a fight between a father and son turns deadly. what officers say led them to open fire in concord. good afternoon, everyone. i'm janelle wang. welcome to nbc bay area news at 4:30. our jodi hernandez is talking to investigators and

neighbors about what happened. we're going to get an update from her shortly. we are also tracking other stories on this tuesday, including police revealing new information about the teen stabbed and killed at santana row. what they're saying about his girlfriend, who was there at the time of the attack. also, controversy over a courthouse mural. why the naacp says it's racist and how santa clara county leaders are responding. our ian cull is tracking the story for us, and deep cuts already made, with more to come. the ongoing financial crisis at san jose state university and what it means for those on campus. but let's begin with that deadly police shooting in concord. it all started with a fight between a father and son. police say the son was stabbing the father when they showed up, and that's when they opened fire. let's bring in our jodi hernandez. she is live at the scene. and, jodi, what are you learning out there? well, police aren't saying much.

in fact, they'reot talking on camera at all. but this is the house where it all happened. police were out here all day. in fact, they just took down the crime scene tape and left the scene. now, what we do know is that at about 140 this morning, a caller dialed 911, saying a man had been stabbed by his adult son. according to the dispatch call, the two men were struggling over a knife in the living room while the caller hid in the garage. concord police say when they arrived, the attacker attacker was actively stabbing his family member. that's when police shot and killed the man. the father was taken to the hospital and police say he is expected to survive. again, this is still an active investigation. neighbors tell me that they are absolutely shocked that thisook place here. police are being tight lipped. but what else did neighbors tell you? anything about the family or what they saw? well, neighbors are absolutely devastated by this. they say that this was a great family. they tell me that this couple

has lived here in this neighborhood for about 30 years and raised their two boys here, who we are told were always good kids growing up. some of the neighbors did hear the gunshots, which is something they're not. they're not used to. they say this is a very friendly and quiet neighborhood, so it's something that they would never expect. one neighbor told us he's learned that the couple's son suffered from a mental health breakdown and tried to get help yesterday, but there were no beds available. that's in his words. and that neighbor says the man had an appointment to get some outpatient help today. neighbors say they are hurting for this family, and they want them to know that they are thinking about them and praying for them. oka jodi, live in concord. thank you so much for the update. also in contra costa county. we are learning the identity of a man shot and killed by police in richmond. officers say he was wanted on domestic violence charges. the contra costa county coroner's office says he was 51 year old jose mendez rios. that shooting happened a little

before 9 p.m. on february 4th near carlson boulevard, just north of cutting. officers say mendez rios refused to cooperate, and for some reason, the conflict escalated. police say he charged at officers with an object thought to be a knife. it was later determined to be a sheath, which is a protective covering for a knife. san jose police say they are chasing down leads after a teenager was killed at santana row. according to san jose police, the 15 year-old was stabbed after a fight friday night. a gofundme for the teen's family says he was out on a date for valentine's day when he was attacked by other minors. police told us his girlfriend has been working with investigators, but beyond that, there are few new details they can release at this time and they can't confirm how many suspects were involved. this was a tragic incident that happened in such a great part of our city, and so our detectives will not rest until they identify these suspects and bring justice to the victim. the

county coroner has not released the identity of the victim, but listed his home address as redwood city. his family is asking for privacy, and we did hear from friends at a boxing gym in redwood city who described him aa friendly and peaceful kid. the naacp is now calling for a mural to be removed from a palo alto courthouse, calling it racist and offensive. and it would appear the court agrees but can't do anying about it. nbc bay area's ian cull joins us now to explain the story behind this mural, and the fight to remove it. ian. yeah, so this mural is on the first floor of the santa clara county superior court in palo alto. and it covers a large wall dividing two courtrooms. and it depicts indigenous people kneeling in front of priests. now, the chairwoman of the muwekma ohlone tribe wrote in a letter to the court that it needs to be taken down, noting that in a place that is supposed to symbolize justice, it serves as a, quote, grotesque reminder

of a history steeped in trauma, violence, and dehumanization. members of the local naacp have joined the call as well, to have the 60s painting removed. we don't fly confederate flags in this county because it's racist, right? and confederate flags, which is historical as that painting is. so while we want to endorse or have on view a portrait that reminds the native population that they were enslaved by their captors. ian, what is the courthouse saying about this? yeah, we've seen many battles like this around the country, right, of getting statues or paintings removed. but that's the twist in this case. the court says it doesn't want the mural either. administrators tell us they asked the county to remove it four years ago, but say they can't do anything without the county's approval since it's county property. we reached out to the county for comment, but got no immediate response. but the san jose spotlight reports that the county has taken a position that it is an historical piece of art that cannot be painted over. and the spotlight also reports the county has said it would support

