about $40,000 over budget. everything. here is the contractor that took me on when anchor took my money and ran. anchored is anchored tiny homes, the business that many bay area homeowners tell us took big money. 40,000 upfront, $80,000, but then failed to deliver. i just feel so cheated. customers say anchor did little work. or in stevenson's case, it's supposed to be no work at all. well, i mean, it's clear the law was broken. we started investigating. anchor tiny homes quickly closed its office and went belly up. the state contractors board recently revoked its license. this is accountability. this is, you know, one of many steps that we can take. but this is the biggest one that cslb can take. the company's former ceo boasted online that the builder was booming. i can tell you right now $100 million business. but now he and his cofounder brother have filed for bankruptcy. they told the court their customers

money is gone. and told me anchored was just a failed, mismanaged, growing business. their attorneys have declined to comment. customers are frustrated. it's a sense of absolute violation, of course. and a lawmaker is now watching. you know, i learned about it from your stories and really appreciate you doing that. investigative reporting. and that's sometimes that's how we find out about things. that's marc berman, who represents the peninsula and part of san jose in the state assembly. an la area adu builder recently imploded, too. so berman says california law needs new teeth. he's proposing a stiff new penalty for contractors who take too much money up front or collect progress payments without actually making progress. so up to $10,000 per case, we want it to be a really severe penalty if people violate this. that's righteous. you know, we should have that. you know, if people are out there trying to being predatory and taking advantage of homeowners who are trying to do the right thing. bern just filed a bill to add that new penalty to state

law. he believes it should scare off bad guys and protect families like yours. we don't want to create that incentive for the fly by night sort of bad actors to say, oh, you know, here's an opportunity for a massive money grab. and then we can we can just disappear or go bankrupt. the proposed reform is too late for anchored tiny homes. customers like laura. i recognize i probably won't get my 40,000 is probably to the wind. she's encouraging berman's colleagues in the legislature to vote yes, and for governor newsom to sign the new contractor bill into law asap. without the law being changed, they have free reign. zahn said she also hopes the legislature dramatically increases the bond contractors are required to carry to protect consumers like you, because many anchored customers tell us they lost thousands but will only get a few dollars from the bond because it's divided up over so many customers. a tip to our team launched our investigation. if you have one for us or a consumer complaint, snap the qr

the same thing as it came out of my mouth. that's pretty cool. snl 50. it's a wrap. it was a nostalgic 3.5 hour celebration. and also the reason why we're on at 1216 right now after midnight. a fun fact a person born during the first season of saturday night live could today be easily dead of natural causes? that is the one and only steve martin opening up the show, giving the iconic monologue. martin has never been an snl cast member, but he has appeared on the show 35 times and has hosted 16 times. that's just behind alec baldwin's record of 17. the audience was filled with current and cast members, legendary alumni, past hosts, and other a-list guests. actor jack nicholson, speaking of a-list guests, made an extremely rare cameo introducing fan favorite adam sandler. sandler performed a touching song dedicated to all things snl. bay area native tom hanks introduced an in memoriam segment not designated to,

us. rob, you watched tonight? yes. favorite moment? all of them. really. you see all the different generations of that cast. i was telling gia the skit where eddie murphy is doing a tracy morgan impersonation next to tracy morgan. for some reason, that is hilarious. that that one. i love that skit. and you can tell some of the cast breaking character. there was a lot of breaking, a lot of breaking tonight. yeah. i enjoy breaking character. all right. let's talk about this weather. are we going to enjoy it? we're going to break character next weekend. okay. we're going to get 70 in the forecast. but before we get there, we've got a bit of patchy fog. now later this morning it's about to say tomorrow it is after midnight after all. and then some rain coming up as we head towards the middle part of the week. right now in san jose. no fog. partly cloudy skies, 53 degrees as we head over to walnut creek 50. a few clouds out there in the stance watching for some patches of fog showing up a little later this morning. 47 degrees in san rafael. and we did have fog earlier in downtown
1:21 am
san francisco right now. not looking so bad. 50 degrees. so later in the morning, we begin to see patches of low clouds right there around the inner bay around 7 a.m. and also out towards the central valley. so watch for that in your morning commute. we're not going to have to deal with any rain, maybe a little bit of mist with those low clouds and then during the day, partly cloudy skies, monday and tuesday shaping up dry around the bay area. morning temperatures in the 40s to near 50. and as we head through the afternoon hours, we'll see numbers mainly in the upper 50s around san francisco and oakland and the north bay near 60 degrees in fairfield and areas south of downtown san jose. it's later this week when those temperatures are going to start to climb on up. but first, one more chance of rain and it looks to be the only chance of rain this week. and that's going to arrive on wednesday. now, one of the changes we've been seeing in the weather models with this particular weather system is it's starting to lose some of that moisture. notice how it
1:22 am
drops through the bay area wednesday morning. not a lot left as it crosses through now. it should bring us more than what we saw today. but stay tuned to that trend because something we're beginning to see now with those wednesday estimates, is that the numbers are starting to come down, especially areas south of san francisco. san jose may miss out again. it appears the northwestern portion of sonoma county, maybe seeing about a third of an inch to a half inch of rain. then after that, here comes the warming trend is high pressure now sends that storm track off to the north. this is the window of opportunity now as we go from friday through next sunday. after those wednesday rain chances move out, we could be in the upper 60s around san francisco. so if you thought this weekend was warm with low 60s, wait till you see upper 60s to mid 70s possible south of san jose next weekend. so a little bit of midweek rain and then an early spring preview could be on the way just in time for next weekend. once again saving for the most part the best weather

