weatherwise. morning. it's starting out really nice across the bay area. some patches of fog here and there. we've seen it in parts of the tri-valley in the east bay, as well as the north bay. but then take a look at the temperatures in a lot of spots. it's a little bit cooler than it was yesterday. now down to 45. in santa rosa and sonoma, it's 49 in oakland and 49 in fremont. as we take a look outside in san jose today, visibility not so bad, at least downtown, but we've seen the fog farther south and we will see it gradually clearing out as we go throughout the day and temperatures back to what we had yesterday afternoon in the mid to upper 60s. we'll talk aut a little bit of a warm-up coming our way in a few minutes. mike, you're seeing a crash clearing for the from the peninsula. that's right. highway 101 right around 30. it should be cleared in the next few seconds. no slowing shows up and light traffic. i want to zoom this camera out, though. from the peninsula.a. look in the east b. kari talking about the fog. the road weather index registering in denser fog where there's that yellow highlighting with a mustard color. so watch for

that. that will be a major impact on your commute. right now chp has got alerts for basically all the bridges north of the san mateo bridge as you're coming across. no slowing, but there will be visibility issues. especially look at the benicia, carquinez bridge and then even over here, the golden gate bridge. you do see lower speeds, even though it doesn't highlight as yellow on our maps. be aware. back to you. thanks, mike. later today, one of the five teenagers accused in the valentine's day stabbing death of a 15 year old boy at santana row will appear before a judge. however, he's not the one accused of wielding the knife today in the bay's kris sanchez joining us from the newsroom this morning. kris, a heartbreaking story. and the accused killer just 13. right. so that is really another part of this tragedy. the suspected killer, just 13 years old. but because he is in the juvenile justice system, he may not face the kind of justice people might expect. the 18 year-old facing a judge today is an adult and will face very adult charges. emmanuel sanchez damien is expected in court today. he is among the five suspected gang

members accused of confronting the 15 year-old victim, david gutierrez, as he was on a date with his girlfriend at santana row the evening of valentine's day. the other three suspects are 16 years old because the suspect, who is accused of stabbing gutierrez, is just 13. he is likely to remain in the juvenile justice system and is likely to do eight months or less in an unlocked ranch facility. the san jose police chief says gangs know this. adults and gangs are exploiting the leniency of our juvenile justice system, recruiting underage members to commit horrific acts of violence on their behalf. why? because they know that a 17 year old, 15 year old, or yes, even a 13 year old is unlikely to face consequces anywhere near as severe as an adult would for the very same crime. our legal analyst explained to us that state law changed in 2019, making it more difficult to move juveniles into adult court, aiming for

rehabilitation instead. this is especially true for offenders under the age of 14. over the age of 14, they could be held in custody, even not in adult custody, but juvenile custody until they're 25. this case is so egregious. san jose mayor matt mahan is calling on state lawmakers to take another look at this juvenile justice reform. we will be in court when that lone adult, the 18 year old, faces the judge today. as for motive, police say the victim was just in the wrong place at the wrong time. laura, the whole thing is just so tragic. so many young lives affected here. thank you, chris, for the latest. it is 504. there is actually more confusion this morning for millions of federal workers. a deadline passed to respond to an email they got over the weekend, asking them to explain what they accomplished last week. the federal government later stated responding was optional. but now elon musk says once again, employees who don't comply will be fired. today in the bay's alice barr joins us live from washington this morning. there

is so much push and pull here, alice. laura. that's exactly right. and nbc news is trying to get to the bottom of it. we've put in a request with the white house to confirm whether the latest message from elon musk is the last word, and we're waiting for clarity. we're also learning of another 1400 layoffs deemed non-mission critical at the department of veterans affairs, as workers across the federal government are wrestling with how to respond to that proof of performance email. a new twist this morning, after the midnight deadline passed on that controversial email asking government workers to explain what they did on the job last week. department of government efficiency head elon musk posting overnight, quote, failure to respond a second time will result in termination. that after the trump administration told the heads of federal agencies that responding was voluntary and several departments dealing with classified information, including state justice and

defense, told employees to wait or not reply. even as president trump defended the demand, what he's doing is saying, are you actually working? a california lawsuit by a coalition of labor unions aims to block any firings connected to the email. mark smith represents veterans affairs nurses. when i go to my own health care provider, i want that provider to be laser focused on my care. i don't want that provider to have to be worrying about, you know, emails that they're getting from some unelected billionaire while at a town hall in missouri. a large crowd confronted one republican representative. we are being discounted by those in washington claiming that we're the swamp and we're the fraud, waste and abuse. no. lawmakers divided asking people to justify their work, i think, is a reasonable step. there is a way to do this that is proper, that is lawful, and also treats our

