about bitter cold. it's supposed to warmup soon. how can it be so cold for so long when we talk about climate change and global warming? >> if you're on social media or talking about water cooler, it's something you hear. what happened to global warming? it's frigid out here. here's a brief explainer on it. most of the cold air -- the sun doesn't shine in the northern portion of the hemisphere during winter. so it gets very cold. if we have a strong polar vortex, it keeps that cold out there. in the warming artic, that's where our planet has warmed because of climate change, that cold air can sink to the south. it's just our year that it's happened. let's look at january. january from coast to coast there was a lot of blue which means cooler than average.

julie, julia, what benefits do migrants generally get? >> reporter: i can walk you through it, kate. one benefit they get is the w.i.c. program so pregnant mothers can get benefits when they're pregnant and their children can get formula. there's free and reduced lunch for undocumented children in the united states. understand that particular program is for now off limits from these cuts. w.i.c. is on the table, something they're considering. another thing they might look at is what they do for some immigrants that can apply for welfare when they are in the process of getting asylum, when they're on parole and have been brought into the united states on a humanitarian parole program. there are over 800,000 migrants

from cuba, haiti, nicaragua and venezuela undeder e biden administration. they were allowed those benefits while they waited on a two-year temporary basis. we understand that's a quick target and something they may soon eliminate. they don't think any federal funding should be gointo help migrants on programs that have ended under this administration. >> yamiche alcindor, the president spoke yesterday saying that doge has saved $55 billion so far. is there any evidence to back up that claim and what is the plan for that money? >> reporter: it's a key question. there isn't any evidence of that $55 billion figure that president trump is saying doge saved. that being said, he has talked about line items and waste, fraud and abuse doge has found. they have terminated thousands of employees from the federal

government. there is some savings, but how much is the big question. the president is floating an idea to use 20% of doge spending to go to americans. that's on the table. the president said 20% of the doge cuts could go to paying down the federal debt. that's something else we're watching. a lot of questions and not a lot of details at this moment. >> can i ask about earlier this week the president signed an executive order on invitro fertilization treatments. what have we learned about what that order does? a lot of people are really listening. >> reporter: it's an important topic. nbc news was the one that broke the story that president trump when he was running fo re-election said he was going to mandate insurance companies through the federal government to pay for ivf, cover the cost of that program, which could be sometimes $5,000, up to $20,000

for families trying to have children. the president signed an executive order that doesn't do that promise. it says he's going to have domestic policy aides study reducing the cost of ivf and policies that could do that. they have 90 days to get back to him with a plan for how 20 reduce costs. one, this is not an insurance mandate that the president said he was going to do, but also it's not saying how do we make it free for americans. it's how to reduce costs. those are two different things versus what he said on the campaign trail and what he said here. he could be doing something that looks like an insurance mandate. there's a lot of questions. >> yamiche alcindor and julia ainsley, thank you. aye major milestone behind

on ukrainian president lodymyr zelenskyy, calling him a dictator. president zelenskyy was democrat democratically elected. the white house envoy is set to meet with mr. zelenskyy. richard engel is in kharkiv and joins us now. the u.s. has been one of ukraine's closest allies. the relationship seems to have soured so quickly. what are you hearing? how are ukrainians responding? >> reporter: well, there's a reaction from the ukrainian people. the ukrainian people are watching this with deep concern. the u.s. has been the essential ally for ukraine for the last three years. the ukrainian military has

fought long and hard battles. the ukrainian population have pulled together. almost everyone here volunteers in some way to help the national cause. you can't go to a shop and they're not selling bracelets or t-shirts to support the army or some volunteer group. without u.s. support, most ukrainians understand they probably would have lost more territory, if not the entire country to russia. russia's a much bigger adversary and has more troops. it's just a larger enemy they're having to fight. they're very nervous that president trump seems to be abandoning ukraine. i spoke to ukrainian civilians today at an underground school here. they still go to school here in shelters because there are frequent russian attacks. they were very nervous that russian troops who aren't far away could one day take over this city, if the americans stop giving military aid or president

