exclusive dispatch audio you have to hear. and this is video as the tropical storm made landfall in mexico's baja peninsula. two people are confirmed dead in mexico. one of the hardest hit area was the los cabos area. seeing the showers coming down as we head from temp mesa. and a lot of people want to know what it means for us. will newton impact us? >> the main storm system is just south of our state. but it is going to move into southern arizona and likely have its biggest impact on nogales and tucson and eventually stafford. just because the tropical storm is not directly moving into phoenix doesn't mean we're not going to feel the impacts.

bands that we'll feel through the morning hours here in the valley with storm chances continuing through the day. here's what i'm seeing. we have rain in the northeast valley. and this is the live view of mcdowell. the loop 101 getting the showers this morning. and there's the pocket of heavier rainfall. not a lot of lightning but the scattered showers across the valley. in scottsdale, and also over guadalupe. and a few near sun city. and more pop-u s good year all the way to buckeye, and much more rain to the south. as you're getting ready to head out the door, the scattered showers will be a possibility through the morning. and we have a slight chance of storms this afternoon. but overall, the main impact and the main track of the storm will be across southeast arizona. grab the umbrella as you're heading out the door. temperatures are in the 70s to 80s, and it's muggy out there. and it's going to stay muggy through the day.

as you're heading home. i'll break down the storm next. we've been seeing the wet roads. take a look at the adot camera. this is loop 101 at frank lloyd wright. no delays or crashes but a lot of splashup from the car in front of you. give yourself plenty of extra space and time. let's give you a look at the delays. the only slowing we're in the east valley. u.s. 60 westbound near the 101 and northbound on loop 101. on the west valley. no wet roads but the typical delays. and i-17 is slow. i'm not seeing any crashes but i'll take a closer look in a couple of minutes and see what the desert drive times look like on i-17.

taste in phoenix. they are on alert, bracing for rain or flooding. and they are watching for areas where water is flowing through washes and working with different agencies so everyone is read to respond. raquel cervantes, abc15. phoenix police officers involved in a deadly confrontation with a suspect. this one near 40th street and thomas. and justin pazera is on scene with the newest information. justin-- >> reporter: chris, i can tell you the coroner's office just arrived on scene. phoenix police telling us the suspect was 25 years old and was lungeing at officers with a sword. he had the sword tied to his wrist of hand. just a very large police presence and this started yesterday around 4:00 in the afternoon when that 25-year-

had to call police. she said her own son was acts psychotic. before police got here, the suspect took off and then they realized he had a felony warrant. the mom called police saying that her mom was back at the apartment complex and they showed back up. and they had a standoff with the 25-year-old. they tried to -- when he opened the door they tried to use bean bags to make him surrender. the suspect's mom was watching all of and we talked to a witness who was there. >> she was going, oh, my god, they shot my son, oh, my god. and i said he's dead. he's not moving. >> police are supposed to release the identity of the suspect later today. live in phoenix, justin pazera, abc15. now we have to talk about this wild crime spree.

police chasing accused bank robbers through town. what's the latest? >> reporter: according to sources we've learned that the suspects could be tied to other armed bank robbers. the chase came to an end at i- 10 and baseline. steven rio was shot and killed. he was just released from prison three months ago. he served time for dui, aggravated assault, and armed robbery. he and two buddies robbed a bank in avondale. take a listen to the dispatch audio. their names not released yet. >> that's scary stuff there. thank you for sharing that information. a ballot box mystery is one step closer to being solved. the ballot box has been sitting at a phoenix church since last month's primary. the ballot box will be picked up today. they'll be able to tell instantly if the box was used and if the votes with -- counted electronically any votes are missing. the ballot -- moves on to course. andy biggs won by nine votes when the vote count was released over the weekend. the jones campaign says 300 voters didn't have their votes counted.

no longer a dry heat. when you step other side you'll people to the moisture. and you'll see the gloomy skies and possibly get caught under showers as you drive into work. the temperature is not bad at 77 but the relative humidity at 82% as the dew points have surged into the 70s this morning. all of that rich tropical moisture working its way in because of tropical storm newton.

