cooldown that might make it hard to get out of bed on a monday morning. it does. especially when you're. you can feel the chill before you even roll those covers back. and we're going to have a cool day where you do want to dress in layers. so it's kind of changing up the wardrobe from what we had last week. the wind will start to calm down. it will be a sunny and cool day, and then we'll start to see clouds and some spotty rain for the middle of the week, and then a slight warm up in our weekend forecast. will be watching out for that as we're getting started this morning in san rafael. it's in the mid 40s right now, so kind of a chilly start and the sunshine continues. and then we'll start to see a few high clouds just filtering the sunshine today and our highs only making it into the upper 50s. we'll talk about that rain coming up in a few minutes. and now mike, you have a crash in san jose. i do. no major injuries reported. that's the good news. there is some unexpected slowing that showed up north. 101 the first burst of traffic actually kind of eased up over the last couple of seconds here. but north 87

approaching that merge with 101. that's where we have unusual slowing. the transition as far as i understand, is at least seeing this crash as folks come past the airport and the two freeways, 87 and 101 merge, that might be an unexpected slowdown. watch for that as you're heading up past the airport. we do have a new crash report at 880, heading south, just off of 238 and just shy of 92. we'll check on the status once chp gets there. i'll let you know about lanes. back to you. all right. thanks, mike. where there is breaking news to tell you about right now out of germany. that's where at least one person is dead, several others injured after a car rammed into a group of pedestrians. it happened in the city of mannheim. this is about 20 miles south of frankfurt. now, police did make an arrest, but so far they're not commenting on the severity of the victim's injuries or the status of that driver. the news comes 18 days after a car rammed into munich. that injured more than two dozen people. now, the driver in that incident is being

investigated for possible extremist views. we're going to go back to the fallout from that tense oval office meeting between president donald trump and ukrainian president volodymyr zelenskyy. negotiations between the u.s. and ukraine are now on hold. zelensky, meanwhile, spent the weekend in london with european leaders getting their support while president trump was at mar a lago in florida. we're going to check back in with today in the bay's alice barr live from washington. and alice, really, opinions seem to be divided on whether peace talks for ukraine and russia can resume. good morning. yeah. european leaders are among those who are trying to keep an olive branch extended to the u.s, even as they're announcing a multi-billion dollar aid package for ukraine of their own. those european leaders know how important it is to still have the u.s. on board, and they're working to restore critical relations between ukraine and the u.s. what's your message to donald trump? this

morning, the u.s. and ukraine, navigating a diplomatic detour with ukrainian president volodymyr zelenskyy, spending the weekend shoring up european alliances after friday's oval office shouting match. the war not in a good position. you don't have the cards right now with us. you start having cards. cards right. zelensky was asked to leave the white house without signing an agreement to share ukraine's critical minerals with the u.s, seen as a first step toward a peace deal with russian president vladimir putin. president trump posting overnight in part the u.s. should spend less time worrying about putin and more time worrying about gangs, drug lords and murderers entering our country. friday's meeting devolved when president zelensky insisted his country needs security guarantees to prevent putin from invading again. secretary of state marco rubio adamant russia has to negotiate before there's any peace to secure. but the question now is can we get them to a table to negotiate? that's our goal.

don't do anything to disrupt that. zelensky said sunday he's still willing to sign the mineral deal, and believes he can salvage his relationship with the u.s, even as european allies vowed to step up. we've agreed that the u.k, france and others will work with ukraine on a plan to stop the fighting. that as democrats slammed the trump administration's ukraine approach. the white house has become an arm of the kremlin, and protests broke out from vermont, where vice president vance was on a family ski trip to seattle, where this ukrainian voiced her people's fears. i'm terrified. i'm trying to hold my tears right now, but it's not that easy. no easy path to peace. nbc news has learned the pentagon ordered u.s. cyber command to stop offensive cyber operations against russia. russia. that's according to a u.s. official familiar with the

matter. top democrats are slamming the move as a bid to earn putin's favor. a senior defense official would not comment because of operational security concerns. we do know the agency within homeland security charged with defending against cyber threats, including from russia, and those escalate all the time. said its mission has not changed. kyra. and alice, before you go in your report, you said zelensky is open to signing that minerals deal, but what if that doesn't happen? can ukraine carry on without our country's support? yeah, it's a big question. and how he might try to o kind of maneuver his way back in to even get a meeting again, you know, with president trump. and he said that if the president invited him in good faith, he would come as president trump in a position to do that. you know, it was pretty tense meeting, but it does seem fairly necessary. european leaders have, of course, stepped up and said they're going to take the lead, but they've also repeatedly said they need the backstop of the us to at least be a presence to

