going to definitely say, because it's true he is innocent and he's he's never wavered in in in that position and he's never going to. what mr. stubblefield really cares about. he's not vindictive. he's not mad. you would think he would be just an angry person. he's the opposite. he's a warm soul. he just wants to spend time with his family and kids. stubblefield's attorneys are now fighting for a case to be entirely dismissed and not retire. now. until that

time, he will have to wear an ankle monitor and not possess firearms and not contact his accuser. that news conference is scheduled for noon today. fremont leaders late last night appeared poised to approve what would be one of the strictest measures yet banning encampments. the vote was scheduled to happen after an extended public comment period. this was the second hearing for an ordinance that will not only ban camping, b but make it illel to aid and abet a encampments. advocates fear the measure could backfire and create more confusion on where people can seek help. my biggest concern is it actually will cause an incrse in homelessness. it actually doesn't solve the problem. so if folks are cited or just moved along, even if they aren't cited, they're always worried about where they're going to be next and not concentrating on housing and not actually connecting with us. violators may be subject to a maximum sentence of six months in jail and a $1,000 fine. and while critics fear the new rules

may deter providing services for the unhoused, the leaders last night tried to downplay that idea, saying the restrictions are meant to encourage compliance and that arrests would only happen as a last result. well, excitement is building this morning on today in the bay. that's because we are officially one year away from the next winter olympic games, which will be played out in milano cortina, italy. there will be sports everyone knows and some that may be new to you like curling. today in the bay's kris sanchez joins us in studio with more on the sport that players say is charmingly weird. yeah, if you talk to any curler, you will hear the word weird over and over again, and i will tell you that us curling had its golden moment at the pyongyang olympics in 2018. you might remember that's when the men's team won the first olympic gold for the united states. but ever since then, the sport's been seeing a lot of growth here in the bay area. if you're sliding

the rocks down to the other end of the ice and you want all of your team stones in the target as close to the center as possible. san francisco bay area curling club is scoring a lot of points with the curious. it's fun and it's weird. gabrielle coleman is one of our nbc bay area directors who tried curling on a dare, and in the 15 years since she made it to the olympic trials, uc berkeley student abby lynn got her start after her dad saw a facebook ad for a clinic. it's really a fantastic sport, and i think the weird parts are what makes it the most fun. lynn just competed at the world university games, and she and coleman will compete at club nationals next month. i mean, it was really amazing honor to be able to represent my country and saw the flag on my back. it's a dream. i never really expected to become a reality. maybe one day the olympic dream will become a reality. to the san francisco bay are curling club has been around since the 50s. but now that they have their own

house, they're not only drawing in the curious, they're training curlers for the future, like carter and tucker hellman, who traded their baseball mitts for stones and brooms after seeing the u.s. men win their first gold in 2018. we said, like, oh, this is really cool. i want to try it. and then we liked it more than basall, right? we switched and then my dad wasn't too happy about it, but he got used to it. from first timers to four time junior national competitors, at just 13, they have their sights set on the 2030 olympic games. me? i won't be going pro anytime soon, but i'll definitely throw some stones again. it's a sport with a lot of levels to it, so there's just the fun of simply playing it, but there's also a lot of strategy to it, so there's a lot to grow into as you go. i have a lot to grow into myself. cool. so the san francisco bay area curling club is host to a lot of different international teams israel, india, the philippines, saudi arabia, puerto rico has a team too. and mexico. the women's

team for mexico. and their skipper is from here. yes, but they also are the latin america's best chance at going to the olympics in curling. ever. that's fantastic. yeah, they're going to the olympic trials in october, so we're really rooting for them. and we'll be profiling them on our telemundo side. but they say that even though they've had a lot of growth, if you want to go, they have room for you. quick question before we go like the bottom of that. what is it? is it spike? you thought it was a swiffer, didn't you? it's kind of a weird little fabric, but it smooths out the ice. it warms up the ice like a leather kind of thing. yeah. so it warms up the ice, and it kind of allows the stone to move in the direction. so when you're throwing the stone, you don't necessarily aim for the end target. you aim to get it to about halfway, and then your teammates kind of get it where it needs to go. interesting. yeah. there you go. i'll be cleaning up on aisle three. yeah, i know right? exactly. thanks, chris. all the moms out there are like. well, i could do that. i know, right? very cool. thanks. well, the olympics will run from february

