in san francisco. we watch for the showers this morning, and then a cloudy sky for all of the events going on in the city this afternoon. a high of about 56. so definitely bundle up as we go out there. down into the south bay we are waking up with peeks of sunshine and gilroy through the next couple of hours. turning cloudy as we approach lunchtime and all of that activity pushing on through. 62 a high later on this afternoon. now the similar as we go on into our monday and tuesday with a shot of rain and sierra snow as we move towards the middle part of the week. for people staying local, or maybe heading out for ski week up there in the mountains. really, that's the finish here as we go on with the rain. then we're building in with some warmer and spring like weather, as high pressure pushes those storms further up into the pacific northwest. so what does that mean? we are looking at those temperatures gradually warming up down here, especially for san jose. we'll keep it with 60 through the middle part of the week, and tn may even climb into those upper 70. that looks spectacular as we go on
7:45 am
and make our weekend plans for next weekend. san francisco we will watch for those morning showers clearing out for tomorrow and tuesday. a little bit of that breeze coming in as we go on into wednesday, but then even the city and parts of the coastline should get into some nice days ahead. the second half of the week, going into those mid to upper 60s there too, while our inland valleys, we see maybe a sprinkle or two here as we go throughout the morning. another one on wednesday. but then like i mentioned, we get into those spring like temperatures thursday, friday and saturday. so really we went from having a fast winter kind of makeup season the last couple of weeks to fast forwarding it to spring 72. wow. all right, cinth, thaniaks

uber is suing doordash, accusing it of trying to stifle competition with tactics like threatening expensive penalties or removing restaurants on its app. a doordash spokesperson says uber's case has no merit and the claims are unfounded. our nbc bay area response team has been helping viewers who have lost tens of thousands of dollars while building accessory dwelling units, or adus. our consumer investigator chris kimura's work has even stirred a discussion at the state capitol. so he went to sacramento to see for himself. kira. good morning. lawmakers have been watching while we've been looking at how much money home contractors charge customers before they do work. dozens of bay area homeowners have shared horror stories about a builder taking big money in advance, but never finishing a project or doing no work at all. laura and martinez tells us she paid $40,000 to a contractor who only filed a permit, then went belly up. it's

a sense of absolute violation. of course, laura had to hire a new contractor to get her adu off the ground. she and others have spoken up for months now. a bay area lawmaker is listening and taking action. he's poised to change the contractor law statewide. tonight, after the big snl anniversary show will lay out the proposed new penalty that a peninsula rep calls righteous. it hits contractors who don't deliver in the pocketbook. and that lawmaker believes it's hefty enough to scare off crooked or corrupt contractors and protect you. a tip to our team launched our investigation. if you have one for us or a consumer complaint, snap the qr code on screen right now to fill out our consumer complaint form online. i'll join you again tonight after snl. kyra, back to you. great work. thanks, chris. well, we continue to follow the trump administration's actions to overhaul the federal government. over this past month, the president has ordered a 90 day

freeze on all foreign aid, dismantled the u.s. agency for international development, or usaid, and said ukraine should cede territory to the russians to end their invasion. nbc bay area political analyst larry gerston joins me on set now. hi, larry. great to see you this morning. trump says he's putting america first. so what are we to make of this? well, that's you're right. that's what he says. and by putting america first, that means everything is second. right. and so we don't want to spend any resources anyplace. we don't have to. so people think about foreign aid, which trump has cited as a big drain on the us economy, why we could be doing so many other things. we know what if you take a poll as as we've done and ask people, how much money do we spend on foreign aid? they think we spend 31% of the national budget on foreign aid. that's how much money people think we spend on foreign aid. but look at the next one. how much do we actually spend on foreign aid?
7:51 am
1% kira 1% of the budget is spent on foreign aid. now, about half of that is on usaid, which has programs at 170 nations around the world. just that little tiny program. yet these have been targeted by president trump as things to do away with. and i understand even, you know, one of second, president bush's health initiatives regarding aids is even now, you know, saving lives across the globe. now this is cut. so it's not a democratic or republican issue because that came from a republican white house. okay. i do want to turn to ukraine. i talked to kristen welker about that. the trump administration has said that the u.s. has funded most of ukraine's defense and wants to stop. so what do we make of that? another myth. another myth here. in fact, the data shows that from january 2022 until december of 2024.
7:52 am
look what you see here. the u.s. is spending 114 billion. european countries spending 132. thatat mns they're covering about 54% of the cost of dealing with ukraine's problems with russia. so we need to get the facts out here. there's one more fact. it's kind of uncomfortable, but we've got to talk about it. and that is something known as the budapest memorandum. the budapest memorandum happened in 1994 when ukraine went ahead and gave its nuclear weapons to russia in exchange for russia, great britain and the united states defending ukraine in times of any attack. well, you know what's happened with russia in 2014 and in 2022, russia has attacked and the united states now threatening to withdraw all its support from ukraine, also means a violation, to the extent the united states won't be defending ukraine, as per that memorandum in budapest in 1994. these are very, very critical things we need to understand when discussing foreign policy. and kristen welker, talking to
7:53 am
ukrainian president this morning saying no peace dls without ukraine involved. and right now, as far as it looks like trump and putin are the only ones involved in that. which means europe, the major funder, has also been left out. and so okay, so there's a lot. but what do we what do we take from this new direction. i think we need to really think about what foreign aid means, what we're doing with it, and how realistic it is to cut out that 1% of the budget when it buys all this, what we call soft power around the world. the programs you were talking about that hiv saved 20 mimillion les so far. lots of other programs about education, about health, about water, about climate, all these things. so do we really want to take that cut sliver of the budget and take it out? well, that's the kind of thing we need to talk about. 1% of the budget, which i think people really y don't realize. d those soft touches now, maybe china could move in. maybe china could. speculation there. all

last night is now being turned over to. san francisco police, the fire department says around 1030. last night they had reports that two people went into the water. near pier 32. that's just under the bay bridge. one person was rescued and taken to the hospital. crews used boats. thermal imaging cameras, drones and floodlights to find that. second person. at last check. they still have not been found. and new this morning. more sideshows across the bay area. this one ending on the bay bridge. it started just after midnight in richmond, moving through oakland and then across the bay through daly city and san francisco. about two hours later, you see this traffic on the bridge at a complete standstill. it took san francisco police about 30 minutes to clear the area. those sideshows are illegal. no word on any arrests. to better news now, thousands of basketball fans here for the star studded nba all star weekend last night
