small earthquakes centered in the east bay was a 3.4 magnitude earthquake that struck minutes ago at 1152, and then just a couple of minutes later, there was a 3.2 magnitude earthquake in the exact same area. they are centered just about a mile east of hayward, and so we do not know a lot of information from usgs, but we're assuming it's around the hayward fault line. but you can see the seismograph that just triggered a little bit. you can see it caught the two earthquakes, a 3.4 and a 3.2 back to back just about ten minutes ago in the east bay. here is a map of where the epicenter is. you can just see it's centered just east of the

city of hayward. so far no calls into our newsroom, so that is a good sign that people are not experiencing any injuries, but maybe just a little shaken up if they felt a little trembler. you are right. a 3.4 and a 3.2 back to back earthquakes hitting in the last ten minutes just east of hayward. of course, we'll be following this. and if we get more information, we will keep you posted. in the meantime, get the latest on ourlargest trading partner, but president trump today repeatedly said that india has very high tariffs on american goods and they hope to change that. critics say that these tariffs will end up raising costs for american consumers. kate and zinhle? >> i know the president spoke about several other issues, including tiktok, that's high interest, and the war in ukraine. give us some highlights. >> reporter: as i said, a lot going on. the president did talk about tiktok and said that he might extend the ban on tiktok by 75 days. of course, the administration

already putting a pause -- or saying that it wants to try to pause that. the president has repeatedly said that he wants to save tiktok. of course, this coming after his campaign, his -- he relied on it significantly to pull votes from younger white men. so that's development on the tiktok front. on the war in ukraine, the president also said that he does think that ukraine will have a seat at the table with regards to peace negotiations. he also said, what defense secretary pete hegseth said about ukraine, probably having to give up some of the territory that russia seized in 2014, the president seemed to agree with that and called it pretty accurate. certainly, a huge shift in american foreign policy over the last two days with president trump speaking with ukrainian president zelenskyy and russian president vladamir putin.

>> and robert f. kennedy has been sworn in as health and human secretary. we know his pick was controversial. how did he win confirmation? >> reporter: his pick was very controversial. he did come out victorious of a 52-48 vote. he only needed a majority vote to get confirmed. and we expect him to be sworn in, in just a short time. he lost just one republican vote, senator mitch mcconnell. how he did this was appealing to republican senators that were skeptical of his past comments about vaccines. he essentially made some concessions, those senators said, in private meetings, and was able to appease them enough where they felt comfortable voting for them. he just bare cli ly squeaked ou confirmation, 52-48. >> gabe, thank you. we are following breaking news out of germany.

>> a driver crashed his car into a union demonstration on the streets of munich, injuring more than two dozen people. police believe it was deliberate. the driver was a 24-year-old man from afghanistan who was seeking asylum in germany. he's in custody and will appear before a judge tomorrow. >> the crash happened less than one mile from the site of tomorrow's munich security conference, where vice president jd vance and leaders from around the world will be in attendance. joining us now, our correspondent in munich. courtney, what more are we learning about the suspect in this attack and what the motive may have been? >> reporter: yeah, as you mentioned, he's a 24-year-old afghan man who was here seeking asylum. but he was also known to officials here in germany, because of a criminal history, including the potential for some sort of drug charges. we still don't know a whole lot about him specifically, including authorities have not released his name. and the big question remains, why did he do this?

why did he crash his car into a group of protestors who were protesting, calling for higher wages inthe middle of a busy intersection in munich. what's still unclear is did he go and target these individuals because of their protests, or did they simply present a target of opportunity, because there was a large group of people that he was able to plow into and injure so many people. at least 28 injured, and we're still waiting for word on the conditions of those 28 people. >> this attack happened close to where the munich security conference is going to be held tomorrow. that's why you're there covering there. will there be an increased security presence? >> reporter: yeah, just for perspective, we were at the crash site most of the day today. we're now -- the security conference is going to happen at the hotel right behind me here. the security here is always really high. it's one of the highest security conferences that i attend every year. i've been coming here for several years now.

