welcome to "world news tonight." olympic swimmer ryan lochte changing his story. admitting he was drunk when he said he was robbed at gunpoint in rio. >> i was still intoxicated. >> tonight, lochte's public apology. admitting he overexaggerated his story. but says he still wasn't lying. politics of race. reaching out to minority voters. so why are some african-americans calling his outreach offensive? path of destruction. >> tornado on the ground! >> tornadoes tearing across parts of the midwest. damaging homes, flipping cars. new flash floods leaving neighborhoods under water. wedding massacre. new developments in that deadly terror attack overseas. the suicide bomber, as young as 12 years old. and, race against time.

toddler, trapped under a boat for nearly an hour. tonight, the parents detailing the underwater rescue. good evening. thanks for joining us on this sunday. i'm tom llamas. we begin with the frenzy swirling around ryan lochte. at the center of an international scandal. the u.s. swimmer claiming he overexaggerated his story in rio. brazilian authorities say that video shows lochte and three teammates vandalizing a gas station. they were later confronted by armed security guards. lochte revealing he was still drunk when he told the story. olympic officials now deciding if and how the four swimmers should be punished. here's matt gutman. >> reporter: tonight, the second most decorated swimmer in history, backpedaling. ryan lochte telling a brazilian

version of the story so many times? >> i just, i overexaggerated. part of it, the very first part, i was intoxicated. i was a little frightened, having a gun pointed to you. >> reporter: his story having morphed from this first fanciful account. >> we got pulled over in our taxi. these guys came out with a badge, a police badge. a guy pulled out his gun. he cocked it. put it to my forehead. >> reporter: to a statement admitting he should have been describing the boozy night he was seen here vandalizing this sign. and then confronting security guards when they said they'd call the police. but he still doesn't quite admit to lying. >> i overexaggerated the story. i overexaggerated. i overexaggerated some parts. my mistake was overexaggerating what really happened. >> you don't think you were lying? >> i wasn't lying, to a certain extent. i overexaggerated what was

and like i said, i can't say if it was a robbery or anything like that. >> reporter: his explanation for his initial account -- >> i was still intoxicated when that happened. >> so you didn't go to sleep? >> no. >> reporter: and for a swimmer with $1 million in endorsement deals with speedo and ralph lauren, there could be more fallout. lochte acknowledged that he might lose endorsements after this. how bad could it be? >> matt, would you endorse someone who lied to his mother, first of all. lesson number one, never lie to mom. two, lied to the u.s. olympic committee. then goes on national television and makes up a total lie about what happened that night. and then as it's unraveling, he just keeps lying. so when you take the narcissism of what he did, coupled with the stupidity of what he did, why? why would someone endorse that? it's dumbfounding. >> reporter: while it's doubtful that he will face prosecution in brazil, a furious ceo of the u.s. olympic committee upping the ante today, saying he will face disciplinary action in the u.s.

tom? >> matt, thank you. now to the race for president. donald trump hitting the reset button on his campaign one more time. trump on a new mission, trying to reach out to african-american voters. already he's facing backlash. struggling to gain ground against hillary clinton, but the republican chair predicting he will pull even by labor day. here's mary bruce. >> reporter: tonight, donald trump refining his message to minority voters. >> i want our party to be the home of the african-american voter once again. >> reporter: after this pitch to african-americans sparked outrage. >> you're living in poverty. your schools are no good. you have no jobs. 58% of your youth is unemployed. what the hell do you have to lose?

white crowd in michigan. but our analyst questioning who he's really talking to. >> i think he's really talking to white people, which is why he is only talking to white people when he talks about black people. >> reporter: trump's new campaign manager today coming to his defense. >> those comments are for all americans. i live in a white community. i'm white. i was very moved by his comments. >> reporter: on the job five days, kellyanne conway, changing course on trump's taxes. after once saying this -- >> the tax returns aren't transparent. i'd like to see those be transparent. >> reporter: now backing trump's decision not to release his tax returns. >> i've learned since on being the inside that this audit is a serious matter and that he has said that when the audit is complete, he'll release his tax returns. >> reporter: with 78 days to go until the election, both sides upping the attacks. the clinton campaign questioning trump's financial ties to russia. >> there are real questions being raised about whether donald trump himself is just a puppet for the kremlin in this race. >> reporter: trump supporter, former mayor rudy giuliani,

conservative outlets about clinton's health. >> she has an entire media empire that constantly demonizes donald trump. and fails to point out several signs of illness by her. >> reporter: and tonight, the latest fund-raising numbers are in. trump has picked up the pace, but clinton is still far outraising and outspending her republican rival. tom? >> mary, thank you. and overseas to a horrible report out of turkey. the president there is blaming a suicide bomber as young as 12-year-old for a wedding attack. jennifer eccleston on the deadliest terror attack in turkey this year. >> reporter: carnage on the streets. a nighttime wedding celebration in turkey turning tragic. a suicide bomber attacking as guests danced outside. ambulances ferrying the injured revelers.

