25% tariffs on canada and mexico took effect at midnight. tariffs on chinese imports increasing by 10% and it's drawn swift retaliation by america's biggest trading partners. also overnight, the u.s. has suspended military aid to ukraine just days after that explosive meeting with ukraine's president in the oval office. a major reversal after nearly three straight years of bipartisan u.s. support. meanwhile, those doge cuts on federal agencies are expected to be a major talking point in the president's speech tonight. where he's promising to, quote, tell it like it is. we have complete coverage starting with the tariffs and nbc senior business correspondent christine romans joins me here in the studio. christine, let's start with what happened at 12:01. >> gd morning. a major conflict with three of the biggest trading partners of the u.s. and it's just a matter of time until american families see price hikes nearly everywhere they look.

whether that's a car dealership, local grocery store, gas station close to their house. now the stock market clearly on the dow dropping almost 600 ng. points. that's about 1%. the s&p 500, the nasdaq also losing around 1%. it was a down day yesterday, too. look, aside from wall street, obviously all three countries are not too happy about this news either. and we're already hearing from them this morning on how they willight back against these u.s. -- these american tariffs. prime minister justin trudeau says canada will put its own tariffs on more than $150 billion of american goods over the course of 21 days. china not holding back. it's announcing 15% tariffs on american food imports like, chicken, wheat, corn. mexico's president saying she will announce her own response. that will come this weekend in a major address. she teased that she has a plan b-a plan c and a plan d ready to go. to feel all the heat? will start target and best buy ceos, they

are speaking out this morning. they say you should expect price hikes soon for perishable, produce, for example, at target even within a matter of days, said that ceo. one of the first places to watch, of course, produce at your grocery store. we're all very familiar with the sticker shock you're seeing in terms of groceries. fresh fruits and vegetables like tomatoes, avocados, strawberries, all of these largely imported from mexico. since they have a very short shelf life, shoppers might notice a quicker uptick there. now, the next category i'll be watching, the automobile industry. manufacturers ship fully completed cars and parts to this country every week. and new cars are already selling at near record highs. experts say the higher costs and their timing could vary from state to state. more than they do with food. for example, some states in the midwest rely more heavily on imported cars from canada. right now than others do.

that's where we stand right now, craig. the president ordering a pause on military aid to ukraine after that stunning oval office showdown late last week. he plans to address that and more when he speaks to a joint session of congress tonight. nbc's senior white house correspondent garrett haake joins us with the preview. garrett, good morning. >> reporter: hey, savannah good morning to you. and this speech comes at what's really a time of turmoil here in washington. those tariffs the deep cuts to the federal work force led by elon musk. and now what appears to be a growing rift with ukraine. the president's decision to pause aid for ukraine sending shock wavings across the atlantic. this morning the ukrainian prime minister vowed to keep working through all diplomatic channels to patch up this rift with the u.s., and eventually end the war. overnight, president trump pressing pause on billions of dollars in american military aid to ukraine. it's the latest fallout from

friday's explosive oval office meeting with ukrainian president zelenskyy. >> you don't have the cards. >> reporter: t white house saying in a statement that the president wants peace and it will now review the aid. most of it in the form of american weapons and ammunition, to make sure it is, quote, contributing to a solution to the war. lawmakers on both sides criticizing the move, which could with hold support that ukraine has been depending on its fight against russia. >> this is preposterous. it is laughable. it is childish. and it is embarrassing for donald trump. >> i do not think we should be pausing our efforts. it's the ukrainians who are shedding blood. >> reporter: e earlier t president expressing optimism an agreement could still be struck to end the war. >> i believe that russia wants to make a deal. i believe certainly the people of ukraine want to make a deal. >> reporter: russia praising the move this morning. a kremlin spokesperson saying a halt in u.s. weapon supplies, quote, could be the best contribution to peace. while at the same time, european leaders outlined their massive aid package for ukrainian

dedefense. but last night, vice president jd vance warning zelenskyy that he could not rely on europe. >> you need to come to the negotiating table and recognize donald trump is the only game in town. >> reporter: it comes as mr. trump prepares to deliver the first address to a joint session of congress of his new term. where he will outline his priorities for the next four years and out the the accomplishments of his first 42 days. his last speech before congress in 2020 notably concluding with then democratic speaker nancy pelosi ripping a copy of president trump's speech in half. tonight he'll be backed by a gop speaker and vance and trump ally elon musk will also attend, according to a white house official. >> he's going to talk a lot about -- a lot of the successes that we've had. he's also going to be, himself, which means he's going to poke a little fun and we're going to have a good time tomorrow. >> reporter: the theme of the president's speech tonight will be the renewal of the american dream.

