deadline. this is today in the bay. and good morning to you. on this monday, i'm marcus washington, and i'm laura garcia. hope you all had a great weekend. first monday after the start of daylight saving time. i know we're all last weekend. we're all missing that hour at least right now. but we had a great weekend weather wise. and that continues today. it will today, tomorrow. and then things will change. and we do have plenty of time to prepare for that change. and i'm going to give you a look across the bay area and san jose. it's 45 oakland right now at 44 walnut creek 43 and san francisco 47. wind speeds are calm now. that will also change. and i do want to kind of give you a sneak peek of what you can expect for the monday afternoon as you inch into that 8 a.m. hour. still going to be chilly in some areas. we've got low0s. a mix of sun and clouds will start to roll in, and taking this through about noon right around your lunch hour, we're going to keep that mix of sunshine at play

with some high clouds, start to climb into those upper 50s and low 60s, and our daytime highs for this afternoon will feel like spring. slightly warmer in the upper 60s nearing that 70 degree mark, and a lot of the interior spots. and then into tomorrow. more clouds and rain on the way. first, let's cck in with mike. all right. we're looking over here toward the bay bridge where we've now filled in all the lanes. are you all have filled in all the lanes at the bay bridge toll plaza, right on schedule. we sometimes see a delay after a time change. not this monday. we're looking at a slower drive developing again. brake tapping the brakes through richmond out of el cerrito, highway 37 holding steady and highway 4 continuing to build a bit into concord. nothing dramatic for contra costa county itself. as we look at 580 to smooth drive, we are looking at a slower drive for vasco. it started pretty early this morning and now we're at 27 minutes for that connector down into alameda county, the south bay. the first burst of traffic cleared the freeways. but laura, you've got an issue that will probably affect a lot of the surface streets and commuters today. so whether you commute

with vta or not. developing right now, vta service is halted this morning after workers launched a strike, and commuters now are scrambling. more people out there on the roads. we have a live look at vta headquarters in san jose right now, where they're protesting rail and bus stops. all that after the union says an estimated 1600 drivers and rail operators. they all walked off that job at midnight. the union also says this is the first time in about 60 years vta workers have gone on strike. it is expected to impact an estimated 100,000 people. and right now, this is an open ended strike with no plans on either side for new contract talks ahead of the deadline, workers accuse the agency of not addressing critical issues after six months of talks. vta, meantime, reiterated a fair offer is already on the table, including a 9% raise spread out over three years. the primary thing that we're focusing on is,

is the fact that, you know, that we need to have a clear and fair conflict resolution process. we did make our best and last final offer a few days ago, and a2 has not endorsed it. and so they notified us of their intention to strike sometime tonight after midnight. and the most important thing at this point is to make sure that our passengers know that they may not have public transit service. vta paratransit service is not impacted by the strike, because those operators are actually part of a different union. kris sanchez taking a closer look at the impact. she'll join us with a live report in our next half hour. another pivotal week lies ahead in washington. this time, lawmakers are staring down the possibility of a government shutdown. a federal government shutdown. and it comes with a new round of tariffs set to kick in on goods from china. today in the bay's alice barr live for us in washington this morning. and alice the white house there trying to fend off the growing talks about a potential

recession. yeah marcus. and you can see why there were growing concerns about that. there's just a lot of uncertainty. there are these questions about a trade war that could brew with a number of trading partners because of these tariffs. and now this risk of a potential government shutdown this week is adding more uncertainty to the economy, as the trump administration looks to reassure. two big deadlines this week as more tariffs are set to take effect on wednesday, before congress must pass a government funding bill by friday or face a government shutdown could happen. president trump, acknowledging the risk while voicing confidence in a short term funding bill, house speaker mike johnson aims to bring for a vote tomorrow. it includes an increase in defense spending with cuts in other areas, but faces republican criticism already. the cr is terrible on defense and the border, even if the slim gop majority can carry the bill through the house, it would require yes votes from some senate democrats outraged

over potential cuts to health care and food assistance. and over those cuts, they argue, strip away congressional authority. until i see some assurances that whatever we pass next week is going to ensure that the money is spent the way congress intends, i'm going to i'm going to withhold my vote until i see that that as president trump was asked in a fox news interview whether he expects a recession this year, i hate to predict things like that. there is a period of transition because what we're doing is very big. his commerce secretary more clear cut. there's going to be no recession in america, both defending the administration's tariff policy with a new 25% tariff on all steel and aluminum imports into the u.s. set to kick in this week. i think the tariffs are going to be the greatest thing we've ever done as a country. the president, arguing his sweeping tariff plans will bring back lost american factories and