an eyewitness calling the scene a war zone. president erdogan saying the bomber was just a boy, 12 or 14 years old. and most likely from isis. it's the deadliest attack this year, in a nation still reeling from a terror attack on its largest airport. a failed coup. and just last week, another wedding rattled by violence. this morning, funerals for the victims from this latest tragedy. crowds heard chanting, "ergdogan murderer." the president, unpopular in this part of the country. this terror attack comes just days before vice president joe biden's visit to turkey. tonight, the white house issuing a strong condemnation of the bombing, calling it barbaric. tom? >> jennifer, thank you. now to extreme weather across parts of the country tonight.

across the midwest. rooftops ripped from homes. trucks flipped on to their sides. and torrential downpours causing flash floods in texas. dumping almost nine inches of rain in four hours. in louisiana, an estimated 60,000 homes have been damaged. rob marciano looks at the damage. >> reporter: tonight, at least nine tornadoes reported from michigan to kentucky. >> now, if that's not a tornado i don't know what is. >> reporter: what looks a twister in delaware, ohio, appearing right in front of this highway. and a confirmed tornado outside grand rapids, michigan, with winds to 90 miles per hour and the same system pounding down rain and gusts tossing cars and slamming trees into houses and even ripping off this roof. >> i could hear the trees snap. and the trees all around started snapping. you could just hear them. >> reporter: over in floresville, texas, just outside san antonio, overnight rains coming down. nine inches in just four hours. torrential rain wreaking havoc in nearby zapata where

car. >> he had water up to his neck. he was there for 30 minutes trying to kick out the window. >> reporter: meanwhile residents across south louisiana still picking up the damage a week after floods damaged parts of that state. officials now saying an estimated 60,000 homes are damaged. >> rob, we're tracking some weather on the east coast tonight? >> it's raining in new york city. this is the same system that brought the severe weather in the midwest. now the front is sliding through the i-95 corridor, with rain and thunderstorms and gusty winds. the heavier stuff across the del marva peninsula. this will end as we go through the evening, and cooler air behind that. but heavy rain in south texas, 6 to 9 inches of rain in some spots. and there are flash flood

the severe thunderstorm warning is in effect for the area until 6:15. for the rest of us a dust storm until 7:00. this is where you see the dark greens and browns working out. i will go ahead and try -- dry it on the map for you. this is weather radar is showing than arcing and that's with a dust storm is. it is continuing to push off to

we are going to watch it hit scottsdale and paradise valley continuing to push through the phoenix metro up to the north may be slightly to the northwest over the next hour. we have crews all over the valley and where are we tracking the biggest threats as far as our crews? right now we are trying to get a hold of them right now they won't have the time to talk to us but even when our anchors are reporting at home they are still working at -- we want to scottsdale because even though everybody is off today on sunday we have him still working because they have the technology on their phones. what can you tell us. >> hello kim. i am in scottsdale and i am watching this dust while, really close to us. the height of it is astonishing.

in the air and we are getting ready for it to encompass us in scottsdale. it's coming over toward the scottsdale alien for the last half hour. like a lot of folks in the valley we are watching and waiting and staying off the roads and watching this from the grounds and credibly impressive. >> our news director is working hard on his sunday night. again we have abc15 live drive out on the field. cervantes had to pull over for a moment because the dust was getting so bad. what are you seeing rockwell -- recall? >> earlier we had to pull over but we are on the 10 w. just passing tempe so we argue fix it -- phoenix and heading towards that still i want to give you a look at what it looks like out here. you can see that it is very

same caution low visibility drive safely. as we mentioned earlier we had to pull over to the side of the road because at that point disability was -- visibility was at zero or near zero and we had to get out of it. it looks like that storm has now passed is moving north into the phoenix and scottsdale area. we will be heading into that area. right now i don't know if you can see but it looks like the dust -- it dusty or and affecting some visibility. we are taking every precaution to drive safely. we can show you as we are heading that way. >> be safe out there. right now we want to get to our adot spokesperson caroline carpenter is on the phone. she is really explaining all this stuff. what is the biggest challenge for drivers right

are seeing low visibility especially in spots like south phoenix as well as downtown phoenix. we also have some heavy rain for drivers in tempe loop 202 near stock -- scottsdale essene heavy rain. we want the drivers to avoid the roads for right now. usually we say our highways are doing good but it can be very dangerous if you encounter the dust. postpone and delay and if you are on the road take the next exit and sit down on the storm -- sit out >> it's beautiful if you find a spot you can take a little time and watch the storm just stay inside. we are trying to advise people at that right now too. we also have the same -- saying pull aside stay alive. >> if you do get caught in the dust pull off the road as soon as you can. do not wait until visibility is so bad it is difficult to pull

emergency lane. it completely off the roadway. turn off your lights including your emergency flashers. do not put your foot on the brake you don't want other vehicles following you off the road. set your emergency brake and sit in your car with your seatbelts on and wait for the storm to pass. >> all good tips that we need when these dust storm's will through. caroline carpenter with adot joining us on the phone. now we will get to chief meteorologist amber tracking the storm. >> it's a severe thunderstorm right now hitting tempe. they are under severe stunned -- thunderstorm warning and toss -- until 6:15. you can see it right by tempe marketplace. what we are seeing here is not only the threat for heavy rain but also very gusty winds that could cause some damage. this will be capable of kicking out wind gusts near 60 miles per hour. watch out for that in that area.

