to roll through. but if i zoom this out and get the wide picture, you can see that system that i was talking about in impacting southern california that will begin to make its push upward. and then just to our north, we've got another system lining up. and that's what's going to bring impacts heading into the remainder of the week. so here's what we're going to be looking over for the remainder of today. we're going to be seeing the return of wednesday. heavy rain at times wednesday winds also going to be problematic. those gusts could get upwards of 45 plus miles per hour. it is likely that they will begin to issue wind advisories starting tonight into tomorrow. and then there is also a possibility of local thunderstorms with hail, as this winter storm could bring the possibility for some lower elevation snow in our local bay area mountains. so i will be back with the timing and a closer look at how long this rain will last in just a few minutes. first, let's check in with mike. all right. vianey, we're starting in the santa clara valley, where we continue with no light rail or busses for vta. there's been no change

since yesterday. again, there's that union transit union strike, but paratransit is operating normally. so you do have that for folks who rely on that to get around city streets. and the freeways are affected, but the freeways are not really seeing much more traffic, at least didn't yesterday. we're watching for. right now we have a green green sensor build all around the bay 880 northbound at 29th. up until just a few minutes ago, there was a crash with a big rig at the offramp. it looks like it may have been cleared from the grid. and this cleared from our maps. a smooth drive for 580 880 and highway 13. getting through the maze and the bay bridge right now. nice. easy. clear drive. back to you. thank you very much. well, new overnight hours ahead of a key u.s. meeting with ukraine on peace talks, ukraine is launching what it is said to be the largest ever drone attack on russia. russian leaders say about 90 drones were shot down over the moscow region. at least two people are dead. 18 others, including three children, are injured and at least seven

apartments in moscow are damaged. but russian air defenses shot down more than 300 drones across ten regions overnight. ukraine so far is not commenting. in the meantime, u.s. secretary of state marco rubio is in saudi arabia this morning where he is meeting with ukrainian president volodymyr zelenskyy about a possible ceasefire, according to senior ukrainian leaders, the deal would cover the black sea and long range missile strikes, as well as the release of prisoners. it follows the white house meltdown 12 days ago between president trump and president zelensky, which has since led to the u.s. cutting off its weapons and intelligence. this will be the first diplomatic interaction since that confrontation. well, now to a live look at the futures ahead of the opening bell. now, this follows the worst day on wall street this year, and the worst day for the nasdaq since september of 2022. the dow dropped close to 900 points and the nasdaq fell 4%.

and it comes with more tariffs set to go into effect tomorrow. and on friday, government funding deadline looming in washington today in the bay's alice barr live for us in washington this morning. and alice, as fears of that recession grow, president trump insists that the pain will be worth it. yeah, marcus, certainly the white house looking to reassure and looking to see what the markets do today after that dismal day yesterday, with all the gains so far this year erased. the white house put out a statement saying that president trump is going to repeat what it called historic job wage and investment growth from his first term. after a rough day on wall street with investors selling off stocks over fears a trump trade war could tip the country into a recession. the white house, downplaying what it called the animal spirits of the stock market, putting out a list of 50 wins in 50 days and pointing to business leaders support that, as president trump on sunday did not rule out a recession this

year. i hate to predict things like that. there is a period of transition. later adding we're going to take in hundreds of billions of dollars in tariffs, and we're going to become so rich. after the president hit top trading partners with new tariffs. china striking back with its own tariffs on u.s. agricultural products everything from chicken, wheat and corn to soybeans. we're going to have a lot of farmers that go out of business and aren't able to continue on the current trajectory. canada issuing retaliatory tariffs and now the province of ontario hiking electric rates for a million and a half americans who rely on canadian power exports. if the united states escalates, i will not hesitate to shut the electricity off completely. on capitol hill, lawmakers sparring over the trump administration's policies. donald trump and house republicans are crashing the economy and hurting hardworking

american families. i believe that the policies that we're putting forth are going to improve the economy and bring down costs for people. it takes a little while that as lawmakers work to pass a funding bill by friday to prevent a government shutdown, that would only add to economic uncertainty. a short term government funding bill made it out of committee last night, and the full house is expected to vote later today. the senate is the bigger challenge where seven democrats would have to get on board, many voicing opposition, looking again to flex whatever political muscle they can muster in the face of all these rapid changes from the trump administration. marcus. president trump saying it would be worth it. but i'm sure a lot of those folks dealing with the uncertainty right now possibly not feeling that way. all right. alice barr in washington, alice. thank you. the philippines former president is under arrest this morning in the capital of manila on a warrant from the international criminal court. authorities say interpol forces yesterday took