federal employees with a little bit of dignity. three sources tell nbc news responses to the email would be fed into an advanced ai system to determine whether an employee's work is mission critical, leaving federal workers at a critical crossroads. and we're hearing from house republicans that a group of them is set to meet with president trump today. some are planning to press for more information and more compassion toward federal workers. after getting an earful at town halls across the country. laura. all right. so much to follow there. alice, thanks for the latest. well, this morning, south bay us congressman ro khanna holding a virtual news event with more than a dozen federal workers. he says that group. they were fired this month by the trump administration from several different federal agencies. six of those participants voted for trump. congressman khanna is calling for their jobs to be reinstated. now, we plan to attend that town hall and bring you the update during our 11:00

newscast this morning. and defense secretary pete hegseth is visiting guatemala, guantanamo bay today. that's where unauthorized immigrants have recently been held prior to being deported. hetty plans to meet with u.s. service members to tour the center. he'll also receive briefings on the current base operations. well, developing now, we continue to track the health of pope francis. this is a live look at the hotel. the hospital where he is staying. he's been there for quite some time. the vatican, however, now says he rested well throughout the night, with his condition slightly improving, but he does remain in critical condition. the pontiff is continuing to battle double sided pneumonia. the holy see says the 88 year old woke up to continue his daily treatment and is eating normally. they say a mild kidney insufficiency spotted over the weekend is no longer a cause for concern. the pope did meet with vatican leaders at the hospital to discuss candidates for sainthood. happening today, more

bay area school districts will struggle, will struggle with that decision surrounding painful cuts and school closures. that includes san jose's franklin mckinley elementary district. now, leaders there are weighing, closing or consolidating five schools to offset a $22 million deficit. that meeting gets underway at 3:00 this afternoon. well, san francisco school closures are off the table, at least for now. but board members today will finalize a plan to lay off more than 800 workers. that includes close to 400 teachers, along with staff and counselors. san francisco unified faces a deficit exceeding $100 million, and santa rosa district leaders will reportedly hold a virtual town hall today. following last week's decision to close three middle schools. those students will attend nearby high schools when their current school closes. the decision last friday followed a move earlier in the week to close three elementary schools. the closures will save more than $20 million in this year and next budget. the press

democrat reports today's town hall will allow leaders to respond to parents questions. it is 510 taking a live look outside of the bay bridge toll plaza. look at that fog sticking around this morning. we'll check that morning commute with mike in just moments. but let's talk about the weather with meteorologist kari hall. and we have seen some denser fog this morning compared to yesterday. so in some spots, visibility down to zero. we're seeing that in the north bay as well as the east bay. oakland at about a 10th of a mile visibility and a quarter of a mile through the tri-valley as well as concord. just allow some extra time to get to work this morning. in some spots we are seeing the fog just above the roadway, but we are starting out with upper 40s and low 50s. as you're heading out the door for the commute. antioch. we're going to be cloudy through about 8:00 and then sunny the rest of the day. we'll definitely see much more sun than we did yesterday afternoon, so we'll talk more about that in a few minutes. mike has a look at those rising gas prices. yeah, we scan the south bay. san jose clearly dominates the top ten. they have

in focus today it's data on home prices and consumer confidence plus earnings from home depot. elon musk's spacex is looking to deploy starlink satellite internet terminals to help speed the upgrade of the faa's it networks, bloomberg reports. the move raises further questions about conflicts of interest for musk's business empire and the future of a $billion contract the faa awarded to verizon in 2023. now, sources say musk approved the shipment of starlink terminals to the faa last week, and one has been installed at an air traffic control technology lab in atlantic city, new jersey, for testing. the faa confirming the agency is testing the new terminal in new jersey and two at non-critical sites in alaska, and anthropic launching a new ai model, which the startup designed to think about questions as long as users want it to. anthropic calls it the industry's first hybrid ai reasoning model, because it can give both real time answers and thought out answers to questions. the new model

girl's growing up there. i know. ten years old. changing hands, changing roles. oh. i want to go home. the girls will come in a whole newsroom. yeah. all right. hey, let's check the forecast for today. it was lovely yesterday. yeah. and we're going to get some more sunshine today. i know the clouds kind of lingered for a while yesterday. it's going to clear out a lot more quickly. but right now we're dealing with the dense fog. and it is really bad in some spots where we've seen visibility cut down to basically nothing. so be very careful driving through marin county this morning, as well as in oakland, where visibility is at about a 10th of a mile. and we've also seen it pretty thick in some spots in parts of the east bay. so as you're heading out, just a heads up about that. once the fog clears, people may be headed to the beach with the warmer weather, but just a heads up that there is a high surf advisory in effect, as we could see some of those breakers topping 15 to 18ft. and also the sneaker waves will have a higher risk today. you want to keep

