more housing. this is today in the bay. it's thursday morning. thanks for making us a part of your morning. i'm marcus washington, and i'm laura garcia. we're inching closer to that weekend. all right. we'll get a look at that morning commute with mike in just a little bit. but let's talk about the forecast. is been lovely. yeah, it has been pretty nice out there. and that continues today. a little bit more tomorrow. but we will see more clouds coming in. here's a look at our clear view as we're waking up and heading out on this thursday morning. and the warm temperatures continue today, but then tumble by the weekend. and we'll be watching out for rain coming in late on saturday. as you're heading out right now, it is 46 in oakland and 41 degrees in sonoma. 54 in san francisco, while san jose is in the upper 40s. look at these temperatures. it is not supposed to be this warm, but i think it's a welcome change that we are getting a little taste of spring early before we are looking forward to more rain as well as the return to winter. so take a look at y your

microclimate. with concord today reaching 7577 in oakland today. and mike, you continue with the traffic alert on the peninsula. is the alert south 101 jams up. there is a crash and possible and a fuel spill, which possibly may have leaked off of the freeway. there are train tracks nearby, so caltrans is checking the tracks, but no reports of any delays here. south 101 is jammed up basically from candlestick all the way down past sierra point parkway. clear by the time you get through south san francisco. but if you need to get past that, you might want to investigate. 280 on the peninsula in the east bay, we have 680 southbound, which is jammed up out of pleasanton all the way to andrade road here. also only one lane open. there are two big rigs that got into a crash. one was on the shoulder, the other was in lanes only. the express lane is open to everyone as you travel south because of the restrictions, they need a larger tow truck. it's in route to try to get here but not there yet. that is jamming up the tri-valley and down toward the south bay. over here, contra costa county shows a pretty standard build, and actually not so bad for the upper eastshore

freeway. back to you. thank you very much, mike. well, breaking overnight, a hollywood legend has been found dead in his new mexico home, along with his wife and dog. all right. popeye's here. actor gene hackman has died at the age of 95. his role as popeye doyle in the 1971 film the french connection won him best actor oscar. more than a decade later, he won best supporting actor for his role in unforgiven. some of the other classics films include hoosiers, the firm, young frankenstein. police say hackman and his wife, classical pianist betsy arakawa, were discovered inside their santa fe residence. their deaths are still under investigation, but foul play is not suspected. another key ally heads to the white house today to meet with president trump. this comes a day after the president held his first cabinet meeting of his second term. today in the bay's alice barr joining us live from washington this morning. and alice, it was a non member of that cabinet who actually took center stage during that

meeting. marcus we're talking about elon musk. and he was not physically. center stage because he didn't get a seat at the table because he's not a member of the cabinet. but he certainly spoke at length. and president trump went to him first to speak about his efforts to slash federal spending. president trump has backed and did yesterday, those spending and workforce cuts. president trump hosting the uk prime minister today at the white house as a battle over foreign aid, reached the supreme court overnight, chief justice john roberts temporarily blocked a lower court's midnight deadline for the trump administration to release $2 billion in funds frozen since january. foreign aid groups had sued to continue their work and pay already due vendors. the supreme court weighing next steps, asking both sides for more information by tomorrow. we put together a great cabinet in president trump's first cabinet meeting wedndnesday. cuts to usaid took center stage along with elon

musk with usaid. one of the things we accidentally canceled very briefly was ebola. ebola prevention. i think we all want ebola prevention. so we restored the ebola prevention immediately, and there was no interruption. what elon musk said today was just categorically untrue. doctor craig spencer, who survived ebola in 2014, tracks outbreaks around the world and says people who would normally set up border screening to do the contact tracing on the ground, they're not getting paid. president trump defended deep spending cuts as nbc news obtained a new budget office memo, giving agency heads two weeks to submit plans for mass layoffs. we're cutting down the size of government. we have to. we're bloated. we're sloppy. the president and musk again, defending that email, directing federal employees to list what they did last week, warning that employees who have not yet replied may still be fired, even as some cabinet members at the table had initially told

employees not to respond. the bubble and musk described those emails as a pulse check. he said if an employees work is too sensitive to describe in an email, they can say that. that as president, trump signed a new executive order that further strengthens the department of government power and, among other things, mandates that government credit cards, with some exceptions, be frozen for 30 days. marcus. all right, alex, before you go, i know at the beginning of your report, you mentioned the uk prime minister will be at the white house. do we know what that meeting is going to entail? yeah, this is uk prime minister keir starmer. he's going to sit down with president trump. and we've heard from his office, starmer's office, that he wants to talk about strengthening economic ties. he wants to talk about partnerships on tech and ai. but really behind all of this is an effort to shore up these long held alliances. earlier this week, french president emmanuel macron was here on a similar mission. and