79 year old ex president rodrigo duterte into custody at manila's main airport as he returned from a trip to hong kong. judges are charging him with crimes against humanity during his war on drugs, human rights groups say, first as mayor and then during his presidency, thousands of unarmed people were executed without due process. many of them were innocent. duterte's attorney calls the arrest unlawful and says the philippines stopped recognizing the international criminal court in 2019. well, in just a few hours, marin county leaders will work to address homelessness. the county is considering declaring a shelter crisis today in the bay's ginger conejero saab joins us live this morning. and ginger, this isn't the first time leaders there have tried to make this move. no it's not. good morning, marcus and laura. the last time that they did this was in 2018, so that they could access state housing funding. now, this new declaration does

not provide funding, but it does ease the approval of a temporary shelter so that the county can bypass things like local zoning requirements and environmental review. so the hope here is to really provide more options. although funding, as i mentioned, for those options are not detailed in this specific action. the marin county board of supervisors will consider declaring a shelter crisis at its board meeting at 9:00 this morning. that, along with changes to building codes, will allow them to add removable cabins or rvs as options for emergency shelter. the declaration would last three years, and it would only apply to unincorporated areas of marin county. now fremont isaking another approach. it is now focusing on cracking down on camping on public property, with a controversial ordinance soon to take effect. aside from making it illegal to camp on public property, it also makes it a misdemeanor to aid and abet

an illegal encampment. several groups are pushing back. advocates for the unhoused say the ordinance criminalizes those who are homeless, and they are now filing a federal civil lawsuit to try to prevent the ordinance from starting. we think that this is a moment that people all over the country need to pay attention to, because it is signaling the direction that we're going with respect to taking care of the people who need care the most. fremont city council previously said it is considering amending the misdemeanor clause of the ordinance. the city has agreed to not enforce the ordinance until after march 18th. now, marcus and laura, in the next hour, we'll talk about a specific image that's fueling criticism and anger with how the city of fremont is handling its issue of the unhoused. for now, we're live in san francisco,

redfin for $1.75 billion worth of stock. tesla absolutely crushed on the market as that brand suffers. president trump says he'll buy a tesla to show support of tesla ceo elon musk. musk told larry kudlow he's probably not paying enough attention to the companies he runs. he also blamed the nationwide protests against tesla o on, quote, democratic operatives. and tesla was not musk's only headache. this week, his social media platform, x, was offline from time to time. on monday, musk also spoke about that in his fox news interview. there was a cyber attack on x today, which shut it down and may have been foreign sourced. it's a big story. you want to give us a moment on that? well, we don't we're not sure exactly what happened, but there was a massive cyber attack to try to bring down the x system with ip addresses originating in the

ukraine area. now, there are those who have doubts about musk's claims. he often says things that turn out not to be true, and experts point out if it were a cyber attack, those who create an attack like that almost always mask or spoof their location. amazon, which was often a trump target, has added reruns of the apprentice to its prime video lineup. the apprentice ran for ten seasons, with trump holding or hosting nine of them and the end of an era. southwest is going to start charging for bags. southwest had resisted the idea for years, saying it would actually lose the money because its customers picked southwest, primarily because it didn't charge for bagsgs, and any money made would be offset by passengers defecting to other airlines. but yes, southwest is. now, you know, there are individual seats. they're going to have a low cost option, which is hard to imagine. yeah. what do you just layer up your clothes? i'm nervous about that one. right. yeah. okay. i have saved a lot

interest from the music community. we've actually been really excited to see so many musicians like ourselves, but much more successful really coming to us and being like, hey, this is this is an incredible new instrument. how do i use it? how can i push it? how can i find new sounds and create something really compelling that connects with my audience? forsgren also says some acclaimed acts like the chainsmokers are already working with his development team. interesting. i should add that we asked about monetization ownership. that's always a concncern wit music industry, ad they're only allowing it for noncommercial options right now so that you can create. they want you to create. they want to build the community and the technology. but yeah, we're not using it for making profits just yet. very interesting. that's why the musicians like it. it helps inspire. so gaga's next album likely won't be. maybe that creativity. let's start. well, maybe the rain will foster some creativity. blame it on the rain. oh, sing it girl. we do have a live look at downtown san jose and the temperatures in the

