chamber with a couple of different displays. certainly, we saw democrats in unified color. some of the democratic women chose to wear pink. some were holding paddles to express different views, asking the president, standing up for medicaid as an example or accusing the president of not being truthful about his policies and his actions. the most notable, of course, was texas democrat al green who was ejected from the chamber because he had called out to the president repeatedly and did not take his seat. >> kelly, it wasn't just politicians in attendance. the supreme court justices wer present. i want to talk about scotus. a key decision came down. what should we know? >> reporter: this was brought about with respect to the president's desire to cut funding for foreign aid in the u.s.aid development organization. the court, in an unsigned,

typical for an emergency type measure, narrowly said that the administration does not have the ability to do this. they are putting the brakes on the president trying to slash this foreign spending and asking the lower court to better determine what are the obligations that the united states has based on congress appropriating money and having contracts to provide this different kind of service, whether it's food or medical aid or educational programs around the world. it's gotten a lot of attention. right now, the supreme court is pumping the brakes and saying the president has exceeded his authority at this point. they have to go back and find out what must they deliver on those in many cases already paid for supplies and so forth to get them to their original destinations. >> kelly o'donnell with the latest from the white house, thanks so much. it was a long speech last night. president trump made several false or misleading statements during his joint address last night.

>> since taking office, my administration has launched the most sweeping border and immigration crackdown in american history. we quickly achieved the lowest numbers of illegal border crossers ever recorded. >> that's the claim. what do the numbers show? >> the numbers show he is right. really low border apprehensions. the numbers appear to back him up. experts will argue whether it's him or conditions driving people to leave. the numbers are low. he gets a win right there. >> thanks so much. this morning, the cia director said the u.s. is pausing intelligence sharing with ukraine. the trump administration announced a pause in military aid to ukraine as shipments of weapons and equipment were actively en route. it forced planes to turn back. president trump struck a more conciliatory tone last night. after ukrainian president zelenskyy signalled his willingness to sign a strategic minerals and rare earth deal and

begin peace negotiations. courtney kube joins us. explain to us the decision to stop sharing intelligence with ukraine and what the broader implications could be. >> reporter: the u.s. decision to pause at this point -- we don't know how long this will last. to pause sharing intelligence and sending weapons and equipment to ukraine, yes, it has a practical impact, frankly on the day to day fight there in ukraine. the bigger impact is really the message that this sends, not just to ukraine, but to allies throughout europe and particularly in eastern europe. on a practical matter, yes, the united states was sending weapons and equipmsending weapons and equipment. they were flowing things in. not at the same rate that we were -- we have seen over the last three years. we found out just today from a defense official that there was a shipment that was on its way to monday when at 6:00 p.m., it was turned around,
12:10 pm
turned off because of this order to stop sending weapons and equipment, or to pause it. the intelligence sharing is a little different. while the united states may be pausing providing information directly to ukraine, the u.s. is still sharing intelligence with close allies. that information still is making its way to ukraine. in addition to that, a lot of the allies, frankly, have better intelligence about russia and about what's happening in ukraine than the united states does. the big question now is, if the united states is pausing it to ukraine, is ukraine pausing that same intelligence sharing back to the united states? they have a lot of information about russia that is useful to the united states as well. >> a good point. is there a sense of how long both these pauses might last? >> reporter: not at all. frankly, a lot of the decisions that we have been hearing about in the last several days, there's one school of thought they will only occur during the negotiations. we are getting some of the signals from the administration.
12:11 pm
no one that we are speaking with is giving us any kind of a real signal, a real confident signal if the united states signs this minerals deal with ukraine and the relations get back on track that this -- the weapon shipments or intelligence sharing will suddenly restart. >> courtney kube at the pentagon. let's turn to consumer news. disney is making staffing cuts. the world cup is getting a halftime show. we have today's cnbc moy minute. >>start with disney. they are cutting 200 jobs across its abc and entertainment tv networks. bloomberg, citing an internal memo, reporting the majority of the layoffs affect the abc news division in new york and that impacted employees will be notified later today. the production units including abc studios, "20/20" and "nightline" will be consolidated.

what do we know about this deal? might we see other exemptions? >> this is just breaking in the last few hours. we are waiting for more details. it sounds like the 25% tariffs on canada and mexico are still in place. there will be an exemption for automakers in compliance with the us mca. it's a trade deal brokered in 2020. any automakers in compliance, will not face the tariff. this was a big deal for tariffs that some had adding $12,000 to the cost of a car. it was a substantial deal. maybe that's the reason why the administration now wants to say, we will offer an exemption for them. i want to point out, that's only for a month. we will re-visit this and talk about it again at the beginning of april. >> a lot of kicking the can down the road. in the midst of that, there's uncertainty for american businessowners. >> absolutely. when it comes to all other products subject to the tariffs, we haven't heard anything like that. the tariffs implemented as of

migrants in february. a big reason why those numbers are so low is because mexico is doing more to interdict migrants trying to get to the border and everyone is denied asylum when they are encountered, even if they come in through legal ports of entry. that's something to point out. the company that j.d. vance and the president is bringing with him can't be ignored. tulsi gabbard and pete hegseth, secretary of defense has been instrumental in the policies. they have sent troops to the border. they have involved in guantanamo. those plans could be coming to an end. they keep the emphasis on arrests in the interior and trying to deport more from the border. >> on capitol hill, a republican-led house company held a hearing focusing on sanctuary cities with mayors from the cities. >> the cities were very clear.