enforce, you know, these these security guarantees that would ensure that russia would not go ahead and invade again if there is a peace deal reached, and we'll have to see what happens this week. alice, thanks so much. well, democrats are blasting a decision by defense secretary to halt u.s. cyber command operations against russia, according to an inside source familiar with the matter who gave that order last week. this is prior to president trump's meeting with ukrainian president volodymyr zelensky. and it comes as president trump seeks to reestablish diplomatic ties with russia, seemingly aligning with russian interests in their war against ukraine. u.s. cyber command did not respond to cnbc's request for comment. but the defense department states that there is no greater priority to security than secretary and military safety in all operations, including the cyber domain. now, all of this unfolds tomorrow night as president trump will address a joint session of

background, usaid says her downtown berkeley physical therapy clinic welcomes everyone. but saturday, islamophobic vandalism on her front window made her heart sink. first of all, i felt degraded. mossad is iranian and muslim. she found out about the vandalism saturday, the first full day of the holy month of ramadan. it had been there all day and some people had scratched off part of the fu, but it was very obvious and evident what the word was. she filed a police report. we've reached out to berkeley police but have not heard back. mosaad is especially worried because she says this clinic has been vandalized three other times, just in the past year. previously, she says, vandals defaced a sign in her window calling for a ceasefire in gaza. this is unfortunate, but also a recurring incident in the san francisco bay area. the muslim civil rights organization care says since october of 2023, they've seen upward trends in reported anti-muslim incidents across the country. care is offering support to mossad after

this latest vandalism incident. it's clear that this was a bias motivated incident, and we want to make sure that it's being investigated in that way, mossad and the berkeley network for palestine will be hosting a vigil monday evening to stand up against hate. they're inviting elected leaders and community members to join them. we can't take this lightly. i mean, it starts with just a black mark. then it goes to slurs and terrible language. and where does it end? alyssa goard. today in the bay. tonight's vigil will be at the south berkeley senior center. that's on ellis street. it begins at 630. the big surf along the coast has turned deadly. a man died after being swept into the water off the sonoma county coast. it happened just after 1130 yesterday morning near gerstle cove. now, the sheriff's office says that two men were standing on the rocks. this is when a wave swept one of those men out to sea.

first responders pulled that man out of the water and tried to revive him, but he died there at the scene. his identity has not yet been released. a high surf advisory remains in effect through tonight. want to get to meteorologist kari hall here? i know you've been monitoring all that, kari. so what does this mean for anyone living near the coast or just near it in general? you just have to be so careful and never turn your back to the water. you want to stay well away from the water. when we have waves this dangerous and turbulent, some of those breakers could top 20ft today. as of right now, they're at about 10 to 13ft, a little bit higher near santa cruz. but we are seeing all of this because of the very active storm pattern that we've seen over the weekend. we had those high winds and those waves driven up near the coastline. there is another that's off the coast that will be coming in and creating those big waves for later today. as far as rain, we're dry today, but then start to see the spotty showers starting to pop up tomorrow. we'll be timing that out and talk about how much rain you can expect coming up in just a few minutes. mike's been

good morning. markets are set to open marginally higher today as investors wait for more details on president trump's promised tariffs on mexico and canada. the treasury secretary said over the weekend that the situation is still fluid, indicating the administration may not impose the full 25% tariffs that were threatened. now, also in focus today, we get a read on the health of the manufacturing industry with the manufacturing purchasing managers index, as well as a tally of construction spending in january. president trump announced the creation of a strategic cryptocurrency reserve for the us yesterday. now, he said it will include bitcoin and ether, as well as solana's, xrp and cardano's ada. the use of a reserve assumes the us will actively buy crypto in regular installments. cryptocurrencies rallied

following the news. now, the president says the executive order will further his goal to make the u.s. the crypto capital of the world. and it comes as he prepares to preside over the first white house crypto summit on friday. and captain america brave new world remained at the top of the box office this weekend, but it brought in less than stellar numbers. the disney marvel movie fetched $15 million, according to studio estimates. that's a big fall from its $120 million opening weekend, as it struggles to match the success of previous marvel releases. the film could remain at the top of the box office for a while, as it faces little competition through march. meanwhile, focus features last breath took the second place spot this weekend, earning $7.8 million in its debut. with your cnbc morning business report, i'm silvana henao. thanks, silvana. okay, chipotle customers won't see the cost of

their burrito change. even if president trump follows through on his promise to impose tariffs on america's largest trading partners. that's the word from the chain's ceo, who told nbc's hallie jackson last night that the company plans to absorb any increased costs, at least for now. now, he cautioned that the price change could eventually come if elevated costs become a, quote, significant headwind. the park that city voters approved for san francisco's great highway officially has an opening date next month. voters passed proposition k last november. it will close a portion of the great highway between lincoln way that's at golden gate park, south to sloat boulevard near the sf zoo. that two mile stretch will turn into a park. the city says it will have murals, sculptures, and event space for live music, fitness equipment, a skating area, and even more. a park nang contest is now open on the city's recreation and parks website. the public can submit name ideas between now and