tucson and south of the border. it's going to cross the border into southeast arizona a little later this morning. the moisture surge ahead of it is what's bringing us the showers this morning. and right now i'm seeing rain in the northeast valley. around northeast scottsdale. fracking slowly to the southwest close to paradise valley. and another area of light showers weather of guadalupe and ahwatukee. and showers near sun city west. and much more to the southwest. these are the outer bands of the system as we go through the day we'll continue to feel the outer bands as the main storm system be bypass us to the southeast. temperatures make it to 90 degrees. the 7-day is still ahead. and delays are steady for west valley drivers on the 10 and the 17. and it's looking better in that

valley where we have the wet roads and a crash. loop 101 northbound -- doesn't look like it's blocking traffic but slow to u.s. 60. and then south of that area i want to give you a look on the 101. you can see a lot of the shine on the roadways. and as you're continuing northbound, you'll run into slowing past the 60s from the earlier crash. we'll give you a look at the north valley in a minutes. an american astronaut and two russian cosmonauts are back on earth. a total of 534 days and a tweet he will miss the stunning views from the international space station and thanked crew mates and family for support. pretty cool. but as you look live outside, these are the wet roads in the

good morning. it's 6:15 on this wednesday, we're giving you a live look. you can see the windshield wipers moving and the gray skies overhead and the wet roads. iris is tracking accurate forecast. and mallory is keeping an eye on the desert drive times. and chris, you're giving us a look at southern arizona. >> covering all of the state of arizona. and the weather hitting hard as tropical storm newton moves right into our state. and in nogales, the washes are running. >> reporter: we're in nogales and it's been raining steadily.

heavy, heavy flow of water. and you can hear the current hitting against that -- we've seen tree branches and a lot of debris. and we're expecting the winds to pick up later this morning. they have not been too bad just yet. but fire stations are handing out sandbags to make sure that everybody is prepared for the intense weather to come in the next few hours. back to you. and as iris was telling me there's a flood warning for that area. and iris is going to pinpoint what's happening right here in the valley as you prepare to leave for work or sending the kids to school at 6:16. keeping an eye on the radar too. the white house now admitting it transferred $1.7 billion in foreign cash to iran following the release of four american prisoners, including arizona native -- we're

initial payment of $400 million on the same day the prisoners were released. the gop has accused president obama of paying a ransom in exchange for the prisoners, but that's something the president as denied. breaking news coming in now. and happening at this moment. the u.s. coast guard has announced that crew members are searching for a woman who apparently fell overboard on a cruise ship. they've been tweeting about this. breaking news update. 32-year-old female reportedly fell overboard at 2:30 this morning. and they are sending people to a news release. evidently fell off the carnival ecstasy 27 miles from the bahamas. i don't know where the woman is from. that's breaking news happening and the search is underway. a tucson woman is in a

her recovery after a birthday trip took a horrible turn. >> saw the fire from the undercarriage of the rv. we're on fire, grab a dog, get out. if 14-year-old son and dog managed to run to safety. jeannie, craig, and their two chihuahuas with were not as fortunate. she'll have to unrg skin graft this week. all eyes on tropical storm newton this morning as it gets closer and closer to our state. just to the south you can see the strongest part of the storm starting to slowly track towards southern arizona. it will cross over the border here soon and eventually work its way through the southeast pocket of our state. but we're feeling the impacts in the phoenix metro as showers have already started to develop

the main impacts with the storm because of the track through southeast arizona will be along this area of southeast arizona from tucson to nogales and stafford. the valley as i mentioned seeing the outer bands. so we have the potential for scattered showers and thunderstorms here through the day although the flooding rain and the strongest winds will be in areas to the southeast. and we do have the wind advisories from tucson to the southeast because that's where the storm system is going to move in. we talk about the flooding in nogales. and that flood warning in effect for the wash north of nogales as we're seeing flooding in the area. and we have flash flood watches posted for the entire southeastern pocket of the state. but i want to show you a change. yesterday we were under the flash flood watch in the phoenix metro. and because of the eastern track of the system and because it's going to mainly bypass us, the flood alerts are no longer

under a flash flood watch. the higher terrain to the east, payson, globe, and areas to the southeast, areas like florence, maricopa, still have the risk of flash flooding today. important to stay alert and especially if you're traveling southeast and east of the valley today. maybe delay your travel plans. if you can, postpone until tomorrow as the storm system will be a big impact through day today. it brings the heaviest the southeast. and we get a chance for scattered showers through the morning. showers and thunderstorms possible through the afternoon. and even into tonight before the system clears out to the east. and by tomorrow with the lingering moisture, just a slight chance of storms before we begin to clear things out. the 30% chance for storms, most spots in the valley will end up under a quarter of an inch of rain today. and in southeast arizona we'll see more of that widespread

of 2 inches of rain in some spots. temperature-wise, only up to 90 degrees today. but it's a muggy, muggy day. i'll break down the hour-by- hour planner in just a few minutes. desert drive times brought to you by centurylink prism. we're seeing the wet roads in the valley on loop 101 or portions of the 101. this is peoria avenue where there's light shine on the roadwa seeing the same conditions. and nothing slowing on that portion of the 101. up in the north part of the valley. we're looking at a 13-minute desert drive time from i-17 to the 51. and the slowing until you hit the 51. and on i-10 and i-17, the delays are similar to what we saw 10 or 15 minutes ago. slow from the 101 all the way to the tunnel.