covering the m mural, b only if the court pays for it. and coming up at 530, a look at the next step in this fight to get this mural cleared from the court. we'll see you in a bit. thank you. ian. we have an update from the nation's capital, president trump's potential elimination of the department of education is creating a lot of uncertainty, especially among millions of students and families who rely on fafsa. that's federal student aid. so our friends at telemundo have set up a phone bank to answer any questions you have in english or in spanish. the number on your screen right there. one (800) 548-4884. this phone bank runs from 5 p.m. tonight to 630. declining enrollment means more cuts are coming for the entire california state university system. edsource reports that system wide enrollment is almost 3% lower than it was a decade ago. so to balance the books, csu

will now make cuts statewide, even at campuses like san jose state, where enrollment is actually up. in fact, sjsu has already slashed $58 million from its budget over the past two years and now says more cuts will need to be made. we have not filled unfilled positions. we have cut back on sections of specific classes. we have eliminated some programs in which there weren't a lot of students. other campuses have taken even more drastic measures, like sonoma state, which has now announced it's shutting down its entire sports program to help balance its budget. hundreds of teachers spoke out against possible budget cuts in contra costa county. they rallied this morning at doherty high school, challenging proposed cuts at the san ramon valley unified school district. that district serves roughly 30,000 students in the tri-valley. $26 million are on the chopping block, and teachers say that includes cuts to counselors and social workers. that's despite teachers reporting students need more

mental health support since the pandemic. we need to exhaust all possible alternatives before cutting classroom supports, before we lay off teachers, counselors, social workers. all of these critical people that impact students every day. they also called for more support from the state capital, saying the current model for education funds doesn't give enough. the superintendent tells us the board wants to minimize the impact to students and teachers, but they need to make sure the district is financially stable. well, this is an issssue they' been trying to figure out for years. los gatos wants to keep streets clear from santa cruz traffic. when highway 17 gets loaded with people heading to the beach. plenty of it spills into los gatos. the clogged streets aren't just annoying, they are a safety concern as well. a local commission came up with recommendations for town leaders, which include restricting vehicle access to university avenue and closing

we have been enjoying some dry weather following a week of rain and snow for the sierra, and after a mostly dry start to 2025, the snowpack has seen a nice boost since then thanks to our recent storms. let's bring in our meteorologist, vianey arana, for a look at the latest numbers and what is ahead and vianey those storms where they are helpful. how is our snowpack doing now? certainly were. and you know, it's a key component of our water supply. and it provides a lot for our ecosystem. thiss a live look right now. look at all that fresh powder. if you got a chance to visit this past weekend it was stunning for that. but numbers wise, let's talk the breakdown between north, central and south. so just to give you an idea, the rain stretches about 400 miles as a refresher. and it starts in northern california and ends in kern county. and look at that boost. we're at 96% of statewide average now, putting us out of april. first average of about 73%. the reason why that april 1st average number is important is the snowpack typically peaks around april. so that will be a

key component heading into what we can kind of keep around. once that snow starts to melt in the upcoming summer and spring months. now, right now, the north is at about 122%. compare that to the south at about 77%. now in the trend. looking out for the next 6 to 10 days. this map that you're seeing here. keep in mind this map is not a forecast. it's an outlook. so it's a probability. it does look like we're going to start to warm up janelle. and so once we start to see a warm up in temperatures notice here we're going to be well above average in the next 6 to 10 days right now really not just for california for a large portion of the west coast of the us. and as you know, whenever we're looking at the snowpack, we don't want to just look at the, you know, snow on top, but also the ground water and the water snow depth equivalent. so what are we looking like when it comes to the rain? well, this is a similar outlook for the next 6 to 10 days. and i know we're tracking those slight rain chances into tomorrow. but by slight i do mean slight. right now. it does look like over the next 6 to 10 days, we're still trending below average for

california. and what that means is we're not seeing huge storms in sight, at least not for the next stretch, which will be a nice break from all the rain that we've seen. it gives us a nice recovery as far as saturation in the soil, but right now 96% for the snowpack. not bad. but april 1st you said it could be down averaging right now in the 70s 73%. is that good or bad or do we want to be higher for april? i think for the you know, where we're at right now, we're doing okay. you know, just about i think 2 or 3 weeks ago, we were at a statewide average of about 67%. so those storms definitely brought a nice boost. and we're not done with winter. so we're going to remain hopeful for that. okay, we'll have a pretty dry week, but hopefully more rain after that. absolutely. we'll be back with those rain chances in a bit. okay. thanks. vianey. got it. some cities along the san francisco bay are actually sinking at an alarming rate. that's according to a new nasa led study examining the shorelines. scientists used satellite radar to track more than 1000 miles of california's coastline. pinpointing hotspots. and the study found four areas are sinking the fastest. san

rafael, corte madera and foster city, along with bay farm island in alameda that's right next to the oakland airport. they land in those areas. the land in those areas is subsiding at a rate of more than 0.4in per year. now, that may not sound like a lot, but it can have a major impact on our local flood risk. nasa predicts those local sea levels could rise more than 17in by 2050. that's more than double the regional estimate of 7.4in. a controversial pilot project in san francisco is back pedaling. the center bike lanes down valencia street in the mission district. they're coming down. the teardown began this morning, and conruction is expected to last at least two months between 15th and 23rd streets. the road will remain accessible. it's a major thoroughfare in the mission district, though sections will be shut down in phases. the pilot program initially wanted to create a innovative path for bikers to share the road, but it's had backlash from business

