it? >> i didn't want to go to jail. >> reporter: he immediately told the sergeant, but the lieutenant in charge didn't seem to understand the severity of the situation. despite the delay, castro is happy with how the department handled things, and has no hard feelings. >> i appreciate that it came this far and the action they took was responsible for the chief, and that's about it. >> reporter: the next time you see a phoenix officer are you going to hold a grudge? >> against nobody. >> reporter: the lieutenant involve that had delayed the investigation has since been demoted. as far as the two officers that forced him to swallow the weed, in addition to the internal investigation, phoenix pd is pushing for criminal charge, and they'll never wear a badge again. breaking news right now as swat surrounds a home in wickenburg. they've been staking this out for six hours now.

teaching job before that. the first court appearance didn't go well. this teacher allen scott johnson got a lecture this first court appearance. the judge is mad because the 53- year-old faces disturbing accusations. court paperwork says when he was a teacher at cactus high school in 2011 he was having sex with a 17-year-old female student, three separate times in a pact his car. he was her teacher. >> the law requires i set a bond for you. if i could hold you nonbondable i would do it in a moment. >> reporter: the girl recredibilitily came forward, and -- recently came forward, and the police secretly listened in on a conversation getting him to admit what he did and relive graphic sexual

a new page of controversy for sheriff paul babeu. sources tell us the fbi has subpoenaed records related to how babeu's office used seized criminal money also known as rico funds. critics have said pcso's use of the foundation is like money laundering. and they've also accused babeu of using the funds to fuel his campaign. it may already be illegal campaigning with government resources. or if they're just being used to make the sheriff look good, as he runs for congress.
