there for your arms. good morning to you on this wednesday. i'm marcus washington and i'm laura garcia. so we're expectg this big storm. a lot of preparations are underway. let's check in with meteorologist kari hall. she's got a look at the timeline for us. and we started out with some light rain earlier this morning. now that has cleared out. and we're just left with cloudy skies as we get ready for this next storm system to arrive later on tonight. as you're heading out the door, stormranger showing that we're not seeing any rain falling as of now. and if you will be heading out and getting back home before 6:00, you don't need the umbrella today. it's later on this evening when we start to see the rain returning to the north bay and becoming more widespread later on tonight into early tomorrow morning, there may be some waves of some heavy downpours along with some gusty winds. a few breaks in the activity, but still a chance of rain throughout tomorrow afternoon, and even some lingering rain into early friday before it clears out. friday afternoon looks good for the weekend, but we will talk about

the impacts of all of this rain over a short period of time. more on that coming up in the full microclimate forecast. all right. thanks, kari. cities throughout the bay area really preparing for tonight's storm. today in the bay's bob redell joining us live in san jose. and, bob, we've been telling people to get ready. so what is the city doing to prepare? reporter. well, in san jose, for example, we know this other happening in other cities and counties throughout the bay area. they've been cleaning out the gunk and debris in storm drains. you look at this underpass behind me here at santa clara street near sap center. this is an area that is prone to flooding. so the transportation department with the city of san jose, they'll be out here keeping an eye on this when this storm comes in tonight through tomorrow to make sure that if it does flood, someone's there to unclog those drains. yesterday, workers in the city of san jose, they cleaned out more than 90 storm drains just in east san jose alone. sometimes by hand, sometimes by a large vacuum truck. the city

will also be positioning portable pumps in areas that are prone to flooding up in the north bay. the santa rosa fire department tells us. evacuation warnings are still in effect for areas hit hard by landslides during last week's storms. that region has already seen around three feet of rain this season. the ground is saturated. the fire department is warning people about the possibility of more mudslides, downed trees and flooded roads. if you're thinking about driving through that large puddle or pass that road closed sign, don't. it seems that no matter how much education outreach, people still try and make it and again then find themselves caught in a situation that requires the response of fire, ems, law enforcement agencies and pulls them away to that call and potentially away from a more critical incident. so pay attention to the road closure signs if they exist, and definitely don't drive through flooded waters. in san

period. this was a second hearing for an ordinance that will not only ban camping, but make it illegal to aid and abet encampments. advocates fear the measure could backfire and create more confusion on where people can seek help. my biggest concern is it actually will cause an increase in homelessness. it actually doesn't solve the problem. so if folks are cited or just moved along, even if they aren't cited, they're always worried about where they're going to be next and not concentrating on housing and not actually connecting with us. violators may be subject to a maximum sentence of six months in jail and a $1,000 fine. and while critics fear the new rules may deter providing services for the unhoused, leaders, last night tried to downplay that idea, saying the restrictions are meant to encourage compliance and that arrests would only happen as aa las resort. happening today in oakland, education leaders weighing the next steps in dealing with a major budget crisis. oakland unified says that it may run out

of funding by november. this is without major fiscal changes. last month, the county schools superintendent warned the district faces a $96 million shortfall that will only grow next school year. school board tonight will hold a budget study session ahead of the vote on budget solutions scheduled for next week. also today, students in one north bay district plan to voice their opposition to proposed school closures and recent actions against immigrants. the santa rosa school district is expected to decide as soon as next week on closing at least four schools to offset a $20 million deficit over the next two years. if approved, one of the district's five high schools, one middle school and three elementary schools may close. students are organizing a news conference ahead of tonight's school board meeting. 606 excitement is certainly building this morning on today in the bay. that's because we're officially one year away from the next winter olympic games, which will play out in milano cortina, italy. now there will be sports

everyone knows and then some you may not know so well. like curling. well, today in the bay's kris sanchez joining us here in the studio. the best dressed curler i think around there now kris. they do say that this sport is a charmingly weird. yeah. if you talk to anybody who knows curling, you will hear the word weird overr and over again. maybe even more than you hear the word broom and stone, which are those critical parts of the sport. but the golden moment for curling in the u.s. really came at the pyongyang olympics in 2018, when the men's team won gold. ever since then, the sport's been seeing a lot of growth here in the bay area. if you're sliding the rocks down to the other end of the ice and you want all of your team stones in the target as close to the center as possible. san francisco bay area curling club is scoring a lot of points with the curious. it's fun and it's weird. gabrielle coleman is one of our nbc bay area directors who tried curling