so i don't expect that we're going to see a heightened level of security, but we will see the same extremely high security, layers and layers of perimeter, all around this area. police, secret service, diplomatic security, everyone. this is a very high profile world event, so it's not surprising that we will see this level, especially as you mentioned vice president jd vance as well as other world leaders. there is one other thing happening here. german elections, about ten days away. the big question, how will this attack today potentially galvanize some people who are already against immigration here in this country? kate and zinhle? >> courtney, thanks for being there. millions in california are under flood warnings right now as a rainstorm bears down on much of the state. >> the severe weather has officials concerned about dangerous mudslides, especially in the areas that were torched by the wildfires in southern california last month. we've got some video from overnight, where flooding already was impacting the

northern part of the state. >> steve patterson is in the pacific palisades of california and the burn zone hit hard by the wildfires. and bill cairns is track thing storm. steve, let's start with you and the storms. heavy rainfall and damaging wind gusts. how are people preparing? >> reporter: yeah, the rainfall has started in earnest. haven't felt the wind gusts yet, but those are on the way in a few hours. the prep is everywhere, especially this the most concerning areas, which is where i'm standing, these burn zones. so dangerous for the potential of debris flow. you can see the hillsides, while visibility is lower now, you may be able to see some of the hillsides above us. these are burn scars, and they are the most dangerous areas because of how much the soil has loosened. we also had a few pockets of rain over the past few weeks, so the ground already saturated.

you see the k-rails have gone up, there are berms in these areas trying to prevent the debris flows from flowing into an area like this. not much danger, because there are specific evacuation notices for areas like this. and because obviously much of the area has burned down. but then you get a scene like this, where there are still homes standing. so officials real question doing their best to try to prevent homes that are still in tact from obviously collapsing, and they're doing it with obviously the sandbags and berms. whatever they can put up to prevent those debris flows from coming down. that is where the area of focus is. there's also the pacific coast highway. there's a lot of barriers for any of them that toxic debris, the chemicals often found in burn zones from flowing into waterways and the ocean, arsenic, heavy metals. in a situation like this, all of that material is all around. and we're still transitioning from face one of the cleanup, to

phase two o where they're tryin to remove debris. really tough to do. this rain is supposed to intensify for the next few hours, and it could get really dangerous if it settles over a burn scar like this one. >> steve patterson, thanks for being there live with us. we'll keep up with you. bill, what are some areas in general to watch out for with this california storm? what else are you tracking in the u.s.? >> it's about what's happening in southern california, angeles and the mountains. early this morning, it was in the san francisco area, although rain has turned to that region. we're watching down here to the south. here is the los angeles area. steve was located right here this the pacific palisades. they are in the moderate to heavy rainfall now. the rates will be coming down half an inch an hour. so far at lax, a little over half an inch with this event. and this is just the beginning.

administration's immigration crackdown, or lawyer up. >> and if you don't comply with federal law, we will hold you accountable. we did it to illinois, strike one. strike two is new york. and if you are a state not complying with federal law, you're next. get ready. >> nbc news homeland security correspondent julia ainsley is joining us now. how are state officials responding? >> reporter: it's a civil lawsuit, although there was some confusion about that in the begin, zinhle, because the justice department at least by the way bondi talked about this at first, sounded like they had indicted new york governor kathy hochul. instead, this is a civil lawsuit. hochul has canceled a meeting she was supposed to have with trump and put out a strongly worded statement say thing is just a publicity driven lawsuit, and that new york is well within its rights. what this comes down so is whether or not new york as a state can issue driver's

licenses to people who are undocumented immigrants. they say they can, but the justice department says that federal law trumps their state laws, and that they should not be able to do this. >> we discussed prior your reporting that the white house is not happy with the pace of deportations. and you have new reporting today that the administration is considering using defense funding to ramp up deportations? >> yeah, that's right. starting with using guantanamo bay and military planes. now they could be dipping into the coffers of the defense department in order to try to get contracts out that have much longer duration and far larger budgets of what they currently have at i.c.e., which is facing a budget shortfall. they could use that funding to hire contractors to deport more migrants on more planes and be able to transport them within the united states, and most importantly, what they need right now is temporary detention

claritin liquid. live claritin clear.® good thursday everyone, i'm janelle wang. we are following breaking news in the east bay. a 3.4 magnitude earthquake hit hayward about a half hour ago. our seismograph picked up that activity. activity magnitude 3.4 at 1152. and then just minutes later at 1154, a 3.2 magnitude quake hit in hayward. no reports of any damage or injuries. we are also tracking the weather. the atmospheric river bringing a downpour to the bay area, triggering evacuation orders in the santa cruz mountains. the santa cruz county sheriff's office is ordering people to evacuate in felton grove, college road and holahan and grimmer road and the areas near lakeview road. heavy rains and runoff are posing a severe

