17. the desert drive times on i 17 southbound, just about 10 minutes here and you'll see slowing around the durango curve. let's look at the delays on the 10 in the west valley beginning at 83rd avenue from the adot camera, and you can see between 75th and 67th, that's probably going to be the heaviest spot but it doesn't easy up until you hit the tunnel or so. a look at the east valley drive in a few minutes. >> mallory, thank you. an apology year iss in the making after 23 dogs died at a valley boarding facility. abc15's katie conner is joining us with more, and katie, this case has gone back and forth so many times. >> reporter: and it has dragged the 23 families along. 23 dogs died at a boarding facility and the owners say

was reportedly drunk and interfered with the flight crew. a 24-year-old man was taken into custody, and the flight landed in orlando. dozens of people trapped thousands of feet in the air are back on the ground after 110 people were stuck when a series of cable cars stopped working over the french alps. helicopters rescued 65 people before they had to stop because of rough flight conditions. tangled lines led to the huge mess here. we are used to the heat here in arizona but in other parts of the country, it's a little much. the hot temperatures in philadelphia will cause the schools to shorten their friday. the heat index they say will make it feel like 100 degrees and what can we expect at home?

humidity and we have been feeling the higher humidities here in our state, the increase in moisture from the tropical system that we were tracking mid week. as we dry out, the storm chances go down. you will notice the abc15 desert doppler is hard at work scanning the skies but not picking up on any rain, certainly not here in the valley. mostly clear here in the metro. drier air in place moving in today and sticking around th and monday, the monsoon moisture will go up and bring back the storm chances but for the next couple days, plan on dry conditions. with the trend across the state, a slight chance of a stray shower or storm, and today, the rest of the state looking sunny to mostly sunny and dry. if you are traveling out west, a nice drive towards california, and tomorrow, still a nice day with mostly sunny skies across the state with a

the mogollon rim. sunday, the monsoon moisture returns and storm chances go back up. the high country, better, sunday into monday and in the valleys, a slight chance on sunday and continuing on monday, the better potential for rainfall in the valley and tuesday, a lingering chance before we dry things out. as we get the drier air, temperatures will get hotter but not too bad, 90s yesterday into the 100s again today but the average at 102. tomorrow, hotter a temperatures will trend down sunday and then the 90s set in as we go into next week. i'll break down the hour by hour temperature planner next. mallory? our big traffic maps showing relatively light conditions for your friday morning drive and still seeing basic delays that we see pretty much every morning on the 10. i-17 around the durango curve

drive is lighter than normal. we are seeing that a lot on fridays and let me break down where you will see the minor delays. i-10, slow from 83rd avenue to seventh avenue inbound and i- 17th, slowing down a few minutes ago, a 13-minute deserts drive time, loop 101 eastbound from the 17 to the 51 and before cave up. we'll take a look at the east valley drive in a couple minutes. mallory, a lot of folks are concerned about their commute and the deadly shooting on state route 51. allison rodriguez, who was this woman? >> reporter: well, she was 49- year-old dinya farmer. and the whole incident happened

policesay it made everything a nightmare for a while, not only for the commuters but the family as well, and we know more about what led up to the incident. police think that farmer was followed starting back at 7th and broadway, and that means that the suspects followed her for that long meaning, police say that they knew what they were doing and something may have happened between the suspect and farmer before they but it doesn't seem like it was a random incident but still scary. >> makes it is act of random violence or traffic incident less likely and more likely there was a pre-incident contact between the victim and suspect that we don't know yet. >> reporter: again, we still don't know what that was or who these guys were. police don't want you to forget they are looking for a white

from the scene yesterday. we're told that a truck driver failed to evade border patrol agents and tried to go through the border. there it is at the bottom of your screen, trying to go into mexico and as he was trying to enter mexico at full speed, shots were fired. that person was shot several times while attempting to, apparently, run into the agents. his condition he was airlifted to a tucson hospital. a story that shockedy shocked -- shocked so many here, 23 dogs dead. katie conner is live outside the courthouse for us, and, katie, the families have been waiting a long time for justice. >> reporter: for two years, danielle, and this morning, they will be in court for a plea agreement. this is melissa and jesse

about. the plea agreement will include 23 days in jail and 223 hours of community service and also read an apology in court for all the families who lost their dogs. moving forward, the hughes will not be allowed to have any animals or work at any other boarding facility. two years ago, 23 dogs died when the air conditioning went out in the middle of summer. we were in contact with several many of them will be in court this morning and it will be an emotional day for them. crises? >> thank you, katie. overnight, reactions coming from north korea's weapons test. south korea, japan condemning it, and this is new. emergency radiation testing is underway in japan and china. this is north korea's 5th test

crash, really, the first freeway crash this morning, i- 10 in the east valley traveling westbound at baseline. it was blocking the west lane but they moved that over to the right hand side and it will be slow. let's switch to the traffic maps and give you a look. the slow and go back to warner, minor slowing before that, but the heaviest is warner to u.s. 60 and u.s. 60 is slowing down between gilbert and the 101. folks in the west valley, 10 has looked pretty good. this is from the 101 to the 17 and delays have shifted more towards 59th, and it will be the beginning of that and eases up near the tunnel. and there will be slow and go valley wide on i-17 and the north part of the valley, and we'll take a closer look in a few minutes. wells fargo hit with a massive fine all over a scam involving millions of dollars.

caught it on video. >> the car backed up, charged the woman and was like pushing her along with the car. >> unbelievable. the driver is from arizona and is a retired law enforcement officer and told deputies she has a brain injury and because of that handicap, she can only turn left. she said, quote, wow, the crossing guards have a lot of power in florida. anyone flying samsung galaxy note 7, a recall after complaint that is batteries are testing fire and last week, the company stopped sales of the phone, and this morning, the faa is asking passengers to turn off the phones. do not turn them on or charge the note 7 phones while on board airplanes. from there, we go to the miami area for aerial sprague for air -- spraying happening

as we watch futurecast and we look at the forecast, we have quiet conditions on tap for today with the exception of a slight chance of a stray shower or storm in southeast arizona. otherwise, plan on mostly sunny skies in the valley. if you are traveling to the high country or driving up to vegas, a lot of sunshine today. tomorrow, also looking at mostly sunny skies and we'll bring back a 10% chance of a stray shower along the rim. it won't be until sunday that we feel around the valley and we'll see the storm chances go up. a 10% chance late sunday and monday, the chances continue in the valley and tuesday, we dry back out wednesday. and as we get drier air, we're talking triple digits. hundreds for the weekend, and i'll show you the rest of the 7- day forecast next.

valley, a slow down at 19th, a look at the slow and go conditions that take you almost to the 51. let's give you a look from the traffic map. it's pretty heavy basically from the 17 just before the 51, it doeslet up just a bit. i-17 southbound, slow near glendale with the delays around the durango curve and eases up before the i-10 split or so and a 30-minute ride in i-10 in the we partly because of the crash at baseline, i-10 from loop 202 to u.s. 60, slowing down right near warner road or so because of the crash. we'll head back to the west valley in a few minutes. like it or not, the holidays are coming, and you may want shop around for airfares now. booking before october 3 and november 7, could save you 17%. traveling to the smaller

paul babeu exposed in a damning home video. extreme discipline used on special needs kids at a boarding school he used to run. widespread ces of physical and sexual abuse. students were also stripped down and forced to wear nothing but a sheet. congressional candidate supported the abusive practices and even bragged about them. they're there for a reason. because they're hopeless. because they're hopeless. a long history of abuse, the students may never recover.