40s and 30s in santa rosa. calistoga, including napa, sonoma. now let's take a look at where the rain is and what time it will make its arrival. we've got some high clouds. and just to our south, let's zoom this out. we do have some precipitation already impacting southern california. however, the pacific is very active. look at this system. we're also monitoring here. and we've got a cold front associated with that heading into the weekend. that's going to drop our temperatures down and bring some gusty winds. now let's talk timing here. 6 a.m. we get some rain chances up through parts of santa rosa for tonight though. we're just going to keep the clouds and it's going to get breezy late. by tomorrow evening. we'll get some heavier pockets through the afternoon, and this will be widespread from the north bay down to santa cruz. gilroy area. notice on wednesday, 11 p.m. look what happens over some of our bay area mountain tops. so we get some low elevation snow. that could mean a wintry mix for locations like mount hamilton

overnight wednesday into thursday. and as that settles in, because of the amount of instability associated with this system, you'll see the pockets there with red. we could also see the chance for some thunderstorms to pop up heading into thursday. and looking ahead right now as we see these kind of pockets of pink, orange and yellow, it does look like there could be that possibility, especially into thursday, with the chance for possibly severe thunderstorm warnings as well into the afternoon. winds also going to be a major concern. at around 7 a.m, we start to see the winds gusting upwards of 1520 plus. but once that system begins to fully move through, here's what you can expect 30 to 40 plus mile per hour winds for some of those higher peaks. no wind advisories issued just yet, but that will likely change in the next couple of hours. now, the first storm will bring only around a half an inch to a little over an inch for far northern california, but that's going to be the first of what's

to come. the long range outlook right now, s system i showed you out in the pacific will start to make its drop in from north to south, and that will impact our sunday, but also bringing a big boost to the sierra snowpack, likely 40 plus inches. and a look at your 7-day forecast. yes, that has rain after tomorrow for the next seven days. all right, mike, how are the roads? we're looking at a smooth drive right now a clear drive, great conditions. vianey showed you what's in store for the rest of the week. my goodness. so interstate 80 moving across bills the volume, but no major issues over here for the maze. no metering lights just yet. we do just now in the last 90s see a little bit of slowing coming out of vallejo across the mare island bridge there, this incident here, a disabled vehicle. it's eastbound highway four right around willow pass road. so watch for that activity on the shoulder. not a major concern f your commute direction, which is westbound. dublin interchange moves smoothly. all the construction picked up northbound from overnight. a smooth drive into the south bay 680 does have a

visiting knott's berry farm on cinthia. in petaluma's dime, she describes herself as a 77 year old living in a subsidized apartment. so when the theme park seven hours away debited 174 bucks from her checking account for two tickets and one parking pass, cinthia immediately told chase, it's not me. she disputed it. chase then reversed those charges, but then reinstated them and then reversed them again after she disputed them. and, well, they did this three times. cinthia says chase finally sent this letter saying, we researched the disputed transactions carefully. if we use certain documents in our research, we enclosed copies. chase attached this

a chance for thunderstorms. that could also include hail, especially heading into late wednesday early thursday morning. so as we look ahead, keep in mind today will be your last day to prep anything outdoors, clean the gutters, things like that. if you live near a creek or river, we could see a quick rise in those not expecting any major flooding out of this initial system that rolls through, but this is just the beginning of a series of storms, and with the amount of rain that we're tracking, well, things could change. so another good opportunity to check your tires and windshield wipers, right? here we go and watch those storm drains near your house, because we don't want to kind of come in over the curb. let's look over here as we get into the south bay southbound 680. we talked about a crash and may have the offramp now closed at montague expressway for a few minutes off of southbound 680. there's a crash, no injuries reported, but it does involve a larger truck, so that may take a couple of minutes. you might want to go down to the hostetter exit. if that's still closed, that's your next one to get over to surface streets. meanwhile, we're looking at westbound 580, your commute direction typical slowing out of the altamont. but

