talk about the clear conditions over san jose, because enjoy it. that's going to change. and here's why. we've got satellite showcasing some high clouds rolling through but still dry. the rain just to our south. but look how active things are setting up here. now, if you're traveling through the grapevine, i highly recommend double checking that frazier park stretch tonight into tomorrow, because this system is bringing some impacts through there that could bring the potential for some black ice right there where they typically close through frazier park. so be mindful of that. here's what we're looking ahead to. the return of rain starting overnight into tomorrow and gusty winds with a chance for thunderstorms. and yeah, that says hail. we'll talk more about that in just a few minutes. let's check in with mike. all right. vianey we continue, folks, with a note for the south bay santa clara valley. no light rail or busses today. as the outage continues. the interruption because of the transit worker strike going on. but paratransit does maintain normal operations. but that is the second day in a row that you'll have an issue. we haven't seen an appreciable build for the freeway traffic. we'll watch for today. it's tuesday, but we

should be okay. it's the city streets that you watch for. there may be some local traffic update with more traffic on local streets. we're going to track that as well. meanwhile, we're looking at the east bay. typical slowing for highway four. highway 37 in the north bay and the bay bridge, of course, is filling in almost full. back to you. all right, mike, thank you. well, stock futures taking a look right now. you can see they are down. and this is after concerns that a recession would hit the u.s. economy sparked a broad sell off yesterday. now the dow dropped close to 900 points. nasdaq fell 4%. and it comes with more tariffs set to go into effect tomorrow and friday. government funding deadlineooming in washshington today in the bay's alice barr. live for us in washington this morning. and alice, fears of that recession certainly growing there. president trump insists that the pain will be worth it. yeah. marcus. president trump standing by his tariff policy, which seems to be at the heart of all of this uncertainty. a lot of people watching closely what's going to happen on wall street when the markets open in just about a half an hour after that

dismal close yesterday, the white house put out a statement saying that president trump is going to repeat what it called historic job wage and investment growth from his first term. after a rough day on wall street, with investors selling off stocks over fears a trump trade war could tip the country into a recession. the white house, downplaying what it called the animal spirits of the stock market, putting out a list of 50 wins in 50 days and pointing to business leaders support that, as president trump on sunday did not rule out a recession this year. i hate to predict things like that. there is a period of transition. later adding we're going to take in hundreds of billions of dollars in tariffs, and we're going to become so rich. after the president hit top trading partners with new tariffs. china striking back with its own tariffs on u.s. agricultural products everything from chicken, wheat and corn to

soybeans. we're going to have a lot of farm to go out of business and aren't able to continue on the current trajectory. canada issuing retaliatory tariffs and now the province of ontario hiking electric rates for a million and a half americans who rely on canadian power exports. if the united states escalates, i will not hesitate to shut the electricity off completely. on capitol hill, lawmakers sparring over the trump administration's policies. donald trump and house republicans are crashing the economy and hurting hardworking american families. i believe that the policies that we're putting forth are going to improve the economy and bring down costs for people. it takes a little while that as lawmakers work to pass a funding bill by friday to prevent a government shutdown, that would only add to economic uncertainty. and a short-term government funding bill made it out of committee

last night, and the full house is expected to vote on it later today. the senate is the bigger challenge. that is where seven democrats would have to get on board, many already voicing opposition and looking for a way to flex some political muscle in the face of all these rapid changes from the trump administration. marcus. a lot of changes there. alice barr in washington this morning. thank you. alice, four minutes after the hour and new overnight. hours ahead of a key u.s. meeting with ukraine on peace talks, ukraine launched what is set to be i its largest ever dre attack on russia. russian leaders say about 90 drones were shot down over the moscow region. at least two people are dead. 18 others, including three children, are injured and at least seven apartments in moscow are damaged. but russian air defenses shot down more than 300 drones across ten regions overnight. ukraine so far is not commenting. as for those talks, u.s. secretary of state marco rubio is in saudi arabia this morning where he's meeting with a delegation of top ukrainians

about a possible cease fire. this is new video of his arrival ahead of that meeting. senior ukrainian leaders say the deal would cover the black sea and long range missile strikes, as well as the release of prisoners. this is the first diplomatic interaction between the u.s. and ukraine since the white house meltdown 12 days ago, between president trump and president zelensky, which led to the u.s. cutting off its weapons and intelligence support. president zelenskyy is not part of today's talks, but he is in saudi arabia. happening today, san francisco school leaders will get an update outlook. this is as the district finalizes those painful budget cuts. board members will receive an interim report on balancing what is currently a $113 million budget shortfall. last month, the board approved a plan calling for 500 layoffs. today's meeting comes ahead of the march 15th state deadline for districts to send out pink slips tied to the next school year. in just a few hours, marin county leaders will work to address homelessness.

