location. right? >> that is correct. seventh avenue in camelback. and all new at 6:00, police have just told me they have several people detained in this incident. they are still looking for one person. and if you drive by here, it is really hard to miss. you have a lot of squad cars out here. also a set of police tape up as well. this crime scene tape up over here. now, police are telling me a fight broke out between several transient men over personal property around 3:45 this morning. it happened between this popular bar char there. that other business right next to it. i am told one man was staned. he died at the hospital. a mobile command unit is here now. also, i want to come back out here live if we can. a lieutenant is going to be out here to update me any second now, so as soon as we get more information, i'm going to go ahead and pass it along to you guys. i'll keep you updated on what we find out. allison rodriguez, abc 15. one of our first local breaking stories we have been covering for you u. it's been really busy. >> we'll get a check of the

a second. what about that forecast? >> let's talk about the heat. maybe you are getting ready to head out the door or getting ready to wake the kids up to send them out the door. first, the stun is up. we have clear skies out there. it is a bit warm in some spots. we just barely dropped out of the 90s in sun valley city. phoenix down to 87 though. it is going to be dry as we are heading into work with those sunny skies. temperatures will heat up pretty quickly. we are going to be back into the hundreds by # 1:00 with 102 by lunchtime. and by the time you are heading hom temperature up to 109. so hotter than it was yesterday. we do have a chance for some mountain storms. i'll show you what to look out for here in the valley. next. in just the past couple of minutes, things have started to pick up on i-10 and i-17. the rest of the valley is very quiet. your i can lays on i-10 in the west valley. they start near 75th back to 83rd and eases up to 19th avenue or so. and on i-17, your desert drive time.

minutes. almost nine minutes as you are traveling sown. it takes you from the i-10 staff down to the split. the heaviest spot is right around the curve. once you are past 19th after, it does ease up just a little bit. maybe you are headed the other direction, northbound 17 up to the north part of the valley. we're going to take a closer look at that next. now to a story that have many of us talking earlier this morning. this breaking news coming not to the live desk. phoenix police really need help. they are on the hunt for a driver who hit and killed a woman early this morni trying to get off of the roadway on to the sidewalk. and bringing us those new details from 48th street where he is live there on the scene. justin? >> yeah, hey chris. as a truck goes by, i want to point out something, just how close this bike lane is to the road right there. and they said that the woman, phoenix police saying that that woman was trying to get out of that bicycle lane on to the sidewalk, but that driver left her for dead in the road. a different driver who came up on

he blocked the street so she wouldn't get hit again and then started doing cpr until an ambulance got here. they rushed her to the hospital. they were trying to save her. unfortunately, she did die. but this morning, phoenix police need your help. they say they are looking for a dark-colored truck. they are not sure of the make of it, but they know it is a dark-colored truck possibly with front end damage. if you know fig anything, call police. we are live in phoenix, abc 15. >> all right. justin with that update for us. temperature next story is something that we just report on all too often. this morning, we are certainly hoping for the best. >> you hate to hear this. right now, two toddlers, twins, in fact, are in critical condition following a near drowning. abc 15 is live outside of the children's medical center in mesa. nick, what do we know this morning? how are they doing? >>reporter: we just heard back from police, dan and danielle. they say they are still working to get an update. as far as we know at last check, those two

here behind me. so this is also what we are finding out, that those two twins were found yesterday at their apartment complex in a hot tub just before noon. that is when they were rushed to the hospital in very critical condition. we are also finding out this morning that that hot tub did not have a fence around it. so that is something that we will continue to look into in the day ahead. now, coming up at 6:30, we are taking action for you and letting you know it is not just kids that have to be careful in the water, it's also adults. it's the advice that you don't want to miss it. it is coming up at 6:30. >> it is something that can happen so fast. we can't hear that advice enough. thank you. right now, two big stories that we are tracking. we have brand new video out of louisiana this this morning. a lot of that state is under water after severe flooding there. at least 20,000. and yeah, 20,000 people have had to be rescued from rising water this weekend. put that into perspective. cnn is reporting that seattle gets 4 inches of rain per year.

days, simply devastating. now, to the unrest in milwaukee, a state of emergency has been declared here after a violent night of protest following a deadly officer-involved shooting. for more on that, let's head over to the abc 15 live desk with chris. chris? >> danielle, protesters were out overnight outside a milwaukee place station. many of them were blocking the street. shots were fired. a squad car was pelted with bricks, rocks, glass bottles, anything they could get their hands on and another one set on fire. this started saturday after a ma killed by police. and new this morning, we're hearing from the victim's family u. as we say victim, i also want to let i don't you know that police officers are making it clear saying this person was armed when he was shot by police officers. regardless, the person who was shot, that person's family calling for peace. >> stop burning down gas stations. put some money on these books.