see this next storm system coming in. we've already had a wave of some light rain. for most of us, it was just enough to wet the lawn. it didn't really cause any major issues and for the most part has already moved on. so we're seeing a steady stream of clouds coming in that's going to keep it cloudy today. and as we take a look at storm ranger, our mobile doppler radar, we can see that it is scanning. not a lot of rain right now, with the exception of a few spotty sprinkles. so as we take a live look outside in san francisco right now, it's going to be kind of a damp morning and a cloudy day. rain coming back later on tonight with some times of heavy downpours. there will be an elevated landslide threat, mainly in the santa cruz mountains, as well as the north bay and in some of the hills. and we'll be watching those creeks and streams as they may rise quickly as the sierra gets about 2 to 5ft of snow as we head closer t the end of the week. so here's a look at our hour by hour forecast, showing that light rain starting up at about 4:00 this afternoon for the north bay, and then getting heavier as it continues to move

throughout the bay area and becoming more widespread. at 9 to 10:00, the oranges and the reds showing the heavier rainfall moving in at about 3:00 in the morning from marin county to the east bay as well as the peninsula. and then we see it just off and on throughout the day tomorrow, coming in waves. and as we get this prolonged period of all of the heavy rainfall, there will be that potential that we could see some of the water levels rising, as well as some creeks and streams rising as well. by saturday morning we're seeing things clearing out, but we're looking at the possibility of about two to possibly 3 to 4in of rainfall. the highest rainfall totals will be in the south bay and the santa cruz mountains, with some pretty widespread flood watches in effect that continue through saturday night. and the reason why it continues after the rain has ended is because we still may see that water flowing down to low lying areas, causing those flooding concerns for the sierra. once

again, we are going to see some heavy snow all racking up before valentine's day, and this weekend it dries out. we'll see a lot of clouds though, and mild temperatures with highs in the lower 60s. mike, you're seeing a number of crashes out there. yeah, the smaller ones crashes 87 at taylor. that one actually just cleared. there's a disabled vehicle in the middle of 880. there's passing by 237. so we'll watch that. but the one that we continue to watch since last night is one lane remains blocked because of a big rig that was involved in a crash before midnight. there's a spill there, diesel fuel, transmission fluid, and now some slowing as the volume just starts to eke up a little bit off the dublin grade and into castro valley just shy of castro valley boulevard. so we are seeing that slower drive develop a lot more traffic feeding in out of the altamont and off the dublin interchange. a crash there may affect the transition to northbound 680. we'll check that back to you. sounds good. we'll check back with you. thanks, mike. 522 for you right now and a community of women committed to helping other women next year on today in the bay, we're going

today, the california conference for women is back and some big names will be taking the stage. the conference features renowned and world class speakers on a wide range of topics, including leadership, career growth, wellness, finance and more. some of the speakers include simone biles, brittney griner and jane fonda. our own nbc bay area's hilda gutierrez will host a session, and janelle wang will speak with jane fonda. the conference will be at the san jose convention center. it starts at 845 this morning, and like every year, those tickets are sold out. all three of them. i want to go. it's a great, great conference. yeah, i hear you talking about it all the time, so i usually go to it, but it's fantastic. just, you know, to collaborate with women, build each other up. it's cool. well, also today, a major milestone for the san francisco bay ferry. at 820 this morning, the transit system was celebrating carrying more than 1 million passengers between the alameda sea plane and downtown san francisco. now

if you will be heading out and heading back home before 5:00, you can probably leave the umbrella at home. it's the north bay that will start to see the showers coming in at about 4:00 this afternoon and getting heavier later on tonight with some rounds of heavy rain before wewe reach sunrise tomorrow, and all the bay area will see some off and on rain throughout the day tomorrow, even into early friday. and during that time, we're looking at the potential of up to two inches of rain or more in some areas, especially in the hills. we're watching that as well as the wind damage that will be possible. i'll talk more about that in a few minutes. and mike, you're sorting out the slowing on 580. yeah. so we expect this out of the altamont pass over here. not so bad. dublin interchange the volume bills. that's why we saw a little slowing there. the crash was in the counter commute direction, opposite side of the freeway. and now it's cleared. this one? not clear. it happened before midnight. west 580, approaching castro valley boulevard. we see some slowing as you lose the slow lane there