threat. this video showing some flooding in east santa cruz county. this is on paulson road and let's go outside in san jose you can see the south bay. actually, the bull's eye of this latest storm. raindrops on the lens. we've seen flooding, dangerous driving conditions. let's go out to our nbc bay area. kris sanchez. she's in gilroy, where the uvas creek has flooded. gilroy is one of the communities that has gotten absolutely walloped. the rain has stopped now. but look at the impact of all of the rain that we've gotten since the overnight hours. this is miller avenue, which is closed because the uvas creek is flooding right over it. now, although this is not the highest that you can get, people still showed up to take in the spectacle, including some people who have the day off. so you're not working today? no, no. why not? because there's a lot of rain. we can we can work in during the rain. there was flooding elsewhere in gilroy as well, where some drivers showed us exactly what not to do. the chp reminds us we can lose control in just two inches of water. and if water gets in your

tailpipe, your vehicle can stall and you can be in a dangerous situation in other areas. we also saw good samaritans trying to help clear storm d drains to let that water dissipate. now, chp was out since last night when the rain started pulling along the freeways and the wind made for some very low visibility. if you can work from home until the rain is over, that would be great. the chp says. if you can't, you should be very, very careful. now, the departments of transportation and public works around the bay area have been working to minimize the impact. but still, you should expect flooding along the guadalupe river in the south bay and creeks, including coyote, los gatos, and upper penitencia. if you happen to have the day off, don't be fooled by the current conditions. the rain has let up, but a lot of the state parks are still closed because of the weather, and so is the santa cruz. pier 17 will be a difficult drive to get there anyway. in gilroy. kris sanchez nbc, bay area news. conditions definitely improving. let's get a timeline with our meteorologist, kari hall. she

fire in contra costa county. it happened in brentwood on nicholas court off central boulevard. one person was killed. firefighters say that person was trapped in the garage. so far, they have not been identified. no word yet on what started this fire. and happening today in the east bay, oakland leaders are set to unveil a new plan to save fire stations that are either already closed or are in danger of closing. two oakland hills stations are now closed through june. the city is weighing four more closures as soon as next month. all of this to help offset a massive budget deficit. some residents say it's already led to delayed response times. city leaders will unveil a new ordinance that would open up new funding for fire stations. before we go, we want to leave you with this beautiful picture a stunning rainbow in the south bay. sun will be coming back. this was in west san jose this morning. thank you to the viewers that captured that photo. you can get access to stormranger also on our website nbcbayarea.com as well as all your local news, and i'll be

and is nursing well, growing fast. her name means balance in sand script. once they are ready, they will be able to make their public debut. prosecutors have announced new charges for the three men suspected of burglary at the ohio home of nfl star joe burrow. you may recall, we showed you this footage from ohio of the men being arrested back in january. those suspects have been indicted on state charges in addition to the federal charges they're already facing. there's been no comment from the suspects or their attorneys. prosecutors released new photos of the items stolen. the fbi says the burglary fits a larger pattern of similar crimes that could be linked to theft rings across south america. two members of the navy are recovering after their jet crashed into the san diego bay on wednesday. they were able to eject from the plane just moments before it plunged into the water. a charter fishing boat happened to be nearby and pulled the two service members to safety.

we don't know the extent of their injuries, but navy officials say they are expected to be okay. a three-week old cease-fire between hamas and israel is still on. earlier today, hamas said it will follow through with the release of three more israeli hostages on saturday. hamas had threatened to put a hold on any further hostage prisoner swaps. it is accusing israel of violating the terms of their agreement. nbc news international correspondent matt bradley joins me now. there were concerns that this cease-fire between israel and hamas was on the verge of collapsing. now it doesn't seem so. what changed? >> reporter: yeah, a lot of concern, a lot of confusion, too. we heard from president donald trump on monday shory after hamas said they might not abide by the deal, they might not be releasing these three hostages on saturday, and instead, trump said if they don't release all of the hostages on saturday, which was not part of the deal, that's really rapidly