10:00 this morning before the hundreds set in. and then by lunchtime, we're at 102 degrees with sunny skies. so, hot, a good day to carry that water bottle with you to make sure you stay hydrated through the day. fast forward through the afternoon, and we're up to 10 # degrees for a -- 109 degrees for a high today. a sizzling hot day. we will be tracking some mountain storms. i'll show you what to look out for in the valley in a few minutes. your hotspots this morning are exactly what you would expect. i-10 in the west valley. your delays are staying steady for the most part from 8 #rd to 19 -- 83rd to 19th avenue and i-17. i want to focus on the north part of the valley. even though you are not seeing delays. just a drive time on loop 101 eastbound until you hit the 17. i can tell you near spectrum interchange, it is getting busier. you could see the next 15 to 30 minutes some delays. the rest of the north valley is pretty quiet. we'll give you a closer look at the east valley next. 12 minutes after the hour.

heading back to court for a pretrial hearing. joshua lead dps across the valley. at one point, he tried to steal that man's motorcycle in the middle of it. facing several charges including theft and robbery. >> moreno heading back to the court. and officer vargas back in 2013. he was 15 at the time of the shooting and pleaded not guilty. degree murder charges and child abuse in the death of a two-year-old girl. they will also face a judge today. that toddler died in ryan reed and allison lemon's car back in 2012. the autopsy showed that she was physically accused and exposed to drugs at the time of her death. we are on the wildfire. a dozen buildings have been reduced to ash and more than 100 others are in the direct path of a raging inferno in northern california.

dan. school is back in session for a lot of students, most, in fact, and new this morning, there are some fun new opportunities for them coming up in this school year all just because their fourth graders. yeah, fourth graders and their families are great for free admission to national park so the 4 had the grade pass. the pass is valid for the entire duration of the fourth grade school year. it is all part of the initiative by president obama that aims at getting school-age kids outdoor to remain active. you think with all the kids i have and have a 4 had the grader. i do not. but a t this coming weekend might be a good opportunity to take advantage of some of those national parks. go check them out. look at this picture. i have to give a shout-out to the national weather service in flagstaff. those monsoon storms. all that rain helping those wildflowers bloom around flagstaff. just a beautiful shot. today, we culled see more storms up there. storms could come a little closer to the valley, al know i expect the phoenix metro to stay dry. right now, that is the case on abc 15 desert doppler all clear in

arizona, and right now, all dry around the state. but storm chances are in our forecast for mainly the high country and eastern arizona. this is .380est storm threat area. you'll notice a portion of the valley. this is mainly for storms that could come a little bit closer to the phoenix metro as we go in the afternoon. overall, i am expecting the valley to stay dry. by midway, we'll watch for storms t we're going to keep a close eye as storms could come close to that area. and those storms could then send some gusty winds across the valley here by this evening. but again, overall, the valley looking to stay dry. we just may get some breezes and you'll notice those clouds in our surrounding areas as we get into this afternoon. that -- the potential for storms will be across the higher terrain today and tomorrow. by wednesday, though, we start to bring up those storm chances here in the phoenix metro. we're going to get a boost in that monsoon moisture.

chances, but at least a slight chance wednesday through the end of the week and evening into the weekend. and in the meantime, 109 today. i'll break down your hour-by-hour planner. next, malaria. and we have -- mallory. >> we have this crash in scottsdale right off the freeway right off loop 101. it looks like they now have a tow truck on scene. those traffic lights are still not working. make sure to use caution and use that as a four-way stop as you are trying to get on the 101. the rest of the east valley is very quiet. no i do have a crash on loop 2 right near val vista in the westbound direction. you can see from the speeds i don't think this is a huge traffic. the delays on the 10 are actually shrinking. that a good trend at 6:20. let's give you a look from our adot camera. and 43rd avenue. this is now the beginning of a slow spot, and it continues until you are just past the i-17. it is getting better for i-10 drivers. we'll give you a look at some of those delays on i-17