now, he's not expected to travel afterwards to further spotlight his remarks by vice president advance. he'll be headed to the border to talk illegal immigration and democratic response at tonight's speech will come from freshman michigan senator alyssa slot kin. expect to hear about national security and the economy from her. savannah? >> garrett. thank you. joining us now kristen welker here in washington. we're in your backyard. let's talk about tariffs. >> yes. >> this is a major gamble by president trump politically, with something that every american will feel, which is prices. what is the thinking there? >> well, you're absolutely right. and to some extent, savannah, in the eyes of many, this is a realignment of the u.s. standing on the world stage. these are the united states' closest allies. mexico, canada, who he's slapped with these tariffs. but then to the point about prices. why was president trump elected? this promise in part to bring down prices. we haven't seen that happen yet. 62% of americans, according to a recent poll, say it's not happening quickly enough. i just spoke with a senior administration official, though, moments ago who said this is what he campaigned on.

no one should be surprised. >> and he said -- i think to you, there may be some short-term pain. >> absolutely. he has acknowledged there maybe some short-term pain. i pressed him over and over again when i had a chance to speak to him, won't this just drive up prices on consumers? he rejects that notion. he says ultimately the pain will be born out by these other countries. he wants them to be -- do more to stop the flow of fentanyl, illegal drugs coming across the border. we'll have to see how it plays out, but it's very risky, savannah. >> let's talk about ukraine. obviously there was that explosive meeting in the oval office last week. and now overnight, this pause on all military aid to ukraine, something that has enjoyed bipartisan support. where does this go? >> well, i've been talking to administration officials who say, look, these peace talks could potentially get back on track, but they say that president zelenskyy has to be the one to come and say he is ready for peace. freezing the aid, savannah, is

the biggest break to date between the united states and ukraine. yes, the oval office meeting, explosive. but this is stunning. undoubtedly european allies will be more rattled by this. they had that show of support rallying around president zelenskyy this weekend. and it all comes as russia is cheering all of these moves. so talk about a realignment. a lot of people see what's happening and they believe this really is at the center of the realignment. so we'll be listening closely to see how the president addresses it. >> much to discuss tonight when he appear before congress in his first address to the joint session. thank you very much, kristen. we'll be here. nbc news will bring you the president's address live. our coverage starts at 9:00 eastern here on nbc. we'll also stream it on nbc news now. craig, to you? >> let's turn to new details from the vatican overnight. on the health of pope francis. the 88-year-old, whose now been hospitalized for more than two weeks, was placed back on a ventilation device after

suffering two ret piratory episodes. nbc's anne thompson joins us from the vatican with an update. anne, good morning. >> reporter: goormt, craig. there's some good news this morning about pope francis. the associated press is reporting citing the vatican that the pope is no longer on that non-invase iive breathing machine. after two acute respiratory attacks yesterday. he is this morning on high-flow oxygen following a good night sleep. this morning a new urgency in the prayers for pope francis. the 88-year-old leader of the catholic church had another setback monday in his battle with double pneumonia. suffering two acute respiratory failures, when mucus in his hungs made it harder for the pontiff to breathe. doctors performed a bronchoscopy, placing a thin tube in his airways.