jobs long term, as u.s. businesses and consumers brace for short term pain. and again, the concern here that u.s. businesses will pass higher prices on to consumers. that's always the issue when we're talking tariffs. and that is the trump administration is consideringg additiol tariffs on canadian lumber and dairy products, on top of the 25% levy already slapped on to most canadian goods. canada retaliating with its own tariffs and now retaliatory tariffs from china on a wide range of u.s. agricultural products, also taking effect today. marcus product a lot of folks use. hey, alex, before you go, i want to ask you about the new concerns this morning. this is after the trump administration secret service detail. they actually confronted an armed man over at the white house. yeah. marcus, this all happened around midnight, east coast time sunday. very concerning. of course, the secret service says their agents shot a man following an armed confrontation with law enforcement. the agency

had been notified over the weekend about a suicidal person who was traveling to d.c. and law enforcement officials say the suspect is 27 year old andrew dawson. he reportedly lives in indiana and was taken to the hospital. his condition not known this morning. it is important to note that president trump was at mar a lago over t e ekend, so he was not here in washington while this was going on. marcus. all right. alice barr in washington this morning. alice. thank you. the owner of a south bay spa offering his own reward to try to track down armed robbers who terrorized workers and customers over the weekend. the incident was caught on security video. get on the ground right now. this is a moment a gunman stormed into the foot. lax foot and body massage saturday night in milpitas. the owner says it actually started moments before when someone in dark clothing arrived who had previously booked an appointment. the two suspects then corralled customers and therapists stealing money and

valuables as people in therapy rooms try to keep their doors shut. so here's the first offender. oh, so he's pushing the people around trying to open the doors. the other one's with a gun there. the owner says one person was injured. he's also offering a $5,000 reward for information leading to an arrest. police say investigators are now following several leads. happening today, some big changes to a busy stretch of freeway in solano county. starting today, a new lane opens on interstate 80. this is going to run westbound between the 505 interchange in vacaville and air base parkway in fairfield. the crews there are still working on the toll collection devices and it will be open. it is an express lane taking tolls later this year. the lane will be open to all vehicles with two or more people. now let's take a live look outside. city by the bay.

san francisco on this monday morning. vianey is in for kari, who is celebrating a birthday. that's nice of you to fill in. and the nice weather for the weekend is going to continue. absolutely. you know, kari and i both celebrate birthdays in march, so that is my pisces friend. now, we've got 43 degrees right now in walnut creek, and visibility is great. i mean, we don't have any concerns over any limited visibility. we're about down to about ten miles. and let's plan your afternoon for san jose now by 1:00. we're already going to be in the low 60s, and we're going to climb into the upper 60s. but as those high clouds roll through, you'll get some filtered sunshine if you're going to be out and about in the city. we will be kind of bumping out into the upper 50s by 11 a.m, and then eventually into the 60 degree mark. and here's a sneak peek of what i'll be monitoring ahead. we've got warmer temps today, the return of rain and wind for wednesday, and then isolated thunderstorms heading into next weekend. so definitely see you back here

saw dozens of police officers holding the line around the tesla store. tesla also getting saturday night live's attention. experts say that president trump's tariffs will raise the cost of a new car by as much as $12,000. or you can get a free tesla. since people are throwing raised the possibility of taking starlink internet access away from ukraine and called the polish foreign minister a, quote, small man. it got bad enough. u.s. secretary of state marco rubio had to step in on social media. the tesla ceo also says he's challenged russian president vladimir putin to a fight one on one physical combat, he called it. you may remember musk also challenged facebook ceo mark zuckerberg to a fistfight, only to quickly back down after zuckerberg agreed. musk said at the time he was recovering from back surgery. donald trump was asked if a recession was coming on fox business news. he demurred. some

