in a snowy kansas city. hi, adrienne. good morning. >> reporter: hey there, savannah. good morning. to our friends watching, brace yourself. this is likely the first of multiple days of nasty weather. we are in the thick of it here in downtown kansas city. behind me, it is easy to notice the roads are blanketed with snow. the flakes have been falling for hours, reducing visibility minute by minute. overnight, a severe winter storm unleashing its wrath. several inches of fast-falling snow dumping over the east coast, and heavy snow and ice creating terrifying driving conditions. cars steering out of control over bridges and sliding off the road into ditches. traffic brought to a standstill on some major highways after crashes closed down interstates for hours. the wintery mess closing schools from kentucky to philadelphia. and thousands of flights and travel plans already delayed or

canceled. city to city, snowplows working around the clock. >> everybody out there, be safe. know there is more weather coming. >> it's flooding underneath our porch. >> reporter: beyond the snow and ice, heavy rain causing flooding in some areas. severe storms even spawning a likely tornado in florida, causing multiple injuries and destroying property. while this long stretch of winter weather is exhausting for some, others finding the joy, like these college students at virginia tech coming together for a massive snowball fight. that looks fun. perhaps we could do that after our shift ends here in kansas city. this snow is dry, feels like powder. i'll tell you, a few tough days ahead as at least two other storms are in the forecast. savannah? >> adrienne, total pro. thank you very much.

for more on the snow and ice that's already falling and what's to come, let's say good morning to mr. roker. how bad is this going to get, al? >> well, we've got, as adrienne said, a one-two punch happening. here is storm number one making its way off the east coast. storm number two just getting itself started. plus, we have severe weather down to the south. 97 million people under watches and advisories, stretching from new england all the way into the rockies. plus, 15 million people from kentucky all the way down to texas under flood alerts. and we've got 10 million people at risk for possible tornadoes from birmingham, montgomery, new orleans, baton rouge. we're watching that. here is that first system. it moves off the coast. today heavy snow. chicago, right around lunchtime you'll be look at heavy snow. strong storms down to atlanta. airport delays there. tomorrow, morning snow blanketing new england. it moves away. there will be another storm coming up friday into saturday. in the meantime, for this next

storm, heavy snow, significant air travel delays in those midwestern hubs. chicago, detroit, 4 to 6 inches. chicago, 4 to 7. cedar rapids 4 to 7. kansas city, 3 to 6 inches of snow. significant icing from upstate new york down into the appalachians into the midwest. upwards of a quarter of an inch of ice, which could cause major issues. and a real flood threat down to the south. we're looking at locally up to 6 inches of rain through the lower mississippi river valley. guys, this is a big impact system. as i said, we have another one coming up on saturday with more severe weather and more snow. >> much to discuss, al. thank you. we'll check back. we move now to the joyous homecoming at the white house overnight. overnight. the president welcoming pennsylvania teacher mark fogel hours after he was released from a russian prison where he'd been held for four years. we will start with keir simmons.

air as he stepped off the plane. this morning the kremlin says it is an exchange for a russian prisoner. earlier, the president not sharing details. >> very fair. very, very fair, very reasonable, not like deals you have seen over the years. and somebody else is being released tomorrow. >> reporter: there are americans still held in russia and other countries. and the timing is stunning. with negotiations to end the war in ukraine on the horizon and president putin insisting he'll talk, but not compromise. and it comes with the gaza cease-fire in crisis. hamas refusing to release more hostages, saying israel is not meeting the terms of the deal. israel saying unless hostages are released, it will resume fighting in gaza. earlier, president trump with the king of jordan, again vowing to take over gaza, an idea the king does not support. >> we're going to take it, hold it, cherish it. >> reporter: the king pledging the tension, pledging to help 2,000 gazan children with cancer.

>> it's music to my ears. >> reporter: and there really are now multiple foreign policy challenges burning around the world, savannah. both the white house and the cr kremlin say this deal will build good faith. but negotiating something ukraine and russia will accept will provide many hurdles. >> all right, keir. thank you very much. another major story in washington right now. the administration's efforts to shrink the size of the federal government. it is the focus of several legal battles. and yesterday it was elon musk, not president trump, answering questions in the oval office about that push. nbc's chief white house correspondent peter alexander joins us with more. peter, good morning. >> reporter: good morning to you, laura. this was a remarkable scene inside the oval office. president trump behind the desk. billionaire elon musk by his side, detailing their plans for a large-scale cut to the federal workforce, and handing over

future power for firing to musk. trump firing the independent watchdog that oversees usaid. it comes a day after the ig's office released a report detailing the potential risks of administration's dramatic downsizing of the agency, according to a letter obtained by nbc news. all of it as the president in an extraordinary scene in the oval office largely ceded the spotlight to his top lieutenant, elon musk, talking about his work reshaping the government. >> a lot of times people don't get what they voted for. but in this presidency, they are going to get what they voted for. and that's what democracy is all about. >> reporter: president trump and musk, his 4-year-old son in toe say they identified billions of dollars in waste without providing specific evidence. so if there is not a good feedback loop from the people to the government and if you have the role of the bureaucrat, if

the bureaucracy is in charge, what meaning does democracy actually have? >> reporter: president trump signing an executive order with more plans to scale back the federal workforce and giving musk's team power over more hiring decisions. musk's doge teams have been shrouded in secrecy, accessing sensitive data systems. musk's companies have contracts with some of the agencies he's remaking. but the white house says his financial disclosure forms will not be made public. >> we actually are trying to be as transparent as possible. >> reporter: the president also taking another swipe at judges who have held up some of his changes. >> maybe we have to look at the judges because that's very serious. >> reporter: while later promising to accept court rulings. ovnight, supreme court justice sonja sotomayor taking a not so subtle swipe at president trump's actions. >> court decisions stand, whether one particular person chooses to abide by them or not.