accelerating through the deal, then they will return to -- israel will return to full-on war this the gaza strip. this comes after his comments that shocked the world saying that the united states was going to quote unquote own the gaza strip in order to rebuild it and remove all the civilians who live there. an act that would be tantamount to ethnic cleansing. this is a big change that's happened. it looks like hamas is willing to come back to the table and willing to release those three hostages. we don't know exactly what changed. we heard from intermediaries in egypt and in qatar saying that they had upped the tempo of their negotiations, trying to get all the sides to come back to the table. this was a deal they had negotiated back in january and spent much of the past year trying to hash out to end the incrcredibly deadly war in the gaza strip. so now we still haven't heard from the israelis, whether or not they're going to continue to abide by the deal. there was some confusion as i

mentioned about whether or not hamas was expected to release all of their remaining dozens of hostages in the gaza strip. and now it looks as though hamas will continue with the deal. again, we haven't heard from the israelis yet. but it looks as though there has been some sort of satisfaction here. >> you mentioned president trump's comments about gaza and his plan for u.s. control there. he seems to this week to be doubling down on that. how is that rhetoric affecting the current cease-fire and any negotiations about the next phases? >> reporter: yeah, that's right. i mean, we've heard from analysts and observers of the middle east that the comments that trump made, which are tantamount to ethnic cleansing, or a proposal for that, that those may have done a big part in pushing hamas back from this agreement. that they were outraged. we heard this from them and neighboring countries and other palestinian factions, that they're furious about trump's proposal. whether or not that helped to shake up this deal and, you

know, bring this -- start the week on such a really unsure footing when it came to what was going to be happen thing weekend in terms of hostages, whether or not they would be released, we don't know. we haven't heard directly from hamas, about whether or not that reflected on the outcome of the deal. those comments from donald trump. they haven't really said exactly whether or not that played into it. but we know they were outrained and expressed that very strongly. >> matt, thank you. we are following breaking news out of baltimore. a federal judge says he will grant a temporary restraining order blocking part of president trump's executive orders on transgender issues. one of the executive orders directs federal agencies to withhold funding to medical providers and institutions that provide gender affirming care for people under the age of 19. >> walk us through the judge's

decision and the impact here. >> reporter: the impact is going to be the biggest question here. it seems as though this judge is allow thing executive order to be paused, parts of it, say thing is really putting children at extreme risk. i want to read part of what he said, because i think it says a lot about how he came to this decision. he said stopping care really cast doubt on whether the goal is to protect the recipients of that care, saying there has to be acknowledgement how dangerous that is, and this is a judge who sounded very sympathetic throughout the hearing. he said in particular that transgender people are more likely to experience poverty, drug addiction and unemployment and the outcome seems to put these children at extreme risk. he said that this executive order seems to deny that this populist exists or has the right to exist. we should remind folks that the president signed this executive order saying there are only two biological sexes, male and

female. he was essentially saying that transgender women, transgender men, should not be acknowledged or receive any federal funding for gender affirming care. so this is going to put it on pause. what that means nationwide will be a big question, because there are a lot of people who say they've already had appointments canceled, there are hospitals now turning away new patients for gender affirming care. so a lot of questions on what the consequences of this judge's ruling. this is a judge siding with these transgender children and their r parents, as well as a group of civil rights organizations, and medical professionals, and against the trump administration. >> you walked through a bit of the trump administration's argument in terms of why they want these funds to be withheld. have we heard from the white house or the plaintiffs on the judge's ruling here? >> reporter: it's a key question. as of now, we have not heard from the white house. in the courtroom, there was some talk there the government's attorneys on how they would lose, and whether or not there could be sort of restraints on

what parts of the executive order would be paused. so that is still being debated, because this is an administration that was very vigorously defending this executive order. the president has been clear that he believes talk of transgender, talk of more than two genders, that is harmful for children. that's why this executive order, he said was to protect children. of course, this judge is saying just the opposite, that it harmed children or put children in harm. of course, the plaintiffs were also saying the same. a big queson how the president will respond. but there is attorneys representing the trump administration who are trying now to try to limit the scope of this judge's ruling. >> thank you. kansas city chiefs star travis kelce says he's not sure he will play again next year. kelce opened up about his future during his weekly podcast with his brother, jason. he called the chiefs super bowl loss to the philadelphia eagles a "tough pill to swallow." travis said he will take some time to decide if he'll come