economists have sounded the alarm, pointing to rising costs, the uncertainty over tariffs and government layoffs. one of the truths about recession is you don't know you're in one or on the edge of one until about three months into it. the numbers. we are reading you all the time, like unemployment, look backwards, not forwards. of course, government is not a huge part of our economy, but that said, we will 150,000 gain this month would look pretty small relative to the number of jobs they're talking about cutting in the government, which is in the hundreds of thousands. so this may be one of the best job reports we see for this year. and looking ahead, it could get tough. the problem, i mean, if vianey couldn't look ahead, i mean, we'd still keep her around, but it wouldn't be very helpful to say what it did last week in the weather. but that's what economics is. it's just how it goes. all right. thanks, guys. you bet. well, new at 6:00. this marks sleep awareness

if you can't go to sleep, maybe you can watch this because you should get your telescopes ready. a total lunar eclipse expected to flush the moon red this week across the western hemisphere. the so-called blood moon will occur just before 1130 thursday night and lasts for about an hour. lunar eclipses happen when the moon, earth and sun all align. well, the next one this september will not be viewable in north america. the next one happening here takes place march of next year. okay, so there's your chance. there's your window. yeah. you need a really good telescope, though, because thursday night into friday it's going to be cloudy and stormy. so that lessens our opportunity really for visibility to enjoy the orange glow. but it's the same orange glow that brings our beautiful sunsets, the electromagnetic fields and all that good stuff. so we'll see. maybe you'll get that one good clearing in the path of the clouds to get a good view of that. if you do send your photos my way, we'd love to share them with our viewers. we've got san francisco right now at 48 degrees, and this is

what we wish it looked like. visibility clear into thursday for that red moon. but look at south lake tahoe 22 degrees right now. an average high for a day like today would be around 47. by the way. that's a live look right now at what we're going to be seeing heading into the next couple of hours. but that will bring a lot of snow by the time we end the end, the end of the week. now, we do have some high clouds rolling through. i'm going to zoom this out because this is where our active weather pattern is beginning to set up, inching into the middle of the week. before i get to that timing, i do want to show you what today is going to be like. we've got upper 60s on the map. it will feel like spring, slightly warmer than yesterday, but it will be dry. now here's what we're looking ahead to. wednesday. wednesday was definitely going to be a day of rain from morning to night. in fact, it might even start moving in late tuesday night into early wednesday morning. you'll notice how much it spreads down through parts of central and also southern calalifornia. the only time we get a brief break in

between systems is going to be thursday into friday. you'll notice here we get that one break, which is nice, because any time we see a setup like this, too much rain will bring flood concerns, a quick rise in our creeks, rivers and stream flows, so that will be something we have to monitor by the time we get to sunday. because of all of that rain that will move in by then. another component of this system will be the gusty winds. wednesday at about 4:00. already starting to navigate into that 3040 plus mile per hour wind pattern and rain totals for the first system on wednesday to thursday will be much higher for the north bay, but as that advances into the weekend, those totals start to add up and we could see three four plus inches up through parts of the north bay. and that also includes the higher peaks for the santa cruz mountains, extending into parts of the interior as far as sierra snow about 20in heading into that thursday mark for that first system. and here's what happens when we start to tally up the totals for that second system

heading into sunday. 60 plus. yes, that will mean dangerous travel conditions for the sierra. so definitely make sure to set up your planning accordingly, because starting wednesday, already starting to see rough conditions on the road, but even more so heading into the weekend. so your inland 7-day forecast starts to get pretty active. but mike, how are those roads doing right now? they're getting more active. pretty predictable here. southbound 101. well the camera is having an issue with the digital feed. hopefully your drive is moving smoothly as it is seen on the speed sensors in the north bay. this is san rafael if you're traveling north from here, heading up in toward chp santa rosa district. they're talking about district jurisdiction. they're talking about some debris on the roadway around college avenue. most of these viewers on this map, though, have no problem with that drive. they're looking at a slower build now, kicking in for the richmond bridge out of richmond, over towards san rafael, and 242 coming into pleasant hill. typical pattern over there in contra costa county, but watch vasco road showed some early slowing and keeping with that build over here. this is a disabled vehicle or a crash over on the shoulder

