"early today" starts right now. and good morning to you. i'm richard lui. we are starting and entering day 47 of this new trump administration, and president trump is walking back some of his tariffs on canada and mexico. which went into effect tuesday. the exemptions will apply to goods that apply to the free-trade agreement from the first trump term. that amounts to 50% of mexican imports and 38% of canadian imports. those exemptions are only for one month. christine romans has more. >> reporter: president trump with another new stance on his own trade war. a partial reprieve on his 25% tariffs on goods from mexico and canada. >> we helped them out with a problem they were having. had to do with the tariff. we had a very good conversation. >> reporter: following a call with mexico's president claudia sheinbaum, mr. trump backing offer on tariffs on imports that fall under the united states-mexico-canada trade

agreement that he negotiated during his first term. that's about half of mexican imports and about 38% from canada. according to a white house official, among them, cars, appliances, prescription drugs, produce and textiles. >> april 2nd is going to be a very big day for america. >> reporter: but the president also made clear it's a pause for now. >> these are countries and companies, foreign companies, that have been ripping us off. >> reporter: trump saying the tariffs are on hold only until april 2nd, the same date he vows to match all international taxes from any u.s. trading partner. and, for investors, the threat and then retreats meant more uncertainty. and, for affected u.s. businesses, the back and forth is part of the pain. >> we use u.s. steel. >> reporter: earlier this week, as the tariffs were set to take hold, we met chuck dardis, president of an auto parts manufacturer outside of detroit. tariffs on canadian goods mean

what for you in your business? >> it means dramatically increased costs that we might not be able to recover. >> reporter: now with the pause, what is certain for you right now? >> there really isn't any certainty for us. i feel like this is kicking the can down the road. >> reporter: border taxes on steel and aluminum begin march 12. relief for the auto industry ends april 2nd. dardis says that leaves companies like his exposed. >> we could very wipe out our net income. not just ours but many others. >> and our thanks to christine for that report. u.s. and ukraine officials will meet in saudi arabia next week to discuss peace plans. both president trumps trump and zelenskyy confirming that meeting. the kingdom has become the center of ukraine negotiations recently, hosting a top-level meeting between russia and the u.s. last month.

those talks, by the way, excluding ukraine. for the very latest, let's go to matt bodner. good morning to you. >> reporter: put simply, zelenskyy is looking to salvage his country's relationship with the united states under president donald trump. the past week has been nothing short of a disaster for ukraine. for no real fault of their own. and the situation has become very serious with the suspension of military assistance and intelligence sharing. the u.s. delegation in saudi will be led by steve witkoff. he said trump had received a letter from zelenskyy that included an apology and also a, quote, sense of gratitude. witkoff also said he hopes these negotiations will get things, quote, back on track with the ukrainians and that everything will resume. ukraine has not commented and has not confirmed that a letter was sent. the white house has been pushing ukraine to make concessions that will, as trump sees it, allow negotiations with russia to move forward. but russia has made clear it will make no concessions. and trump has not publicly

pushed for any concessions from vladimir putin. president trump did say yesterday, however, that russia does, in fact, want to make a deal, because, quote, in a certain, different way, a way that only i know, they have no choice. it's not clear what exactly he meant by that. meanwhile, russia has been launching massive drone attacks on ukrainian cities and infrastructure. and european leaders met in brussels to grapple with a new reality that may not include the united states. on that point, three current and former administration officials and one congressional official tell nbc news that trump is considering a major policy shift regarding america's role in nato, possibly prioritizing which allies receive american protection based on their overall defense expenditure. richard? >> matt bodner with the latest. thank you so much. and this morning, president trump signed an executive order creating a bitcoin reserve. the e treasury department will manage a digital asset

stockpile. in the oval office, president trump told reporters he is placing limits on elon musk as they make more cuts to the government. gabe gutierrez has those details. >> reporter: two weeks after elon musk waved the chainsaw to symbolize his department of government efficiency's plans to shred federal spending, president trump says he wants a more measured approach. >> i want the cabinet members to keep good people. now i don't want to see a big cut where a lot of good people are cut. >> reporter: the president posting, doge has been an incredible success, but for future down sizing, cabinet secretaries will be in charge and can be very precise as to who will remain and who will go, using a scalpel instead of a hatchet. the new limits on musk came after some cabinet members told employees not to respond. >> if they can cut, it's better. and if they don't cut, then elon will do the cutting. >> reporter: the president

saying he spoke with advisors about eliminating the department of education. >> we're starting the process. we're trying to get the schools into the states. let the states run the schools. >> reporter: education is already largely run by state and local government, as 8% of funding comes from the feds. but the department distributes billions of dollars to schools. scrapping that responsibility might fall to other agencies. he argues abolishing the department could help bring up low test scores by sending federal money back to states in block grands. in louisiana, cade brumley supports that idea. >> we would welcome the opportunity here in the state of louisiana to have more control and more say over the way in which students are educated. >> reporter: while heather stan baugh, a teacher in rural ohio worries any law with federal funds would harm low-income

a child in texas died last week, marking the first measles death in the u.s. in a decade. well, spacex's mega rocket spaceflight cut short by an explosion this time, the same way january's test also ended, around 8 minutes into the flight, several engines appeared to cut off as starship was accelerating into space. then communication was lost completely. space launch debris forced temporary ground stops at airports across florida. debris was seen streaking across the sky and the caribbean and turks and caicos where a public advisory was issued. in a statement, spacex said it will conduct a thorough investigation into the incident in coordination with the faa. well, there is a new winter storm that is marching into the weekend. nbc meteorologist angie lassman is tracking that one for us. good morning to you, angie. >> hi, richard, good morning to you. we do indeed have snow and a mix of rain that we're tracking across the middle of the county.

nbc's marquis francis has the details. >> reporter: criminal charges in the deaths of three kansas city chiefs fans. >> three men are dead. >> reporter: ricky johnson, david harrington and clayton mcgeeney were found dead two days after watching the chiefs play. in the back yard of a home rented by a fourth friend, jordan willis. >> mr. mcgenie, mr. harrington and mr. johnson all died of fentanyl and cocaine combined. >> reporter: willis and the man police say confessed to selling the cocaine, ivory carson, are each charged with three counts of involuntary manslaughter and three counts of delivery of a controlled substance. they found one bag of cocaine with willis' dna and one bag of fentanyl with carson's dna on it. witnesses say they saw the