on a dare, and in the 15 years since she made it to the olympic trials, uc berkeley student abby lynn got her start after her dad saw a facebook ad for a clinic. it's really a fantastic sport, and i think the weird parts are what makes it the most fun. lynn just competed at the world university games, and she and coleman will compete at club nationals next month. i mean, it was really amazing honor to be able to represent my country and to wear the flag on my back. it's a dream i never really expected to become a reality. maybe one day the olympic dream will become a reality. to the san francisco bay area curling club has been around since the 50s. but now that they have their own house, they're not only drawing in the curious, they're training curlers for the future. like carter and tucker hellman, who traded their baseball mitts for stones and brooms after seeing the u.s. men win their first gold in 2018. we said, like, oh, this is really cool. i want to try it. and then we liked it more than baseball, right? we switched and then my dad wasn't too happy about it, but he got used to it. from

first timers to four time junior national competitors, at just 13, they have their sights set on the 2030 olympic games. me? i won't be going pro anytime soon, but i'll definitely throw some stones again. it's a sport with a lot of levels to it, so there's just the fun of simply playing it, but there's alsa lot of strategy to it, so there's a lot to grow into. yeah, i have a lot to grow and to again, you gave it a go. i love it. you know, it was really fun. and it might be an advantage for you, laura, the ground. to the ground.ow to right. and then you could be the sweeper. yeah, because i would imagine your back would hurt a little bit, right? yeah. so the san francisco bay area curling team hosts a lot of international teams israel, the philippines, puerto rico has a team as well. and mexico. the women are going to the olympic qualifiers in october, so they may be latin america's best chance at making it to a winter games in curling for the first time ever. men or women. so it's

are expected later this week. there's a storm churning out there and keeping our eyes on it. yeah. and hopefully you're not going surfing out in the middle of a storm. but we are going to see that storm driving up those waves. we are all clear. and it's a little bit of time this morning into the early afternoon. you have time before the next storm comes in to just kind of assess what's going on around the home, make sure the garbage cans are secure, anything that may get blown over in the high wind is also taking care of. and you also want to prepare for power outages, which will be possible as we get the wind and rain and flooding also a possibility as we start to see that storm system ramping up later on tonight in san francisco. it's just going to become partly to mostly cloudy today and temperatures remaining cool, making it into the mid 50s. and we should start to see the rain arriving around 5:00, getting heavier around 7:00, and temperatures across the bay area in the mid to upper 50s. we'll talk about the timeline coming up, but mike, do you have better

down better than 6%, as investors worry elon musk may not have the time to be thinking about a car company. the big news, though, we got the latest read on inflation and it's rough. prices up a half a percent in january alone. much hotter than expected, and we expected hot january. the first of the year is when many companies raise prices. it's a logical time to do it. you're distracted by the holidays. all of a sudden your gym membership costs more. the price hikes pull the annual inflation rate up to 3%. core inflation is worse 3.4%. now, by pure coincidence, the head of the fed, jay powell, is testifying before the house this morning, a regularly scheduled meeting yesterday in front of the senate. powell said inflation was a worry and that they were in no rush to lower interest rates. the brand new ws no doubt makes him all the more confident that keeping interest rates high is the answer. as you might imagine,

president trump disagrees with him, saying interest rates should come down as he levies tariffs on things americans buy. it's concern over those prices, though, that is partially driving the fed decision to keep rates where they are. leaders want low interest rates because they bring more employment, a better economy. the president of turkey who can influence interest rates in his country, insisted on keeping them low during a period of high inflation and as a result, at one point, turkey faced 85% inflation. elon musk was in the oval office tuesday, where he and the president held an impromptu half hour press conference. we'll talk more as we talk politics in 30 minutes. the thumbnail musk defended his actions, cutting government programs and employees, saying there was fraud, though he provided no proof. he also said he was doing what americans voted for. earlier this week, we reported musk and a group of investors had made a bid to buy openai. now that's accurate, but

that event, like every year, is sold out. well, many people are congratulating jalen hurts and the philadelphia eagles on winning the super bowl. but there is another winner showing off how he is the best in show. five year old giant schnauzer monty won the top prize over at stminster dog show last night. the spirited schnauzer best best six beat out six other finalists to become the first of his breed to win best in show. monty also won the huge american kennel club champion in december, and his handler said that monty is retiring from showing and this was his last competition. wow. well, if you're going to go out, go out big. you're like, look, i'm done.e. it's pretty good, though. they call him monty because usually they have those long names like montgomery. oh, yeah. the third. exactly. very cool. what an honor to do, monty. and the handler crying there? yeah, absolutely. is like honor. yeah, it's like a beauty pageant moment. right?

