before living in this neighborhood they used to live in avondale. we uncovered reports that show the police department was called to the home to check on child abuse and the kids not being fed. this happened in 2011. 5 years before jesse wilson went missing. once inside the home police officers found two boys strapped to their bed with a shoulder harness. she said it is because they got outside to play knowing and then the officer checked for injuries. it was determined they were well fed and no evidence of abuse. what we wanted to know is why the shoulder strap isn't a form of abuse. >> the reasoning given is because the children had gotten out while she was sleeping in the past. could be a reasonable reason to

>> reporter: police can't tell us if jesse wilson was one of the two children strapped to the bed. we asked about this report that that -- and they said they can't comment. >> hard to hear. thank you. making calls tonight working to get the description of a killer after a man is gunned down in the west valley. investigators say the guy was in the wrong place at the time. he was picking somebody up and that is when police say a group was already fighting and someone opened fire killing this 28-year-old. police don't have a killer's description yet because they are not getting help from witnesses. possible change in plea for this couple accused in the death of a four-year-old in 2013. the mother admit to hitting her daughter in the stomach.

press conference. it cost $238 million to build. how is it a good deal for taxpayers? >> reporter: i asked that question and they tell me with wear and tear chase field depreciated in value. the investors have committed to upgrade the facility but it is important to note that number could change. officials say the property has yet to be appraise immediatech a lot of attention -- appraised. a lot of attention over upgrades that the team feels is needed to the facility. but some residents questioning why the county is selling the facility for nothing. >> when i hear we will sell it for 60, what happened to $300 million? did it turn into a trash heap and everything go down hill? >> over time you put millions of people through a facility like that, imagine the