i'm hard of hearing. students in santa clara county tell us they're being passed through high school while still struggling with basic reading and math. and they say the problem is systemic, and reached out to our investigative reporter, candice nguyen. we have been talking to four deaf and hard of hearing students from the same santa clara county program. they say what's happening to them in high school is impacting the rest of their

lives. these photos and videos show what could be at any high school kids on their phones. but twins leah and mina porras say for deaf and hard of hearing students at lea high school, this hanging around and not learning plays out too often. they had this substitute teacher for two years. they say they couldn't learn from him because he didn't know sign language. having no teacher is like no support, no education with the substitute. leah says she was often forced to interpret and it compromised her education. it wasn't fair because we are not interpreters. we're students. we want to learn. leah and mina reached out to the investigative unit after seeing our report on their classmate, ibrahim. they tell investigative reporter candice nguyen the diplomas and a new push for inclusion is leaving them behind. he was given a diploma in june, even though he says he could only read at a second third grade level. i think what i'm going to

teach them? in california, we're not providing the structure and the funding necessary to implement a lot of our aggressive goals. troy flint is with the california school board association, representing school districts and offices of education across the state. he says the problem with special ed resources comes down to the federal government failing on its promise decades ago. the promise at that time was the federal government would pay for 40% of these local expenses. in reality, in california, the federal government contribution is funding maybe about 8%. we reached out to the u.s. department of education. a spokesperson said funding is set by congress with the finger pointing budget shortfalls and silence from some local leaders. these students say they're paying the price. for months, they voiced their concerns at board meetings. we should not be at third grade level at high school. i am stressed about my future and depressed. leah and

for some winemaking regions to change the grapes they plant in livermore valley, winemakers are already looking ahead. nbc bay area's joe rosado jr. shows us what their announcement means for the region's future. the livermore valley is one of the oldest, if not the oldest, wine growing region in california. in one of california's oldest wine regions, steve mirassou is a sixth generation winemaker from one of the nation's oldest winemaking families. we have been making wine forever. six years before abraham lincoln was president, we were making wine in san jose. but as much ase loves history when it comes to marketing, the livermore valley, mirassou isn't stuck in the past. it's not a marketing slogan to say we grow everything pretty well here in livermore. the story he and other livermore winemakers are now unveiling is one of the future. the area's winemakers declared cabernet

franc and sauvignon blanc, the region's signature wine grape varietals. the announcement of our signature varieties is important from the standpoint of creating a sense of confidence in the valley and a sense of identity for the valley. while cabernet franc and sauvignon blanc were first planted in the livermore valley in the 1880s, they only account for a small percentage of local wines. but as changing climate has left the livermore valley hotter and windier, winemakers now believe the two varietals are the best fit for the times to come. it gives us that great opportunity of working with mother nature, with fruit that ripens at a timing spectrum that works great for the grape and for our style of winemaking. about a mile from one of the nation's oldest winemaking families is one of its newest. bob pruitt recently left the tech world to make wine on the livermore land he and his wife share with chickens, a

couple alpacas and a chardonnay vineyard. these two in the top are chardonnay and chardonnay. is one of the main things i do. i made a choice a couple years ago to get going, making a cab franc. though pruitt doesn't yet make wine from the newly declared signature grapes, he believes they're important to help set the valley apart from its more famous winemaking cousins, napa and sonoma. it's a way of drawing people into the valley of something that's really unique, and then once they're here, they can see all the other cool things that we've got going on. currently, cabernet franc accounts for only 80 acres of the livermore valley's 3000 acres of wine grapes. mirassou, who has become a champion of the grapes, says more vineyards are planting them. and so if you're planting a vineyard today, 30 years from now, the environment, if we don't get a handle on climate change soon, is going to be a far different place than than it is now. the livermore valley already boasts the annual cab franc palooza and just founded