don't muss the makeup. right. all right, we're going to need something to cover up at least tomorrow when the rain comes. i got the umbrella handy. and you will need the umbrellas, the hats, everything. because not only will it be raining, but also windy. and we're looking at a big change in our weather over the next 24 hours. it's all clear right now as you're heading out and take a look at that sunrise in san jose. it's going to be a nice one, and it's a little bit milder than it was yesterday at this time. we're in the low 40s, which is still chilly, but at least we're not dealing with frost. and we have a breezy wind starting to pick up in san francisco as we keep an eye on storm ranger. that's our mobile doppler radar. it's parked on san bruno mountain. it's going to be scanning this storm, and we've already seen a wave of showers come through overnight that has since moved on, so it's still kind of damp out there this morning. it will turn mostly cloudy and rain developing tonight with some times of heavy downpours. and there will be the elevated landslide threat, mainly in the santa cruz mountains and in parts of the north bay where

we've already had our yearly rainfall to this date, and we are going to most likely continue to surpass that. a high amount of rainfall that we've seen. and watching the creeks and streams as that water flows down into some of the low lying areas over the next few days, and then the sierras are going to get about 2 to 5ft of snow over a short period of time, the rain starts to pick up again for the north bay at about 6:00 this evening and then becoming more widespread, and we see the pockets of heavy rain here that will be with us during the overnight into early tomorrow. there will be some breaks in the activity, but we're still going to see some rain off and on throughout the day tomorrow and into early friday. and that's the reason why we will have that possibility of flooding. with all of the heavy rain coming in waves over the next 24 hours. so looking at how much we could see in san francisco, about an inch and three quarters in the north bay, another two plus inches of rainfall could be as high as

3.25in for the trivalley, and close to four inches in the santa cruz mountains. so all of these areas will be under a flood watch, and we'll see that continue through saturday night. at the same time, we could have some high winds. so there is a high wind watch in effect for the bay area starting at 10 p.m. this evening and continuing until this storm wraps up on friday. the weekend is looking dry, so i know that's the really thing that the most people are focused on because there's so much going on. we're going to see that rain clearing out and temperatures will be mild. and mike, you're taking a look at the south bay now. yeah. mild slowing starting where you would expect it at this portion of 101. this is the second slowdown we have in the morning. the first one in the 5:00 hour hasn't been a big deal. this one is looking like it's building to a standard around 640. when we see the most slowing starting to kick in or the not the most slowing, but slowly starting to kick in for most of the morning. northbound 17, we actually have recovery from a couple of

over when it comes to spring break in south beach. miami dade authorities are warning spring breakers they won't tolerate any more scenes like this. video from past years shows the chaos, which two years ago included a deadly shooting and stampede. new policies this year include a ban on some sidewalk cafe seating along the water. they're ramping up dui checkpoints and the threat of new curfews and parking costs approaching $100.

already seeing some wet weather that moved through late last night into early tomorrow morning, moving well to the south of us, and we are still left with some clouds that will be reaching into the bay area as we go throughout the morning, but stormranger showing that we are starting out with some dry conditions as you head out the door, but we'll quickly start to see that rain coming in around this evening. first starting in the north bay and then becoming more widespread later on tonight, and pockets of heavy rainfall will continue throughout the day tomorrow as well as early on friday. so we'll talk about the impacts of all of this rain over a short period of time. that's coming up in the full microclimate forecast, laura. we will look forward to it. thank you very much. we're working on moving the bay area forward. there's a new chapter set to start in san francisco. mayor daniel lurie today is finalizing his ambitious plan to tackle the fentanyl crisis. today in the bay ginger conejero saab joins us live in sanrancisco this morning. and ginger, he says people will see a difference in