trump decides he's no longer committed to ukraine's defense. this is not a war of words. this is a matter of life and death for the people here. for the government, i think it's becoming increasingly clear why this rift broke out and what president trump wants. i had heard early in the week that it was about this minerals deal, that when president zelenskyy refused to sign the deal presented by treasury secretary -- trump's treasury secretary, that the delegation was annoyed. they were pressured to signing it on the spot. short document, sign it right away and they refused. now we heard today from national security adviser waltz and trump himself saying the ukrainians shouldn't have rejected the deal, sign the deal. we still want to do the deal. it's still on the table. it seems this deal and ukraine's

refusal to sign it was an issue for trump and remains an issue for trump. todaday president zelenskyy tri his utmost not to pick a fight and escalate this. they were supposed to have a press conference. they didn't. after the meeting with president trump's envoy zelenskyy put out a statement on x saying how much he appreciates american's strength and all the united states has done. there was no mention at all of any past disagreements or any of the sharp words that have been thrown around. >> richard, the question is what where do the negotiations over ending this conflict go? >> reporter: there's been a loss of trust here. there is a sense in ukraine that the united states is no longer a reliable backer and that president trump doesn't really have ukraine's back and isn't in ukraine's corner and is much

(♪♪) our way. president trump's administration is taking aim at federally funded entities, which it calls, quote, waste and abuse. the local presidio trust, entrusted to preserve san francisco's historic national landmark, is now among those on the chopping block. nbc bay area's ginger conejero saab has more on president trump's plans. president trump has issued an executive order eliminating the presidio trust. that is the body that runs and protects san francisco's historic presio national park. now, it is important to understand that the

presidio trust works in partnership with the national park service and the parks conservancy. together, they maintain and operate this 1500 acre park, which has been a national historic landmark since 1962. the trust was created by congress in 96, but now, almost 30 years later, it is on the chopping block along with three other federally funded bodies targeted by trump's, commencing the reduction of federal bureaucracy executive order. the others include the inter-american foundation, the united states african development foundation, and the united statess institu of peace. according to the order, the presidio trust should be eliminated because it's unnecessary. in 2023, former speaker nancy pelosi announced 00 million from the federal government would be heading to the presidio as part of the inflation reduction act. in a statement, congresswoman pelosi said the presidio trust act was passed in a bipartisan way when

republicans held the majority in congress and has retained bipartisan support ever since. she goes on to say, in part, the presidio trust is statutory. it has been protected from assaults over time by its statutory strength. the next two weeks will be crucial. the head of the trust is now expected to submit a report to the office of management and budget, confirming compliance in san francisco, ginger conejero saab. nbc bay area news. in the south bay, a business owner is demanding change after her business was burglarized twice in the same day. busy fit meals only opened three months ago on mckee road in east san jose. surveillance video shows the moment someone shattered the window early yesterday morning. the owner says two people broke in and stole the cash register and shortly after the first burglary video showed someone entering through the same broken window and leaving with aprons. a person in the right state of mind isn't going in to steal a

oakland, as well as novato and 64 in san francisco. for san jose, we're also in the mid 60s. and then for tomorrow, it's a repeat of today, but maybe slightly warmer in the south bay as we start to see some low 70s there and more widespread 70 on saturday. it's going to be great to get outside and enjoy the sunshine and spring like temperatures. thank you kari. now to a follow up. in a late night vote, santa rosa school leaders have reportedly finalized at least part of their plan to close schools. the press democrat reports they agreed to shut down three elementary schools. brooke hill, albert bella will close this june, and steel lane will close next june. the board is still trying to settle planned closures for secondary schools, like one middle school and one high school, but for now, that decision is on hold indefinitely. and this follow up out of vallejo, where district leaders have finalized their plans to close schools. board members last night voted to close mare island health and fitness academy and loma vista environmental science academy. neither will reopen next fall.

daily". >> kentucky republican senator mitch mcconnell announced today that he will not run for re-election next year. the longest serving senate party leader has been in the chamber since 1984. he's experienced a series of medical issues in public. he said representing the commonwealth has been the honor of a lifetime. he chose to make the announcement today on his 83rd birthday. the former president of spain's football federation has been found guilty of sexual assault. the charges came after he publicly kissed a female player after spain's 2023 world cup victory. the case sparked nationwide debate in spain over sexism in sports. he was fined over 10,000 euros, but avoided jail time. he said the incident was consensual and planned to appeal. hamas has turned over the bodies of the youngest hostages taken from their homes after

that october 7th attack. a 4-year-old and 9-month-old were taken with their mother on the day of that attack. four coffins were placed on a stage before red cross vehicles drove away with them. israelis gathered along the road to pay their respects. israel's ministry of health is in the process of confirming the identities of the bodies. the defense department is being told to cut $50 billion from its budget next year. the department said the money will be reallocated and used for other programs aligned with with president trump's priorities. the move comes after nbc news learned that doge has been at the pentagon since tuesday. courtney kube joins us. she covers the pentagon for us. can you put that $50 billion in context with us? what programs could be impacted?