getting hot this afternoon. so you might want to pack a water bottle for them here so that they stay hydrated through the day. and it is 87-degrees now. we'll warm to 97 by 10:00. then the hundreds set in. 102 by lunchtime and a high of 109 degrees. we have to talk about that air quality alert in just a few minutes, mallory. and your delays this morning are still kind of right where they would be. this is going to be i-10 in the west valley and i-10 out in the east valley just started picking up in the past couple of minutes. i on that. you're up to an eight-minute drive-time. it's going to start around loop 202 where some of those delays are going to start. your desert drive time takes you to the 60. once you past warner, things do improve there. i want to give you a shot from u.s. 60 from our adot camera. it looks like we might have a crash on the 60. i know just a few moments ago, you see two cars off to the left-hand side as you are traveling westbound. it is slowing down. and i want to give you details at those delays on the

out the door, i want to let you know you are going to see a large police presence after one person dies apparently following an argument involving -- droving transients. the scene is -- involving transients. the scene is going to be outside a car at seventh avenue and camelback. the police officer tells us a victim was stabbed and later died at a nearby hospital. no word on a suspect description. this is still an active scene. developing right now, a dangerous weekend on the water leads to tragedy for four different victims from three families. >> yeah, we are certainly hoping for the best for these families. abc 125 is taking action for us -- abc 125 taking action about what we need to know about drowning and most importantly how to prevent them. >>reporter: and guys, i just found out this morning so far in maricopa, this year alone there have been 38 drownings. not all of those involve kids. in fact, more than two dozen of them involve adults. the experts we spoke with say it is because adults don't think

precautions as their kids. >> i think in so many cases we think that as we become adults, we don't have to take all of the safety measures, really. we are not wearing helmets when we are on our bikes and going into the water by ourself. what do we tell kids? don't go swimming alone? >>reporter: you just heard from lori mid t. she is the president of the drowning prevention coalition of arizona. she teaches classes to kids but says sometimes adults are the ones that actually need the refreshers. she says a lot of the reason why adults maybe run into trouble in the water is because they become distracted and don't think they have to take those precautions. she says sometimes drugs and alcohol can be a factor. now, one witness says in relation to those two adult drownings from this weekend they go believe alcohol may have been a contributing factor. we are still waiting for that official toxicology result from officials. we are working to get an update on two twin toddlers who are here behind me to see what kind of condition they are in this morning, chris. >> let's hope they pull

as well. good advice that could save somebody's life. breaking overnight. police officers need your help this morning after a woman in a wheelchair was hit and kimed by a car. police are searching for this driver because this guy decided to take off from the scene. abc 15 is live near 48th street. the road was closed earlier. i am guessing that is not the case judging by the look behind you. >> the road is back hope. -- open. that investigation is still very active as they try to figure is. i talked with an investigator. you said that woman -- you see the bike lane here. up she was trying to get on the sidewalk. you can see there are some ramps all along 48th street right here. before she could get on that ramp, phoenix police say she was hit. another driver, they saw her laying in the road. they stopped. they actually blocked this road so she wouldn't get hit again. that driver hopped out of the vehicle and started performing cpr on this woman until an ambulance got here. they rushed her to the hospital.

for, they really don't have a good description of who this is. they just know that it is a dark-colored truck. they believe that that truck does have extensive front end damage. so they are urging you if you see that trucker, if you have any information about this crash, call phoenix police. we are live in phoenix, abc 15. >> yeah, hopefully somebody saw something, justin, that can come forward with that. thank you. 635 imthe tim now. it's been a month since ten-year-old jessie wilson was last seen. the buckeye boy's disappearance national attention. the police, fbi, and ncso, all of them searching for him. now, the buckeye pd is saying volunteers will no longer be helping in the search. and it is likely a recovery operation. however, buckeye pd says there is still hope to find jessie alive. neighbors, though, so concerned, even scared for this little boy. >> you know, poor kid. i hope he comes home, and you know, everybody out here in the neighborhood, and everybody is