not just strengthening the ties, which have been shaken in a number of ways over the past several weeks of the trump administration. but really with the goal of making sure that the u.s. is on side with europe, with ukraine, because what we've seen thus far is the trump administration going first to negotiate with russia, to work on an ending to the war that russia began in ukraine. and so they want to have these conversations to ensure that there is going to be an american backstop, even if european countries are leading more so in ensuring long term peace, security guaranteesor ukraine. so russia doesn't invade again. all right. those partnerships are important. all right, alice bob, for us in washington this morning. alice. thank you. today marks day two of the workers strike for employees in the university of california. system. upt represents health care, research and technical professionals who say they've been fighting for new contracts, which will address the lack of recruitment and retention. two protests will happen again today, one at uc berkeley and ucsf at mission bay. both

strikes start at 7:00 this morning. san francisco's mayor daniel lurie is putting a new plan in motion to try to revive downtown. he wants all city employees to come back to work in person to try to boost the local economy. but as today in the bay's gia vang reports, some business owners say it's too late. it's online orders that keep atiqur rahman busy at nine kearny street near san francisco city hall. he's been operating at this location since last december, already noticing before i got here, they were cleaning the downtown and everything around civic center. coming soon. there could be more walk in customers. that's because all san francisco department heads got this letter from mayor daniel lurie with the subject line in-person work. the mayor wants city employees to come back into the office at minimum four da a week. he reiterated that at the city beat breakfast. we announced yesterday we are bringing all city workers back to the office so taxpayers can get the services they deserve from

government, and the future looks good for the city. according to the sf chamber of commerce, one of the sponsors of the city beat poll also released. at this breakfast, 500 residents were surveyed by phone or text. 43% of them said the city is on the right track, nearly double than last year. and while 56% said the city is on the wrong track, that's down 16 points since last year. you're starting to see those businesses reopen, you're starting to see larger companies take lease office space, you're seeing an office to residential conversion happening legislatively. so there are a number of different things that people have been working on for the last 5 or 6 years, with more creative ways to bring people in in union square. a simpsons inspired pop up bar is now open. it's called moe's bar, and you can dance, eat and enjoy downtown through first thursdays. it was created to address the area struggling to bounce back from the pandemic. we have between 15 and 20,000 people who show up once a month to enjoy san francisco in the streets downtown. i think what it shows is that people will go

downtown. they just need to be invited in another part of downtown, empty or dismantled shelves. the owners of the market on the first floor of the former twitter building says they're closing friday. they tell us sales plummeted from $60,000 a day in 2019 to 2300 recently. they cited theft and remote work as reasons, and said they couldn't afford to wait for the in-person work mandates, while others hope this could be a way to steady the future. i think people just need to come back. generally speaking, we need people to walk in gia vang for today in the bay. taking a live look outside this morning light is upon us was dark and early, but now it's looking light and gorgeous. meteorologist kari hall of course, monitoring those temperatures out there. and speaking of gorgus, the temperatures we've been experiencing at least yesterday it looks pretty nice out there. we're starting out with some of the same temperatures we had yesterday, looking at four of our microclimates. as the sun rises. we're in the upper 40s and it's 44 in walnut creek, a

little bit cooler there, while 53 in san francisco. take a look at these high temperatures for today, up to 77 in santa rosa, maxing out at 75 in dublin and 81 for san jose. gilroy very close, reaching 80 degrees and tomorrow still pretty nice. as we wrap up our work week, it's still going to be a nice day. a few more clouds and then by saturday, as we're trying to get all out and about, we'll need more layers as our temperatures will be cooler and we'll be watching out for rain. so we'll be tracking that rain. talking about the timeline coming up. mike is a look at where you can save a few cents at the gas pump. at least i pick the lower prices. let's start the report in alameda county with 419 as the best on our board. this is in hayward at abe on mission boulevard in the north bay. solano county'sest is vacaville for 29 at city gas and food mart on merchant street, and jumping around the south bay will sample sunnyvale for their low of 439 at national petroleum on old san francisco road. as

