than 100 miles an hour right here on i-17 and that's when he slammed into the back of a car with a woman inside but a tow truck driver pulled up a minute later and quickly made sure the woman inside was okay. then he chased after the bad guy who ran away from the scene. he chased into this neighborhood in phoenix and that's where dps and phoenix police used pepper spray on the guy and slapped him in handcuffs. we talked with the >> reporter: truck driver -- we talked with the tow driver who said he appreciated the help. looks like we don't have the audio clip from the driver but we will work on getting that around for the 5:00 hour. chris, he said his instinct immediately kicked in and he actually said before he came up to the crash he remembered just a couple minutes before the driver going right past him and it was scary that he was going that fast. >> on rio.