the cab franc guild of livermore valley. it's a region hitching its winemaking wagon to the new stars of its winemaking future. joe rosato jr. a lot of stuff happening. nbc bay area news. all right. a live look at san francisco now. it's been one of our favorite things to look at this weekend. the transamerica transamerica pyramid building because they have had this this beautiful just kind of show going along the building. but tonight just the upper portion lit up. well, at least, you know, for loyal viewers of nbc bay area's late news, we tried to bring you this shot last night, but they turned off the lights right at 11, right before we were going to show you the live shot. so we wanted to make sure that you got to see what it looked like. and thank you for staying up with us until close to 1:00 in the morning on monday. and as as rob mentioned, i mean, at least you can see it. that's true. yeah. no fog. we did have a little bit of fog and mist at times this evening, but now we've kind of broken through
1:50 am
the clouds tomorrow, not tomorrow morning. later this morning. i keep having to catch myself. five hours from now, we may see some patchy fog setting up around the bay. no rain to start the workweek. there is that one chance though. as we head towards wednesday. let's take you outside and look for some fog around the bay area right now. san jose got some patchy low clouds. visibility looking pretty good though. 52 degrees heading over to walnut creek. 50 partly cloudy skies. no fog in san rafael, though the air is pretty saturated there, reaching 100% humidity. and if the wind backs off, which it's trying to. could have some fog setting up later on this morning. and 50 in san francisco. we've got the clear skies right now. earlier sunday evening we did have some mist and some fog moving through chance we might see a little more as we head towards the morning. and let's take you up to south lake tahoe. look at that view. crystal clear skies, 37 degrees. and in case you missed it, in just the last three weeks, the sierra snowpack has climbed 30%. it was 65% of average statewide, now up to 95%

of average. and some really great conditions there. easy travel into and through the sierra as we wrap up the holiday weekend. and for tomorrow morning, you see the patches of low clouds in a few areas. partly cloudy skies heading into the afternoon and likely to be the cooler part of the forecast. this week will be monday and tuesday before those temperatures start to climb up. and you're seeing some of that right there at the bottom of the screen for later this week. 40s with patchy areas of fog this morning and then partly cloudy skies moving forward into the afternoon. upper 50s for highs from san francisco to oakland and should see low 60s closer to downtown san jose. and we talked about the one chance of rain. and one trend to watch has been actually pulling more rain out of the forecast, as the system loses a little bit of intensity there. you see it there during wednesday kind of breaks apart as it heads towards the south bay, and the rain estimates now have also been dialing back. still best for the north bay. could see a third of an inch to a half inch of rain up in portions of sonoma county, but
1:52 am
now starting to see a rain shadow showing up in san jose. so once we get past this one wednesday weather sysm. here's where the temperatures climb. atmospheric river pattern is going to set up to the north, but notic what happens here as we move through the weekend. by monday, another weak system here. but does it really get to the bay area? so i think as we head through next weekend, we'll get the benefit of high pressure, which will lead to those w warmer temperatures that you're going to see and that 7-day forecast once we get into friday, saturday and sunday, san francisco could be looking at upper 60s with that one midweek rain chance and places like, let's say, morgan hill next weekend. san jose's in the low 70s. we could see mid 70s for portions of the south bay for next weekend. so a little bit of a transition in the weather there. we'll get a little bit of snow, a little bit of rain wednesday snow for the sierra, but a spring preview tperature wise cou bay. this weekend we're talking

about the second annual sunnyvale lantern festival, and this looks like a lot of fun. the festival is being held at city line in downtown sunnyvale. more than 80 vendors are on hand selling drinks, food and unique homemade goods. guests are also invited to take part in cultural performances and dances. the event also includes a carnaval with game booths as well as talent shows and live music. if you couldn't make it to the festival today, it runs from 10 to 5 tomorrow. we're back in a

back. so you're going to stay tuned to kari's forecast and jeff through the week and the second half of the week, though, that's where things get interesting temperature wise. could be looking at upper 60s, maybe even mid 70s in a few spots this time next weekend. should be nice. yes. speaking of which, kari should be in here in a couple of minutes. yeah. so thanks so much for staying up late with us. enjoy presents day if you have it all. have a good week. bye.