on the storms. the windshield wipers having to do some extra work this morning. >> look at this video on the arizona, mexico border, the nogales wash is running. and boy, there's a flood warning in that area right now. iris was telling me about this. the area is bracing for the rain. >> we've been keeping a close eye on tropical storm newton all morning. where is it now? >> just south of the border, guys. it's nogales in the next couple of hours. you can see. i've highlighted the bright area in pink. that's the main storm tracking close to nogales and will likely cross the border over the next couple of hours. this is the area where we're going to get the strongest winds and that heavy rain is going to fall across southeast arizona. we have wind alerts down there.

alerts to talk about. even though the main storm will move into southeast arizona we'll feel the impacts in the valley too. the flood watches do include casa grande, payson, and globe. and the immediate phoenix metro is no longer under the watch. as you head out the door. it's going to be muggy. know there's a 20 to 30% chance for scattered showers and storms through the day today. right no showers and we're sitting at 77 degrees. grab the umbrella. the storm chances stick around through the day. and we'll struckle to get to a high of 90. and i'll tell you exactly where the rain is falling now. we're live in the alert room of the maricopa county flood control district. let's show you the radar map where crews are watching for

drivers will see pockets of rain on the i-10 heading into the phoenix metro area. and also on the northern run of the loop 101. crews are watching closely. >> we start seeing pockets of heavier rain whether it's in the phoenix area or gila bend or north and east of the valley. we have to be watching just in ca. responsibilities and multiple agencies throughout the county. >> reporter: and the crews monitor that data really closely so they can coordinate with the national weather service to send out alerts. and coordinate with the department of transportation or emergency response crews so they can be prepared to act. and drivers dealing with a little bit of a slowdown on loop 101 in the north valley at 75th avenue. it's slow until 67th or so.

wet roads in the area. it's really slow as you can see in the northwest corner. you have a little bit of relief and then it slows back down near i-17. east valley drivers, you have a crash on u.s. 60 westbound at mcclintock drive. it's not blocking traffic but it does look pretty slow. and we have wet roads and damp roads from showers that moved through earlier. and we'll take a look at the delays on i-10 out in valley next. and a man is dead after a shooting involved phoenix police. this one happening late last night near 40th street and thomas. and that's where justin pazera is right now. >> reporter: we're finding out a little bit more about this. and exactly where it happened. you can see the phoenix police squad, that suv. that's where this happened at that apartment complex. phoenix police telling us a man

sword. that sword was strapped to his arm. they tried to use bean bags to try to make him stop. and unfortunately, that wasn't working and they had to open fire. this actually started yesterday when the suspect's own mother called police. she was saying her son was acting psychotic. they found out he had a felony warrant out. again last night at 10:00 the mom called police son was back at the apartment complex. he was saying he assaulted a guy there. and police came out and there was a brief standoff. and police did everything possible to try to get him to stop. >> the tools were deployed but not effective. the man was charging add officers and as a last resort, they had to resort to deadly force. >> it's possible the police

administrative leave. and we're also expecting the identity of the suspect to be released later today. justin pazera, abc15 news. >> that was our second shooting of the day yesterday. and the first one, accused bank robbers led police on a wild chase. we're learning more about one of the suspects. katie conner is live at i-10 and baseline. and this area was shut down for hours because of this. and the investigation is ramping up. one man was shot and killed by three police officers near i-10 and baseline. his family is speaking out. but they are not upset at the police. >> i understand why they did it, you know? >> they're doing their job and people react differently to situations. and when you're scared and there's all kinds of stuff going on you just react. >> reporter: and that's the family of steven del rio who

he has a long rap sheet dating back to 2004. and his family was hoping he was going to turn his life around. but instead he robbed a bank and led police on a wild chase. the friends are a mystery to us. the investigation is still very early on but showerses are telling us, chris, these men could be tied to other bank robberies. >> an investigation continues. katie conner in with the details, thank you for that. johnson and peter neffinger will mold a news conference talking about the efforts to keep america safe and manage the time it takes to screen passengers. >> we saw thousands stuck in lines earlier this year. sky harbor was not too bad compared to houston, los angeles, and chicago.