by a big rig and a fuel and fluid spill there. we don't have any word when that will clear, but the volume of traffic is building. so the commute already slowing past the scene. also on the castro valley y just over there onto 238. these are typical patterns. same thing at the top of the screen. highway 37 a little break tap shows up in concord for highway four. bay bridge slowing on the span itself. we should see this build up and the metering lights in the next few. back to you. thanks so much mike. it is 532. we are moving to the bay area forward on a new chapter set to start in san francisco. mayor daniel lurie today falizes his ambitious plan to tackle the fentanyl crisis. today in the bay's ginger conejero saab joins us live in san francisco this morning. and ginger, he says people will see a difference in the city in a matter of months. i'm pretty excited about this. correct, laura. it is. a lot of people seem to be really wanting that change, and he says you can hold them accountable if you don't see that change. mayor

lurie is getting the support from the board of supervisors as well, who voted to pass the ordinance 10 to 1 last night. we've seen some of those supervisors at a rally outside city hall supporting this ordinance. they say they are filled with hope that this time, the energy and the buy in from different groups seem to all be there. the ordinance declares a state of emergency, which then alallows mor money to be allocated to fighting the drug crisis. some of that money has already been budgeted. it will also allow the mayor to take donations from private entities for six months. and laura, this all comes a week after a 30 day pilot project. a fentanyl triage center was set up in the city's soma neighborhood. now that offers a multi-departmental approach to combating fentanyl. here is mayor lurie, who recently spoke with our raj mathai. this fentanyl state of emergency ordinance is different. it's going to allow us to break through the bureaucratic red tape of getting shelter, mental health beds,

more police officers, more case managers. it allows you a more flexibility in the money and that you can spend it. correct. and the board of supervisors still has oversight. it's going to help us speed up hiring. everybody understands that this is a crisis, and we have a first step in solving it. but what's different also is that you're going to see me out there on the streets day in and day out until we get better outcomes. and mayor lurie will sign that state of emergency ordinance at 130 this afternoon. we will bring you coverage throughout the day. in san francisco, ginger conejero saab. today in the bay, it really help out the people, the community and all those that are affected. thank you so much, ginger. developing right now, hazmat crews have now cleared a liquid nitrogen spill. this is after working into the night in the south bay. it happened when a tanker truck carrying the substance overturned in south san jose on harry road, near

santa teresa county park. authorities are calling this a fairly remote area, and say that there was never a threat to the public. no one was injured. happening today, san jose voters will get to hear from these six candidates, all vying to permanently fill the district three council seat once held by omar torres. today's event starts at 430 at the rotary summit center. the special election takes place on april 8th. torres, you may recall, stepped down last fall after being arrested and criminally charged. executive carl salas is now the temporary replacement. well, the incoming storm already prompting the nba to make changes for allll-star week. the outdoor kickoff party at thrive city tomorrow has been canceled. this is because of the rain. the warriors say that you can still come out and enjoy the restaurants there. over at chase center and with many in town for all star weekend, bart says it's ramping up safety. bart has finished installing these next generation faregates at all downtown san francisco stations.

we're talking about a total of 16 stations system wide. now, this was a major milestone in the goal to replace more than 700 faregates across 50 stations by the end of 2025. really significant milestone. all downtown san francisco stations have new faregates. these faregates are great. you cannot jump over them. you can't push your way through them. they really increase security in our stations. bart reports passengers and staff say that the new faregates have changed the stations for the better, and has improved safety. it is 537 right now. from figure skating to cross-country skiing to curling, the 2026 winter olympics are now just a year away. the milan-cortina winter olympics get underway next february. olympic spirit certainly visible across milan, with a countdown clock and even a curling rink in the shadows of the city's iconic, iconic duomo. there are 16 olympic sports and

