and we can see the rain that has returned to the coastal north bay. and that chance of showers that will continue over the next couple of hours. this is all a part of a very weak and quick moving storm system. that will bring us a chance of rain today. otherwise, partly cloudy and we'll see those temperatures starting out in the upper 40s and low 50s and headed for the upper 50s this afternoon. so we'll talk about the cool weather continuing and more rain chances coming up in a few minutes. all right. thank you. kari. tonight, president trump plans to lay out his legislative priorities and outline his vision for the future. we have a live look at capitol hill, where the president will address a joint session of congress. i it comes as overnight, new u.s. tariffs on imported goods took effect. the u.s. also cut off military aid for ukraine. today in the bay alice barr is in washington. live for us this morning. and, alice, amid all of this protest over government workers being fired is really growing across the country. good morning, marcus and laura. yeah.

full slate that president trump will be addressing during his speech to congress tonight. and beginning with tariffs. these are what president trump says are aimed at stopping the flow of fentanyl and of migrants into the u.s. they took effect just after midnight. and now america's top trading partners are responding. with u.s. consumers expected to feel an impact from the back and forth this morning, trade tensions ramping up with china announcing retaliatory tariffs on some u.s. food imports. canada vowing similar steps in response to new u.s. tariffs that took effect overnight, including a blanket 25% tariff on all imported goods from canada and mexico and an additional 10% on chinese imports. what they have to do is build their car plants, frankly, and other things in the united states, in which case they have no tariffs. american companies now bracing to eat added costs or pass them along to consumers. this michigan auto parts

producer imports 30% of its materials from canada. it means dramatically increased costs, so we might not be able to recover. at the same time, president trump pausing military aid to ukraine, according to two u.s. officials after a public clash. the president asked what it would take to restart negotiations with ukrainian president volodymyr zelenskyy toward a peace deal with russia. i just think he should be more appreciative because this country has stuck with them through thick and thin. democrats urging swift action. without our assistance, this gets very, very hard for the ukrainians. and by the way, it gets easy for russia. this is what russia wants. democratic lawmakers also inviting fired federal workers to president trump's address to congress tonight. aaron hill lost her job with the cybersecurity and infrastructure security agency after her boss assured her she was safe. we have justified why you're vital to the organization. she wants to put a

and heads up for our viewers. there's a new newscast change for this evening following president trump's joint address. there was an episode of deal or no deal island, followed by a special 9 p.m. newscast. in at 10:00, dateline set to air, followed by a regular scheduled 11 p.m. newscast. new. this morning, the south bay transit workers may not show up to work today as their contracts ended overnight, with no agreement with vta today in the bay's kris sanchez joining us live from san jose this morning. and, kris, what type of impact could we see for those riders this morning? well, marcus, the message from vta to commuters is make alternate plans because transit workers now have no contract with vta. the contract ended overnight and they had not reached an agreement, and they could not seem to come together to bridge a big pay gap. according to the mercury news, among the asks, the union wants 24% in pay increases over three

years. vta most recent offer was 9% over three years. the amalgamated transit union represents about 1500 bus and light rail operators and otherer workers. members voted in favor of a strike, and the union got the green light from the south bay labor council, so there may not be a strike today, but definitely a strike seems to be looming in san jose. kris sanchez today in the bay. paulo, thank you so much, kris. a hayward police officer was at the right place at the right time and is now being hailed as a hero after saving a choking toddler. this video, posted by hayward police department, shows a distraught family running up to officer emilio gonzalez last month and handing him their limp 11 month old daughter. the officer grabbed the girl, put her on her stomach and hit her several times on the back, dislodging a rubber hair tie blocking her airway. she started to cry and her family reacted. they were very emotional. her

father started hugging me. the baby was hugging me. i mean, it was. yeah. it was a ltle emotional. definitely. i was happy to see that they were able to go home with their baby. you know, didn't have to go to the hospital feeling to save a life. officer gonzalez says he had just received additional medical training about how to respond to a choking child a week before he managed to help this little girl. the city of oakland unionized service workers are poised to take an ambitious step, decertified from their union to form a new independent union. leaders are launching the kickoff event this afternoon when a rally to mobilize the rank and file. organizers say that workers have a voting deadline at the end of this month. now, this comes as oakland leaders continue to grapple with major budget cuts. but the city late last week did announce a plan to keep four stations open. council members later today are expected to