your safe distance from the coastline. we're currently seeing those waves in bodega bay building up to about 18ft. it's at about eight feet for santa cruz, but we'll get higher throughout the day. and that's where temperatures will make it into the upper 60s. we're also going to see a high of about 68 degrees for much of the inland east bay and up to napa, 68 degrees. but then when we take a look at tomorrow, even warmer with a lot of 70 on the map here. 73 will be the highh temperature in palo alto, and also seeing some 70 for the south bay, with the warmest temperature in san jose and gilroy at 77. and then for thursday, it's also still very nice and warm. looking ahead, we are going to see some weakening storm systems approaching. very slight rain chances all the way up until sunday, when we are going to see some rain and sierra snow. sierra snowpack is doing okay. we're at 88% of normal all across the sierra, and once that next storm system comes in, it looks to bring us very light amounts of snow for

early next week. so not expecting any major storms in the sierra or here in the bay area. with those rain chances starting to increase on sunday, as well as some cooler weather on the way. mike, you're seeing all that fog out there and out there. look, looking at the shot. i'll tell you right on top of the screen, says san rafael. southbound 101. the cars disappear into the fog. when you're driving, it's not quite as bad here, but let me show you that on our maps. the road weather index. this mustard color here doesn't even register in san rafael, where our camera is right about there. so just because it's not highlighted yellow doesn't mean you won't have fog. visibility is a concern all around the bay and across all these bridges. chp gave plenty of advisories, so just know that that will be a factor slowing you down. highway 4th may see a lot of fog through this area where we already see slowing. that's early. earlier than we see. much slowing over at vallejo. the rest of the bay. that's the big warning is the fog, especially the tri-valley. back to you. thanks so much. 522 right now. making changes to its

the next generation is fully invested in protecting our planet, and san francisco state has revised a graduation requirement that will now cover climate justice. this is the first major university requiring students to take a course explicitly on climate justice, not just climate change. climate justice focuses on the unequal impacts of climate change on underserved communities and places that are sometimes the least responsible for the issues. the co-director of san francisco state's climate hq says students and professors from all kinds of majors have been asking for this type of material. for example, we have a new course on climate change and refugees, climate refugees, which is just really meeting

a mile. visibility pretty widespread throughout the east bay, where our temperatures are starting out in the mid to upper 40s, but headed for the upper 60s for later today and tomorrow will be even warmer as the sunshine continues. and mike, you give us a look at the foggy bay bridge toll plaza where traffic is relatively light. it's going to really build over the next few minutes, but you notice the headlights, how much they glow, folks. that's why we don't use the high setting on the beams, because then fog can actually make it tougher to see a little orb of light in front of you at nighttime. tough to see. the metering lights are not yet activated. they don't have high or low settings on the metering lights. they're just on or off and they're off right now. but look how much fog is registering that mustard color around the bay, kari advised slowing down. and i think that's what's happening on highway four through concord. we've seen early slowing out of pittsburgh this morning, and that's likely to have fog along the water's edge there. as you're coming through the area just south of the delta. notice these travel times. highway four, vasco road, almost at a half hour mark. and that's early, especially given

the volume of traffic. although it is a tuesday, we expect more slowing than yesterday. this is much closer to a half hour than we usually have at this time. 530 in the morning as we look at the area as well, coming down the 680 corridor, the tri-valley, the castro valley area, the dublin grade, these are all going to see a lot of fog, slower drives advised through sunol and 80 coming down toward fremont. although the roadway looks alright in the southern part of fremont, where we're now starting to fade, the visibility much better as far as the south bay and peninsula go. but we'll take a peek at that. coming up, guys, back to you. sounds good. we'll check back with you. a suspected drug dealer tied to two deadly overdoses scheduled to face a judge today. now, this as loved ones, mourn the loss of two people whose lives were cut short. teenagers today in the bay's ginger conejero saab is live outside of santa rosa high school. and i understand the memorial behind you there continues to grow. that is correct. laura and marcus. the growing memorial here at santa rosa high school just shows how

much this community is mourning the death of the victims involved in this tragedy. you can see the balloons, flowers and signs with messages left behind for one of the students. it comes as the press democrat is reporting that the man arrested for dealing these narcotics will appear in court at 830 this morning. now, one of the victims, gia walsh, attended this high school. her boyfriend, who also died, went to montgomery high nearby. now they are two of four teenagers who are believed to have overdosed on fentanyl over the weekend. a tragic moment for this school community, but incomparable to the pain felt by a victim's mother. i. i need her. i badly. that is veronica campers, the mother of 16 year old gia walsh, gia and her 18 year old boyfriend logan, died of a fentanyl overdose over the weekend. gia was found unresponsive saturday night.

