tuesday afternoon to haul away one of two crashed cars that are parked at castro street, near waller. if you look closely at the windshield of the toyota sedan, you can see a bullet hole. residents who live nearby say the sound of gunfire woke them up about 330 early monday morning. i was sound asleep, but all of a sudden back back, back back, back multiple times. i thought 12 times. my wife said it was many more. she's a lighter sleeper than me. according to supervisor rafael mandelman's office, police recovered 17 casings on scene. it was the end of a chase that started a few blocks away in castro. that's where the victim left a nightclub in the neighborhood and was followed by two different cars. those cars apparently tried boxing the victim in, and their pursuit ended with a crash. according to police, that chase ended here at castro and waller, and according to police, that's where the victim jumped out of his car and ran off. and then multiple

people from both of the pursuit vehicles got out and ran after him. police did not describe where the shots started and where they ended, but we spotted a bullet hole in the windshield of a car parked at lloyd and castro streets, and bullet holes in a couple houses on lloyd. residents told me off camera. police also recovered bullet casings on lloyd street. police say the victim was able to get away uninjured and called police for help. when officers arrived on scene, the two chase cars and the people inside were gone. now, police are trying to find images of this whole situation as part of their ongoing investigation, and neighbors are trying to figure out how to fix the damage to their shot up homes and crashed cars on the street. in san francisco. sergio quintana, nbc, bay area news. leaders of several oakland nonprofits are frustrated, saying they're being targeted in a new round of painful budget cuts. last week, a member of the oakland city council indicated that 13 nonprofits would be losing funding to save $2.5 million. opponents say the groups provide critical services

redwood city. san jose police say they are looking for several suspects, but tonight they are revealing very little about the investigation. san jose police say when they arrived here at santana row friday night, they found a 15 year old boy with at least one stab wound, a wound that ended up being fatal. tonight, police say they're actively looking for multiple people who ran from the scene. we can confirm that it involved multiple suspects, because when officers arrived or when officers received the call, multiple suspects were involved in this fight. but police haven't offered any description. according to a gofundme page that appears to be created by the victim's loved ones. the boy was on a valentine's day date with his girlfriend when he was attacked and stabbed in the heart. they added, quote, we lost our baby. today we asked police about the girlfriend referenced in that online post. they tell us she is cooperating with the investigation. good.

pearson airport. look at this video. it's new. it's from tmz. you can see the plane from minneapolis preparing to touchdown when it flips over and then crashes. first responders were able to evacuate. believe it or not, all 80 passengers. most of them just got out on their own. transportation safety board of canada is working to investigate exactly what caused that plane to just flip. conflicting reports on conditions, though, in terms of the weather. fire crews say the runway was dry at the time of the crash, but the weather service says there were 40 mile an hour winds and snow blowing on the plane. officials say a lot more investigative work is necessary. this would not be a time for us to have theory or to speculate on what caused the crash. so as i shared, you know, we have a number of agencies that are here that are responsible for doing a thorough and full and complete investigation to determine all the causal factors. luckily, no one died in this crash. passengers banged and bruised.

most of them suffered minor injuries, but there are two that are still hospitalized. well, the u.s. and russia met today to try to bring an end to the war in ukraine. president trump's top diplomat, secretary of state marco rubio, and two countries will appoint teams to work toward ending the war and to normalize relations between the united states and russia, not at the negotiating table. ukraine and european allies. nbc's julie sirkin has details from washington. just shy of three years since the start of russia's brutal war against ukraine, an intense effort is underway to end it. it's a senseless war. it should have never happened. today in saudi arabia, the first formal u.s. russia talks since the kremlin's illegal and unprovoked invasion. i came away today convinced that they are willing to begin to engage in a serious process to determine how and how quickly and through what mechanism can be brought to this war.

president trump, secretary of state marco rubio, along with his national security adviser and special envoy at the table with their russian counterparts in a 4.5 hour meeting. optimistic about what appears to be a seismic shift in relations but notably absent from negotiations. ukraine. president zelenskyy reaffirming there will be no deal without the war torn nation's input. also not invite. european union countries, including many that have felt the impact of russia's aggression unfolding in their backyard. rubio defending the move. so no one is being sidelined here. but president trump is in a position that he campaigned on. it comes after trump alarmed ukraine and european allies when he revealed he spoke to russian president putin, who has long been ostracized by the west. senators on both sides of the aisle visiting ukraine's capital overnight. i don't believe that any agreement could be done behind ukraine's back. of course, they have to be at the table. there are thousands of people who have given their lives to defend this country. we

