thanks for joining us. i'm jessica layton. we are entering day 30 of president trump's second term, and there are big concerns this morning about the social security administration. nbc news confirming that the top official at the agency has resigned after a disagreement with elon musk's doge team. two sources say michelle king refused to give access to some sensitive information. nbc's alice barr joins me now. good morning. i want to know what else you're hearing. >> reporter: nancy altmann is the president of the advocacy group social security works. she says some of the information involved in the dispute involved bank information, social security numbers and in some cases medical records if a person applied for disability benefits. the white house says the agency will be led by a career social security anti-fraud expert until a new commissioner is confirmed.

and this comes after concerns were already raised at the irs that an employee helping doge could soon gain access to sensitive taxpayer information. white house deputy chief of staff steven miller was asked about this on fox news. >> wouldn't they, then, have access to personal identification numbers and bank information? >> no. what we're talking about is at the programmatic level, being able to analyze and assess for signs and symptoms of fraud that would involve established criminal organizations and established fraud rings. >> reporter: and we're learning of more federal layoffs, including nearly 300 faa employees. a union spokesperson warns that workers were already stretched thin. transportation secretary sean duffy says zero air traffic controllers or critical safety staff were let go. and three sources tell nbc news

the administration is preparing to fire hundreds of high-level employees at homeland security. they're making cuts to eliminate waste and incompetence. it seems unlikely that district judge tanya chutkan will stop what doge is doing to reshape the government. a group of states filed a lawsuit. but the judge says they are relying mostly on news reports and not showing enough evidence that elon musk is doing damage. >> thank you. now to a terrifying scene at toronto international airport where a delta airlines plane coming from minneapolis overturned during a crash landing. as you can see here, the plane is upside down on that runway. everyone did survive, but 18 people were injured. the question now for investigators, how did the plane lose at least one wing on landing, then flip over, causing jet fuel to spill onto the runway? >> i think it's possible the

wing may have touched the runway due to a gust. and if that's the case, then the rest of this makes sense. but the recorders are going to show that. >> the investigation will be led by the canadian transportation safety board with the faa and ntsb to assist. it follows a recent string of aviation incidents in north america that has many passengers on edge. >> reporter: the surreal sight of an overturned plane at toronto's pearson international airport, just the latest aviation disaster. to strike our airways in only the last three weeks, with the horrifying d.c. collision in late january, the first major fatal air crash since 2019 claiming the lives of 67 people. then days later an air ambulance carrying six crashed near a mall in northeast philadelphia, killing everyone on board and another person in car,

injuring dozens. less than a week after that, a sobering image posted by the u.s. coast guard from alaska after a regional flight crashed off the coast leaving ten people dead. passengers around the country shaken. >> it is nerve-wracking. i'm going to be completely honest. it is nerve-wracking. >> i really didn't feel safe at all today. there's so much stuff going on. >> reporter: a tragic spate of incidents under investigation at a time when air traffic control nationwide is strained for resources. >> we need to make improvements where the recommendations and the findings suggest they should be made. that doesn't mean it isn't overall a safe system. >> reporter: a deepening air of concern over a state of what's been an exceedingly safe industry. sam brock, nbc news. happening today, the district court in d.c. will hear

evidence and arguments against president trump's ban on trans people joining the military. the judge will hear from six transgender service members who filed suit saying the executive order is unconstitutional. 20 state attorneys general also filed a brief in support of the lawsuit. the president's order claimed with no evidence that trans people, quote, cannot satisfy the rigorous standards necessary for military service. meanwhile, the senate will continue confirming president trump's cabinet members today. a final vote expected today for howard lutnick to be the new commerce secretary. the billionaire wall street ceo will likely be confirmed along party lines, and he will play a key role in president trump's trade and tariff policies. today a procedural vote is also planned for the fbi director nominee, kash patel, which would set the stage for him to be confirmed as soon as thursday. u.s. secretary of state marco rubio continuing his visit