morning. markets are set to open higher after the s&p snapped a four day losing streak after a roller coaster session that saw stocks come down off session highs after president trump said tariffs against canada would take effect and that eu tariffs of 25% were coming. investors are also digesting nvidia earnings that came after the bell wednesday, as the chipmaking giant beat wall street's expectations for the quarter and issued strong guidance, and traders will be watching for. weekly jobless claims numbers this morning ahead of friday's data for the personal consumption expenditures index. that's the federal reserve's preferred gauge of inflation. the trump administration is reportedly reevaluating its nearly $600 million contract with moderna to develop a bird flu vaccine. bloomberg reports that the review of the contract, awarded during the biden administration is part of a push to look into spding on messenger rna based

won an appearance on the today show this morning. that's where maybe we'll get some answers. tate team also plans to test him a little more with those putting skills. it all follows today in the bay at 7:00 this morning. the thing is, that's tough to judge because it's not a smooth surface. yeah, it's not the regular lie that you're, you know, used to out there. he didn't have his caddie with the green. he didn't have his caddie with him either. well, maybe mahomes was his caddie. i don't. interesting. catch more on 10-day this morning. all right. well, catch more forecast for you right now. kari hall has that for us. i think this is something we'd like to catch because it's so nice outside and it feels like spring. we're headed back to the upper 70. even some low 80s for the south bay. 75 will be that max temperature in concord today, as well as napa and san francisco. we're up to 73 degrees tomorrow. still pretty nice, but there will be not as much sunshine, but very comfortable air with a high of 75 in san jose and 73 in fairfield. now, looking at saturday, this is when the

temperature starts to drop. we're staying in the 60s, even just a low 60s for san francisco and 66 degrees in santa rosa. we'll see more clouds coming in. but first we have this system that's going to bring in some more clouds, not so much in the way of rain, but also cooler air will be coming in out ahead of this next system. that will bring us some widespread rain starting late saturday into sunday, continuing into early monday with a brief break before another weakening system moves in. so we are going to see some wet weather, but unfortunately it's not going to help with our abnormally dry conditions. that's because we're only expecting about a 10th to quarter inch of rain for most of us, maybe up to about 4/10 of an inch of rain in some spots. but this is not the heavy soaking rainfall we need between two storms. and then looking at the beneficial to get at least two inches of snowfall over the weekend. and then next week there is more snow on the way. so in total we could see about a foot for some of those higher elevations, which will help out

some of the ski resorts. now we're going to return back to winter after getting a little taste of spring here. and of course meteorological spring starts on saturday. but that's when we're only up to 63 degrees, so it's going to be cooler than what we typically see for this time of year. and off and on showers into the middle of next week. looking at those rain chances. also for san francisco with 70 today, but only 50s next week. mike, you still have that alert on 101. we do. in fact, our photographer jesse has gotten out there and he's shooting this scene where they're trying to work on these two vehicles that are in the crash. south 101 at south san francisco. it's right around sierra point parkway. where he is about sister cities boulevard, which is where things start to break up. at the end of that crash, you see that big rig involved, and there's another vehicle. south 101 is down to just one lane here. let's look at the map and show you the backup. it starts back right around candlestick point and traveling south to that scene where jesse shows you the southbound crash involving the big rig there. this is on the

welcome back. well, breaking overnight, hollywood legend gene hackman was found dead in his new mexico home along with his wife and dog. hackman died at the age of 95. police say he and his wife, classical pianist betsy arakawa, were discovered inside the santa fe residence. their deaths still under investigation, but foul play is not suspected. police have arrested two men who they say were stealing copper wire from a light pole power box on butterfield boulevard in morgan hill. damage is estimated at $20,000. a similar theft happened over the weekend. oakland school leaders have reportedly approved major cuts to help offset a massive budget deficit. in a late night vote, board members approved plans to lay off up to 150 workers. as the chronicle's reporting, more than half are expected to be

day's climate in crisis. meteorological spring begins this weekend. saturday marks the day when temperatures on average begin to rise as the days get longer. march 20th is astronomical spring, when the sun's most direct rays pass over the equator. and scientists are finding that, like all other seasons, spring is getting warmer and warmer. climate central analyzed 55 years of temperature data and found that meteorological spring has warmed across the us from 1970 to 2020.

