effect at the stroke of midnight. canadian prime minister justin trudeau says there will be retaliatory tariffs on $100 billion on american goods. and ontario is expected to cut off electricity exports to the u.s., saying they rely on our energy. they need to feel the pain. the u.s. is also implementing an additional 10% tariff on chinese goods. china says it will retaliate with 10% to 15% tariffs on american goods starting next week, targeting u.s. agriculture. president trump will address a joint session of congress this evening. it is only his 44th day in office but there are numerous pressing issues for him to address, including the price of eggs and threat of bird flu, and massive federal job cuts led by doge. and u.s. foreign policy in ukraine and russia. for more on the fallout from today's tariffs, christine

romans kicks off our coverage. >> reporter: 25% tariffs on canada and mexico seem all but certain. >> the tariffs, you know, they're all set. they go into effect tomorrow. >> reporter: american auto companies bracing for big new costs. this factory in michigan turns out 205,000 auto parts per year. >> this is one of our nut assemblies. >> reporter: chuck is president and coo and buys 30% of his materials from canada. tariffs on canadian goods mean what for you in your business? >> it means dramatically-increased costs that we might not be able to recover. >> reporter: it relies on cross-border tariff-free trade, rules written in president trump's first term. the new tariffs inject big, new costs and uncertainty into a supply chain still grappling with higher than normal inflation. >> it's very alarming to us and

morning, president trump has paused military aid to ukraine. it's a stunning reversal after nearly three straight years of bipartisan support for ukraine. when asked about mr. trump's move, republican house speaker mike johnson said that as his decision. gabe gutierrez has more. >> reporter: two u.s. officials tell nbc news the trump administration is pausing u.s. military aid to ukraine, a seismic policy shift toward the u.s. ally and a win for russia. a white house official telling nbc news that the president is clear he is focussed on peace. and he needs our partners to be committed to that goal as well. more than three years into russia's war into ukraine, president trump says potential peace talks are not dead, but the next move is up to ukraine's president zelenskyy. >> i just think he should be more appreciative, because this country has stuck with him through thick and thin. >> reporter: president trump

funding bill could be difficult. nbc's ryan nobles has more on the backlash to doge. >> reporter: democrats are pushing back on elon musk's effort to slash the size of the federal bureaucracy. and now zeroing in on his comments about social security finances. >> social security is the biggest ponzi scheme of all time. >> the richest man in the world is telling americans that earned benefits that they depend on and they paid into are a scam. they are not a scam. and americans know it. >> reporter: social security currently pays out more money to recipients than it takes in in taxes. the social security administration announcing it will cut costs by cutting 7,000 jobs, saying they're focussing on employees who dot directly provide mission critical services. president trump has pledged there will be no cuts to social security benefits.

leading the news this morning. the accused gunman in the july 4th shooting in highland park, illinois pleaded guilty before the trial was set to begin. he pleaded guilty to 69 counts of murder and attempted mushed. he killed 7 people and injured 48 after climbing on top of a building and shooting into a crowd gathered for a fourth of july parade. he faces life e in prison witho parole. two people have been killed in a suspected car ramming attack in germany. ten were injured, half of them seriously. the car tore through a busy street in manheim. the german man is in custody this morning. while police say the ramming could be deliberate, they stress there was no sign of what they called a political motive. the incident comes 18 days after a car attack in munich injured at least 28. police have charged an afghan asylum seeker in that case. the vatican says pope francis slept through the night