43 degrees in walnut creek. it is 48 in palo alto and 49 in san jose. it's still a little breezy out there. i think that's what made it feel so much colder yesterday. and these numbers that we'll see for this afternoon, once again, well below what's normal for this time of year. so we're headed for 59 in novato as well as oakland and 59 in san jose. tomorrow is not much different. we are going to see a mix of sun and clouds, a breezy wind and highs struggling to make it out of the 50s and up to 60 degrees on wednesday is also going to be a cool day, so it's not until the end of the week we start to feel some more seasonable weather. so the thing is that we've had this cold front and it was a strong one. it dropped in over the weekend, and now we're still seeing some light rain and snow showers over nevada right now. and then for us, we're in the clear as we are in between these systems. but as the next one comes in, it's going to bring in some spotty showers. it does continue to weaken as it

approaches our coastline, so we're not expecting this to be a significant system. and the rain is very hit or miss that we see in the forecast as we take it hour by hour. not all of us will see that, but as we head toward wednesday and thursday, at some point, you will see at least a few minutes of some rain. and during that time, we could see about a 10th to a quarter inch of rainfall in total, which doesn't really help us out with our abnormally dry conditions. but it gives us something. and for the sierra, we're going to see about 5 to 11in of snow mostly happening, happening toward the end of the week. we are going to see more of the showers off and on pretty much every couple of days. at least we are going to see a break in the activity and sunshine with warmer temperatures just in time for friday and saturday. mike, you are seeing a crash in cocoa county. yeah, it's adding to the slowdown for highway four out of antioch and into pittsburgh right around harbor. westbound highway for the commute direction does have a crash

look in san francisco. the wind eventually will calm down, and it will shape up to be a sunny and cool day by the middle of the week. starting tomorrow into wednesday, we'll have rain as well as some off and on clouds, and then it gets a little bit warmer as we head into the weekend. but you can see the clouds rolling over san jose. we will get some clearing as we go into latate morning, and we're going from upper 40s to upper 50s today, and pretty much all of the bay area will reach a high of about 59 degrees. so we'll talk about when that rain comes in right now. mike, you have better news for the drive into pittsburgh. yeah, it looks bad. it's slow. antioch into pittsburgh. the crash at harbor cleared from highway four. all lanes are clear. now, notice just below us we have buchanan. a lot of folks may have chosen that as an alternate. getting over toward a railroad. we should get back on highway four. more traffic is being released as they clear those lanes. concord should see more slowing. same thing for 242 and 680. we're looking at a crash on the shoulder near central, causing a little more distraction and slowing through richmond. we're still holding steady at the bay

bridge. of course, we're not going to see relief here for a few more hours. that's your drive in towards san francisco and westbound across the san mateo bridge. now getting more company as well. back over to you. all right. thanks, mike. well, happening today, a national day of action called a day without immigrants. organizers hoping to show that the economic power they have of the immigrant community, especially in the wake of the ongoing federal immigration crackdown today in the b's kris sanchez. live for us outside of one of san jose locations, this is where protests are planned today, right, kris? yes. good morning to you, marcus. so students here at overfelt high school say they areoing to be participating in this day without immigrants. this show of action here happening later on this afternoon. they are organizing on social media, joining that national call for boycotts and protests. they say the trump administration is launching a war on immigrants. now, last night, a protest of a different kind, as dozens of people left san jose in a caravan bound for the central valley, where a man is being held by ice. the family

of ulises lopez says that he was picked up by ice agents and beaten so badly he ended up in the hospital. he is now being detained in mcfarland, which is near bakersfield. now, in a statement, i said that he was arrested as part of a targeted enforcement and that he was deported in 2013. but critics say lopez is being treated without human dignity. we want, you know, full release for eunisses and not only for eunisses, but we also want deportations to stop. in general, we're completely against trump's agenda. and yeah, we're completely against the way that ice has handled this entire situation. and i just like increasing like brutality and just presence overall here in east side san jose. now the students here at overfelt high school will be in class today. the protest is scheduled to start at 230 this afternoon in san jose. kris sanchez today in the bay. all