the county is considering declaring a shelter crisis. today in the bay ginger conejero saab joins us live this morning. ginger, this isn't the first time that actually leaders there have tried to make this move. that's right. laura. the county declared a shelter crisis back in 2018 to access state housing funding. this declaration, however, would not provide funding. it does ease the approval for temporary housing so that the county doesn't have to go through things like zoning requirements or environmental review. so the hope here is to provide more options for temporary shelter. although that funding for those options are not yet detailed, as i just mentioned, the marin county board of supervisors will consider decring a shelter in crisis at its board meeting at nine this morning. that, along with changes to building codes, will allow them to add removable cabins or rvs are as options for

emergency shelter. the declaration would last three years, and it would only apply to unincorporated areas of marin county. now, fremont is taking another approach. it is now focusing on cracking down on camping on public property, with a controversial ordinance soon to take effect. aside from making it illegal to camp on public property, it also makes it a misdemeanor to aid and abet an illegal encampment. now, several groups are pushing back. advocates for the unhoused say the ordinance criminalizes those who are homeless, and they're now filing a federal civil lawsuit to try to prevent the ordinance from starting. we think that this is a moment that people all over the country need to pay attention to, because it is signaling the direction that we're going with respect to taking care of the people who need care the most. now, this

recent image of a bright green vacate notice attached to a wheelchair at a homeless encampment is fueling anger. the city says this does not have to do with the recent ordinance. the property was tagged as abandoned and if it's not claimed by a given date, it can be removed from public property. now, they say, however, that area was already on the city's encampment cleanup schedule, and the residents were givenotice that the cleanup would be taking place. now, it's clear that homeless advocates and the city of fremont disagree on how the issue of homelessness should be handled. fremont city council previously saying that it is considering amending the misdemeanor clause of that ordinance, and that it would not enforce it until after january 18th. we're live in san francisco, ginger conejero saab. today in the bay, everyone's trying to look for solutions to it. thanks so much, ginger. from san francisco to san jose. let's take a live look outside this morning. clear skies there, still dark and early. meteorologist vianey arana

happy tuesday to you. absolute bloodbath on wall street as investors and companies continue to be confused about tariffs and worried about the direction of the economy, the dow fell nearly 900 points yesterday. nasdaq. worst day in about three years. rocket mortgage is buying the real estate firm redfin for $1.75 billion worth of stock. tesla crushed on the market as that brand suffers. president trump says he'll buy a tesla to support tesla ceo elon musk. musk told larry kudlow he's probably not paying enough attention to the companies he runs. he also blamed the nationwide protests against tesla on, quote, democratic operatives. and tesla was not musk's only headache. this wk, his social media platform, x, was offline from time to time

monday. musk also spoke about that in his fox business news interview. there was a cyber attack on x today, which shut it down and may have been foreign sourced. it's a big story. you want to give us a moment on that? well we don't we're not sure exactly what happened, but there was a massive cyber attack to try to bring down the ecosystem with ip addresses originating in the ukraine area. now, there are those who have doubts about musk's claims. he often says things that turn out not to be true, experts point out if it were a cyber attack, those who create such attacks almost always mask or spoof their location. amazon, which is often a trump target, has added reruns of the apprentice to its prime video lineup. the apprentice ran for ten seasons, with trump hosting nine of them and an end of an era. southwest is going to start charging for bags. southwest had resisted the idea of charging for bags for

years, saying it would actually lose the money because its customers pick southwest, primarily because it didn't charge for the bags, and any money it made would be offset by passengers defecting to other airlines. now, i think there will be some passengers who will try southwest now that they assign seats. i think particularly there were some people who are just uncomfortable. they didn't like the cattle call. yeah, just not knowing where they were going to sit. you know, it just seems strange to some people. that's true. especially when you're like with a family, you're like, okay, quick grab together. although southwest was infamous for letting on families and, you know, you buy that one ticket that says you're a one, and then you'd watch the entire world get on the airplane. yes. all right. thanks, guys. you bet. well, today, community leaders in san francisco residents plan to announce a new lawsuit. this is aimed at preventing a big change along the great highway. a group challenging the result of prop k. in november, voters approved that measure, which permanently closes the great highway to vehicles. well, the change is