and i know a lot of people that have been volunteering here to go out there and do a search for him. >> now, if you have a tip for buckeye police, you can call the number there on your screen. happeninged to, two big decisions that could affect the choices that you make on your november ballot because a judge will have to determine if there are enough valid signatures for the initiative to raise arizona's minimum wage. now, opponents claim the signatures were not collected correctly. the measure wants to raise minimum wage to $10 an hour in january an the year 2020. legalizing recreational marijuana. also, that choice in jeopardy this morning as supporters of prop 205 got more than enough signatures but o phones -- opponents then filed the lawsuit. they argued the revenue from a 15% proposed state tax would not measure up to the potential cost for the public health in safety. milwaukee is on edge after another night of protest. a state of emergency remains in effect for most of the city. six businesses

talk about a weather alert. a state of emergency has officially been declared for the state of louisiana after dangerous and deadly flash flooding. you know, earlier, i told you four people were confirmed dead. that has now changed. six people are confirmed dead. we know two people are still missing. more than 20,000 people have been rescued from their homes or vehicles in the past four days alone. did you sena video? that was -- did you see that video? that was something else. people helping people. that is something else. as many are now being forced into melt 14ers because their homes are flooded the flooding is still a major threat. it is not over. president obama has declared parts of louisiana under a male hispanic jr. disaster due to the flooding. it's heartbreaking when you see some of those images there. let's bring it back home from our residents and what they can expect. >> some of you have to head out to work. i know you'll keep us posted on that situation in louisiana if this shapes up. here in the valley, a completely different picture as we are drier now in comparison to where we were last week tracking storm

as we look live with our value low cam and in the high country all quiet. maybe you are driving up the i- 17. no rain impacts this morning, but as we go through the day today, storms will fire back up along the rim. abc 15 desert doppler all clear in the state now. we will see those storms develop as we go into this afternoon and along the rim. you'll notice from the valley, we'll be under clear skies, but you'll start to see some of those clouds billowing up as you look northeast. now, storms could come a little close to the phoenix metro right along that northern maricopa county and northeast county border. that is something we are going to be keeping an eye on through the afternoon. not expecting the rain here in the phoenix metro, but storms could come a little close but enough to send some gusty winds today. and also tomorrow, something we'll be watching as storms develop in our surrounding areas. by the middle of the week, though, wednesday into thursday, we start to see those storm chances go up as we go get a little bit of that monsoon moisture. so it will start to

those storm chances returning as we head towards the end of the week. well, top temperatures though in just a few minutes. it is going to be a hot one, mallory. >> i want to give you another look at this crash we have in the east valley. not a big traffic impact. it is u.s. 60 westbound at rural road. everything is off on the left- hand side. it looks like maybe two cars involved here. it doesn't look too serious. it is not slowing things down for drivers. let's give you a look from our traffic map as you are heading in on u.s. 06 in that westbound direction. we can give you a closer look on you are not going to slow down too much. as you approaching the 10 s it slows just a little bit. the east valley is still very quiet. i do want to break down your i-10 drive in the west valley. we are up to an 18-minute desert drive time from if 101 to the 17 as you are traveling eastbound. you are slow from 91s to 67. you have a little bit of a break. it picks up near 43rd and seeing some slow-down in the north valley. i'll break down that in our next traffic check. it sounds like it has

video of children while he was working in the childcare center. abc 15 katie conner is live with all the details. katie, certainly, a disturbing story. >> especially for parents who use daycare centers at gyms. that employee worked right here at the lifetime fitness in north phoenix. a civil lawsuit reseems this isn't the only location of life lifetime fitness that has gotten in trouble. dhs found several violations of the gyms in gilbert. free and complete staff applications and lacking fingerprints cards for some of the employees who work around children. in the victims, attorneys claim he did not have the clearance to work around kids last year when he took a video of a four-year-old little girl who was changeing not a stall in a daycare center. that video was uploaded to child pornography websites. that is where investigators were tipped off. he has pled guilty to some of the charges. and he released this statement to abc 15 regarding a civil lawsuit reading in

let he ever -- let me start with a lock at breaking news. dps confirming testimonies us it was just a scare. nothing to investigate. no report taken. they checked things out. our teams went out to the scene as they saw dps leaving. nothing in there. meanwhile, i want to give you another look. the crime scene. we have reached out to police. we don't yet know what this situation is other than this is a shooting call. i am justin live in phoenix where police are looking for the driver who hit and killed a woman in her wheelchair. that woman was just trying to get on the sidewalk from a bike lane here. now, a witness blocked this street so somebody else wouldn't hit her again. he jumped out of the car and started performing cpr on that woman until an ambulance got here. they rushed her to the hospital where she died.