kari hall has a look at what we can expect right now and later today, too. yeah. it's going to be a beautiful day. we're waking up to a really nice sunrise. and hopefully you're able to take advantage of all the beautiful spots and outdoor locations we have around the bay, including this live look in san francisco. looking from our sutro tower camera. we are going to have more sunshine today as the warm temperatures continue and things will change by the weekend. we're expecting some rain to come in late saturday, off and on. showers on sunday. so in the meantime it's still nice and sunny and temperatures mainly in the 40s to start, but headed for the upper 70 and even low 80s for parts of the south bay. we'll ta about those changes and how much r raino expect. mike, you've been tracking a crash and we have live video. yeah. be careful. i didn't mean to take you roadside, but here we are. our photographer, jesse, is there. this is one of the vehicles, the big rig here that's involved in the crash. blocking the majority of your lanes southbound at sierra point parkway in the closer to you. kari the flashing lights. it's a big, heavy duty tow truck that

is on scene. let's take to the full screen for folks so they can see the maps. southbound is jammed up from candlestick park all the way down to that scene we just showed you with our live camera. that's for 101 280 southbound is moving smoothly out of the area. that is a great option for you. bayshore boulevard, i believe, will take you past the majority of that slowdown on the east bay. we don't have an alternate for you. southbound 680 is jammed up out of pleasanton from about now all the way to andre road. two lanes are open. there's a crash involving a big rig, and there's metal debris in the roadway as well. i think i have some pictures, i'll take you to that in the next report. but those are the two bad spots for the bay. back to you. thank you very much, mike. new court documents in new surveillance photos are painting a clearer picture of the deadly stabbing on valentine's night in the south bay. the victim, 15 year old david gutierrez, was a student at sequoia high school in redwood city. it all happened on the east side of el jardin restaurant in santana row. footage captured gutierrez being coconfronted by five alleged gag members just after 7 p.m. police

say gutierrez had no gang affiliation. the documents say his girlfriend says one of the suspects asked gutierrez why he was wearing so much red, and that's when they assaulted him. a security guard stepped in to stop the fight, but court documents say a 13 year old in the group stabbed gutierrez repeatedly, killing him. legal analyst stephen clark believes gutierrez's case could bring about change. i think this case could change the landscape of the juvenile justice system to give law enforcement and the da's office a fail safe, that if someone is just not safe to treat in juvenile court, they have the mechanisms to ensure public safety. and i think that's a question for the legislature to answer. the documents also reveal the five suspects in this case likely beat and robbed another person at valley fair mall just an hour before the deadly stabbing. one suspect is 18 year old emmanuel

sanchez damien. three of the suspects are 16 year olds. all four facing felony assault charges. the police chief has said the 13 year old is likely to serve 6 to 8 months in an unlocked ranch facility. two men accused of leaving parts of the south bay in the dark are under arrest, but morgan hill police fear the copper wire theft could be more widespread. today in the bay's kris sanchez joins us live from morgan hill this morning with what people actually could help to watch out for. well, good morning to you, laura. so when thieves strike and try to steal this copper wiring from street lights, the damage is visible. sometimes they dig up the concrete around the base of those street lights. sometimes they remove the concrete enclosure in order to reach that copper wire. and then there's this. take a look at how dark one neighborhood was in morgan hill. this happened last weekend. it happened again on tuesday. and that time morgan hill police busted two suspects in the act. police say they saw

two men tampering with a light pole power box on butterfield boulevard. and while the men fled the scene, they were eventually taken into custody not long after. the damage is estimated at $20,000. so morgan hill police are asking the public to watch for suspicious activity, like maintenance work really late at night or really early in the morning, especially around light poles or power supply units. police say the thieves are really doing their best to try to look legitimate. they are using proper work trucks, equipment, even uniforms. but if you do not see a city of morgan hill logo or one for cal west, which is the company that the city contracts with, you should call morgan hi police. now the thefts, when they cut power, create a public safety concern. you can't tell now, but it was very dark out here. and sometimes it impacts street lights as stop signs, stop lights as well. but if it also creates a big impact

right marcus, we're starting to hear and see more people. definitely. now that the sun has started to come up and the day has started here at ucsf mission bay. we're talking about some of ten, tens of thousands of workers across the state who are getting ready for another day of picketing across different campuses of the uc system and medical facilities. now, there are two unions on the lines at me, also known as american federation of state, couy and municipal employees. they are wearing green. you can see them there picketing and up to university professional and technical employees in light blue. now many of the workers have roles inside hospitals, like the one where we are ucsf, but others go beyond. so he also represents the lab technicians and researchers. and earlier in the week, we reported on the impacts of the ongoing bird flu outbreak. now, lab technicians have a significant role in or at a specific testing lab in davis,