>> reporter: we're talking about across the board cut of 8% of the dod budget. there are 17 different departments or commands, various areas that have been exempted because the trump administration says that they are working towards things that are aligned with the priorities of the donald trump white house and the pentagon under secretary of defense pete hegseth. those include things like the southern border, prioritizing the indo-pacific command or the threat from china. the things we expect to be cut are not in line with the trump administration priorities. that includes diversity initiatives, dei, climate change funding. we keep talking about this as a cut of $50 billion. this is taking about $50 billion in programs that the trump administration does not support and reallocating that money towards the sorts of programs that they do support. now, it's -- i will say every

time there's a change in administration, especially if it's a change in party, there are changes to the budget. that's the right of the president when he comes into office. 8%, a cut like this, this is unusual. it's much higher than we usually see in a transition from one to another. it's one of the reasons it's getting a lot of attention. >> something else that might be unusual, you have reporting that secretary hegseth could fire me generals at the pentagon as soon as this week. what do we know? >> reporter: the reason this is so -- again, the president has the ability to bring in the men and women who he wants in his senior leadership jobs. the reason this is unusual is because these are people who, according to officials, are being targeted because they worked for a former secretary of defense lloyd austin. they were assigned to diversity initiatives or if they have views counter to president trump's priorities at the

pentagon. the reason it's unusual is these are senior general officers who for the most part are carrying out the orders given to them by their civilian leaders. it seems they're being targeted for carrying out the orders they were given. >> courtney kube, thank you. new york city mayor eric adams job is safe for now. a source tells nbc news new york governor kathy hochul will not remove him from office, but will impose guardrails on his administration. >> mayor adams appeared in court yesterday as the justice department moves to drop the corruption case against him. several federal prosecutors resigned in protest. a federal judge has not yet decided if he'll dismiss that case. two people have died after a midair plane collision at an arizona airport. it's just the latest aviation accident in recent months that put a spotlight on the safety of air travel.

it comes as the trump administration fired faa employees. joining us now nbc news correspondent liz kreutz. what do we know about what happened yesterday? >> reporter: so sadly we know that two people died from this midair collision. these were private planes that collided outside a small airport outside tucson. it's an airport that does not have an air traffic control tower. it's not uncommon -- it's common for there not to be one at small airports. thousands of planes fly in and out of the these airports. it's up to the pilots to keep safe distances. we don't know the cause. the ntsb is on scene. sometime around 8:30 in the morning in arizona these planes collided. the cessna plane, that was able to land safely. two people survived. sadly the other plane, a

lansairplane erupted into flames and the two people on that plane died. >> liz, as viewers know and you know, it's the latest aviation accident in recent months. feels like they've been compounding and coming as the trump administration fired hundreds of faa employees. is that expected to impact air travel safety at all? >> reporter: i mean, you know and i know -- people are posting, what is happening? we keep hearing big and small planes, airline incidents. it's a troubling time for the airline industry. it's the sixth incident we've reported on here. a lot of concerns and then the reports from the faa union that the trump administration has fired about 300 employees. we know that those are maintenance mechanics, environmental protection specialists and aviation safety

assistance. the acting faa director sent an email to employees defending these firings saying they were probationary employees, temporary employees and they did not let go of performed safety critical functions. our expert said airline travel is more safe than driving your car. he's not concerned about safety. he said the aviation system in the u.s. is old and requires maintenance. his concern with these cuts is more about being able to maintain and update the systems. he's concerned it could lead to potentially a reduction of flights if they can't keep the systems maintained. >> liz kreutz, thanks so much. a group of scientists in new york is working to identify new cases of bird flu. since 2022 a severe strain of the virus has been detected in wild birds in all 50 states leading to outbreaks among