the mucus build up is a consequence of pneumonia. a vatican source says shows no new infection and the pope doesn't have a fever. it's another setback in under a week, after francis had respiratory issue friday. and doctors are closely watching how well the pope, who has had long-standing health issues with his lungs is breathing. austin ivory is a paypal byographer and co-author with a big with francis. this is the longest hospitalization of his papacy. if he comes back and if his health is diminished, do you see him resiing? >> so he's always said for him the papacy is for life. and we have seen that he doesn't mind being a frail pope. he doesn't have to be in the best of health. >> reporter: in his sunday prayer, francis wrote about the blessing that is hidden within frailty. and said he is thankful for the opportunity to share in body and spirit the condition of so many sick and suffering people. the faithful encouraging that

spirit at last night's rosary for francis. praying for his well being. now the vatican says the pope remained alert and cooperative throughout both attacks. this morning, his prognosis remains guarded. craig? >> anne thompson for us once again from the vatican. ann e, thank you. we have a lot more to get to, craig, including the severe weather. dangerous storm system on the move this morning. millions bracing for rain, high winds and possible tornadoes. among the areas in its path, the city of new orleans, officials are scrambling to keep revelers safe and adjust mardi gras celebrations. we have al's full forecast in a moment. but, first, jesse kirsch joins us from new orleans this morning. jesse, good morning. >> reporter: savannah, good morning. you can see crowds starting to show up. you might hear the musicians warming up. all of this happening 90 minutes ahead of what was originally scheduled as the city tries to get the parades in before the

bad weather. this is new orleans, and so many more americans brace for severe weather. this morning, a major storm system barrelling towards the south, whipping up everything from snow, rain and heavy winds in the middle of the country to dust storms in the southwest. now millions under warnings for severe storms and even more dangerous winds, including new orleans, bracing for wind gusts up to 60 miles an hour on mardi gras. >> the national weather forecast turns from a watch for severe wind to a warning, i will cancel the parades at that point. no matter what time that is. >> reporter: the severe weather threat prompting the city to cancel some celebrations and condense others. today's two big parades are starting earlier. their lineups and routes cut short. all of it in hopes of getting the party in before the bad weather arrives. >> we from new orleans, so we're outside anyway.

it doesn't matter. we're still outside. >> reporter: rain or shine, you will be partying. >> rain or shine. we outside. >> reporter: just over two months after the deadly bourbon street terror attack, security is at an all-time high. and some events like today's planned parade are paying tribute to the 14 innocent lives lost. still, massive energetic crowds have been lining the streets of new orleans. >> we want to hold that tradition up and make it as best, as much fun for the people of new orleans as possible and our visitors. >> reporter: the community determined to celebrate no matter the weather. and this is very much a fluid situation in the big easy. the police superintendent here says if the wind threat increases enough, even this morning, they would call off the altered parades if they need to. new orleans is so known for this. so many people come here just to see mardi gras that the city is

trying to get in what they can. savannah? >> what a disappointment. thank you, jesse. let's get more on that storm threat from al. not just the storm threat. you're looking at the tornadoes. you've got snow. you've got rain. lots happening. >> a fire threat right now. in fact, there is a very vigorous line of thunderstorms. ground stop at dallas/ft. worth airport. we have tornado watches, warnings, severe thunderstorm warnings. and these go until 11:00 a.m. central time. plus add to that, to the north, we have winter weather alerts for 16 million people from marquette, michigan to aspen, colorado. we're also looking at wind alerts, 85 million people including new orleans, kansas city, roswell, up to 60 miles an hour. fire alerts for much of texas on into arizona. and we're looking at a severe threat of weather from fort smith to pensacola for tornadoes. here we go. here comes that frontal system. a tornado threat from texas to the florida panhandle for today. we're expecting an enhanced risk

let's get to your news at 8:00. we'll start with the breaking news. fears of a trade war becoming a reality overnight. the united states slapping sweeping new tariffs on canada, mexico and china. two of those countries quick to retaliate with tariffs on american goods. nbc's senior business correspondent christine romans has been following the back and forth overnight, joining us with the latest. christine, good morning. >> good morning to you. this is a major conflict among three major trading partners of the u.s. it is just a matter of time until american families may see price hikes nearly everywhere they look. all right the dow jones opening 400 points lower. let's lay it out. all imports from mexico and most from canada now facing a 25% tariff. fsh products that are coming from china, they will now have a 20% tax slapped on then at the ports. we're already hearing from two of the three countries this morning on how they plan to fight back. prime minister justin trudeau says canada will put its own

administration pausing military aid to ukraine, according to two u.s. officials. this comes days after that explosive showdown in the oval office between president trump and ukraine's president. nbc's senior white house correspondent garrett haake joins us with the latest on this. garrett, good morning. >> reporter: savannah, good morning to you. the president's decision to press pause on american military aid to ukraine sent shockwaves across the atlantic overnight. it is the latest fall-out from that explosive meeting on friday between president trump and ukraine's president volodymyr zelenskyy which ended with administration officials asking zelenskyy to leave. now the white house says it's reviewing this military aid, which is mostly american-made weapons and ammunition to determine if continuing to provide it will contribute to a solution to the war. the move has been praised by russia, and comes on the same day european leaders outlined their new package of defense aid for ukraine. the president is expected to address this pause when he speaks tonight before a joint session of congress.