right. certainly we'll follow this one. kris. thank you. it is 634 right now. and for people who are already struggling to make it in the bay, there is renewed concern over their health care. that's because congress has just 11 days to approve a new spending bill, and health advocates are fearing drastic cuts to medicaid. today in the bay's ginger conejero saab joins us live from san francisco with a look at what's at stake. hey, ginger. good morning to you. kira will. congress last week took the first steps in kick starting these talks by passing a budget framework that fell along party lines. now it calls for $2 trillion in spending cuts. and while it doesn't lay out specifically where these cuts will be made, some experts are saying they can't hit that mark without significant cuts to medicaid because of medicaid's large costs. now, medicaid offers a last ditch effort or last ditch option for coverage

for millions of americans, including disabled americans and millions of children. it's jointly paid for by states and the federal government, but it is one of the largest sources of federal spending, costing about $600 billion per year. one leading advocate fears some proposals are calling to potentially cut medicaid. she believes not only would people die without that coverage, but americans covered through other means would likely foot the costs with higher hospital billing charges when they have lots of patients that are not paying for their care, what they do is they pass that cost on to the people who can pay for care. so it means that the what we all, every everybody else who's not on medicaid, who does have private health insurance will be paying more as as a part of their premiums, more out of pocket costs for their deductibles and co-pays in order to bolster the health care system. well, some republican

lawmakers are justifying potentia medicaid cuts by suggesting it's a magnet for fraud. now, democrats counter that by calling for more oversight instead. meanwhile, other republicans are now listening to their constituents concerns, especially those in rural areas where experts say the lack of medicaid would likely hit home the hardest. now, last week, president trump said that lawmakers would not touch medicaid, the funding that's involved with medicaid. we'll see how that plays out. this is particularly of interest to those in california, because california is among the states with the largest number of medicaid enrollees. kira. we're live in san francisco, ginger conejero saab today in the bay. yeah. and we know you or other reporters will continue to follow this story for the residents here. ginger, thanks so much. hayward police are looking for the person or persons responsible for shooting and injuring four people outside of a restaurant. this happened late saturday night in the

parking lot outside of grill by miss g. this is on foothill boulevard. now, police say officers arrived there to find three of the four victims still there at the scene. that fourth victim went to the hospital on their own. now, one witness says one witness saw what was happening from nearby. he says that two people ran past the restaurant, and then a string of gunshots. he witnessed two individuals running down foothill going towards the centennial. and the apartments this way. and pretty much i heard ten gunshots. sounded like rapid fire, maybe semi-auto. i'm not too sure. and basically watched them go into two separate cars. wow. okay. so police expect all four of the victims to recover. they are asking anyone with information to call hayward police. happening today, disgraced former san jose city council member omar torres is expected to enter a plea in court. torres faces charges of sexual abuse and child molestation. police

arrested him last november in the wake of those accusations. torres resigned from the city council a short time after that. and interim council member now fills his council seat until a special election is held on april 8th. today is believed to be the final deadline for people living in san francisco's only safe parking site. the bay view vehicle triage center opened back in 2022 at candlestick point last. late last year, they actually say that about three dozen or so residents were informed that it would close, and the city offered residents their new housing options, which most have accepted. anyone who refuses will likely be ordered to leave. today, and at last resort there, their vehicles may be towed or even impounded. the city is citing high costs and limited success as two of the reasons for that closure. we're going to turn now to the forecast. a live look across the bay area this morning san francisco, san jose, san rafael and dublin. the sun shining, but

the crash west 80 at carlson. it was solid red. they had to do a traffic break to remove the vehicles. they have been cleared and now we see the speeds recovering a bit. the backup starts in el cerrito and coming down into richmond, so watch for that this morning. right now build off the richmond bridge, the bay bridge also slowing off the berkeley curve. things are recovering for highway four now that the crash cleared at harbor. more traffic coming in to walnut creek without any major drama. give us a second to remind you folks in the city that for the next couple of weeks, no central subway. so from chinatown, rose park station down to fourth and brannan, you have to use the bus instead of that subway. it's very convenient, but they're doing repair work needed for that tunnel. meanwhile, as we're looking at the rest of the bay, it's a smoother drive. the crash did clear south 880 around eighth street, gentle slowing all the way f from 2.3 down in toward fremont. traditional pattern there. and the south ba. getting started again with a build for that second commute build. back to you. all right, mike, thanks. 641 right now. it is going to be a make or break moment for an embattled sheriff. ahead, a special election on the