116 olympic events. nearlyy 3000 athletes are expected to be in italy, competing at next year'ss winter games. among that competitors, they're going for gold as team usa will send a number of figure skaters to milan. always so talented. but before they head overseas, they'll swing by the south bay. first, here's today in the bay's bob redell. stars on ice is honestly one of our favorite parts of the season. i recently spoke with madison chock and her husband, evan bates from their home in montreal. fresh off their sixth u.s. figure skating championship title in ice dancing, a remarkable achievement, especially given madison was fighting a stomach bug at the time. i was just running on fumes and relying on muscle memory and the stability of evan and our training to get me through. they've been skating partners since 2011. friends at first, then lovers, and now newlyweds. i think it definitely enhanced what we were already doing on the ice. i think you know that love for one another

really shines through when we're skating. it's just this amazing synergy between, you know, loving what we do and loving who we're doing it with. the couple has their eyes set on another olympic gold medal, hopefully at the 2026 milan-cortina winter games next year to pair up with the gold medal they already won back in 2022, in beijing, but not before a pit stop in san jose for stars on ice. when we're competing, it's performance based, of course, but also very technically driven. so when we get out there for stars on ice, it's all performance based and we allow our our training to come through for the technical elements. but it's really about engaging with the audience and with each other and creating a moment. bob redell today in the bay. the olympics will run from february 6th through the 20s, with the paralympics to follow in march of 2026. nbc bay area will of course be your home for all things olympics. join the today show at 7:00 this morning live

from milan, with a preview of the venues and a look at the host city. well, turning back to our weather coverage for you this morning, i want you to check out these pictures. our own damian trujillo actually shared online last night of the snow at lick observatory on mount hamilton. meteorologist kari hall, of course, has been monitoring that. it is cold out there this morning. no surprise there because it's snowing. but, i mean, we're seeing those cold temperatures right here in the bay area as well. yeah. and it's not as cold as it was yesterday. at least we're not dealing with a frost advisory or anything like that. we have seen rain overnight. and that also coated mount hamilton with some snow. and as we're starting out around the bay area, our temperatures are in the 40s. we are going to have several more hours before that rain comes in. it just stays cloudy throughout the day and cool with temperatures in san francisco making it up to the mid 50s and rain arriving around 6:00 this evening for the rest of the bay area. also a little bit cooler than yesterday with mostly cloudy skies into the afternoon. mike, you have a

different look now at the bay bridge. yeah, check this out over here. the hov lanes and then the lanes off the 880 overcrossing. so the outermost lanes are slowing the hov lanes i'm concerned with because there shouldn't be any backup. they may be doing something over at the toll plaza itself and look, temporary stops. so we'll track that closely. meanwhile, the span itself moves very smoothly, a little slowing across the span with the volume build highway 37. we also have the same thing going on there overnight. we continue with the different configurations one lane southbound and two lanes northbound for the golden gate bridge overnight road work crews. but that's the config overnight. they continue to change that there, and we continue to have the webster tube with overnight maintenance. it's closed from oakland into alameda. you can't use that tube overnight until tomorrow morning about 5:00 430. they tend to open that up. and so use those bridges again. getting into the island onto the island of alameda from oakland. and we still have this crash west five eight castro valley boulevard. the slow lanes blocked by an earlier crash and fuel spill. back to you. thank you mike. 541 for you this morning, one of

44. president trump and elon musk held an impromptu press conference in the oval office yeyesterday scott mcgrew is here for us this morning. okay, so scott musk says that he's being fully transparent as he closes down government programs and funding. you know what, marcus? he's not. musk made a number of claims yesterday about fighting fraud, but supplied no proof. he avoided a question as to who was going to supervise his efforts. remember, he's both in charge of cutting billions of dollars while his companies take in billions from the government. musk, accompanied by his young son x, talked about the talked to the press for about a half an hour. this is the first time we have heard from the world's richest man since he started working on his massive cost cutting efforts. mr. musk, the white house says that you will identify and excuse yourself from any conflicts of interest that you may have. does that mean that you are, in effect, policing yourself? what are the checks and balances that are in place to ensure that there is