>> right. what should we be considering right now in light of those tariffs if you want to buy a new car? >> you want to kick that search into high gear. how much can you comfortably afford? and have you done the math on your monthly payment, including the insurance for the car that you are interested in. the good news with new cars is they are reaching the highest affordability level in three years. 30% more affordable, new cars on the market. and with the lower interest rates, that could be beneficial over a used car because you're paying less in interest over time. >> okay. >> the average person will own their car for about eight years. so that's a long time. i want to show you the cars under $30,000 right now which qualify for that affordability. chevy won the 2024 best of cars. best of cars. the hyundai venue is a great one. hyundai has one of the best in class warrantees for cars. nissan has a couple on the list. consumer reports likes the

sentra under 25 and the mitsubishi mirage. what should we know about the used car market? >> it is harder to compare apples to apples because used cars have so much variability in terms of mileage and age. >> i think the industry prefers pre-owned. >> consider this. the average used car going for $20,000 or less right now has more than 90,000 miles on it according to cars.com. progressive says that's already half the life of a car, so be careful when you are looking for a used car. make sure you're checking places like edmonds, consumer report, kelley blue book. do your research on the make, model and year to check for safety and reliability. that's how you can narrow it down. when you are ready to buy, get to the lot. have your financing lined up because a lot of the more premium pre-owned cars, if you will, will go very, very quickly. also ask questions. does it have new tires? does it have new engine parts? that will make it -- give it better longevity. check the accident history on that car.

bring a mechanic or someone with you to help you inspect the car, that's great. test the features. it may have blue tooth and rear view camera. unless you turn it on and try yourself, you don't know for sure. >> what about the vin number, vick? >> absolutely. that's how to get the car fax report tknow exactly what you're talking about, which vehicle you're talking about. >> let's talk about leasing. who should lease and maybe who should not? >> leasing is good if you like a new car every three years. it's not the most economical. it's like renting. put a down payment, make a monthly payment. but just make sure that if you are someone who drives a whole lot for your commute or you love to go on road trips, leasing might not be for you because there are mileage restrictions. you only drive a certain number of miles per year. by the time you return the car, if you're over, you will pay per mile for how much you're over. if you have a slobbery dog, a lot of wear and tear -- >> why is the dog slobbery. >> they will charge you extra fees for that extra wear and tear. the good thing about it, you can lower your monthly payment if you put more down.

but you won't own the car at the end of that lease. it goes back to the dealership. >> you talked about this a lot. vicky nguyen loves to look at buying cars online. this is one of your tips. >> this is how i bought the last seven cars for my family. >> seven? >> seven cars for my family. california and new york, always online. >> why? >> because it's just easy. you're not there haggling with someone at a dealership, spending a lot of time. time is precious, right? the first thing i do, consumer reports and youtube are my best friends. i use consumer reports. right now the magazine is out. their auto issue, it's like a new car bible, craig. okay. so that helps me decide, okay what three cars do i want to test drive. then i go on youtube and look at the reviews. there's so many experts out there. people who know more about these cars than the sales people on the lot sometimes. and they're taking you through and showing you all the little bells and whistles. once you say, okay, i want to go test drive these cars. you call up the dealerships, schedule the test drive. you go in. if you like the salesperson, keep their card. i will get back to you. i'm going home and do an internet search. there's a website called caredge.com.