authorize that plan. it is eight minutes after the hour. taking a live look outside at downtown san jose. what is this tuesday morning have in store for us weather wise? let's check in with the pro meteorologist kari hall. well, we are starting out with some clouds in the south bay. some light showers in parts of the north bay that we can see on storm ranger. that green there covering parts of sonoma county as you're heading out this morning. we are going to see some hit or miss rain, but the north bay has the best chance of getting some of that rain as this system moves through. we're already feeling the cool weather, and now we'll have clouds and a slight chance of rain. so as we take a look at what's next rain at times throughout the day, once again, the north bay has the best chance of at least measuring something and then some better rain chances in the forecast tomorrow and thursday, while the sierra will get more snow, which is right now running about 82% of its normal amount of snowfall. so we'll talk more about that and what's ahead coming up. mike is saving us a

net zero emissions, esg. that's environmental, social and governance falling out of favor. markets hit hard on monday as it became evident those new tariffs against canada and mexico really were going to take effect. and they did. 25% tariffs against essentially all mexican products, 25% on almost all canadian products except energy, 10%. those are in effect as of right now. the current tariffs on china largely doubled. further. china has now increased its tariffs against us in response to the tariffs we put on them. here's the president speaking monday. it's going to be very costly for people to take advantage of this country. they can't come in and steal our money and steal our jobs and take our factories and take our businesses and expect not to be punished. and they're being punished by tariffs. it's a very powerful weapon. think about

jobs and factories and businesses in the short term. we expect the tariffs to hurt us a lot, like car makers. even cars made in america often use parts from canada and mexico. a car engine may be partially manufactured here, then shipped up to canada to be finished, then spped back here to be placed in the car. it sounds crazy, but it works. or it worked. one report from anderson economic group estimates the tariffs will add $4,000 to the price of an average crossover suv. that's the price you pay. the today show is going to have a lot more on the effect on car prices coming up at seven. and yeah, you're going to pay more for avocados. but the worry here is not guacamole. it's those factories and jobs i mentioned. china added new tariffs on our products, particularly american own food like wheat and chicken and beef. that makes our products harder to sell to them. a republican senator from kansas

little something this morning. oh, really? yeah. i bought you all a king cake. so the baby. all right. so let's get started this morning with some hot coffee and starting out with some milder temperatures. we're heading out in san rafael. and then as we take a look at our hour by hour forecast, we are seeing that chance of some spotty showers. a better chance of rain as we go into tomorrow morning, mainly for the south bay, and then the rest of the bay area. may see some quick moving showers throughout the late morning into the afternoon. here we are on thursday morning and there's still some passing showers, so it's going to be very hit or miss. and the amount of rainfall that we see as of right now looks to be a lot less for the north bay, but possibly a quarter to half inch of rain from the peninsula to the east bay, as well as the south bay. and looking at the sierra, the sierra snowpack is right at about normal for the northern

sierra, where we've had quite a bit of snow. the central sierra around lake tahoe is at about 78% of its normal amount. and so statewide we're averaging about 82%. and it's so important to keep an eye on this because it does provide a third of the state's water supply. as that snow melt happens in spring, it flows down to the reservoirs and gives us our summertime water supply. but right now, we're looking ahead to only about 3 to 5 additional inches of snow. with these next storm systems coming in before we hit the weekend. the weekend is looking dry. temperatures here wl be warming up. headed for the mid to upper 60s. looks really nice and we're going to enjoy it before more rain comes back in early next week. right now, mike, it looks like you're seeing a clear drive across the bay bridge. beautiful commute into san francisco or out of san francisco. and a beautiful view of the city. clear. no problems right now as you're crossing the bay. a little predictable build for highway 37. those sensors, folks are easing off the

i'm not happy with the way that pg&e handled the wildfires. yeah. yeah. i totally, totally understand. we're adding a ton of sensors. as soon as something comes in contact with the power line, it'll turn off so that there's not a risk that it's gonna fall to the ground and start a fire. okay. and i want you to be able to feel the improvements. we''ve bn able to reduce wildfire risk from our equipment by over 90%.