they will decide the fate of measure a. if approved, it will give the power to the board of supervisors to remove embattled sheriff christina corpus. sheriff corpus for months has been under fire following an independent audit which found evidence of an abuse of power. culture of retaliation and intimidation in her office. the sheriff repeatedly has denied those allegations, saying the attacks on her are politically motivated because she is the first latina and first female sheriff of san mateo county. if measure a passes, corpus says she will take the matter to court. the sheriff was elected by voters in 2022. a new movie in theaters now aiming to shine the light on the homeless crisis across the nation. it's called no address, and it was filmed right here in california. take a look. have you seen him? was that jimmy she was looking for? so many of those scenes. they're filmed in the sacramento area. robert craig self-financed the film and landed numerous

well-known actors and actresses from this cast, among them beverly d'angelo, singer ashanti, and xander berkeley. also, actor keenan moran from walnut creek portrays a character named sam in no address, and he spoke with our own michael noho and says that struggles that we see here every day in the bay area. more than half of homeless people are kids. kids are the greatest victim and living in the bay area. we really see the effects of homelessness. well, that movie is now in theaters, and the filmmaker says that half of the proceeds will go out to nonprofits helping with the homeless crisis. actor simu liu is guest hosting the kelly clarkson show today, and there is a big bay area connection. liu interviews a young innovator named emma, who is working to use ai to help alzheimer's patients. and get this, emma got her start through a program called technovation, founded by

winners the musical. amelia perez led nominations with 13, but ended up taking home just two statuettes. in hollywood, jennifer bjorklund, nbc news. well, it's a good thing it wasn't here because it got so cold over the weekend. i'm sorry, i just. strapless dresses. it is. we were just talking about dresses and all that stuff. i didn't watch any of it, but i've just been seeing stuff on social media, so i'm sure that's what people will be talking about when you get to work in school. today is some of the red carpet where now we're going to start out with something we will have to layer up on as our temperatures are cool. we're in the low 40s right now in walnut creek. it is now 50 degrees in palo alto and temperatures in the upper 40s low 50s to start, and we will only make it up to 59 today in hayward, as well as the tri-valley throughout the north bay. the warmest tememperature today, 60 degrees tomorrow. not much better. in fact, it will be pretty much a repeat of today.

and then on wednesday. we're, for the most part, staying in the 50s. so we've gone back to winter here. and now we have these series of cold fronts and storm systems coming in. we can see the first one move through, and it's still producing some very light snow over the sierra right now. the next storm system will arrive on tomorrow. as it moves in, it's going to be weakening, so we're only expecting some very spotty showers. the north bay will start out with some rain here or there for about 10 to 11:00 in the morning into the afternoon, we can see the rain moving down the peninsula, and then not everyone sees those showers. so it's going to just be cool, breezy, cloudy. and every now and then we'll have a chance of rain coming through. those rain chances continue into wednesday as well as thursday. we're not expecting a huge amount of rainfall here, and between tomorrow and friday we may see about a 10th to quarter inch ofe end of the week. when we see these showers here in the bay area, there will be a brief

break. friday and saturday look great for getting outside. our morning starts out chilly, but then we head for the midward the peninsula across the san mateo bridge. we're seeing those speeds come down a bit from the green. now we're getting to the yellow and the orange as more folks make their way across up the incline and then over to 101, which is moving smoothly. but notice more traffic feeding in heading north into the city. that's why we see a little slowing there. dumbarton bridge getting more traffic as well. traditional patterns there across the bay coming in out of the tri-valley. we do have southbound 680 slowing a bit more pleasanton in towards sunol. of course, the feed off of 580 and the dublin grade moving smooty toward the castro valley area, with the build again off 2.38 east bay, contra costa county all looking pretty standard. no surprises. back to you. good to know, mike.

nationally and here in the bay area. it's being called a day without immigrants. organizers are hoping to show the economic power of the immigrant community, especially in the wake of the ongoing federal immigration crackdown. activists on social media are calling for boycotts and protests. students at san jose's overfelt high school are among those planning to take part at some point later today. hayward police are looking for the person or persons who shot and injured four people outside of a restaurant. this happened late saturday night in the parking lot outside of the grill by miss g on foothill boulevard. now, police say officers arrived ther the scene. a fourth victim went to the hospital on their own. today, disgraced former san jose city council member omar torres is expected to enter a plea in court. torres faces charges of sexual abuse and child molestation. police arrested him in november in the wake of those accusations, he resigned from