it doesn't change the foundation that it's still a court order that someone will respect at some point. >> peter, also in the oval office when musk was addressing reporters, he talked about those concerns that some have said he's been making misleading claims or claims without evidence. what do you know about that? >> reporter: that's right. amid major downsizing at usaid in particular, the agency that delivers billions of federal dollars in aid, said the u.s. sent $50 million to buy condos in gaza. musk said some things he says should be corrected. he added, nobody is going to bat 1,000, saying we'll act quickly to correct any mistakes. savannah? >> peter alexander, a snowy white house front lawn, thank you. nasa is announcing a target date to bring astronauts home from the u.s. space station eight months after they began what was supposed to be a ten

day mission. nbc's tom costello covers space for us and has been following this one. tom, this has been quite a journey. >> reporter: yes, it has. sp sp space-x was to bring the astronauts home in march, but they switched it out for a sooner date, bringing them home sooner. >> watch your feet, sonny. >> okay. >> reporter: for months, nasa insisted they are not stuck in space. they have a space capsule lifeboat in case they ever have to abandon the space station. >> ignition. and liftoff! starliner and atlas 5. >> reporter: but butch and sonny launched on a ten-day mission back on june 5th. their return trip delayed because nasa didn't trouble -- trust the troubled starliner to bring them home. instead, they were reassigned to spacex crew nine, staying on station until february.

then candidate trump called on elon musk to bring them home sooner. >> you know he will send a rocket very soon to pick up the two guys. how would you like to be stuck in space? >> reporter: they can return when spacex 10 crew arrives to take over the station. but then the february launch was also delayed. president trump posting on truth social, "i have just asked elon musk and spacex to go get the two brave astronauts." now, nasa and spacex say crew 10 will launch on march 12th. they should come back on crew 9. >> this is my happy place. i love being up here in space. >> reporter: in january, sonny williams showed that she's ready. >> i am trying to remember what it is like to walk. i haven't walked. i haven't sat down. i haven't laid down. you don't have to. you can close your eyes and float where you are. >> reporter: former astronaut mike massamino has been in touch with sonny. >> when they come back to earth, are they going to feel the be of

>> bringing a little of milan to us. >> you guys asked me to do something classical. i was like, let's do chicken milanese. >> when people go to milan, what is the food they should be eating there? >> risotto, you know, milanese. there's so much incredible food in milano right now, you can't go wrong. >> how did the food differ from region the region? >> some fresh pasta. southern is more hard pastas, tomato sauce. it's nice. more tomato sauce is up top. so it is really nice. >> what do you got? looks like we are about to pound out something right here. >> this is what you can do for dinner right here really quick. we have these boneless, skinless breasts. we pound them really, really lightly and put them into a brine with aqua water. i have some kosher salt here, and we have the rescue online. then we take a little lemon zest as well because we will put lemon inside of the actual zest,

a little bit of juice on top of the chicken at the end, right? so that's going to brine 20 minutes, nice and beautiful and helps keep the chicken moist. >> if we go to milan, what is the one thing you can't leave without trying? >> you have to have -- i mean, it's the thing. a bunch of fresh pasta. now we will go to the breading station, right? so the chickens have been brined. chicken breasts have been brined. >> beautiful. >> super thin, right? i'll take parmesan inside of the egg. >> pro tip. >> why not? >> that's just how it should be, right? you want to make sure it is nice and mixed well, right? >> love it. >> then we'll take -- you can have panko bread crumbs or traditional that you may have. there's a couple blue containers that do bread crumbs. >> you can use veal or pork. any other protein? do the same thing. >> exactly right. >> what do you like?

>> i go crazy for panko. okay. so the idea is just to kind of get the bread crumbs really nice coated. okay? and then when we put it inside, i use a little trick that we usually do just to see if the oil is hot enough. >> oh, nice. >> it should brown in 30 seconds. and lay the chicken nicely. away from you, okay? >> so you don't get the splash on you. >> yeah. >> chef, if you are making this for people that come over for dinner, because this is pounded so thin, is this kind of a last step as far as trying to get everything down at the same time? >> i usually do this, put it on a sheet tray and put the oven on warm and right before they come, pour some wine. >> so you can cook it off, and it'll stay crispy. all right. how long? do we flip it? >> we want to have golden brown, right? so it will be about two minutes all in on each side. and you will see -- >> how does it taste, guys? >> so good. >> fantastic. >> delicious, right? >> simple and perfect.

good morning. it is 8:56 a.m. marcus washington fremont will enact one of the strictest measures yet banning encampments. council members last night voted 6 to 1 to approve a new ban. the late night vote happened following the extended public comment period. the ordinance will not only ban camping, but make it illegal to aid and abet encampments. violators will be subject to a maximum sentence of six months in jail and a $1,000 fine. but leaders say that arrests will only be for those as a last resort, and the new rules will not prevent homeless advocates from providing assistance. well, happening now, bay area cities are getting ready for the next strong storm