[skateboard sounds] a bay and happening now. some bay area schools will take part in green career week. this week wasreated by the nonprofit seed your future to inspire students and connect them with businesses focused on agriculture, plants and flowers. for example, the san francisco flower market will be working with schools in the san ramon valley unified school district. organizers say they hope this week not only unveils different career paths, but helps everyone realize the importance of green careers that have that have our

as well as parts of the north bay. we can see that rain right over santa rosa. and it's basically lined up with highway 101. so a little bit of a soggy commute as you're having to turn on the windshield wipers this morning. a very quickoving and weak storm system passing by. and we will have some better rain chances ahead. but we are starting out with temperatures in the upper 40s and low 50s, and our highs today near 60 degrees. and mike, you're seeing that it's time for a change at the bay bridge. you're talking about some weather changes. i'm talking about the lighting change. the metering lights should be activated at any second. we see the volume starting to build right here. and we do see where i've circled at the bottom of the incline where things get congested. we lose lanes. there's more slowing there. also, at the golden gate bridge, over on the left side of the screen, we had some slowing. a second traffic break. looks like all the crews are cleared. concord. look at that over on the right side there. highway four does show a little slowing getting into concord traditional for contra costata countynywhere south of there. looking really good. but if we look at the

travel time for vasco road, we do see that it's slowing a bit. there's your traditional slowing south as you approach 580 coming out of contra costa county. back to you. thanks, mike. well, president trump has cut off all military aid to ukraine. now, scott, it wasn't that long ago that he was actually impeached for that. yeah. that's right. it was not that long ago at all because of that quid pro quo he wanted from zelensky. you investigate my political opponent. families deal in your country, you get the weapons you were promised. this time around. there's no such unethical behavior. the president is being much more straightforward. not know this for that. just a cutoff of weapons promised to ukraine. this comes, of course, after that incredibly awkward white house meeting where zelensky was called in to sign a deal that would give away much of his country's mineral rights. but that deal never got signed because the white house asked zelensky to leave. vice president vance joined trump in criticizing the ukrainian president and defended his actions monday on fox news

channel, saying he had wanted to speak to zelensky in private. but the president wanted to make the conversation public. we're having this meeting. obviously there are 100 television cameras here. let's try to have this conversation in private. and then the president, as we kept on going back and forth, i tried again to say, well, maybe we should have this conversation in private. and the president was like, no, actually, i don't want to have in private anymore. i want to have this actual conversation in public for the american people to see. and i do think that there was just a certain sense of there was a lack of respect, there was a certain sense of entitlement. now, i mentioned arms to ukraine, but there's also concern about america's own spending on our defense. senator mitch mcconnell raising the alarm about american defense spending, saying because congress still hasn't passed a new budget. defense spending is frozen at 2024 levels. they don't account for inflation or new projects. mcconnell, writing an op ed in the washington post, warns we cannot defeat

tomorrow's enemies with yesterday's budget. the president said on social media this morning the federal government would cut off educational funding for any college or university that did not expel american students involved in what he called illegal protests. now, he didn't specify what made them illegal. he also repeated a promise to deport foreign students studying here who participate in that same protest. no masks, he wrote in all caps and then added, thank you for your attention to this matter. president trump will speak to a joint session of congress tonight. obviously, we're watching for what he plans for ukraine. probably there will be a defense of doge elon musk's cuts to the government. the president right here is speaking about a new chip investment monday. at the same time, bloomberg reports the office in charge of the chips act was cut by 2/5. we also expect him to talk about tariffs. there are new tariffs on canada and mexico that took effect today. laura, we'll talk more about those as