eye-opener for you parents. you have seen the stats by now that show that boys and young men are unfortunately falling behind in education. >> now some schools are making a concerted effort to help them catch up. >> nbc's morgan radford got a first-hand look at some of the changes they're trying out. this is a thing, this has become a nationwide trend, right? >> it is. more schools are trying to do it in some creative ways and trying to address the different ways that boys and young men are learning and how they can thrive. so we visited e school that went all in on helping boys learn from the playground to the classroom. ♪ >> reporter: it's just past 8:00 a.m. here at boy's latin school in baltimore, and while the classrooms are empty, the school is buzzing with activity. >> in the morning, we havepen gym. >> i play basketball. >> i do scale modelling. >> reporter: the reason, a wave of changes designed to soltv a growing gender gap in education, with boys at least half a grade

level behind their female peers in reading in nearly every u.s. state and 1 million fewer young men heading off to college compared to their female counterparts which is why starting last year this private all boys school decided to do something about it. with three big changes, a ban on cell phones, a first period for activities and more time for hands on projects. away from desks. show of hands. how many of you think these changes have been positive? all of you. >> yeah. >> i have been getting better grades. i've also been happier in class. >> why are you happier? >> because before i was tired and didn't want to be in school. when i get woken up, i feel like i'm ready for the day. >> we hear a lot of december cushioning out in the world about how young men are isolated, how young men are angry, how young men are lonely. do you see that playing out in the world? >> i can't really speak on loneliness, but it does take

away a lot of negative emotions like anger, anxiety. >> if you don't have your phone, you're saying? >> if you don't have your phone. >> it makes us feel like we're all connected and together. >> headmaster chris post calls it a win/win. >> how much does it cost to make changes like these? >> it cost virtually nothing. a phone locker and for plastic tubs to put your phone in. >> are these changes working? >> absenteeism is probably lower year on year. certainly there are fewer and fewer student latenesses. kids are excited to come to school. >> reporter: the changes part of a growing nationwide movement to make education more boy-friendly, spurred in part by a new organization called "the american institute for boys and men". >> the alarm bells are really ringing now in classrooms which is to say r boys aren't doing well enough. there are twice as many girls at the top of the class in the top 10% as there are boys. boys are much more likely to be suspended, much less likely to finish school on time.

so the overall story is pretty clear that our education system is not serving our boys well enough. >> what would you say to critics who say, look, girls could benefit from these changes, too? why is this specific to young men? >> we want to find ways that lift everybody up, but we're particularly offer a helping hand to those who falling furthest behind. in schools that's very clearly boys. >> why are you looking at my hair? >> i'm not. >> reporter: for michael and his son blake -- >> have you noticed a change in your son since he's enrolled here? >> yes, very much so. i see him ready to go to school. instead of kind of retreating and pulling back. and i think so much of that is that they let boys be boys and they just go all in on that. >> reporter: all in on a new school experience. >> all in. and beyond the cell phone ban, these changes are based on research, showing that physical

110 classics, chicken p arks rparm, hard to make them healthy without sacrificing taste? >> absolutely not. the whole idea is you take these super foods, turn them into condiment to make your food. i'm going to show you how to do it. >> oil down. >> some shallots. i like shallots milder. cook those down. we're going to add cherry tomatoes. so in this traditional chicken parm, people use long cooked sauces. what you can do, i like a little brighter, little lighter. fresh tomatoes, shallots, little salt, although i don't -- well, any way, it cooks down like this. >> pinch of salt. >> put the salt down. cooks down just like this. soften the tomatoes, right? put some basel. and basically your sauce is done. that's it. >> simple. >> this takes like five minutes

to cook these tomatoes down which is why i like it. then we come over here. we got chicken. when you buy a chicken breast, i like to have a chicken breast, butterfly it. then if you have a mallet, that was very italian. that was very italalian. if you have a mallet, just pound ithin with a mallet because it cooks faster, evenly. >> if you butterfly it and then still roll it or pound it? >> come on. >> get your aggression out. >> so you can use a white -- you can use a wine bottle, use a mallet. whatever floats your boat. whatever is easy. rolling pin works great, too. you're good. come over here. >> yep. >> you season it. >> okay. >> you're going to season both sides. and we're going to dip it. i mean, this is classic breading, right? >> yep. >> you want to dip it in there for me. >> i sure do. >> beat an egg. season the eggs as well if you like. but this is the condiment that i'm talking about. >> okay. >> it's not just plain bread crumbs.