watch north livermore. heard about a fender bender over there. no slowing shows up on our sensors. an easy drive throughout the rest of the east bay showing highway 37 in the north bay. typical. a little bit of slowing out of vallejo and highway four over there in concord. coming out of pittsburgh and bay point, we're starting to see break taps. same thing at the bay bridge toll plaza. no major issues though for the bay, though. back to you. thanks so much, mike. well, for the second dayy in a row, many are forced to look for an alternative commute in the south bay. this has vta workers continue to strike with no clear end in sight. today in the bay's kris sanchez joins us from our newsroom with a look at what's happening today. chris, good morning to you, laura and marcus. so today, the union representing about 1600 vta workers is calling on the riding public to join them in their demand for a new contract. train operators, bus drivers, customer service reps, dispatchers and mechanics picketed late into the night near the light rail yard in san jose last night, but the strike started before sunrise yesterday, as we showed you at vta headquarters and three bus yards in san jose and mountain

view. negotiators for the amalgamated transit union, two, six, five and vta met on sunday. but the union president told me that meeting only lasted about ten minutes. the sides just can't seem to meet in the middle in regard to some benefits, rules for arbitration and pay. vta is offering 9% over three years. atu is asking for 18% over the same period. the ball is kind of in the in the agency's court. i mean, you know, if they call us today, tomorrow, whatever we're willing to meet and possibly meet, you know, find some middle ground. the demands that they're making as they are now, we would not be able to offer the full service that our customers need. we would be risking having to make cuts to service and possibly cuts to jobs. and we just can't do that. now the striking workers got lots of honks of support while they were on the picket line today. they're hoping riders will join them and some elected leaders at a rally at 830 this morning at vta headquarters. that's on north

first street and river oaks. as of now, no new contract negotiations are scheduled and the strike will impact about 1000 users each day that it goes on. marcus. all right. thank you. chris. well, parents and students tonight will have a chance to sound off. this is following the recent violence at one north bay high school. last month. one stude was stabbed in class. this is at elsie allen high school in santa rosa. last week, police arrested another student allegedly carrying a loaded gun. district leaders will hold a listening session at the school library starting at 5 p.m. meantime, in danville, a teacher is recovering after police say they were attacked by a student. it happened inside a classroom during lunch yesterday at monta vista high school. the student was identified and removed from campus. the school is now cooperating with investigators. no update yet on the teacher's injuries, but the school is offering counseling services to students. president trump's right hand man, elon musk, is calling for the u.s. to cut entitlement programs. scott

parkway. it happened last night in the town of montville. leaders say there were 31 people on board that bus, which ended up on its side. investigators are still trying to piece together how it happened. well, this morning, blooming wildflower flowers are leading to people fuming in the east bay. and it's all because the sight to see is drawing large crowds today in the bay's. bob redell joins us live in walnut creek this morning. and bob, how neighbors fighting back. well, good morning to you, marcus and laura. you know, each year around this time, hundreds of people flock to the shell ridge open space behind me here in walnut creek. and among these people are a lot of social media influencers. and they're here to take pictures of the beautiful california wildflowers that are blooming in the hills behind me that obviously bloom around this time in the spring. so people show u up on mountain bikes, they're lugging their camera equipment, but there's very limited parking here. at the

entrance to the open space on sutherland drive, which butts right up against a residential neighborhood. so these shutterbugs, they end up parking on the streets in front of people's homes. it becomes very crowded and disruptive for the people who live along sutherland drive. so to answer your question, how are neighbors fighting back? well, this past weekend, a local neighborhood group, they placed signs at shell ridge sutherland drive entrance trying to deter trying to prevent crowds from clogging their streets, especially on saturdays and sundays, unless they have a parking permit. walnut creek has 18 open space entrances and everybody uses this one, so we've had our streets completely piled with cars double parked, going in both directions we can't get to and from our homes because people are paused in the road. the head of one of the neighborhood associations says. in the past two years, drivers have clogged up the streets from the end of march to around may.