owners and bicyclists. though some we spoke to today say used to it. yeah, once people got used to it, at first it felt a little sketchy, but. and then now things are going to change once again. i mean, what does this mean for bikers? what does this mean for your commute? i mean, it is what it is. it is what it is. well, the next challenge is for businesses to redesign their parklets. sfmta has proposed this floating design. one business ner says he expects to have to spend around $10,000 for his redesign. it wasn't supposed to last this long, but a roller rink in san jose has become so popular, the owner is looking for a new spot to set up. now here's our marcus washington with more. well, it seems to be the end of the line almost here for a popular south bay roller skating rink. but the owner, still hopeful of charting a new path. san jose's aloha fun center started six years ago as

a pop up at eastridge mall. it was only supposed to stick around for a couple of months, but it proved to be so successful that the owner managed to extend her lease on a yearly basis. until now. she says that a new closure date is set for march 23rd. i grew up roller skating at the original aloha roller palace that was on snell and blossom hill, and it was such an immense part of my upbringing. it was where i spent every weekend. i was, you know, it was my social circle. it was where i had all my friends. it's, you know, i competed and i and i played roller derby. i learned how to fall and get back up. and this is kind of like falling and getting back up. we are losing our space, but we will get back up. now, liz says she is still looking for a possible new location, but she calls her deal with the mall a great experience for everyone involved. still not clear what the business will reopen in that space. her lease was not renewed. now, of course, we do have stories like this early in the morning for you when you join us for today in the bay.

silence from paul simon. fresh off the snl 50 stage, simon is announcing his comeback tour and he's making multiple stops here in the bay area. the rock and roll hall of fame singer songwriter gained fame in the 60s as part of the duo simon and garfunkel, but he retired from the road due to severe hearing issues following his 2018 farewell tour. but at 83 years old, simon appears ready to get back at it. his a quiet celebration tour kicks off april 4th in new orleans, and he's making three stops at san francisco's davies symphony hall in july. tickets go on sale this friday. well, this guy is stepping into the family business. the grandson of legendary raiders coach john madden got a new job with the washington commanders. jesse madden is joining washington as an offensive coach. he's graduating from university of michigan and coming off a national championship with the

wolverines. his late granddad led the oakland raiders to their first super bowl victory. to this day, he still has the most wins of any head coach in the franchise. let's get a check of our forecast now. it's been very beautiful. start to the week and we might have a chance of showers. depending where you're living certainly. and where you're going to be at tomorrow very early in the morning. but look at the temperatures. janelle 60 right now. so we're above normal and it's going to get even warmer. so let's get right to your forecast because notice the temperature change here in the san jose area we're running about seven degrees warmer already. so you're likely already feeling a bit more of that warmth. and here's what it looks like right now on satellite. so notice we do have just off to the north, some precipitation forming near that portland area as well. and this is what we're monitoring the next couple of hours. so let's talk about the temperatures in the next couple of hours. and san francisco at about 58 degrees. notice the increase in cloud cover as well heading into tonight, not just for san francisco, but you're likely already seeing that kind of mix

between the sunshine and the clouds, right about 64 degrees right now in san jose. notice we're not going to get too cold in the overnight lows. no freeze warnings or anything of the sort. but here's where we can expect to see that rain. so advances overnight into early tomorrow morning. notice is at around 715. a lot of the areas dipping in through santa rosa, san rafael, maybe some light activity for san francisco and around the coastline. but the amounts are really going to stretch more towards areas in the north. notice down through the south bay it says some scattered activity, but a lot of us likely won't even get to see that we're talking rain totals right now, a couple hundredths of an inch, if that, for most of even the north bay. notice here, so trace amounts for most as that system is a bit more to the north. but once we get that system passing through heading into thursday, we will notice an increase in the wind speeds. so i just want to give you a heads up. you're going to notice wind gusts could get upwards of 30 plus for some of those higher elevation areas. and we'll see that on thursday. so that's kind

more. a tow truck arrived tuesday afternoon to haul away one of two crashed cars that are parked at castro street, near waller. if you look closely at the windshield of the toyota sedan, you can see a bullet hole. residents who live nearby say the sound of gunfire woke them up about 330 early monday morning. i was sound asleep, but all of a sudden back back, back back, back multiple times. i thought 12 times. my wife said it was many more. she's a lighter sleeper than me. according to supervisor rafael mandelman's office, police recovered 17 casings on scene. it was the end of a chase that started a few blocks away in castro. that's where the victim left a nightclub in the neighborhood and was followed by two different cars. those cars apparently tried boxing the victim in, and their pursuit ended with a crash. according to police, that chase ended here at castro and waller, and according to police, that's where the victim jumped out of his car and ran off. and then multiple