set to go into effect on friday. more details of a lawsuit are scheduled to be announced at a news conference scheduled for noon today. the south bay's biggest and most popular film festival, cinequest, is kicking off tonight. this year, the lineup boasts over 238 films from 45 different countries. over 100 of those films are world or u.s. premieres. the event runs for 12 days, with screenings held at the california theater, the three below theaters, and the hammer theater center, all in san jose. the festival will close out with a presentation of the maverick spirit award, which will be given to actress gillian anderson. gillian anderson. so let's just call it the bay bridge series light. the final score won't matter just yet. the game being played in arizona. we're talking baseball here. and for that matter, the a's no longer in oakland. we know that we're in the desert right now, as you can see well here. but hey, that doesn't mean giants and a's fans can't get at least

tomorrow night this picture will have snow and gusty winds with it, thanks to a cold front that's going to sweep through, bringing us definitely a drop in temperatures now. right now we've got dry conditions, we've got some high clouds rolling through a very active pacific. we've got a system just to our south, and we've got this next system that's lining up. this one won't make its impact until the weekend, but let's talk timing. this will be a key component here as we head into 6 a.m. on wednesday. here you go. we've got some light scattered activity tonight. more clouds, breezy, late, nothing to worry about. and then we'll see some heavier pockets begin to pick up, spreading from north to south by tomorrow afternoon. where you see these yellow colors here the intensity will kind of amplify into t the ening. the reason for that, the cold front associated with this is going to bring a lot of instability. what that will mean for us is a chance for severe thunderstorms. and also look at this. that's at our local mountaintops. they're a wintry mix expected and also possibility for some hail for

tomorrow. how windy are we going to get 20 to 30 starting tomorrow morning? it will get even gustier as we inch into that afternoon. as that shower activity passes through, it'll intensify. you'll notice 30, 40, 50 plus no one advisories just yet, but that will change into tomorrow. now what can we expect ahead? here are your key takeaways. wednesday. heaviest of the rain thursday. scattered pockets with some heavy rain at times. friday another brief break. and then if you look friday afternoon we get that system that was off to the north and the pacific moving through north to south. also, me sierra snow travel conditions will be tricky for the sierra. and here's another key takeaway what happens to your saturday? well, saturday is looking good. okay, we get a brief break in between. these breaks are necessary when we're talking about oversaturation of soil, and also that quick rise in those streams and creeks. key component here on sunday. that's when that next system rolls on through. so notice from the north to south. right now though a lot of this is pushing further north, which is good news for

that there are things you need to bring inside or big trees around you, time to take note and just be prepared. we'll have a closer look at the extended forecast in just a few minutes. thanks so much, vianey. well, president trump's right hand man, elon musk, is calling for the u.s. to cut entitlement programs. and scott mcgrew joins us now. that is something president trump had actually said was off the table. right. president trump has said that. but you know what? it's where the money is. budget cutters long point out you can cut from here. you can cut from there foreign aid workers salaries. but if you really want to cut and medicare. musk says those cuts will come through rooting out fraud, and nobody is against cutting out fraud. but many point out much of the fraud that doge has found so far didn't turn out to be accurate. musk spoke with larry kudlow on fox business. i mean, the waste and fraud in entitlement spending, which is all of the which is most of the federal spending, is entitlements. so that that's that's like the big one to eliminate because that's the

sort of half trillion, maybe 6 or 700 billion a year. that is also a mechanism by which the democrats attract and retain illegal immigrants, by essentially paying them to come here and then turning them into voters. now, illegal immigrants do not get social security benefits. musk told kudlow that his doge team was now about 100 people, and it was more or less in every government department. he said he wanted to stick with his new doge job for another year musk went online to call u.s. senator from arizona mark kelly a traitor. you can see it there at the bottom of the kelly's post. kelly traveled to ukraine, our ally. we've been supporting and wrote the u.s. must not make it a giveaway to putin. you are a traitor, musk responded. now, mark kelly is a u.s. combat veteran, former navy pilot, two distinguished navy crosses and former astronaut. he's been in the service since he was 22 years old. the wall street journal editorial board