the city in a matter of months. that's right, laura. and he says, if you don't see that difference, you can hold him accountable. mayor lurie is getting the backing and the support of the board of supervisors who voted to pass this ordinance 10 to 1 last night. we've seen some of those supervisors outside city hall rallying for this ordinance to pass. they say they are filled with hope that this time, the energy and the buy in from different groups seem to all be there. the ordinance declares a state of emergency, which will then allow more money to be allocated to fighting the drug crisis. now, some of that money has already been budgeted. also, allow the mayor to take donations from private entities for simonths. and this all comes a week after a 30 day pilot project. a fentanyl triage center was set up in the city's soma neighborhood that offers a multi-departmental approach to combating the fentanyl crisis. here is mayor lurie, who

recently spoke with our raj mathai. this fentanyl state of emergency ordinance is different. it's going to allow us to break through the bureaucratic red tape of getting shelter, mental health beds, more police officers, more case managers. it allows you a more flexibility in the money and that you can spend it. correct. and the board of supervisors still has oversight. it's going to help us speed up hiring. everybody understands that this is a crisis, and we have a first step in solving it. but what's different also is that you're going to see me out there on the streets day in and day out until we get better outcomes. and laura, as the sun comes up this morning, this could signal a new day for san francisco. the mayor will sign that ordinance into effect at 130 this afternoon. we will be covering it throughout the day. you can find the latest on nbcbayarea.com in san francisco, ginger conejero saab. today in the bay. all right. we'll see if we see those

changes. thanks, ginger. hazmat crews have now cleared a liquid nitrogen spill, and they were working late into the night to make sure they cleared that up in the south bay. it happened when a tanker truck carrying the substance overturned in south san jose on harry road. this is near santa teresa county park. authorities are calling this a fairly remote area, and say that there was never a threat to the public. no one was injured. former san francisco 49ers dana stubblefield is organizing a news conference today. this is following the recent release from prison after an overturned conviction. the state appeals court released him last friday, overturning his 2020 conviction. that's when a jury sentenced him to 15 years to life in prison, after convicting him of raping a woman who had been interviewing at his morgan hill home for a babysitting job. the court found prosecutors violated the 2020 raracial justice act, referencig him in racially biased comments. his attorney tells us today he wants to thank his supporters and express a desire to move

forward. he's going to definitely say, because it's true he is innocent and he's he's never wavered in in that position and he's never going to. what mr. stubblefield really cares about is he's not vindictive. he's not mad. you would think he would be just an angry person. he's the opposite. he's a warm soul. he just wants to spend time with his family and kids. stubblefield's attorneys are now fighting for the case to be entirely dismissed and not retried. until that time, he will have to wear an ankle monitor and not possess firearms and not contact his accuser. that news conference is scheduled for noon today. 636 also today, san jose voters will get to hear from six candidates, all vying to permanently fill the district three council seat once held by omar torres. today's event starts at 430 at the rotary summit center. the special election takes place on april 8th. torres stepped down

last fall after being arrested and criminally charged. executive carl salas is now the temporary replacement. even before the latest big storm arrives, check out this new video. this is up from lick observatory on mount hamilton just about 90 minutes ago. roads up there are covered in snow, piling up on some vehicles parked on the side. pretty crisp and cold up there. so we're going to get more rain tomorrow. but is it going to be cold enough to keep this snow? yeah, i do think that we'll see another wave of snow in those upper elevations. and just a heads up, do not drive up there because those roads are slippery and it just drops off. it's very dangerous right now as we take a look at our current temperatures. not as cold as it was yesterday, most of us walking out the door to low 40s. and it is all clear after some overnight rainfall. it's in the low 40s right now in dublin, and we will see the clouds rolling back in over the next few hours, but the rain holds off until later on this evening. so we are

going to have, for the most part, a dry day and temperatures in the mid to upper 50s across the bay area up to 59 for san jose tomorrow. once we get the rain, it's going to be kind of a milder day. off and on. rain in the forecast, but our temperatures head up a few more degrees, so i'll be tracking that. mike, you're seeing things bogging down in hayward, which is not a surprise, but i just wanted to show you because that's where a lot of the focus is in the east bay on our maps, a lot of slowing toward industrial. the crash is over on the shoulder. i just got word 5 or 6 people are out of the car there on the shoulder. so a distraction. safety's sake, move over if you can, to the left. but it's getting more congested out of san lorenzo and san leandro. so the san mateo bridge just now seeing a little slowing around the toll plaza. your westbound commute is the typical slowing for the morning. south bay 101 and 87 start to show a little break tap. same thing for 680 coming down through the tri-valley. again, these patterns really typical. as we're looking ahead. we want to talk about what you can't do. you can't use that webster tube. they continue with several nights of overnight maintenance.