to saudi arabia today, meeting with officials on negotiations to end the war in ukraine. it is the first formal meeting between top u.s. and russian diplomats in two years. but these talks exclude ukrainian officials, including president volodymyr zelenskyy. european leaders also holding an emergency meeting in paris after the trump administration said they, too, would be excluded from these negotiations. nbc's matt bodner is following all of this for us. matt, good morning. a lot to tackle here. where do we go from here? >> reporter: jessica, good morning. the trump administration has signaled very clearly that they want to end the war in ukraine, but their approach has set off alarm bells in ukraine and across europe. not only has the white house stated publicly that several of ukraine's key demands for peace negotiations are, quote, unrealistic but also that ukraine will not be present for today's talks. this in itself marks a significant departure from previous u.s. policy, namely the commitment from the west that

nothing will be done concerning ukraine without ukraine. president volodymyr zelenskyy in an exclusive interview with "meet the press" over the weekend said that ukraine would not recognize any u.s.-russia deal that does not include ukraine in the process. western allies are also looking at these talks in riyadh with great skepticism and concern. president macron convened a meeting with leaders in europe. he did talk with president trump before the call but no read out of the call was made public. kier starmer is ready to send troops to ukraine as part of an agreement. the mood in europe is that the u.s. has already entered negotiations from a position of weakness. >> we know that the world will

be watching that. matt, thank you. new this morning, new york governor kathy hochul will convene a special meeting today to discuss new york city mayor eric adams. her statement read in part, the alleged conduct at city hall that has been reported over the past two weeks is troubling and cannot be ignored. it follows a string of resignations in city government with four deputy mayors stepping down. two sources familiar with the matter tell our new york station that they all resigned because mayor adams asked them to refrain from criticizing the trump administration. the justice department last week requested prosecutors drop corruption charges against the mayor, leading the u.s. attorney in charge to also resign. the south this morning bracing for yet another round of storms. this time with snow, as crews in kentucky race to rescue those still trapped from the weekend's deadly system. parts of the region have been raged by heavy rain, flooding and tornados.

the death toll rising to 14. 12 dying in kentucky alone. in fact, one woman barely escaped the water as it rushed into her home, rising as high as the gutters on her house. she spoke with nbc's shaquille brewster. >> i felt like i was going to die, really. we ended up going into the attic. >> reporter: you were trapped here. >> yeah, absolutely. >> and, while water recedes in some spots, allowing cleanup in some areas to begin, we can tell you some 300 roads are still closed, making rescues even more challenging. and we still don't know how many people are trapped. nbc meteorologist angie lassman joins us now with when and where this next storm system will be striking. angie, good morning. >> good morning, jessica. no rest for the weary when it comes to weather. we've got 50 million people under alerts right now with snow falling currently in kansas city and st. louis. the snow, heavy rain, ice is all going to be on the table, specifically for the plains

today. notice gusty storms that we could see across parts of the south today. heavy rain working across that region leading to flooding in the coming days. as we get into wednesday the system quickly tracks across the tennessee valley, still dealing with snow on the backside of it as we get into thursday across the great lakes and mid atlantic. this means substantial snowfall in some spots. springfield could receive 8 to 12 inches by the time we get to thursday. 6 to 10 expected for norfolk. meanwhile, really cold air spilling in as well. 73 million people under cold weather alerts. take a look at these wind chill values right now. we're talking more than 20 degrees below in minneapolis and in waterloo as well as omaha. minus 30 for green bay right now. these tempatureser .

but first, new turbulence for southwest airlines. that company cutting 15% of its corporate workforce, the first mass layoff in the airline's history. cnbc's sylvia amaro is here with those details. good morning. >> good morning, jess. very bad news really from southwest airlines. they are now saying they're cutting about 15% of their workforce. that's roughly 1,750 people. the ceo actually said this is an unprecedented move by the company as they are trying to slash costs. when it comes to these layoffs, the idea is that they will be completed in the second quarter of the year, and they will actually include senior leadership roles. once again, the ceo bob jordan saying this was a difficult decision. now elsewhere, we obtained data from the american association of individual investors, showing that investors have become a