is calling for president trump to end his tariff threats. remember, the journal is a conservative run newspaper with a conservative editorial board with roots in the murdoch family. and president trump takes what it says pretty seriously. intelligence director tulsi gabbard says she has revoked former secretary of state antony blinken and former national security adviser jake sullivan's security clearance on donald trump's orders. canada continues its response to the tariffs we have put against it. the head of the province of ontario, so that borders minnesota and then all the way around to new york, says the electricity that ontario generates and sends across the border to american homes is going to go up in price. let me be clear. i will not hesitate to increase this charge if necessary. if the united states escalates, i will not hesitate to shut the electricity off completely. belve me when i say i do not want to do this. i feel terrible for the american

people because it's not the american people who started this trade war. it's one person who's responsible. that's president trump. secretary of state marco rubio is in saudi arabia for talks with ukraine. the first talks between the u.s. and ukraine since that infamous meeting in the white house. and the house is scheduled to take a vote on a continuing resolution that would keep the government open past friday. it is not a clean resolution, which would just extend current spending cuts. some programs adds money for others. democrats may oppose it for the cutting, and because they had no impact or no input in writing it. some republicans may oppose it because it's not the budget, laura, that they were promised. so much to follow. thanks so much, scott. in danville, a teacher is recovering after police say they were attacked by a student. it happened inside a classroom during lunch yesterday at monta vista high. the student was identified and removed from campus. the school is now cooperating with investigators.

no update yet on the teacher's injury, but the school is offering counseling services to students. parents and students tonight will have a chance to sound off. this is following the violence at one north bay high school last month. one student was stabbed in class. this is at elsie allen high school in santa rosa. last week, police arrested another student allegedly carrying a loaded gun. the district leaders will hold a listening session at the school library tonight at five for a second day in a row. many are forced to look for an alternative route. and when it comes to south bay travel, this is as vta workers continue a strike with no clear end in sight. today in the bay's kris sanchez joins us from our newsroom this morning with a look at what is happening today. well, good morning to you, marcus and laura. today, the union representing about 1600 vta workers is calling on the riding public to join them in their demand for a new contract. train operators, bus drivers, customer service reps, dispatchers and mechanics picketed late into the night near the light rail yard in san

jose, but the strike started before sunrise yesterday at vta headquarters and three bus yards in san jose and mountain view as well. negotiators for the amalgamated transit union, two, six, five and vta met on sunday, but the union president told me that that meeting only lasted about ten minutes. the sides can't seem to meet in the middle in regard to some benefits, rules for arbitration and pay. vta is offering 9% over three years. atu is asking for 18% over the same period. the ball is kind of in the in the agency's court. i mean, you know, if they call us today, tomorrow, whatever we're willing to meet and possibly meet, you know, find some middle ground. the demands that they're making as they are now, we would not be able to offer the full service that our customers need. we would be risking having to make cuts to service and possibly cuts to jobs. and we just can't do that. striking workers got honks of support as people drove

mentioning with the storm ranger, though we do have a system right now that's just to our south and to our north. however, you saw stormranger there on top of mount saint bruno there we do have it up ready to go, scanning the skies already. not showing anything just yet on radar, but that will change starting tomorrow. the impacts will include your morning commute, so if you're watching us right now, heading to work by tomorrow, especially for folks who live in the north bay initially spreading southward, be mindful of that heading into your wednesday afternoon, it will be completely widespread. all right, let's get a check of traffic with mike. right now we're looking at the bay bridge toll plaza with a standard build tuesdays and wednesdays, as we talked about, typically see the most volume of all of our commute days. and so tomorrow that rain may be a factor for a heavier commute as well. just like today, we're looking at a smooth drive, a steady build right where you expect down the east shore freeway, across from richmond into san rafael, some spots in the north bay coming down toward novato, vallejo for westbound highway four and highway four itself, pushing down toward pleasant hill and walnut creek