yesterday. scott mcgrew joins us now. musk says he's being fully transparent as he closes down government programs and funding. i would say he's not. good morning. musk made a number of claims yesterday about fighting fraud. supplied no proof. avoided a question as to who was going to supervise his efforts. remember, he's both in charge of billions of dollars in cutting while his companies take in billions from the government. musk, accompanied by his young son x, talked to the press for about a half an hour. this is the first time we've heard from the world's richest man since he started working on his massive cost cutting efforts. mr. musk, the white house says that you will identify and excuse yourself from any conflicts of interest that you may have. does that mean that you are, in effect, policing yourself? what are the checks and balances that are in place to ensure that there is accountability and transparency? well, we actually are trying to be as transparent as possible. in fact, our actions we post our actions to the doge handle on x and to the

doge website. so all of our actions are maximally transparent. in fact, i don't think there's been i don't know of a case where an organization has been more transparent than the doge organization. he did not directly answer the question. there are people, independent inspectors in charge of rooting out fraud and other problems at government agencies. inspectors general trump yesterday fired the inspector general from usaid. government employees normally have to disclose their financial interests. the new york times reports musk will not be disclosing his not to the taxpayer. his financial filings will remain confidential. big news out of europe. our defense secretary, pete hegseth, is telling nato it is, quote, unrealistic to expect the war in ukraine to end with the borders returning to where they were when russia first invaded in 14. remember, russia invaded twice, the first time taking the crimea peninsula. now today's news big indication the u.s. will be okay

with a settlement that includes ukraine giving up territory. an extraordinary moment in washington. not the world's most important thing, but got a lot of attention. house republicans have put florida congresswoman anna luna in charge of investigating mysteries like the kennedy assassination. she says she thinks there were two gunmen. that's counter to what the blue ribbon warren commission investigation found 60 years ago, led by california governor, former governor and supreme court chief justice earl warren. take a closer look at the picture you might recognize on the far left, a congressman from michigan, young gerald ford. he wasn't that young. he was 50. back in 63. but he was the youngest guy at the table. at any rate, congresswoman luna says she wants members of that board, the warren commission, to come testify to her, as well as the doctors who were in the room who tried to save president kennedy's life. in november of 1963. based on what we're

actually looking to do with the jfk investigation, i'm looking at to actually bring in some of the attending physicians at the initial assassination, and then also people that had been on the various commissions looking into, like the warren commission, looking into the initial assassinations. there's been conflicting evidence, and i think that even the fbi at the time reported some anomalies in the initial autopsy at bethesda, maryland. all of those, though, seem to have been rinse, rinse and repeated in the media to push a certain narrative that we don't agree with. i mean, not to put a fine point on it, but all those people are dead. wgot the latest inflation data. at first glance, it's rough. prices up half a percent. 3.4% year over year. we'll talk more about that on our 8 a.m. streaming show and again on our midday news. marcus. all right scott looking forward to it. thank you. well with many people in town for all star weekend of course the chinese new year parade bart says it is ramping up safety. bart has finished installing these next generation faregates at all downtown san francisco stations, for a total

of 16 stations system wide. this is a major milestone for their goal to replace more than 700 faregates across 50 stations by the end of 2025. really significant milestone all downtown san francisco stations have new faregates. these faregates are great. you cannot jump over them. you can't push your way through them. they really increase security in our stations. bart reports passengers and staff say that the new faregates have changed the stations for the better, and has improved safety. all right, well, outside of those stations, a cold start to the morning and we are going to need the umbrellass for tomorrow mornings commute. not so much for most of today as we're starting out with a clear sky after some early morning rain, and you can see all the clouds just offshore that will be reaching into the bay area over the next few hours, so won't be sunny very long today. and at least as we take a look at storm ranger, it's not showing any rain. we do have a dry start, but this is