are not going to see any kind of negotiated end to this war, unless there are security guarantees that people feel comfortable about. the trump administration abruptly ending the west's efforts to isolate russia and raising fears of handing putin too much power. as part of those high level talks, the u.s. and russia agreed to reestablish embassy staffing and improve diplomatic and economic ties. in washington. julie sirkin, nbc news. well, it turns out the job cuts are not over. in washington, the department of homeland security is bracing for hundreds of layoffs this week. that's according to close sources speaking with nbc. in a statement, a homeland security spokesperson said it's making sweeping cuts to get rid of waste and incompetence. sources told nbc the goal of the new cuts is to remove senior leaders who could get in the way of the trump administration's new goals. the cuts are top of hundreds of cuts to fema and other homeland agencies that began on friday. friday, the top official at the social security

administration has quit after clashing with elon musk's team. michelle king resigned over the weekend after refusing to grant access to the department of government efficiency, or doge. a white house spokesperson confirmed king's exit. the agency, by the way, manages payments for more than 70 million americans. other agencies in doj's crosshairs for cost cutting. trump has promised not to cut retirement benefits. doge has faced legal challenges over whether its staffers can actually access private data. okay. get ready for higher monthly payments. a u.s. appeals court has blocked the biden administration's student loan relief plan, known as save. the court sided with seven republican led states that filed the lawsuit. they argued that the former president did not have the authority to establish student loan relief plan, and was instead a move to go around the supreme court after it blocked his initial debt cancellation plan. the ruling comes as house republicans float proposals that could raise

federal student loan bills for millions of borrowers. lawmakers want to use the extra revenue to fund president donald trump's tax cuts. homebuilder confidence fell this month over concerns about tariffs, elevated mortgage rates and the high cost of housing. a survey of the homebuilding industry showed that sentiment declined five points to 42, in january. that is the lowest level in five months. now, anything below 50 is considered negative sentiment. it follows recent moves by president trump to propose tariffs on trading partners that could impact the price of building materials. i'm scott budman. big changes expected to come to a big bay area mall. we'll let you know what's in store just ahead. and growing concern over the health of pope francis. what the vatican is saying about his condition and why medical experts believe it could be

just a fraction of what we saw in the decades before the online shopping boom, and those still operating here in the bay area have survived by adapting to changing times. in san mateo, the hillsdale mall just released its plan to change. whether they're near the fountain or the apple store. shoppers at the hillsdale mall have gotten used to milling around outside. when we're with the family, then we love to have that outside space. in the future, if the mall's new plans are approved, they'll be doing even more shopping outdoors. among new businesses and more than 1000 new homes. our goal is to, you know, create a new kind of urban neighborhood, urban village, if you will, that will, you know, have retail and office and residential, all in a mix of uses. the south part of the mall, which is now enclosed, will be demolished and replaced with a more open concept,

including 2,000,000ft■!s of retail, commercial and residential space. the north part of the mall will remain, as is all, part of updating what many feel has become an outdated shopping experience. but i think it's good for the economy. the city needs to be more modern. i think we were stuck in the past a little bit. all right, moving forward, the formal application with all the planned changes is expected to be turned in sometimeround april. it will then go in front of the san mateo city council for review. jessica. okay. thank you very much, scott. well, expectant families in hayward now have one less option for birthing. starting today. saint rose hospital is temporarily closing its family birthing center for up to 18 months. the hospital says there's been a consistent decrease in the number of births, and that's created challenges in maintaining high quality services for the community. so it decided to close the center to re-imagine

that unit. the emergency department and other services at the hospital, though, will remain open. some troubling news tonight about the health of pope francis. his bout with bronchitis has become more serious. today we learned the pope is suffering from pneumonia and that he has infected both lungs. the good news. the vatican says he had a peaceful night, was able to eat breakfast and that he is well enough and is improving. but he will have to stay in the hospital a bit longer. the pope is hospitalized with a pretty serious infection. it's called a polymicrobial infection because it's not just one, but possibly two or more bacteria causing this degree of an infection. thousands of catholics have flocked to rome's gemelli hospital, where the 88 year old pontiff has been since friday. the pope canceled more public events through the weekend as he continues to recover. and a blast of cold weather across the country, it is reaching from central texas as far north as the canadian border. over 80 million people