now for south. 680 and 242. let's talk about tonight. overnight, there will be one one bore open, one bore closed for westbound 24 through the caldecott tunnel. scheduled maintenance starting at just before 10:00 and clearing just about 430. so in time for the morning commute before the volume builds through the area. right now, there's a little slowing. no incidents reported at the tunnel, typical slowing for southbound 680 and 880, as well as west 92 across that san mateo bridge. looking ahead to tonight as well, i want to get this in. we do have a sharks game tonight. if you plan on taking vta. remember no light rail, no busses. kris just talked about that. so you have to get to the sharks game a different way besides vta. back to you. thanks, mike. well, a frightening crash on the east bay, a school bus overturning on a new jersey highway coming up this morning. new update on one critically injured child. and we're certainly keeping our eye on wall street. we had a really rough day yesterday. it looks like the dow jones industrial average down once again as selling pressure is continuing

15 people are in the hospital, one child critically injured after a school bus bound for new york overturned on the garden state parkway. it happened last night in the town of montvale. leaders say 31 people on board that bus ended up on its side. the critically injured 14 year old boy at one point was actually pinned under that bus. investigators are still trying to piece together how it all happened. well, just into our newsroom, the race to succeed california governor gavin newsom just got more crowded. fresh blood and new ideas and leaders with the backbone to fight for what's right. that's why i'm running for governor. former southern california congresswoman katie porter officially throwing her hat into the ring. her announcement comes

after she was defeated last year in a contest to replace late senator dianne feinstein. that seat eventually went to adam schiff. now, it is worth noting, an adviser for porter tells nbc news that if former vice president kamala harris decides to run for governor, porter will back her. sources tell nbc harris is expected to make a final decision by the summer. this women's history month, we want to highlight the work of a local high school sophomore whose passion for tecology is already making some history of its own. neha shaikh is a sophomore at cupertino high school, but her work around a recently developed ai app is receiving recognition in the u.s. capitol building and among the world's largest technical professional organization. last year, she created a wildfire watch. it's an app that predicts wildfire intensity across the country, but it does so in a different way, combining social vulnerability data that measures how severely a community can be affected by wildfires. if a

community is more socially vulnerable, then they need a lot more support in order to be able to bear the effects, like both short term and long term, of wildfire disasters. so it's really, really important when creating an effective fire management plan that we take into consideration communities that have both high wildfire risk as well as high social vulnerability. her research is taking her to washington, dc next month to present at a conference on technologies for sustainability. but that's not all that's keeping her busy. she's also a student ambassador of technovation, where she motivates other girls just like herself to explore coding and ai. she's currently working as a reresearcheror a top university, developing computational solutions to tackle illnesses and health care problems. what a great leader for such a young age. it's amazing. good for her. all right. well, this morning blooming wildflower flowers are

leading to residents fuming in the east bay. and it's all because of a sight to see. this drawing a large crowd there. that's right. everybody wants to see it. but not everybody is happy with that. today in the bay's bob redl joins us live from walnut creek this morning. so some of these neighbors, i understand are trying to fight back. bob. they are. good morning, laura and marcus. each year around this time, hundreds of people, including many social media influencers, they flock to the foothills behind me here at the shell ridge open space here in walnut creek. and they're coming here to take pictures of the beautiful california wildflowers that bloom around this time. people show up on mountain bikes. they're lugging their camera equipment, but there's limited parking here at the entrance to the open space on sutherland drive, which butts right up against a residential neighborhood. so these shutterbugs, they end up parking on the streets in front of people's homes. it becomes very crowded and disruptive for the people who live along sutherland

drive. so to answer your question, how are neighbors fighting? back? this past weekend, a local neighborhood group, they placed signs at shell ridges sutherland drive entrance trying to deter trying to prevent the crowds from clogging their streets, especially on saturdays and sundays, unless they have a parking permit. walnut creek has 18 open space entrances, and everybody uses this one, so we've had our streets completely piled with cars double parked, going in both directions we can't get to and from our homes because people are paused in the road. the head of a neighborhood association says. over the past couple of years, drivers have clogged up the streets from the end of march to around may. they've also blocked fire hydrants, mailboxes. they prevented emergency vehicles and garbage trucks from getting through. reporting live here in walnut creek. bob redell today in the bay. thank you bob. it's tough. you can understand the neighbors concerns, but everybody wants to see the beautiful flowers and the

