on a deadly officer-involved shooting overnight in concord. the alleged dispute at the center of this investigation. good morning, and thanks for joining us for our midday newscast. i'm marcus washington

and i'm kris sanchez. laura garcia is off this midday. we do begin with that breaking news in the east bay. and w we can now confirm that one person is dead following an officer involved shooting in concord. now, nbc bay area's bob redell live for us there from the scene. and, bob, i know you just spoke with the da's office. what are they saying? well, we also just got a new statement with concord police, who now tell us that an officer shot and killed a man who was stabbing a family member here at the family home on the drive not far from the intersection with willow pass road. you can see detectives here with concord police. they're out here as part of this investigation in that home in question is behind them, behind that white pickup truck. that's the home that they've been focusing on here in concord. the call came in around 140 this morning. police say when they arrived, they found an adult male who we believe was the son, using a knife and actively stabbing another man who we believe was his father. the son died here at the scene.

according to police, the father was taken to the hospital and police say is expected to survive. off camera, a neighbor who's known the family for decades is surprised and saddened by what happened. calls them great people. the family says this is a tragedy and is asking for people to pray for the family. earlier, i spoke with another man whose sister lives next door to the scene of the crime. she had been comforting the wife and mother of the father and son while police investigated the crime scene, the contra costa county district attorney'y's oice, who i spoke with earlier, tells us that they are also investigating, which is standard protocol for the district attorney to investigate. when an officer fires a weapon at someone. reporting live here in concord. bob redell, nbc bay area news. tragic there. all right, bob, thank you. well, san jose police say that they are chasing all leads after a teen was killed at santana row. according to sapd, a 15 year old was stabbed after a fight friday night. now, a gofundme for the

teen's family says that he was out on a date for valentine's day when he was attacked by other juveniles. police said that they're still actively investigating and can't confirm posed by the victim's family, or how many of those suspects they are looking for. our detectives are looking into everything as motives. and so again, like if anyone has any additional information, just we urge you to relalay that information to our detectives who have been working around the clock to bring justice to the victim and his family. we are holding off on identifying that victim at this time, but a local boxing gym in redwood city describes him as family, calling him a friendly, peaceful kid. and new developments out of richmond today. t this is where we're learning the identity of a man shot and killed by police. contra costa county coroner's office says 51 year old jose mendez ramos was wanted on domestic violence charges. that shooting happened a little before 9 p.m. on february 4th

near carlson boulevard, north of cutting. officers say that the suspect refused to cooperate, and for some reason, the conflict escalated. police say that he charged at officers with an object thought to be a knife. it was later determined to be a sheath. well, developing now, a controversial pilot program in san francisco, is changing directions. after almost three years of planning, implementing and piloting the valencia street bikeway project in the mission district is back pedaling toward a more traditional layout. that is where nbc bay area's ginger conejero saab is live this morning. and ginger, this is a kind of a hard turn for this new project. it's a good way to put it. chris, good morning to you. workers from the city's public works have been out here all morning, kind of breakg down some of the infrastructure to this center bike lane here on valencia street. they have kind of jackhammered some of the

green bike lanes. so you're actually already not seeing that in the on the intersection of 15th street and valencia. the construction will continue from today for another 2 to 3 months. it starts here at the intersection where we are 15th and valencia, and it continues on until 23rd street. drivers and bicyclists will maintain access during construction, but there will be phases and times when the side of the road or parts of it will be shut down. now, it has not been a smooth road for this pilot program, which was originally implemented to create an innovative path for bikers to share the road with regular drivers, commercial vehicles, and the rest of what makes up this valencia corridor. now, while there was pushback in the beginning for bikers, some say the center lane grew on them. yeah, once people got used to it. at first it felt a little sketchy, but. and then now things are going to change once again. i mean, what does this mean for bikers? what does this mean for your commute? i mean,

it is what it is. i'm nervous about it. yeah, i'm nervous that it's going to be conflicting. however, it has been a different story for merchants along valencia street. the president of the local merchants association and owner of manny's says most business owners have beenen ready to see the center bike lane go. but for some, like manny uchitel, it will mean a redesign of his outdoor space and tens of thousands of dollars in building a new parklet. there's going to be a bike lane, a little raised bump where people can walk across, and then the parklet will actually be farther out, where after the bike lane. so it's a new design. it's different. well, that different and new design is called a floating parklet. you can see it on the proposed changes from sfmta alone. along with floating parking spaces that we've seen in other parts of the city. the floating parklets, hower, are. that's a first here for valencia, and all

of this is part of a re-envisioned valencia bikeway project. there are a lot of details to this, and definitely more things that people need to get used to. kris so there is a specific part of sfmta's website that talks about the valencia bikeway project and lays it all out there, but they really are hoping that this construction, that this will be finished in the next 2 to 3 months. and in may, there is a proposed night market here on valencia street. that's something that business owners are proposing to the city. so if all goes well and all is finished, then that might clear the roads for that night market. we're le in san francisco, ginger conejero saab nbc, bay area news. it's hard to make those changes. and then when you're making changes to the changes, it's, you know, difficult for people to keep track. thank you. ginger. let's take a live look for you right now at the bay bridge, looking over into san francisco. a little hazy out there for us, though, but weather wise, temperature an easy way. yeah, we like it. it's starting to feel a little bit better. and i think the filtered sunshine that