investigators believe the teenagers thought they were taking cocaine, but it was instead fentanyl. she was fair and just and she was lovely. she was a darling and i will never have more love for anyone in the whole world. ever. ever. santa rosa police have arrested the man they believe is responsible for providing the teens with drugs. a 21 year old who investigators say packaged the drugs in baggies with peace signs and spades. now, police are investigating the connection between the walsh and camp deaths with two other teens who overdosed in a similar fashion early saturday morning. a 14 year old girl and a 16 year old girl remain hospitalized. now, marcus, we will be bringing you updates throughout the morning as we are expecting that that man arrested and believed for

dealing these narcotics will be in court. we'll bring you updates both on air and online at nbcbayarea.com. we're live in santa rosa, ginger conejero saab today in the bay. so many people affected here. all right, ginger, thank you. well, this morning we are moving you forward with gut wrenching decisions facing school districts here in the bay area as they try to close some large holes in their budgets. today in the bay's bob redell joins us live this morning. and bob, today we could learn how many teachers in san francisco could possibly receive those pink slips. correct. good morning to you, laura. tonight, the san francisco board of education will vote to finalize and authorize the preliminary layoffs of 559 employees, which represents roughly about 6% of the 9000 people who work within san francisco unified. of those being considered for layoffs, 395 are teachers. the remainder are office workers, custodians, and bus drivers. the board will

also consider preliminary layoffs notice for more people. this would be in the coming months for another 129 employees who work in the central office. now, the school district says it needs to make these cuts to make up for a $113 million deficit for next year. tonight, the board is only deciding the number of employees, not the who. not who those employees will be. that would come out after the vote, with the first round of pink slips being sent out by march 15th. the union that represents the teachers is pleased to see that the administration, not just teachers, will share in this sacrifice. well, i think what's important about this budget is that for the first time, we're seeing a significant of central office positions, permanent ones, about 290. so i think it is important that that's being placed there, because we can't just keep cutting from school sites when we have a overbloated central office. and that's been made aware through many reports. so i think it's a step in the

right direction, reducing central office to that degree. but as i said, the instability is not something we want. tonight in the south bay. the franklin-mckinley school district board will meet again to discuss and deliberate on whether or not to close at least five s schools because of fallig enrollment. a the 50 teachers could also lose their jobs. the district says enrollment has plummeted the past 14 years, which has led to a budget deficit of almost $23 million. a reaction has been sharp, especially for parents at jason dahl elementary, named after the heroic united pilot who died on nine over 11. parents tell us they'reorried about their kids who already have had to go through covid and now may have to switch schools. and just last week, the santa rosa city schools board, they voted to close three elementary plus three middle schools to make up its multi-million dollar deficit. the press democrat reports that later today, the

principal of slater middle school, that's one of the schools slated for closure, will hold a virtual town meeting to answer questions for parents of students there. reporting live. bob redell today in the bay. and no doubt they have a lot of questions and concerns. thanks so much, bob. well, developing right now, the midnight deadline has come and gone for more than 2 million federal workers. and this morning, there is still confusion surrounding that ultimatum recently sent out by elon musk. now, workers were ordered to respond to an email by 11:59 p.m. eastern standard time last night. they were told to list their accomplishments for the week or risk losing their job. as that deadline approached, the white house started calling the response voluntary. some agencies actually told workers not to reply. that includes one bay area woman who says that her department told workers any review would be done internally, and says that the past month has been stressful and chaotic. a lot of psychological warfare. it feels like a lot of scare tactics, and it's easy to fall

policy research urges apple to follow their company's retreating from dei initiatives. the same group presented a similar proposal to costco last month that was rejected. the outcome is expected today. during apple's meeting. the company has said its dei program is an integral part of its culture. one of the accused participants in an attack that killed a 15 year-old at san jose, santana row, is expected court today. 18 year old emanuel sanchez damien is due in front of a judge later this afternoon. he is one of five people accused in carrying out the valentine's day stabbing. the other four are all under the age of 18, with a 13 year old thought to be the primary attacker. legal analyst stephen clark says state laws changed in 2019, so it more difficult to move juveniles into adult court. he also says someone under the age of 14 will likely be treated differently by the criminal justice system, compared to a 14 or 15 year old who could be in

