through any door, and it happens every time we get a hard rain, and the city says it's a hundred year flood, but it happens every year. >> reporter: there's three sewers on the north side of the road, but only one on the southside. he put up in a sign asking drivers to slow down but it doesn't help, and now all the people in the area up for more storms in the coming days. >> thank you, and team coverage doesn't end there. >> but first we check in with chief meteorologist amber sullins. >> well, we're dry right now, nothing to track on desert doppler across the valley, but the rain chances will be increasing hour by hour through the evening forecast. soby 11:00 p.m. up to a 4 percent chance, and overnight into tomorrow morning

showers and -- it's a 60 percent chance of showers and storms here in the valley. the flooding chance is high, definitely the biggest threat, and because of all the moisture available, the valley as well as much of the state under a flash flood watch until 11:00 p.m. tomorrow. so coming up we break down how much rain we could get, and when the storm chances clear out. and more team coverage of all the potential areas that can flood. we have a new perspective from the gi look at the washes running over in fountain hills. jason is live. >> reporter: it was incredible, just four or five hours ago i couldn't have stood here in the wash. it was a flash flood like a river, like rapids, and it was powerful picking up and carrying debris out of the desert, including a big chunk of this barbed wire fence that's washed out. it's calmed down now, but i

compare and contrast where i am right now compared to earlier. this is the height of the storm, textbook flash flooding, and the good kind of flooding because for he most part it didn't cause a lot of problems. nobody hurt, no real property loss, although the debris by the water did seem to knock out a section of fencing along the highway here. but it can be dangerous. the water moving fast enough to create small rapids and draw storm chasers just i haven't seen it -- chasers. >> i haven't seen it like this in a long time. >> reporter: impressive? >> very impressive, yeah. >> reporter: back out here live in the wash along the highway, a look at the debris that washed out of the desert here. the good news like i said, nobody hurt that we saw. there was one porsche that slid off the road with all the rain and got stuck in the mud, but

>> yes, good news indeed. thanks so much. >. a river running through the west valley is changing rapidly bringing new flood risks to homes and businesses, even a major road once considered high and dry. abc 15's melissa blasius is reporting live tonight, and the army core of engineers were on the river today searching for solutions right? >> reporter: that's right, they were. when you think about arizona river beds you think of this, full of trees, but one tree in along the gila river putting 200 homes in the flood danger zone. she love it is location, room for her dogs and livestock, but it's also a mile north of the river, and she learned. >> we lived in the flood plane, so we had to have flood insurance. >> weapon don't make the floodplains, we just identify it. >> reporter: this is the area

flood plain, all because of trees, one invasive species. >> the water pushes out to the side. >> reporter: it's a growing problem without an easy solution. >> some of the fixes for the river approach about a hundred million dollars, so we're looking at the best bang for the dollar. >> reporter: this summer they got a grant from the army core of engineer to help. without help they could be submerged under four to six feet of water. >> the homes could be destroyed. it could be devastated. >> reporter: they hope that day never comes. >> it's a dry river, number one. and it would have to fill up and go over the banks and the fields, so it's kind of hard to imagine. >> reporter: and what might be a silver lining on this stormy week is that monsoon storms

historically it's been widespread winter storms that have most devastated the area because the water builds up behind the dams and they have to let it out upstream. thank you. there's a lot of debris on the roads after a monsoon storm, and that's the case at the light rail station. valley metro crews called in to clear near 48th street and washington today. we watched the storm move in from tucson, flooded roads this is the i-10. a lot of puddles there, drivers kicking up water, and check out this video from near it will university of arizona -- near the university of arizona campus, the road looks like a lake. and here's tips to help you avoid an expensive mess from aaa. they're very busies helping -- busy helping cars stranded in the water. don't drive through it.