which handles testing of the most dangerous types of bird flu. so one person that i spoke with here yesterday elaborated on how staffing and retention challenges and a further labor dispute at that key testing lab could ultimately impact farmers and raw milk producers, if not enough testing is done or it is not done in a timely way. now, this strike affects nearly 40,000 acme workers at every uc campus and medical facility across the state. abc's me is striking for what they call the growing affordability and staff vacancy crisis plaguing frontline university employees. this is their second strike in three months. the university of california has responded to the strike, saying in part, quote, despite negotiations for most of 2024, aps has declared an impasse. the two parties are working through the state regulated process to attempt a resolution. now, with regards to the university of california says negotiations began in june

chp calls the alert. this is one of two i'm given. it's right here. peninsula, because of this big rig. look, caltrans here, and we have a more slowing because of this. flashing lights and the big rig tow truck. there is also a fuel spill associated with this crash. and that may be complicating things more as we look at the maps to show you the extent of the backup starting back at candlestick park all the way down to the scene i just showed you with our live camera, the fuel spill may have come close to those caltrain tracks, which are, as you know, now, electrified. so caltrain turned off some of the power in the area. they're double checking to make sure everything is okay. there is some delay for one of the peninsula trains around millbrae. watch their website for any more information as they continue to follow that the investigation. again, no major injuries reported. the fuel is a concern over on the peninsula. southbound 680 is a big concern out of the tri-valley, heading south through pleasanton, all the way down here to andre road. we only have two lanes open. there are two big rigs that got into a crash my buddy drove through. it took about a half an hour extra, but now they continue building. it will be

exploitation. congressman sam liccardo joins us live this morning to talk about this big new bill. thanks so much for joining us. so you say this really started after president trump took office specifically with those trump meme coins. can you talk about how you were inspired to write this is your first bill? thanks, laura. thanks, marcus. well, yeah. as you know, three days before president trump took office, he issued a meme coin in something of a pump and dump scheme. he and a lot of insiders, and frankly, a lot of chinese investors, made hundreds of millions of dollars as they sold the coin. while it was very well priced. then with all the sales, of course, the price plummeted about 800,000 investors, most of them americans throughout the country, lost more than $2 billion in this scheme. we know who made the money, and obviously it was an exploitation of public office that enabled this coin to be issued in this way. the bill is very simple. it simply prohibits top federal

officials from issuing financial assets, promoting financial assets, whether they're digital assets or commodities or securities. we should not be in the business of selling financial assets leveraged on our reputations in public office. public office shouldn't be for sale. it belongs to the public. and when you think about it, look, we know republicans. they have control of both the house and the senate. anytime you propose a bill, you're hoping to get some agreement from both sides of the aisle. speaking of your gop colleagues, what has been the reception? what do you think you're going to get from this bill when it comes to them and thinking ahead here? and we may already know the answer, but what do you think the president's going to say if this bill ever reaches his desk? i think the president to want to sign the bill. the point is, of course, that the trump spot the president's popularity, we know, is gng to vary as it as we move through this next four years. we're already seeing it decline pretty sharply with some of his recent

actions. and eventually there may be folks who are wobbly knees today, may get a stronger spine and decide that they want to make corruption criminal again. and this is an opportunity, i think, for republicans to step out and be independent and say, look, we don't want any federal officials to be in the business of issuing digital assets or securities or anything else that we know could be manipulated by foreign powers that may be trying to influence federal officials, that could be manipulated by lobbyists or other powerful folks who are trying to curry influence. this should not be something that federal officials get involved in. we create barriers and walls ethically in many ways in the law, and this should be an obviou one. all right. such a busy time in washington, sam, let's talk about the democratic party with president trump rolling out his agenda. big time conservative wave. can you talk about how democrats are attempting to rally to oppose things like these massive federal cuts that we're seeing, the immigration crackdown, for example, to be strategic and

is this for some medical math? one heart plus two valves save three lives. and the three patients, all young girls are opening up about the unique procedure that saved them. when 11 year old jordy kelly's heart started failing last year, doctors at duke university began their search for a donor, and this year, a donor heart became available. doctors discovered even though journey's heart muscle was failing, her heart valves could be used to actually save other lives, and that gave two other girls a new chance at life. 14 year old margaret van bruggen and nine year old kinsley frizzell. all three are talking to today about really the incredible chain of events. how did you feel about being able to help these two a little bit to. yeah. happy that i did that piece of her heart. probably saved your life. yeah, it probably did. that's what daddy said. he said, and he said, this heart surgery will save my life. oh my gosh,
