board the aircraft. three of the victims were taken to a burn center while the other two were hospitalized at lancaster general. the investigation is in its early stages, but air traffic control indicates there may have been a serious incident on board. >> pull up. >> rescue one. the aircraft is down on the parking lot street area. >> there were no injuries to any one on the ground, though five cars were damaged. the house speaker has unveiled a new plan supported by president trump that would keep things running through september. but it's unclear if there are enough votes to pass it. here's yamiche alcindor. >> reporter: the countdown is on as the friday night deadline looms large.

house speaker mike johnson unveiling a new bill that would fund the government through the end of september. though it's not clear whether johnson has the votes to pass it, with some republicans already criticizing the legislation. the so-called clean resolution does include an increase in defense spending. president trump urging his party to support the bill. writing online, all republicans should vote please, yes, next week. the slim majority in the house means just two republican defections there could derail the bill. and there's already trouble with two gop congressmen. thomas massie is a no. and brian fitzpatrick is undecided. >> i think we're going to be learning over the next 24 hours what's in it and what's not in it. >> reporter: it would also require democratic votes in the senate. and many in that party are accusing republicans of recklessly cutting things like healthcare and nutritional assistance. >> i would argue we're already

in a partial government shutdown, and that's because of what elon musk and his doge frat bros are doing. >> reporter: and among increased economic uncertainty about cuts and a possible shutdown, president trump saying this. >> i hate to predict things like that. there is a period of transition. because what we're doing is very big. >> our thanks to yamiche for that report. thgovernment faces a deadline tonight to pay foreign assistant contractors and aid organizers say they're owed about $670 million for work already completed. the administration has said it could take up to ten days to pay. meanwhile health and human services employees were offered a buyout of $25,000 to resign, according to a person who received the e-mail and an administration official. they have until friday to respond. and four sources tell nbc news that department of homeland security employees are

undergoing polygraph tests. the goal being to find people who are leaking information about i.c.e. operations. in a statement, the dhs says as a national security agency, we can, should and will polygraph personnel. canada has a new prime minister. the liberal party elected former central banker mark carney as the country's new leader sunday in a landslide win. the new leadership comes as the country deals with president trump's trade war and threat of annexation. for more, let's bring in nbc's matt bodner. good morning, matt. >> reporter: frances, good morning. carney will be coming to power on a landslide victory with vote on sunday.rty's leadedersh his election as prime minister comes at a critical moment for his party and country. carney must call for general elections later this year. and the liberal party has seen its political fortunes radically

changed. the incumbent party looked like that was on the ropes. in february the party reversed a 26 point deficit versus the conservatives and came out two points ahead in polling. this is driven by liberal efforts to respond to trump's threats of tariffs and annexation. speaking after the vote yesterday, carney had this to say to canadians and the united states. the . >> in america, healthcare is a big business. in canada, it is a right. america is a melting pot. america's not canada. and canada never, ever will be part of america in any way, shape or form.

>> reporter: no date has yet been set for when carney will take office. it was a bloody weekend in syria, with more than 1300 people killed in an eruption of violence, according to the uk-based syrian observatory for human rights. most of the dead are civilians. the interim president has called for peace amid horrifying reports of death squads rampaging through syria's coastal regions seeking revenge. the observatory says both government forces and different militias have been targeting members of the alawite community of deposed dictator bashar al assad. nbc news is not able to verify the reports of massacres or death tolls. now to washington where the secret service shot and wounded an armed man close to the white house. local police reported a suicidal individual traveling to d.c.

secret service personnel later encountered the man who they say brandished a gun, after which they shot him. the suspect was taken to the hospital, and his condition is not known. president trump was not at the white house during the incident. a major search continues for a missing university of pittsburgh student who disappeared on spring break on a trip to the dominican republic. nbc's adrienne broaddus has the latest. >> reporter: a desperate search is under way in the dominican republic resort town. authorities looking for a college student who attends the university of pittsburgh and vanished thursday while on spring break. helicopters in the sky and teams on the beach combing for clues. missing persons flyers circulating saying she was last seen on the beach at a resort march 6. the time, 4:50 a.m. she was on vacation with friends. in a statement posted online, the local dominican republic emergency operations says it's

coordinating an extensive search, adding, quote, several brigades have been deployed by sea and land to find the whereabouts of the foreigner. retired fbi supervisor, rob d'amico says time is critical. >> the more time that goes on, you're not on a hot lead. >> reporter: can you talk about how the u.s. gets involved when something happens in another country? >> the fbi still has jurisdiction, even if you're overseas. >> reporter: a university of pittsburgh spokesperson says they're in contact with authorities in virginia and her family who lives there, saying, quote, we have offered our full support in their efforts to find her and bring her home safely. as search teams cover the coastline, her family waits for answers. adrienne broaddus, nbc news. one person is dead and at least three others are injured after a monster storm whipped

through ellis county, texas, saturday. tj bailey was killed after a camper his family was staying in flipped multiple times. his wife and children were hospitalized. high winds tearing roofs off buildings, overturning tractor-trailers on i-35 and knocking down trees and power lines. the system bringing snow and quarter-sized hail to some areas. a state of emergency was declared in new york after wildfires sparked in long island. the flames driven by draught-like conditions and winds topping 44 miles per hour. one area is 80% contained. and a blaze breaking out on the outskirts of brooklyn, but water drops putting a stop to the flames. let's bring in michelle grossman, who's tracking another storm system moving across the south. plus where more fire threats are popping up. hi, michelle. good morning. >> good morning, frances. an area of low pressure lingers.

but businesses are facing a big blow. >> reporter: at this brewery in connecticut, owner kurt cameron is bracing for impact. the trump administration is expected to place 25% tariffs on imported aluminum and steel, raising the cost of all the cans you see here. they processss ovea million cans at this facility every year. prices go up by just a couple cents, it will really hurt. and it's not just the cans. it's also what goes inside them. where are these tariffs going to hit your business? >> the obvious place is the aluminum for cans, barley for beer. >> reporter: will you have to change the way you can your products? >> there's really no way to change the way we can our products. we just have to suck it up, pay the extra price and decide whether we're going to absorb the additional cost or pass it on to the consumer.

>> reporter: cameron's doing all he can to do that. they declined a statement to nbc news, coca-cola's ceo sounded unconcerned, saying -- >> it's not insignificant, but it's not going to radically change a multi-billion dlar u.s. business. >> reporter: cameron spent about $100,000 in capitatal in advanc to stockpile cans and fill up these silos with canadian barley, money i can't unspend if trump reverses these tariffs as he's done with some tariffs against mexico and canada. >> look, i'm no foreign policy expert. but what i look at these tariffs and what they're designed to do, it's like using a screwdriver to hammer in a nail. >> reporter: price premiums has surged to a record high. cameron says some of his suppliers are already charging him more. with all that uncertainty. what would you say to someone worried about how much their