friend, and then did a u-turn, and slowly drove towards them, got close, yelled something in spanish, and pulled the trigger. the 16-year-old hit four times, but luckily survivorred -- survived. then a different case. the witnesses heard shots, and saw the suspect standing over the victim's body before driving away, and i have a copy of the initial report for three of the cases that police have i'm going to be digging through the documents and have more tonight on abc 15 at 10:00. meanwhile this is a picture of the suspect. if you have any information call silent witness, right now they're offering a $50,000 reward for any information leading to his arrest. back to you. and no motive to report just yet as mcso investigates a

and attacking his 9-year-old sister while their mom was at work. it's likely he'll be tried as an adult. >. we have a name to go with the charges. 26-year-old ian glattwas arrested affidavit being shot by police. he's in his hospital gear at the time the mug shot is taken. police say he assaulted a woman and his mother, and also got into a fight with a stranger trying to calm him down. the to shoot because he had a knife and wouldn't listen to commands. and an arizona inmate has to pay $10 million to the teacher he raped if the judge semis the order. the ait can -- accepts the order. the attack happened in a prison class room in 2014, and it lead to an overhaul of security measures for teachers working inside the prison. the teacher already received a 3 million dollars settlement for the state. all packed forked a trip to

everything upside the luggage was -- inside the luggage was illegal. what's more, three kids were inside the car at the time. ages 1, 6, and 7. the 31-year- old man was arrested. breaking news out of west tennessee where a special agent involved in a drug investigation has been shot to death. 35-year-old degron frasier was working with other agents in a controlled buy. he met with but he tried to rob the special agent, and then shot him. the gunman is in custody, the agent only working with the tennessee bureau of investigation since february. before that he was a police officer. and it appeared sheriff joe arpaio may have a place in the white house if donald trump win it is election. >> we'll be taking him and chris christie, and general

from the live desk, police need help finding a missing man in glendale. he suffers from apes himmers and -- alzheimers and last seen leaving a medical facility this morning. he's 79, 6' 3, and 190-pound, and he was wearing a shirt that said crazy sh black 2012 nissan suv. aaz3142 is the license plate. sadly we know two people have died after being trapped underground with little oxygen yesterday in the valley. the first victim was a well known veterinarian william troine. he was working on his property when the accident happened, and here's how his friends and clients are dealing with the

out an underground grain storage area and fell in. rescue crews say the underground pit had about 4 percent breathing oxygen. oshaa says anything under 19 percent is dangerous. a friend and neighbor tried to rescue him, but they all ended up trapped underground, and now the doctor's friends are praying for the families of all three. and tan valley patients accused -- parents accused of leaving their child at home and going to play pokemon go. they've been indicted on felony child abuse. >> the fact that someone was arrested because they neglected their 2-year-old child and went out and played pokemon go and put their child at risk or harm is something that's very concerning to all of us. >> that child is now in dcs custody. the couple expected in court

thunderstorm activity just to the south and southeast at this point is prompting flood advisories. these are in effect until 8:45. about 700 lightning strikes in the area at this time, so very heavy rain. dangerous storms up there, and more to track between holbrook and snow flake along the eastern portions of rim and into the white mountains at this hour too. here's what's going on. it's not just monsoon moisture coming in. it's monsoon moisture with the help of near the tip of the baja is remnant moisture from javier. it's going to continue up the peninsula, and we'll pull the moisture up from the south, so a flash flood watch is in effect until 11:00 p.m. tomorrow because the showers and thunderstorms that develop will have the capability of kicking out heavy rain that could lead to flooding, so don't try to cross any flooded

tonight or tomorrow. remember, turn around don't drown. that water could be deeper than you think it is, and with that in mind, keep notary public mind that travel -- keep in mind travel could be impacted tomorrow. check the wiper blades tonight and that tires are properly inflated, and allow extra drive time tomorrow. the commute could be a wet one. we have 50 percent chance of rain at 10:00, the chces taper off into the afternoon a little bit, but still a 30 percent chance in the afternoon and evening meaning scattered showers and thunderstorms are still possible. phoenix tomorrow, and hit the 90s in the afternoon. a very humid day, and here's the latest futurecast model in terms of how much rain we could see. at this point it's pinpointing phoenix to get less than a quarter of an inch, but today as we saw some spots could get a little, others a lot. apache junction over two inches of rain today. so year to date we're still about an inch below average, but we're seeing that monsoon total continue to increase, and

