targeting and intentionally running down three phoenix police officers. abc15's katie conner has been following this every step of the way and is live outside the 4th avenue jail. katie, what's next for the guy? >> reporter: well, chris, 4th avenue jail will be payne's address until the trial. the judge said he is too dangerous. >> i find you are a danger to the commute. >> reporter: attacked three police officers in a traffic stop and those officers said they were worried that payne would attack again and he did, in this maroon car trying to run over three police officers. on facebook, he said that he supports black empowerment and he attended protests right here in phoenix but take a listen to what the phoenix black lives

metro as we scan the skies across the state. things are nice and dry. as we go through today, the storm track is lower. the only spot where we have the storm track is along the eastern border so this does include the spots like the white mountains. the storm system that brought us the strong winds yesterday, the moisture to start the week is slowly lifting north, and we have cooler, drier air setting in across the state, and that means today, temperatures are average and no storm chances for the phoenix metro. so we'll go from 77 now back into the 80s by 8:00 and 90s by 11:00, and today's high, only up to 97 degrees, a degree lower than yesterday. winds, we'll talk about how strong they'll be today. mallory? iris, a crash in scottsdale

let me show you better video as it's on the move. the damage there, the storm has weakened but made landfall as a category 4 storm, 185 miles per hour and both countries are placing for severe flooding and mudslides. shelters are now open as people continue to take cover. all right. let's talk about now, the most accurate forecast back here at home and i wanted to show you the shot of these flags in downtown phoenix. yesterday, the flags, the tree, all whipping around in the wind. the winds today a different picture, much lighter across the valley and the state. let's talk about phoenix, winds out of the east at 7 miles per hour and we have winds at 5 to 10 miles per hour across much of the valleys this morning as we start the day with the temperature in the 70s, right at 77 at phoenix sky harbor. out of the east southeast, the

felt yesterday. even in the high country, lighter, between 5 and 10 miles per hour this morning, and we see go through afternoon, lighter up there, so no alerts but still, we will get breezes but not enough to reach the wind alert criteria, sustained winds between 10 and 20 miles per hour and here in the valley, 5 to 15 miles per hour out of the west southwest this afternoon. there should be a nice afternoon but sunny skies d lighter winds in the valley and some breezes across northern arizona. we'll go from 77 now to 92 by lunchtime, a gradual warm up, and we'll stay in the upper 90s and mid-90s tomorrow with highs every day through saturday. the morning temperatures, feeling better, upper 60s to low 70s, and we say triple

sunday. mallory? all right. a crash on i-17 and they cleared it moments ago on the northbound on-ramp at 7th avenue and it was slowing traffic down but things are pretty much back to normal as you can see from the adot camera. and switching to the traffic map, extra delays with the rush hour at the durango curve. but i-17 southbound at bethany home and camelback, those incidents have cleared out. the extra slow spot thi morning is the 10, a 30-minute desert drive time, eastbound from 75th to the mini stack, and slowing starts before 75th and by the time you hit the item, you will see things ease up. and we are not seeing crashes in the spot with the delays but this crash off to the side at jack rabbit trail before loop 303. we'll head out to the east valley in a few minutes the.

step of the way, and, katie, turns out this guy is no stranger to police. >> reporter: that's right. and turns out, chris, he attacked officers a few years ago in a traffic stop. the judge declared him too big of a threat to the community and he will stay behind bars. payne is walking in and slumps over in front of the judge. in court, the prosecutors say that are payne stalked officers in this maroon car four minutes at the quiktrip, and then he ran into them, sending one of them several feet into the air. payne slumped in front of the judge clearly annoying her. >> i need to you stand up straight and give me your name and date of birth. mr.payne, stand up straight, please.

i'm katie conner live in phoenix with brand new video of marc payne who tried to run over three police officers yesterday at a gas station. while you were sleeping, he appeared in court for the first time where a judge denied him bail. he faces several charges and is due back in katie conner, abc15 news. katie, breaking news, just into the live desk, a man's body was found at home, shot. he was found after his family said they were worried about his safety near 60th avenue and thomas. officers are not saying what they believe happened but tell us that the victim's car is missing. we will work to get more on this story. and justin pazera in the