celebrating women's history month, and the san jose sharks are working to unite women throughout the bay area. the team is announcing a formation of the women of teal advisory committee. the group is working on initiatives aimed at amplifying the voices of women. over the weekend, the sharks held a pass the puck event, uniting the fan base, collecting donations as well for next door solutions, a domestic violence agency in santa clara county. many also networked writing advice for others on post-its and making friendship bracelets. women and girls all coming together to celebrate international women's day here at sap center. and so as we look toward the future, with the future being teal, we know that this sport and the sharks organization will continue to grow through evenings like this. of course, sharky also stopped by with a special surprise for even the littlest of sharks

strike in decades. we're live with the impact already being felt in the latest on where those negotiations stand, president trump was asked if he thought a recession was coming. we'll give you give you his answer coming up. and dry for now. but that's going to change. meteorologist vianey arana is here following your rain chances this week. this is today in the bay. and good morning to you. on this monday i'm marcus washington and i'm laura garcia. let's start out with a look at that forecast. coming off a really nice weekend that will continue today hopefully. vianey arana is in for kari this morning. yeah. today and tomorrow before we transition out of this spring. like weather. not officially spring just yet. although meteorologically speaking, it already is. it started on march 1st, but we're waiting for the 20th. all right. we've got san jose right now. your planner is looking good. by 1:00. will already be climbing into the 60s, eventually maxing out in the upper 60s. now, we've still got the influence of that high pressure that's keeping us a bit

warmer. not just for inland areas, but also around the coastline as well. notice at 11 a.m. we'll get some high clouds rolling through, but we've got 50s on the map by 1:00, maxing out in the 60s for san francisco. now, as we inch into the afternoon, most of the bay area will get into those upper 60s for the inland areas. but we'll talk about the changes and the rain expected to make its influence and impact heading into wednesday. coming up in just a few minutes. thanks, vianey. well, today marks day one of the transit strike in the south bay, which stands to disrupt the commute of more than 100,000 vta riders today in the bay's kris sanchez live for us at o of the five picketing spots in san jose. kris. hey, you. good morning to you, marcus. these are just some of the 1600 bus and rail operators who are now on the picket line. as of one minute after midnight. the talks between the atu local two, six, five and theta are

still at an impasse. now, after six months of negotiation, the sides could not come to an agreement. they are still working out a deal on wages and benefit costs and conflict resolution process. each side told us they submitted their best and final offer. and as we reported to you last week, the contract expired on tuesday. no new talks are scheduled and so 100,000 people who use vta every single day in the south bay will be stuck in the middle until something happens. i'm going to have to find a ride. now. i kind of really depend on getting everywhere on the bus right now, so that's going to be a big change for me, and i honestly have no idea what i'm going to do. i won't be going to the movies or out to eat. i'll just stay at home. they should never strike because people need them to get to work. when do we want it? now. now. this is the first

time the atu local 265 have gone on strike in the union's history. by the way, if you use vta paratransit, that service is unaffected because those operators are under a different union. so they will stay out here. they say as long as it takes to get a contract that they consider fair in the south bay. kris sanchez today in the bay. hopefully they can come to a resolution soon. kris. all right. thank you. well we are following this situation both on air and online. make sure you download our free nbc bay area news app for those updates. it's going to be sent right to your device. and of course you can watch us streaming 24/7 on roku and many other streaming platforms. well, happening today, san jose mayor matt mahan introduces what advocates argue is a far more aggressive strategy to try to solve the city's homeless crisis. last week, he first outlined his new responsibility to shelter initiative. today, he's expected to introduce his measure to the city council as part of a larger

budget address. it would require unsheltered people to accept interim housing or face the risk of arrest if they refuse the offer of housing three times within 18 months. it's scheduled for debate next week. well, strong words for president donald trump this morning from canada's next prime minister. scott mcgrew joins us now. mark carney says trump's treatment of canada has unified canada even more so. really seems to of. yeah. and given a huge boost to his party, the liberals, the liberal party had really been in trouble. its long term leader, justin trudeau, had fallen out of favor. conservatives were on the rise in canada, and then president trump started heckling canada, calling its prime minister a governor and saying it should be the u.s, the 51st u.s. state. all of a sudden, the liberals in canada were back. the party voted to replace its current leader, justin trudeau, with mark carney, a man who has never held elected office before. but he's well versed in