under extreme cold warnings right now. wind chill as low as -50 degrees in montana and minnesota. and there have been at least 14 deaths from severe flooding in kentucky. emergency crews there are working on a deadline trying to rescue people before a new round of snow moves in. officials across the country are advising people to stay home and to stay off the roads. joining me now is meteorologist rob mayeda, and we've seen these really extreme bouts of severe cold weather in different parts of the united states, everywhere east of the rockies, really dealing with this weather. we're kind of in a bubble here in california. we got 60s, mild temperatures. but you mentioned those wind chill factors well below zero. let's take you on a tour of those subfreezing temperatures around the country. a lot to see here on the map as you look at bismarck, north dakota, -11. that's not the wind chill. that's the actual air temperature outside. wind chill factors 30 degrees below zero when you factor in the wind. but notice how cold it is farther south is you get into kansas

city just three degrees and 26 degrees in dallas fort worth. so look at the progression here. if the national travel outlook, if you have travel plans to chicago or dallas tomorrow, highs in the 20s around the great lakes. you factor in the wind. it feels a lot colder than that. 32 in dallas fort worth and 25 degrees in nashvil. about 60% of the country dealing with these cold temperatures, but not here in the bay area. instead, we've got 60s with overcast skies around san jose. a little bit of rain possibility tomorrow around midday around the santa clara valley, 63 currently in dublin. and as you can see over in san rafael, more of the cloudy skies at 59 degrees and overcast. currently in san francisco at 55 degrees. now. by tomorrow morning, rain chances start to drop into the north bay. we wake up to 40 and during the day, highs will eventually approach the upper 50s and low 60s. scattered showers around midday and then clearing skies as early as tomorrow afternoon, so storm ranger will start to see more of that activity late tonight on

into tomorrow morning, starting off in the north bay. and this is the timeline with this particular weather system. notice there's not much raiain.n fact, a few areas may miss out on any measurable rainfall. at times it may feel a bit more like heavy drizzle. anything substantial likely falls here in northwestern sonoma county, most places seeing less than a 10th of an inch of rain. but to see the most of what we get will comeme down dung the morning commute there in the north bay from 8 a.m. to 9 a.m, north of the golden gate, then approaching lunchtime 11 to 12, a few areas of drizzle and scattered showers around the central bay, but look at the clearing. by 3:00 tomorrow afternoon, things start to wind down and high pressure builds in and watch where the temperatures are headed. and this three d outlook three day outlook from thursday into the start of the weekend, mid to upper 60s as early as thursday. by friday, downtown san jose getting closer to 70 degrees. and as we move forward into the weekend, upper 60s bayside and low to mid 70 possible around the santa clara valley. so with the changes

we'll see for the second half of the week. is high pressure diverting what will be a pretty significant atmospheric river boosted storm to the pacific northwest. and notice the warm conditions here. rain chances over the weekend could drop as far south as maybe the north coast. mendocino county northward might see a few showers saturday, but the bay area looking dry and actually feeling a lot more like spring weather starting as early as friday. so a chance of some light rain tomorrow, clearing by tomorrow afternoon, and then after that, san francisco has a chance of upper 60s for highs and valley locations starting friday, but peaking just in time for the weekend could be looking at low to mid 70s. nice weekend on the way. a little bit of rain to deal with though, especially for the morning commute tomorrow. but then after that things dry out and warm up over the next seven days. we have to be so grateful. compared to the rest of the country, it is the exact opposite. yeah. all right. thank you rob. all right. coming up, trying to save for a rainy day the growing number of people that are setting aside money f

laying off workers. southwest says it will be cutting about 15% of its workforce at its dallas headquarters. that's over 1700 employees. they were told most of them are in senior leadership positions. the cuts start in april. the airline says impacted employees will get a severance package. southwest says it's laying off workers in order to lower costs. the carrier estimates the cuts will save about $210 million. now the three major indexes sliding into the green today. the dow gained ten points, the nasdaq added 15, and the s&p 500 reached a new record high after 52 weeks, adding about 15 points today.

that means san jose state, san francisco state, cal state, east bay and sonoma state. declining enrollment at most of the campuses across the state is the main reason. however, enrollment at san jose state is increasing and now students are fighting back. here's nbc bay area's damian trujillo. even with an increase in enrollment, san jose state is still paying the price. more cuts are looming in year 2526, just as they are across the csu system. san jose state has seen a boom in school enrollment. almost a 4% jump this year, welcoming the largest freshman class in campus history, making them an outlier in the csu system. being in the heart of silicon valley helped the university opened the college of information, data and society that is a new college at the university that focuses on ai social good things along that line. and we have students who want to come in and be a part of those programs. many otr