we're seeing right now will help us out as we go throughout the day. so we take a live look outside in san jose. by tomorrow, we'll see some rain coming in, and not all of us will see the rain. but we will see that rain chance. and then warmer temperatures ahead as we go toward the end of the week into the weekend. but this is where we are right now. still jacket weather as you're heading out for lunch. it is 55, in san rafael and in san francisco, and 57 in livermore, where our temperatures will make it into the mid 60s for today. it will be a little bit warmer than yesterday, up to 66, in morgan hill, as well as 66 in santa rosa. we'll time out that rain. we'll talk about what's coming our way for the next couple of days and that weekend warm up, all coming up in the microclimate forecast. back to you. thanks, kari. american negotiators say that they are laying the path towards an end of the war in ukraine, but they are having nothing specific or announcing anything specific there. after hours of talks with the russians. scott mcgrew there are signs that the u.s. may be pushing ukraine to give up some

sort of territory. i think there's some hints there. yeah. good morning. ukraine says it absolutely will not accept giving up territory lost in the invasion. they say russia cannot invade it, take its land and then give half of it back in exchange for peace. any more than the u.s. could give up a state or two to end a war. u.s. and russian negotiators met in saudi arabia. this is the first direct, face to face talks between the two countries since russia launched the bloodiest war in europe since the second world war. up until now, america had been trying to isolate russia while standing with ukraine and america's european allies. now not in the room, ukraine and america's european allies. as for the question of territory, u.s. national security advisor mike walz was asked about that. he seemed to indicate that was up for discussion. take a listen. we know just the practical reality is that there is going to be some discussion of territory,

and there's going to be discussion of security guarantees. those are just fundamental basics that will that will undergird and underlie any type of discussion. you see secretary rubio in the center, special envoy to ukraine, general kellogg on the left, again, not present anybody from the country they're talking about. and that's been noticed by the europeans. as for the security guarantees that walz was talking about, ukraine wants promises from u.s. or nato, they'll be some kind of reaction if russia invades again, some reason for russia to think twice. obviously, they you know, they're not going to trust russia's security guarantee that they're not going to invade again. and there has to be they're saying something on paper, a treaty that say if this happens, u.s. will respond in this way before they're going to agree to peace. but it can't happen without the european countries, too. they certainly want to participate. and i think they would argue they've earned

that because they put billions into ukraine as well. all right. thank you scott. you bet. well, you have your chance to meet the candidates who want to be oakland's next mayor. candidate forum for next month's special election is happening today. the former east bay congresswoman, barbara lee will be there, as will lauren taylor. he was the runner up in the 2022 race, or rena webb is also going to be there. she is the former chief of staff turned critic of ousted mayor sheng thao. three other candidates running for district two seat will also be in attendance. that forum forum is at uptown station on broadway at six tonight. this comes as oakland council members sort through a new round of painful budget cuts, and one member of the council says they were blindsided by the decision on social media. last week, finance committee member janani ramachandran indicated 13 nonprofits are losing funding mid-year. she called it a

unilateral move by the city administrator to save about $2.5 million. opponents say the groups all provide critical services, including housing and health, to a wide range of people in need. they will be holding a news conference later today titled know your rights. well, happening now alameda county leaders are preparing to swear in the new district attorney following a two week delay. here is a live look at that meeting underway at this hour. supervisors last month chose ursula jones dixon to fill out the term of recall da pamela price. dixon worked in the da's office for 14 years before becoming a county judge in 2013. her prior commitments to the bench are believed to have what led to that swearing in delay. voters are still expected to elect a new district attorney next year. we are learning new developments after a flight crashed and flipped in toronto, and it is the latest in a string of recent plane crashes that have passengers feeling on high alert ahead this midday. we what

remain shut down, although air traffic has started again here, it is likely to be a chaotic day. we are seeing new video of the moment of impact. it shows the delta jet that originated in minnesota smashing into the tarmac, bursting into flames and then flipping over. what we now know from passenger accounts is that passengers were seat belted upside down and had to escape the plane, even while the flames weren't put out yet. the investigation is now starting. they will focus on those black boxes. also looking at that that video very closely to try to determine how all of this happened. it's being handled and led by the transportation board of safety in canada, with the help of the ntsb. one of the things that they will look at very closely is the weather and the wind. could it have played an impact? right now they say it's too soon to tell. back to you. all right. thanks,

stephanie. well, you know, the accident marks the fourth major commercial air disaster this year. you may be among travelers feeling a little unsettled about aviation safety. this comes as president trump's administration set out to terminate. notice those termination notices to hundreds of workers within the faa over the weekend. in a post on x late monday, transportation secretary sean duffy confirmed fewer than 400 faa employees were fired. end quote, zero air traffic controllers and critical safety personnel were let go. a spokesperson for the faa says that it continues to hire air traffic controllers, who face a nationwide shortage, and more than 3000 now staffing within air traffic control is a key focus there. following the mid-air collision at washington, d. c. s reagan national airport. all 67 on board. both aircraft wereilled. weeks after that crash, trump administration says it is making cuts within the faa. let's take a live look now