house republicans will once again try to get zika funding before the end of the month. the senate voted down funding over gop provisions, some add ons that included blocking funding for planned parenthood. >> and as lawmakers fight for funding a treatment for the zika virus may be in a tucson live. they create drugs out of plant extracts. and one of the drugs that works against the flu has been found to kill the the company has not tested the drug on people. but if successful, they'll seek approval from the fda. the flood warning will be on until 2:45. the waters are beginning to rise in the washes. we told you about this. my friend iris hermosillo called it. and look at the new images coming in from our scripps

as we bring it back home, i know you're covering this statewide because this is an event. >> it really is. if this crosses over as a tropical storm into our state. so it officially crosses the border with tropical storm force winds, that would be the 6th time in history that we've seen a tropical storm in our state. and it's looking like it will be. we're seeing the i.t. and the core of the system is to and it's tracking closer and closer to nogales. and looks like it's going to move in east of nogales through the next couple of hours. we're feeling the impacts in the valley. but notice the track. it takes it through southeast arizona as it takes a right turn as it moves into the state and becomes an area of low pressure as it continues to weaken through 11:00 this evening. we'll feel the impacts here. and the main impacts will be in

if you can postpone your travel to spots like tucson or southeast arizona until maybe tomorrow, that's really going to be your safest bet. and if you have to travel down there, it's going to be a slow drive likely if you get caught under the heavier showers, and we have the wind alerts, and that's where we'll fee the strongest winds and the flash flood watches posted for southeast arizona until 8:00 this evening. phoenix metro is not under the watch but surrounding areas know that much of the valley will likely not see as heavy rain as to the south. but we could see isolated pockets and certainly pockets of heavier rain to the east and southeast. a chance of scattered showers and storms through day today. grab the umbrella. pest potential overall coming this morning. temperature-wise at 77 now. and not comfortably cool. it's muggy and will stay muggy

a slight chance of storms tomorrow. and starting to dry out by friday. i'll show you the latest rain on desert doppler next. iris' -- loop 101 in the north valley. and it shifted to the 17. nothing really out of the ordinary, a 21-minute drive time from the 101 where the delays begin. and that takes you to i-17. and it doesn't ease up you hit the ministack or so. east valley starting to pick up on u.s. 60. the 101 northbound past the 202 is where you see relief and the 10 as well. and let's give you a look at the crash on the 10. everything is off to the side but heavy making your way to i- 10. and our abc15 live drive is out near 32nd street. and you can see the raindrops on the windshield. and it's drying out in this

these are students in the government class at the mcclintock high school in tempe. instead of learning about the political parties, they got a chance to meet representatives from each party and ask them about their platforms. >> most of the students are seniors. and they are interested in the election and interested in voting and excited about voting. >> the students are learning about internship opportunities and some of them are getting a chance to register and vote for the very fi developing right now from the live desk, did criminal activity take down a police helicopter. an investigation is underway after a police helicopter crashed in mexico. three police officers and a pilot died. one person survived. and the governor tweeted out that someone shot it down. later he recanted saying he could not confirm that. the helicopter is part of an operation targeting what they described as criminal cells.

act of kindness. take a look at that trick that they give a 10-year-old. they say someone cut the lock on his tricycle and stole it. let's talk about the most accurate forecast. if you're getting ready to run out the door, we're keeping a close eye on tropical storm newton, just south of arizona. but we're feeling the impacts across the state to muggy conditions and cloudy skies. the temperature though is down to 77 degrees at phoenix sky harbor, and it's not going to feel comfortable when you see that the humidity is 82%. not a dry heat as we get the tropical moisture in here. and it's going to stay muggy. the wind is a bit breezy. and we'll get breezes between 10 and 20 miles per hour through the day. and the strongest winds will be southeast arizona as that

arizona today. it's not moving directly into the valley. and we're feeling the impacts and we'll keep mostly cloudy skies through the day. and you could encounter a wet drive into work. let me take you around with abc15 desert doppler. we have scattered showers through northeast phoenix and central phoenix this morning. some light rain through scottsdale out near the intersection between loop 101 and state route 51 this mountain. and showers over central phoenix, some of them over sky harbor. and a few spotty showers in the west valley. not widespread, not a washout. but you may need to take it slow as the scattered showers continue. we have widespread rain south of buckeye, and much more rain south of gila bend. and we'll see more rain across southeast arizona today as that tropical system officially moves in to the southeast