101 interchange and the severe thunderstorm warning has been issued for the area and so -- until 6:15. you can see that some -- this thunderstorm heading off to the north and northeast but you can see the greens and blacks arcing out. watch the line that races out of sunlake, then chandler, mesa, scottsdale. the radar is picking it up at this hour. it's continuing to push farther to the north it is an scottsdale mail and looks like hills and then toward desert ridge marketplace in the next 20 to 30 minutes. we will keep a close eye on that in the meantime the western edge of this thing is starting to move into downtown phoenix and that will continue to spread out to the northwest as well as it continues to our out go that's what we will be watching over the next hour. the dust storm is in effect until 7 pm. visibility in southern areas

little bit as the dust storm pushes toward the north. we will see the entire phoenix metro under this dust just -- storm warning until 7:00. and we have a separate warning with this all began in effect until 6 pm. we have another hour or so while the dust storm races to the north. let's get a look at where began. what i'm interested in seeing those with the winds is doing. i'm seeing greens next to what i am looking at the wind and side of the storm it shows up rain and that means the wind is racing toward the radar. the radar is down in queen creek. those winds are going down toward the radar to the southeast. the red areas winds are flowing away from the radar. off to the northwest and when i see the two colors sandwich side-by-side that tells me that this storm is down bursting right now. winds are racing out of the bottom of that storm they are

spreading out. i have some winds going toward the storm and some going away. this is where we see damage at of severe storms. this is when the wind gusts and hit 60 miles per hour and start downing trees and power lines. i need a producer or somebody to start looking at srp and aps kids i imagine we could start to see some power outages pop-up . we will have someone trucks out fo if we have power going out we will let you know about it. in the meantime the biggest threats are in tempe and south scottsdale right near the 202 and 101 interchange. the severe thunderstorm is kicking out very heavy rain and really strong winds. >> thank you. we will give you an update right now. flight aware.com saying that 14 flights are delayed out of sky harbor airport at this point.

live look from one of our reporters on the ground. you can see so much dust is covering the tarmac area as he was looking out. it's a brown and orange haze look. flight aware.com saying 14 flights delayed out of sky harbor tonight at this point. hopefully that storm will move through quick for the area because a lot of people don't want to have their travel plans delayed. we look like we are at terminal four of the sky -- sky harbor airport looking at the we are watching the flight sitting on the ground. we have 14 flights delayed out of sky harbor. you can see out that dust surrounded the plane and looking at the tarmac. you know they want to take their time and be careful as they are taking off and people are landing during this severe dust storm in the phoenix area. staying on top of that for you right now. we look like we have chris crowe there we will get to him in a minute. looking at downtown phoenix area watching all this dust

so kind of given me just a moment here. we are looking to see if there are any outages because i know a amber said they will have problems with the wind moving in. i will try to look at the map year and just a second to let you know if we will see any of the outages we saw last night. we saw that with the severe weather storm that moved through and now we have the dust. let's t raquel cervantes is life there they had to pull over a little bit but now they are back on the road. what are you seeing right now? >> reporter: we are being safe out here. we are back in phoenix were visibility is a little bit better. on the roads we are heading towards scottsdale to give you a look at what we are seeing. in the last few seconds of talking with you visibility has improved and conditions on the

disability. as we were just down the street it was hard to make out and you are seeing how quickly this dust storm can move. as you mentioned before on the phone people are saying be safe out there pull over if you need to like we needed to earlier over on the 347 s. heading toward maricopa where we got really bad visibility looks like the storm has rolled over us and we will continue tracking that. as soon as we have an update we will let you know. >> we are looking on aps it looks like they do not have any outages. i know that amber have mentioned to keep an eye on it. they are having a couple but it looks to be an underground issue right now. taking a live shot from air 15. you can see all of that dust rolling in and sky harbor is majorly affected by this.

harbor so if you are trying to get loved ones to the airport you might want to check before. be careful as you are driving because of all this dust. a.-- adot is tracking all of it. take a look at the map i will show you exactly weather storm is at this hour. right now they are extending through downtown into scottsdale and approaching. this dust storm is kind of oriented from the southwest off to the northeast. the dust is moving into downtown phoenix right now and that is exactly what i am seeing on abc15 desert doppler as well. the other thing i want to point out is a we have seen a few showers and thunderstorms develop on the backside and one

this one is right inside loop 101 and to 202 out by tempe marketplace. this area under a severe thunderstorm warning until 6:15. that is also where we are seeing some very powerful winds gust out of the storm. as a look at the velocity scope you see red and green's sandwiched right next to each other. those are the wind directions. when they are sandwiched right next to each other at the we are seeing a down bursting brain. that means winds are flowing hitting the ground and spreading equally out in all directions. hence i have different directions be noted here. that's why i said earlier we will have to watch that area in particular because there is a possibility we could be seen trees or power poles down in that area as winds gusts near 60 miles per hour. here is the motion on the storm. it's headed off to the north northeast so it is building out toward the 87 and toward the