government and the economy. he's run both the canadian central bank and the bank of england, has a phd from oxford. he says he's ready to take on those threats from the white house. we didn't ask for this fight. we didn't ask for this fight. but canadians are always ready when someone else drops the gloves. so the americans, they should make no mistake in trade, as in hockey canada will win. now canada has, as you know, a parliamentary system. so it's a very small number of people in the dominant p party who can voe a prime minister into office. now he will be the next prime minister. but carney is expected to call for national elections against the conservatives later this year, which he's expected to win. the u.s. house will vote tomorrow on another continuing resolution to keep the u.s. government open. past friday. speaker johnson needs every republican to vote yes to get it done, and many republican

members of congress have sworn they will not vote for another continuing resolution. they want a budget. president trump was on fox business news sunday. maria bartiromo asked the president if we were headed towards recession. the president demurred, said, quote, i hate to predict things like that. there will be a period of transition. this is the government cuts workers and trade suffers through tariffs. you said, look, we're going to have a disruption, but we're okay with that. is that what you meant? the stock market going down was the disruption. what other disruption were you alluding to? look, what i have to do is build a strong country. you can't really watch the stock market. if you look at china, they have a 100 year perspective. we have a quarter. we go by quarters. that's true. and you can't go by that. there's going to be no recession in america. but there's going to be is global tariffs are going to come down because president trump has said you want to charge us 100%. we're going to charge you 100%. and you know what they say. they say, no, no, no, no, no, don't

charge us 100%. we'll bring ours down. now that's a great story. but that's never happened. 100% tariffs are exceedingly rare and certainly don't describe mexico or canada. we do charge we charge a 100% tariff on chinese built cars. world bank data shows bermuda has the world's highest general rate of tariffs. laura, those are 23%. all right. thank you very much, scott. 37 after the hour. taking a live look across the bay area on this monday morning. we're going to check on that forecast in just a moment, but want to check in with mike inouye right now because he's tracking a big change that commuters up in solano county will see. that's absolutely right. i typically talk about the change where things are slower or tougher with pretty standard bill for this map throughout contra costa county. it is to the north. laurel, as you just talked about, coming through vacaville, basically around lagoon valley road. there's folks in the area may know that there's a project going on to add a lane. they've now given access to that lane. you're going to use it as a hov or carpool lane during the commute hours, morning and

evening. and that's until later on this year when they'll actually open it up as an official express lane. they'll charge tolls, but right now it functions as the hov lane with the similar timing and restrictions through that area, but it should ease some traffic during those rush hours in the city. we may have a little more traffic because they chase center will have a warriors game, so keep that in mind. typical. the extension off of 280 to mariposa and a third. that will be a typical route. getting a lot of congestion tonight over in the east bay. we have your typical build. southbound 680 shows a build of traffic right on schedule here. same thing for 880. and in the south bay, the freeways do move smoothly. and that's good news. 101 just starting on schedule. the surface streets may see more traffic. remember, if you take vta busses or light rail, you do not take that today until further notice because of the worker strike. vianey. at least it's not raining rightht now for folks waiting outside. yeah. excellent point. dry conditions out there. 40s to start and i want to help you plan out your monday, because i know we lost that hour of sleep over the weekend. right now, though, wind speeds are calm through and

caused a small plane to crash shortly after takeoff. this was near homes in pennsylvania yesterday, but flight audio obtained by our philadelphia sister station indicates that the plane door may have been open and that the pilot asked air traffic control to return for landing. the ohio bound plane crashed in the parking lot of a retirement community. this is about 40 miles west of philadelphia. amazingly, all five people on board survived. no one was injured on the ground. local ahorities there are still trying to figure out what happened. also calling this a miracle that no one died. u.s. health leaders are reporting more measles cases in the wake of a second death tied to the

disease. the second deadly case happened in new mexico. health authorities say the person was an unvaccinated adult who did not seek medical attention. it follows the recent death of an unvaccinated child in texas. these are america's first confirmed confirmed measles death since 2015, when bay area infectious disease specialist says there are two big causess for concern. people come in and out of our country all the time. and what measles does is it exploits the vulnerabilities in people who are not vaccinated. the second reason is that the number of outbreaks and the size of outbreaks, even in the united states, are increasing year by year. ucsf doctor peter chin-hong says as long as you're vaccinated, you shouldn't be concerned about catching measles. but about 90% of unvaccinated people will catch it if they come in contact with an infected person. fewer than 200 cases have now been reported