they've also blocked fire hydrants, mailboxes and, they say, prevented emergency vehicles and garbage trucks from getting through the area. reporting live here in walnut creek. bob redell today in the bay. kind of tough. go for the people that live around there. all right. thank you bob. well, a fiery protest in san francisco over budget cuts by the federal government. research is resistance. research is resistance. survival. now, hundreds rallied last night in yerba buena gardens. this is outside of a global conference for infectious disease specialists. the aids foundation organized the rally to support hiv research, which is now being targeted for millions of dollars in cuts. scientists say that those cuts are ending careers in nearly every field of research, and they fear that it could cost lives. viruses don't know borders, and viruses can spread from place to place, and disinvesting global public health, particularly regarding infectious diseases, is

extremely dangerous. now, similar protests have been taking place around the nation, including outside of health and human services in washington and the national weather service at harvard. this women's history month, we want to highlight the work of a local high school sophomore whose passion for technology is already making some history of its own. nihar shaikh is a sophomore at cupertino high, but a work around. i recently developed. in fact, an ai app is receiving recognition in the u.s. capitol building and among the world's largest technical professioional organizations. last year, huske created wildfire watch. it's an app that predicts wildfire intensity across the country, but it does it in a different way, combining social vulnerability data that measures how severely a community can be affected by wildfires. if a community is more socially vulnerable, then they need a lot more support in order to be able to bear the effects, like both

short term and long term, of wildfire disasters. so it's really, really important when creating an effective fire management plan that we take into consideration communities that have both high wildfire risk as well as high social vulnerability. her research is actually taking her to washington, d.c, next month to present at a conference on technologies for sustainability. but that's not all that's keeping her busy. she's a student ambassador at technovati, where she motivates other girls just like herself, to explore coding and ai. maybe it's because we don't feel a sense of belonging here, or it's not looked at by people around us as something that we should aspire to be, but i think it's a really interesting field, and there's a lot of cool and really impactful things that you can do with coding in ai in 2022. she also created ai for mri to diagnose brain tumors from mri scans. she's currently working as a researcher for a top university, developing

system that is impacting los angeles and also parts of central california. we're keeping our eye to the pacific because we've got a secondary system that's going to impact us into the weekend. but when will the rain move in? this is at 6 a.m, so tomorrow morning's commute, it will start out in the north bay, calistoga, santa rosa light to moderate and then becoming more widespread by the time we get into the afternoon. where you see these yellow pockets here, this is around 330. there's enough instability in there associated with this cold front, and it's a colder storm that we could see some thunderstorm activity along with the possibility for hail. but i also want to note look at the mountaintops here, mount hamilton and some of our local ranges could see a wintry mix in some of those peaks. now winds also going to be a cause for concern, potential for power outages as always. and of course we've got to look out for the trees as well. this is at around 7 a.m, 20 plus miles per hour. but then it really ramps up. as that front passes through. we get these purple hues settling in there, a stronger wind gusts

upwards of 4050 plus could be possible, especially for some of those higher peaks there heading into tomorrow and thursday. now, looking ahead as we inch into thursday, we'll keep some scattered activity along with the chance for thunderstorms friday into saturday. it's going to remain scattered, but saturday is not going to be a complete washout. saturday. the rain is backing off a bit. however, sunday into monday we do watch out for that second system that's out in the pacific. that's going to bring a big impact once again to southern california. and if you look, that's going to bring a huge boost to the sierra snowpack. speaking of the sierra, let's talk about how much snow we've got thursday here. this is from that first system 30 plus inches for some of those higher peaks. and then if i advance this all the way till monday, look what happens to the snowpack there. 71in for kingvale 64 for kirkwood. we're talking about a really good boost to the pack and also dangerous driving conditions. so please be mindful. take that into consideration. starting

tomorrow especially is when we'll start to navigate from that rain to snow. so check before you go. now we do have the 7-day forecast. it is very active again on thursday. we'll keep an isolated thunderstorm. the heavier rain will be on wednesday. keynotes here friday more rain. mountain snow. saturday. brief break in between and then more rain by sunday evening into monday. all right, mike, how are those roads right now? they're fine. vianey tuesdays and wednesdays typically see more traffic volume. my concern is tomorrow with that rain coming in. vianey is talking about that and a higher volume of traffic. we have a potential for issues right now. the san mateo bridge, just seeing a build and not enough to yet show some slowing. we just saw the volume building. visually it's an issue, but coming off of 880, there's just a little through hayward. and that's not a bad build from the east bay. a light commute right now for that portion out of the tri-valley. south bay north 101 does show your typical slowing coming north, and that's the first burst that should ease up in about ten minutes. we do have a crash at highway 13 away from