at san francisco. and there is a new plan to get drinks flowing in the city. today, state senator scott wiener announced a new bill with mayor daniel lurie to make it easier for bars and restaurants to get new liquor licenses. here are a few takeaways the city tapped out when it came to when it comes to full liquor licenses. because of population restrictions. wiener says his bill will create up to 20 new low cost licenses for bars and restaurants, and he says this will get rid of the expensive issue that handicaps a lot of businesses. we've seen it with some of the street festivals, the first thursdays or bhangra beats, or the chinatown night market. people will come to get our economy going again. all of downtown needs to be at full strength. city leaders point to the huge turnout over the weekend and the success of city's entertainment zones, which brought out huge sales for businesses by loosening outdoor drinking rules for special events. now, in

other news, the egg shortage and spike in prices has some international travelers getting a little creative, though maybe not in a good way. it turns out some people who are flying in from mexico are smuggling in eggs. the u.s. department of agriculture has a very strict rules in order to protect the u.s. egg industry, which is already dealing with an ongoing outbreak of avian flu. so if you're traveling abroad and you're hoping to bring in eggs, they will be confiscated. if you don't declare them, you could also be fined up to $10,000. i also looked up because we had a question this morning whether you could bring in cooked eggs like a hard boiled egg to eat during your travel. those are no, no as well. well, starting today, expectant families in hayward will have one less option. saint rose hospital, temporarily closing its family birthing center. but the closure could last up to 18 months. hospital first made that announcecement las fall, saying thatll 17 beds would close, allowing room to reimagine the use for that unit. the hospital also says it currently sees, on

average, less than one birth per day. well, it is almost the last song of the night for a popular south bay roller rink, but the owner is still hopeful about charting a new path. san jose's aloha fun center started six years ago as a temporary pop up at eastridge mall. it was only supposed to be around for a couple of months, but it proved to be so successful and popular that the owner managed to extend her lease on a yearly basis until now. she says the new closure date is set for march 23rd. i grew up roller skating at the original aloha roller palace that was on blossom hill, and it was such an immense part of my upbringing. it was where i spent every weekend. i was, you know, it was my social circle. it was where i had all my friends. it's, you know, i competed and i and i played roller derby. i learned how to fall and get back up. and this is kind of like falling and getting back up. we are losing our space, but we will get back up. she says she is still

looking for a new location, but she calls her deal at the mall a great experience for everyone involved. the mall has not said yet what kind of business is going to open in that space. instead, she wants to open an outside rink. today would be a good day for that. you know, we're all looking for things to do to enjoy the warmer weather and the sunshine. it gets even warmer as we head toward the end of the week. so let's get a look at what to expect as you're heading out, maybe going to lunch or enjoying a nice afternoon walk. it's going to be in the mid 50s. 58 degrees right now in walnut creek, or 54 as you're stepping out in palo alto in walnut creek. this is a look at the view right now. there is not a cloud in the sky. looks really nice as we go throughout the rest of the day. we go from upper 50 now to about 64 degrees. during the middle of the day, we'll see the high temperature between 2 and 5 this evening, and then going into later the next several days, it's going to continue to warm up. so most of us today in the mid 60s tomorrow may bring it

down a couple of degrees, especially in the north bay, where we are going to see more clouds coming in 62 degrees in napa and 64 degrees in san jose. but then by thursday, look at the bounce back that we'll see with highs in the upper 60s for concord, as well as 68 degrees in santa rosa. so we are headed for some warmer weather. w we're talking about 60 here. while much of the rest of the country is seeing single digit high temperatures. so look at kansas city, the high today, four degrees. i mean, this is just ridiculous with this bitter cold air, this arctic air that's pushing all the way into the south. so this is what you can call your family and say, hey, it's going to be in the 60s here. i know it will be in the 20s there where you are. and we're also dealing with this snow storm that's been moving across the midwest and unfortunately, kind of slowing down the efforts of the cleaning up the flood. we are going to see this quick moving system moving in here tomorrow. so we start out tomorrow morning with

some clouds in the north bay. we see a broken line of showers moving through, and it continues to weaken as it passes through the bay area. so not all of us will see the rain. the highest chance will be in the north bay. and then looking ahead, check out these temperatures. it's going to go from highs in to th. it's going to be nice to get that taste of spring that we'll see lasting for several days. we will work our way toward the warmer air once the rain passes. and look at all that sunshine. we'l see for the rest of the week into the weekend. it will also be slightly warmer early in the mornings, while san francisco will see a lot more 60s in the forecast. we'll watch out for some rain for tomorrow morning. kris and marcus that's like summer for san francisco. thanks, kari. well happening. now we are learning the identity of a victim of a deadly shooting in antioch last week in contra costa county. medical examiner identifying that victim as 22 year old jacob hernandez. it happened around 1030 wednesday