accountability and transparency? well, we actually are trying to be as transparent as possible. in fact, our actions we post our actions to the doge handle on x and to the doge website. so all of our actions are maximally transparent. in fact, i don't think there's been i don't know of a case where an organization has been more transparent than the doge organization. he did not answer the question. there are people, independent inspectors in charge of rooting out fraud and other problems at government agencies. inspectors general trump yesterday fired the inspector general for usaid, and government employees normally have to disclose their financial interests. but the new york times reports musk will not be disclosing his not to the taxpayer. his financial filings will remain confidential. the president and the king of jordan met at the white house yesterday. king abdullah said no to trump's reqst. jordan take millions of refugees. trump says

oh that's right. yeah. it's amazing. yeah, it's really fun to watch. it'll be a great special to watch this weekend, and you'll have a great chance to red carpet. three hours concert on friday night as well. they say there's mega stars coming to that. yeah. so very cool. well, the thing about the concert to stay inside, because it will be raining here. it will be raining here over the next couple of days clearing out for the weekend. so we are going to see a lot of changes here. and you want to make sure you keep keep checking back in for that forecast. and we're seeing the first wave of rain already in and out of here. and a lot of clouds moving in as you head out this morning. a few more hours before the next round of rain comes in and it will l be quitea bit heavier. we'll be tracking it all with storm ranger, our mobile doppler radar. you have the access to the same radar we have here in house on your smart device. if you have the. nbc bay area app, it will be a little damp this morning and a cloudy day. rain returns later tonight. there will be some times of heavy downpours, and with that we may have the elevated threat of landslides, mainly in the

santa cruz mountains, where we are expecting some much heavier rainfall, and then also watching the creeks and streams as they may rise quickly. with all of that heavy rain, especially in the north bay, with the ground already saturated. if you're heading to the sierra, we're looking at about 2 to 5ft of snow over that short period of time, and looking at our hour by hour outlook, we start to see some light rain moving in at 6:00 this evening for parts of the north bay, and then we see more widespread rain, some pockets of heavy downpours, and that continues into early tomorrow and off and on rain throughout the day as well as early friday. so pretty much at any point over the next few hours, once that rain begins, we'll see the possibility of some heavy rain. look at the rainfall totals we could see it's not just the north bay, but it could be the tri-valley with dublin getting over three inches of rainfall and possibly four inches or close to that in parts of the santa cruz mountains. so because of that, we will have a

pretty widespread flood watch in effect. and there may be some localized flooding, not just on the streets, but also in the roadways and creeks, and looking at also strong winds, a high wind watch in effect for the entire bay area. as we could see, those winds gusting anywhere from 20 to 30mph, but possibly over 50mph in some of the hills. so when you add in rain and high wind, there may be some power outages. you just want to be prepared for just about anything over the next few days. and then for the weekend it will be drying out. but the clouds linger as our temperatures head for the lower 60s. mike, do you have more to report for the bay bridge? i do the backup at the bay bridge now, filling in all lanes, standard pattern. whatever was going on sorted itself out over at the hov lanes, but over here, mid span, the reports of a disabled vehicle or a minor crash. we see a little slowing. but that's the optical illusion. as folks make the curve in toward treasure island. there may be an incident inside treasure island, but the slowing doesn't really show to be a

problem. we see the speed sensors show the same thing, so that's good news. a little dip in speeds through richmond typical of this time. highway 4 highway 37 all looking like a standard build. we're looking at the rest of the bay and we have only this outstanding alert. the slow lane is still blocked by that overnight crash, and one lane blocked by a fuel spill and transmission fluid that's coming into the castro valley y which does show that slowing for the build. back to you. all right. thanks, mike. well happening now, the future of several schools in san jose remains in limbo. last night, the franklin-mckinley school district was supposed to vote on the closure and consolidation of five schools. but the school board now agreeing to reconvene in two weeks. state senator dave cortese among those urging members to delay any decision until the governor's revised budget in may. now, schools are expected to receive more funding under prop 98. people across the bay area not taking any chances when it comes to this incoming storm. kari is forecasting heavy rains and this could mean major problems for homeowners. the