of supervisors the power to remove a sheriff for cause with a 4/5 vote. the board is pursuing this measure in response to an independent report, an audit that it commissioned in november of last year. that 400 plus page report was released, and it accuses san mateo county sheriff cristina corpus of a conflict of interest, abuse of power, intimidation and retaliation against employees, and the use of racist and homophobic language. her own captains, the deputies union, several cities here on the peninsula, and local political leaders. they have asked her to step down, but sheriff corpus has refused. she says she is the victim of false lies and accusations from those who want to keep the sheriff's office a, quote, white man's world in her words. and she has since filed a $10 million claim against san mateo county. last december, voters approved today's special election. sheriff corpus challenged measure a in court, but a judge upheld. today's special election. this was back in february. a political science professor at ucsc explained to

us the implications of measure a by allowing the board of supervisors to do this. they also get to appoint an interim replacement. and so that seems semi undemocratic in the sense that the person who was elected board, and then someone who was not elected could replace them. the county has until the end of next month to certify today's special election results. if voters approve measure a, the board would then meet would have to publicly explain their reasons for wanting to remove the sheriff and then would vote again. reporting live here outside the san mateo county sheriff's office here in downtown redwood city. bob redell today in the bay. all right. a lot to cover. we'll see how the day will, you know, really hold out there. thanks, bob. we know some state workers, including leaders of some of the largest state worker unions, are expressing frustration with governor gavin newsom's new executive order. this is to bring everyone back to the office at least four days a

week. well, the governor yesterday ordered workers back by july 1st. it affects close to 100,000 state workers currently required to be in the office just two days per week, and it will still allow for case by case exemptions. now, some state workers are skeptical about it, making much of a difference in activity. i haven't seen any benefit to my own personal productivity being in the office five days per week, and frankly, i have no idea where they're going to fit everyone. our floor is completely full on tuesdays and wednesdays. i know one of the things they're going to say about us comining back, it's for collaboration purposes. but like, honestly, we do a lot of collaboration on microsoft teams and that works great. so the governor's announcement follows a similar order recently given to san francisco workers. that rule takes effect at the end of the month, next month. that is, the remote. federal workers are also facing new pressure to return to the office. let's take a live look outside in san

francisco, where supervisors later today expected to lay out a new four pronged strategy to combat public drug use and open air drug markets. this follows a huge police bust last week in jefferson park near japantown. that's where police. i just i need to clear my throat, but i don't want to gross everybody out either. okay? that's where police say close to 100 people were actually arrested. neighbors last week told us they believe many of those arrested relocated there after the city cleared out areas in the 10-day, jewell loyd and south of market. and authorities have still not identified the man killed in a solo rollover crash yesterday. this is in san jose. it closed three northbound lanes of highway 101 south of tully road. this is during the height of the evening commute. 50 year old driver died there at the scene. the lane closures lasted about four hours. investigators are still trying to determine how this all happened. okay, let's take a live look outside of the bay bridge toll plaza on this now tuesday morning. we'll check that morning commute with mike in just a little bit. let's talk

about the forecast with kari. we should enjoy today. we are going to have a nice day. with the exception of some spotty showers that have been moving here and there. as we take a look at storm ranger, if you have the nbc bay area app, you'll be actually getting alerts if any rain is heading in your location. that will b very useful today because not everyone will see the rain. but where we do see it, it may slow you down just a little bit. mainly with that drive on 101 from the north bay all the way down to san mateo, we're seeing some light rain while it is partly cloudy in the south bay, and we will see a slight chance of rain today with more rain chances tomorrow and thursday, as well as more sierra snow coming in before the end of the week. and mike, you're seeing some traffic building up on this tuesday at the bay bridge toll plaza. the metering lights have been activated for about ten minutes now, and we see the slowing approaching the toll plaza. the sensors show slowing at the incline, as well as the decline getting into the city. more crowded and that's expected for the morning commute. highway 37 and highway four. same thing as far as the build goes. there's 242 kicking off just below. the sensor reads as we're