in at least nine states, including california, in a matter of days. the main stretch of the great highway in san francisco will be permanently closed to traffic. in its place, a new oceanfront park. today in the bay ginger conejero saab. live for us in san francisco. and ginger. this was a contentious measure on that ballot back in november. yes, t.k. eventually winning. that is correct. good morning, marcus and laura. many people use this stretch of the great highway to link the north and south side of san francisco. you see, it's open now, but that won't be the case soon. you're going to have to find an alternate route. if you use this part of the upper great highway, because starting friday it will be closed to private motor vehicles. so let's take a look at where this big change is happening. it's taking place between lincoln way and sloat boulevard that will be closed very soon to private motor vehicles. now during the pandemic, the city closed this stretch to cars so that people

can get out and socially distance. it caught on, and since 2021, it's been closed to cars on weekends and then back open on weekdays. so this issue was put on the ballot in november, and it passed 55% to 45%. the coastal commission has since approved the permit, and starting friday, the upper great highway will be closed to cars for good. it's unfortunate that the great highway is closing because it's a commute that i take personally, but i do love running, so this is honestly a good opportunity to run. i'm super stoked about it. it's great. we like to get out here because there's a lot less traffic and i'm very nervous about riding near traffic, so i think this will be good for me. so the two mile stretch from lincoln way to sloat will become the city's newest oceanfront park. the city urging people to get involved, to submit ideas about what it should be named. and the city is taking suggestions until march 16th.

still in south san jose and 30 up through santa rosa. so as you head into the afternoon, you won't have to worry about the rain. we're going to stay dry today. partly cloudy by about 12:00. 60 degrees in walnut creek, inching into the upper 60s for oakland. we do have some 40s to start. and then of course, if you look at the icons, we do get some clouds mixing in and you can see that on satellite. so we've got the high clouds, but at least it's dry. and here's what's going to change that from dry to very rainy, very windy and also a drop in temperatures. we do have this system churning out in the pacific. now we've got two active weather setups but also a cold front associated with it. and as we transition out of the la nina pattern into more neutral. and so it's actually very nice to stilsee some winter activity in storms anticipated right now, tuesday will be dry for the most part late tuesday into wednesday. we do get the first setup rolling through and that's going to bring some rain. and then we get

a brief break. so we get rain into wednesday and thursday. accumulations won't be as high, but if you look ahead into friday at about 2 a.m, you'll notice the approach of another weaker system before we inch into an additional system. that second atmospheric river heading into sunday and monday. now that one looks like it's going to pack a greater punch with rainfall totals, snowfall totals, and also the wind. now, we do have some wind that will start to kick up starting late tuesday into wednesday. we're talking 3040 plus miles per hour. this is going to inch us into wind advisory territory right now. they haven't issued anything, but it would not surprise me if late tuesday into wednesday, those wind advisories start to get rolled out. as far as rain totals for that first initial round of rain, we're talking less than half an inch for most of us. could get some higher accumulations as we inch into that late thursday friday, but advancing this into saturday and also through sunday, which, by the way, sunday's impact into monday still a bit up in the air as far as model runs and totals.

welcome back. we are moving you forward with a look at our top stories here on today in the bay. vta service halted after workers launched a strike. we have a live look right now at the transit agency's headquarters. this is over on north first street in san jose, where that picketing is underway. the union says an estimated 1600 drivers and rail operators walked off the job at midnight. the strike is expected to impact an estimated 100,000 people. right now, it's open ended with no plans on either side for new contract talks. ahead of the deadline, workers accused the agency of not addressing critical issues after six months of talks. vta, meantime, reiterated a fair offer is on the table 9% raise

over three years. today, san jose mayor matt mahan introduces what advocates argue is a far more aggressive strategy to solve the city's homeless crisis. last week, he first outlined his new responsibility to shelter initiative. today, he's expected to introduce his measure to the city council as part of a larger budget address. it would require unsheltered people to accept interim housing or face the risk of arrest. this is if they refuse the offer of housing three times within 18 months. it's scheduled for debate next week. now to a live look at capitol hill, where a federal government shutdown is looming. that deadline. a new bill from congress must be passed by friday in order to avoid one. it comes as more tariffs are set to take effect on wednesday. the white house is also considering additional tariffs on canadian lumber and dairy products. this would be on top of the 25% levy already put on most canadian goods. also today, some big changes to a