weather too. yeah. weather wise, it's going to get tricky to go and visit the flowers because of the rain and the wind, you know. and that will be something to take note of. but also your commute tomorrow. the impacts are going to vary depending on where you're driving to and from. and if you look at satellite. things are still calm and dry today. and that is going to change because of these two active systems. look at this. we've got one to the north right here. and then we've got this activity right here in southern california. we do have some rain already through la. so your commute through the grapevine. check that before you hit the road in case there's any trouble spots. now, your hour by hour forecast by the afternoon. another pleasant afternoon with spring like temperatures in the 60s. so go out and enjoy that. take the time to prep for what's to come. so when does it arrive and what are we expecting? at about 6 a.m. we'll already start to see some light activity, so not too heavy for that morning commute, but it will be just enough where we'll get some wet

pavement in through parts of the north bay. notice how scattered it is for that. 6:07 a.m. stretch past 9:00 we start to see more widespread activity, but also more intensity associated with that cold front. the winds will also be picking up. in addition to that, we've got an increase in the swell around the coast. so that's going to bring some taller waves. be mindful of the coast. we don't have any advisories just yet, but remember this will change as the system approaches. also wintry mix by tomorrow night. now the more widespread accumulations will happen on wednesday. tomorrow, thursday will still get some pockets and also the wind speeds will remain gusty. 20, 30, 40, 50 plus. now keep in mind when we're talking about winds in addition to power outages, another area that we always look for concern is those big trees that could potentially uproot because previous storms might have caused already some issues with the roots. so it's a good time to survey your surroundings in your home to see if there are any potential

trouble spots here. now into thursday, we're going to get a brief brbreak as r as widespread activity, but it will still be enough action where we could see some thunderstorms pop up heading into friday morning. this is at 1 a.m. here are your key takeaways. we're going to get a kind of mild spread of rain into that morning commute, but by 1:00 it will become widespread. and yes, that is sierra snow. so the impacts will include any sort of travel to the sierra starting on friday afternoon, but really starting tomorrow with that first system now heading into late friday, early saturday, we get some rain that begins to back off, and that's going to bring us a needed break for that saturday. in terms of saturation, this is good because it provides us a nice opportunity to recover, and also for those creeks and rivers to not get too quick of a rise, not expecting any major flooding on wednesday. but we're also looking ahead towards sunday now, this next system that we're monitoring right now, pushing a bit more to the north for sunday. what that will mean for your sunday forecast is that

it's not going to impact the entirety of your day. in fact, it looks like it's not really going to make its impact until late sunday. however, that will carry over into early monday. so next monday the commute will be impacted. and also another boost for the sierra snowpack. in addition to that, it will be widespread. so this will include northern california, central california, but also southern california. and your seven day pattern looks like this. windy conditions return tomorrow. isolated thunderstorms thursday. brief breaks in between friday along with saturday, and then a new storm arrives late sunday into monday. all right, mike, how are those roads calm right now? much better conditions than we're looking at potentially for the next week. we're looking over here, west 92 picking up the volume. we don't see the flashing lights. i think that crew has cleared over the high rise to the peninsula side. but we do see the slower drive. the volume is the issue coming off of the more volume on 80 southbound. a couple of incidents, both on the shoulder as you travel south through hayward and continuing south in toward fremont. for those slower speeds that are building for the

our top stories here today in the bay. starting with a look at stocks following yesterday's steep sell off. and it's not good. they are in the red. we've been watching the dow jones industrial index drop all morning long. and this all comes as the dow dropped nearly 900 points yesterday. nasdaq down 4%. investors and investors are certainly raising new fears about a recession in the wake of the growing trade war. 25% u.s. tariff on steel and aluminum

goes into effect tomorrow. and while president trump is not ruling out a recession, he's promising in the longer haul, the u.s. will reap hundreds of billions of dollars. the uncertainty comes as congress faces a friday deadline to pass a new spending bill to avoid a government shutdown. vta workers heading back to the picket lines this morning, 1600 operators and dispatchers are striking. now, the union says the contract talks with vta have broken down. this is after six months of negotiations. workers are seeking better benefits and an 18% wage increase over three years. vta offering 9% over three years. vta paratransit service is not impacted by the strike leaders in marin today, addressing the county's homeless problem and debating about whether to declare a shelter crisis. here are some of the proposals meant to provide more solutions for temporary shelter. it includes changes to building codes and adding removable cabins or rvs. if approved, the