>> it's a rough start to the honeymoon, but you know. >> just waiting and chilling out until we get there. seen a lot of really patient travelers despite all the delays with delta. the airline says they're operating in recovery mode for the second day after monday's computer outage. hundreds of flights canceled again, so the biggest challenge today was getting the stranded passengers finally on some flights. delta planes obviously packed as the they're confident it's an equipment issue, not any kind of hacking situation. >. new tonight architects, property owners and local artists are speaking out on the fate of the old circle records building, and they're speaking out on plans for the site. >> when you talk about integrating the exciting structure, adding the art on the building, in the building, the sustainability, the height, the redesign, we think it's a project the city and residents

junction, and thanks for superstition fire for sending in that video. >> and this is the 18th hole surrounded by water falls in the backyard in scottsdale. anymore water and the homeowner might need paddles instead of a puddle. >> and adot crews are busy cleaning up trash that blocks drainage gates. >> crews have also been checking to make sure the pumps along the freeways are in good shape. >> sonu wasu is live at one of pumps now, and th's proving to be a challenge. >> reporter: that's right, they are located behind locked gates off the freeway, some of these pumps are really old, ready to be replaced, but it will cost a lot, adot officials tell me it's not money down the drain though. >> >. some of these pump stations date back to 1964, so they've been around since the johnson administration, and that's where we prioritize things. >> reporter: it may not rain a

adot has 59 powerful pumps set up along the freeways. their job to pump rain water off the roads. this is a pump-side view of freeway flooding. you can see the water sucked into the machine, 10,000- gallons in a minute. >> that's the equivalent of etchtying a 30 -- emptying a backyard swimming pool in three minutes. >> reporter: gallons of water filled up the freeways last many drivers stucked in the lanes. so did the pumps fail? one of the engines simply overheated slowing everything down according to adot official, and yes, it could happen again. they're cross training other employees to be an extra set of hands, but they also need your help. look at all of this. we're along i-17 and indian school road.

twice before throwing trash out your car windows. it blocks the drainage peoples and leads to all of this. now we saw a lot of foam cups in the trash. aside from the $7 million project to replace the old pumps, there's a bigger project on the horizon. this one about $30 million, to replace and upgrade all the pumps located throughout the valley. back to you. >> thank you so much. all right, we're still not in the clear r threat for tonight and tomorrow, nothing on the raved now, but the -- radar now, but the flash flood watch remains in effect through 11:00 p.m. tomorrow for the valley and much of the state. so let me take you through the rain chances going into the later evening forecast tonight, a 30 percent chance for showers and thunderstorms. overnight into early wednesday morning that's going to increase to 60 percent, and we'll still be running agent a 40 to -- about a 40 to 50 percent shot the rest of wednesday and overnight into thursday. the rest of the valley, about a

cam this afternoon capturing all of that dust that rolled in followed by the rain. check that out. major dust storm hitting the valley dropping visibility down to a quarter mile or less, and then behind it came the rain drops, and sky harbor picked up just under a quarter inch of rain. right now we're dry again in the valley. we are tracking showers and thunderstorms to the east though. has prompted flood advisories and now a new severe thunderstorm warning, that's the orange polygon on mainly over open land, but it's capable of kicking out gusts in excess of 60 miles per hour, and maybe even some hail, especially into the dark reds, the hail is looking possibly. now farther to the north more shower and thunderstorm activity, mainly north of peach springs, and more along eastern portions of rim, and into the white mountains as well. here's what we expect in the valley. pretty quiet the next hour or so, then we gradually increase

late night and overnight forecast. right now 93 with wind out of the east at 10 miles per hour, and our dewpoint in the mid-60, so a lot of moisture to work with, and because it's so humid it's not feeling like 93. the heat index at 97, and flail, lake air force base and -- glendale, lake air force base and goodyear feeling like the low 100s. across the state to the north, 70s in prescott, sedona, and payson. these spots tonight will flagstaff at 52, show low at 59 overnight, and highs along the rim tomorrow in the 70s. nobody 87, kingman at 90, and the hottest in northwest arizona. phoenix 97, gilbert 94, tempe 96, and chandler and apache junction at 95 tomorrow. we're also expecting a high of 95 in goodyear and litchfield park.