to new research. miriam villarreal, from our sister station telemundo 48, explores the impact for latas. it's a silent battle that many women go through. data shows that postpartum depression cases are on the rise, especially in the latin community. this is a report done in collaboration with usc annenberg center for health journalism. her daughter, sweet voice, draws an instant smile on stephanie's face, a joy that came after a process of mixed emotions after becoming a mother, and she compares her feelings that went from light to darkness, like something out of a movie. like it's one of those movies that everything feels like it's great, like sadness. sadness matched with anxiety, matched with nervousness, feelings that she didn't recognize and thought were the so-called baby blues, which affects 75% of new mothers and begin as soon as the first day after giving birth. something that could be anticipated but not extended. you can have those feelings of being overwhelmed, sadness, lack of joy. but if that lasts for more than two

weeks, then we call it the baby blues. you really want to understand that you might be facing postpartum depression? doctor bianco explains that cases of postpartum depression in latinas are on the rise. research reflects an increase of more than double between 2010 and 2021. in fact, another study shows that 40% of latinas experience a mental health disorder after birth, such as depression, compared to white mothers, attributed in part to the socioeconomic and immigration status. which is why doctor bianco says it's important to not miss your postpartum appointments. it's screening the first intake, the first visit with your obstetrician, and the six weeks postpartum. however, when stephanie went to hers, she says she didn't relate to any of the listed symptoms. time went by feeling unwell and not knowing who to tell. the mental health stigma in the latino community makes many of them stay silent and an extra factor. transculturation. maybe, perhaps coming from another country, maybe not having the same amount

that's also passing by the bay and headed toward the east bay. so a lot of the rain that we've seen has been moving from west to east, and there will be that slight chance of rain early. otherwise partly to mostly cloudy today. stopping the timeline at 5:00 tomorrow morning. so at this time tomorrow we could see some rain over parts of the south bay. that may be heavy at times, and then throughout the day, looking at some off and on showers and cool temperatures continuing into early thursday. during that time, we're looking at a measurement of most of us getting about a 10th of an inch of rain or less, from san francisco to the north bay. could be a little bit more for areas farther to the south. and then looking at the rest of the forecast, spotty rain tomorrow as well as thursday. and then heading into the weekend, we warm up. we clear out. looks like a beautiful weekend ahead to make some plans to get outside. and we'll also see rain coming back on monday while san francisco. we'll see clouds today, a spotty shower and then a clearing out there as well for

the weekend. mike, you're seeing traffic continuing to build. yeah, it is building up in san jose. actually it's just reached the peak. and now we should start to see these speeds improve until 40 after the next hour, 40 after 540 after six is when we tend to see the slowing start. the 6:00 hour is when things start to stick for the south bay commute, so this will ease up a bit. coming through san jose. nothing unexpected for one on one or the rest of the south bay freeways. the tri-valley looks great behind me. there's a little slowing into the altamont pass. pretty mild right now considering it's a tuesday, but we do see the slower drive coming here off the castro valley area off the y. 238 and then 880 bills we'll see more traffic flow over toward the san mateo bridge. it's all again on pace here for that area out of the tri-valley. but look, vasco road, we're at almost a half hour mark now, so we do see the build leaving contra costa county. folks, take vasco road down to 580. it gets very crowded that last stretch, that last mile down towar 580 itself. right on schedule. 580 highway four show that westbound commute heading over in toward

tuesday. fat tuesday. it is fat tuesday. i'm marcus washington. all right. get your indulgences in, i guess. i'm laura garcia. we're going to check that morning commute with mike in just a little bit. but let's talk about this forecast with kari. yeah, it looks really good out there. although we have started out with some clouds, some milder temperatures and a little bit of rain. as we take a look at storm ranger, that's our mobile doppler radar. and that red scan that you're seeing there. most of the rain for the peninsula has now moved over toward the bay, and then we're seeing some hit or miss rain that's been moving through sonoma county just now, starting to approach napa county. so we've seen the rain. that's just enough to wet the roadways and make that commute a little bit more slick on your way out the door this morning. but overall, we've seen other areas starting to dry out a little bit after some early morning quick passing showers. we'll have a better chance of rain at this time tomorrow morning, mainly from palo alto on southward, and that's where we could see some more rain coming through, with rain chances continuing into