our storm ranger mobile doppler radar parked on san bruno mountain. it's really going to give us a very high level of detail, a look at this storm as it moves in, and you have it on your smartphone as well. if you have the nbc bay area app, as that rain moves in tonight, it's going to be heavy at times and elevating that landslide threat. but we may also see the creeks and streams rising fairly quickly as the sierra gets about 2 to 5ft of snow before we hit the weekend, here's a look at all theeavy rain that will start to move into the north bay around 6 to 7:00 tonight, and then continuing to make its way across the rest of the bay area with some pockets of heavy rain, and we'll just see off and on showers throughout the day tomorrow into early friday. and then it tapers off for friday afternoon. so if you have some friday evening plans, it looks good. and we're also dry throughout much of the weekend. but during that time that we are seeing the rain, it could be anywhere from an inch and three quarters in san francisco to possibly four inches of rain in

parts of the santa cruz mountains. a that's what we're watching out for that elevated landslide threat, as well as flash flooding. that could be a possibility as this heavy rain gets going later on tonight. and the flood watch continues through saturday night, as we could still see all of that water draining down into low lying areas. and you want to take some time to assess the house and what's going on around your home today, as we could see those high winds picking up, w e have a high wind watch in effect for the bay area starting at 10 p.m. and continuing until 10 a.m. on friday. as we could see some of those gusts in the hills topping 50mph. heavy rain. high winds may cause some power outages as well, so that's a possibility. but once we get through this storm system, it looks so much better for the weekend, even into president's day, as it will be a long weekend for a lot of people and temperatures will be a little bit milder. mike, now you have a new crash in dublin. we do, and i think that's why we're seeing the slowing approaching the dublin interchange this crash west 580 this direction, the commute direction at doherty

into organizing all of this. can you talk about where the focus is right now? yeah. sure. it's getting ready in multiple places. this is a different olympics. think of salt lake city in the states, right? everything is centered in salt lake city. the mountains are 45 minutes away, less than an hour away. this is very different. we are in milan. this is the centerpiece of the games. but it's the milan cortina games. cortina is 150 miles, or about a five hour drive on mountainous roads all the way up in the dolomites, the mountains that are part of the alps on the italian side of the alps. so it's hard to coordinate the games being in various places. but things seem to be coming together, and the sense we have in our couple of days here of looking at the venues. this is an olympics. it's going to be different, maybe a little bit of the olympics of the future, but it's going to have an italian flair. and i think that's going to be really exciting for everyone back in the states. yeah. no kidding. and this is

interesting. we've been looking into it. there's a new event making its debut this year, mike ski mountaineering. tell us a little bit more about it. so let's say you stare at a mountain and we're going to ski up the mountain a little bit, and then we're going to walk up the mountain a little bit. then we're going to ski fast down the mountain with some gaetz, and now we've got an olympic sport, right? ski mountaineering is different. i always give credit to the international olympic committee, oft criticized and sometimes understandably so. but there's always the effort to keep it new, keep it fresh, keep it young, keep it exciting. and as these sports are competed on the world stage, it introduces new opportunities for people to go out, move, exercise and do things. ski mountaineering will provide that. we'll see it across the domain for the men and the women and a mixed competition. hey, why not try something new and they're going to do it here in milan and cortina? wow. maybe it's inspired by the times when i lose my ski up the mountain, and i got to hike back up to get it.

you're ready to go. it's hard. all right, so, mike, i want to ask you. that's me. the thing about it, too, like you said, that milano cortina games there. milan never hosted the olympics before. cortina actually did last time, but 1956. can you talk to us about what makes milan just so desirable as a location for the world sporting event? oh my gosh, what a city. one of those great cities of the world. if you haven't been, you need to the duomo back behind us. this is a 14th century cathedral that people from all over the world come to thousands every day. go inside to just see the stunning glasswork, the history that has happened back here, and the city as a whole has a real rich history. it's going to be interesting because it doesn't snow much here yet. this is going to be a centerpiece for the winter games. the indoor events like hockey and skating. they'll be here in milan. this is the biggest hub city that we have in this northern portion of italy. so being spread out will be a

welcome back. we're moving the bay area forward with a look at our top stories on today in the bay. well, san francisco today, mayor daniel lurie. he will sign the fentanyl state of emergency ordinance. now it comes after the board of supervisors voted 10 to 1 to pass it last night. that ordinance declares the state of emergency, which in turn allows the allocation of more money to fight the drugg cris. it will also allow the mayor to take donations from private entities for six months. people across the bay area are hunkering down for the incoming storm. city workers in east san jose yesterday cleaned out about 100 storm drains. teams are also positioning portable pumps in areas prone to flooding. the storm also forcing the cancellation of an outdoor nba all star game kickoff party that was planned for tomorrow at thrive city. and even before the