the first burst of traffic may be starting to ease off a little bit. we'll watch as that commute starts to change according to your patterns you can expect. well, we're getting new details about an officer involved shooting in east oakland. this happened just before four yesterday afternoon near 92nd avenue and g street. that's near highway 880 and oakland arena. police got a call that a man was pointing a gun at people in that area. but when officers arrived, he turned the gun on. police officers say the shots were fired and the suspect ran. police found him again and more shots were fired. that man was hit and is being treated for his minor injuries. officers involved in that shooting on administrative leave at this time pending an investigation. 548 right now. a scare for delta fliers on board a jet which has just taken off from atlanta. their boeing plane was forced to turn around yesterday after the cabin filled with a haze or smoke of some kind. the faa is not saying for certain what it

was, but the plane landed back in atlanta. all passengers safely evacuated on emergency slides. one aviation expert believes he knows what may have happened. this is likely an air conditioning or pressurization issue, and that would not have these people in danger at all. this marks the second similar incident for delta in a matter of days. on saturday in australia, bound plane returned to lax before safely landing. the faa is investigating both incidents. well, tax season is underway and a majority of americans will need to file their taxes in less than two months. this comes as thousands of irs workers are losing their jobs as the trump administration tries to cut costs. so what will this mean for taxpayers? well, senate democrats on the finance committee warned last week that massive layoffs could delay tax refunds and hurt taxpayer services. we actually spoke with the national association of tax professionals on what these cuts could mean, and they tell us

that the key is to be prepared, submit error free tax returns, and don't panic. so don't rush to file, but also don't delay to file, because if we're going to have things like system crashes, system crashes are normally caused by excess volume, and there's a lot of volume at the end of the filing season to begin with. so imagine then, if you decide, well, i'm going, i'm going to wait. no. if you're ready to file file use direct deposit. make sure we got a clean entry up front. use the where's my refund tool so you can prevent having to try to have person to person contact. now the association has not seen processing delays for refunds at this point. and they say that it will still take about 4 to 6 weeks for returns to come back now. anything you can do to avoid having to contact the irs will also help save you some time. one new york city mcdonald's is taking the unusual step of carding people at the door, not because it serves

alcohol. rather, it's an added layer of security following a recent attack on a security guard. the mcdonald's is located in brooklyn's flatbush neighborhood, in an area considered high crime. last week, a group of people wearing ski masks attacked a guard who was luckily not seriously injured. police say officers have responded to hundreds of calls there over the past t few years, but now people under 20 are now being allowed inside without a parent or guardian. that change is drawing mixed reactions. mcdonald's man like, why do they have to have an i.d? i think for safety reasons is necessary. i just think they're generalizing all of the teens. the franchise owner there tells our sister station the restaurant gets way too chaotic once school gets out. it's now doubling the number of guards on duty and extending its hours. well, new for you this morning. the big escape from alcatraz, now three months away. and the

triathletes who are participating. well, they're training away. they better. two of them are actually a married couple. they're training together for the race, which is a one and a half mile swim, an 18 mile bike ride, and an eight mile run. if you're thinking my partner and i could never do it. well, disney williams says training together is actually being good for wedded bliss. i think training as a couple, just understanding that you're you're doing something hard together. and so there's going to be challenges. there's going to be days where you're both tired and, you know, housework still has to get done. but then you're a team. disney and her husband, tyler, live in alaska, but they're looking forward to getting back to their bay area roots to test themselves. she went to stanford. he went to uc santa cruz in danville. hi. growing up in the east bay, i remember making school trips out to alcatraz and hearing kind of the infamy of the escape attempts that either were or weren't successful. and as a kid, you always kind of question

your way to work this morning. and then once it clears up, people may be heading to the beach today. but there is a high surf advisory, in effect, a beach hazard statement for much of the bay area coastline. and we are currently seeing waves in santa cruz at nine feet. it's at 20ft at bodega bay. and i do think the waves will continue to build higher, closer to that 15 to 18 foot range, and also the risk of sneaker waves and rip currents. so we're going to see temperatures in half moon bay in the upper 50s and low 60s through the afternoon. but look at all that sunshine. the fog will clear out and roll away, while the inland areas will have some very cfortable temperatures with highs in the upper 60s. this will be very much like what we saw yesterday. and then tomorrow we see the big jump in those temperatures all across the bay area headed for the low to mid 70, even upper 70s for the south bay down to the south county and about the same on thursday, only coming down a few degrees. looking ahead for morgan hill, it's going to be warm throughout the week, but then the weekend the
