about a 20 percent chance of a few spotty showers and thunderstorms here, and the biggest threats again will be wind, dust, and pocketers of heavy rain -- pockets of heavy rain, all in the medium threat range for tonight. ask here's the queen creek -- and here's the queen creek cam. also seeing the reduced visibility as the dust picks up there, and we'll continue to watch the areas to the south as the dust storm pushes north into the southern portions of valley. and we keep the temperatures below affirming the rest of week, and finally -- average the rest of the week, and finally dry out over the weekend. more in the forecast coming up. breaking news tonight in two cities. a man just shot in california near san diego, and then a city already rattled by a police killing questioning what's inside their police headquarters. we start in california where the crowd keeps getting bigger. the man who was shot is black, and the people there want answers.

us sort out the details. from the live desk, the man was notacting right, and there was a -- not acting right, and there was a fight with the officers, and he fired a gun. one witness claims the man was having a seizure. he's at the hospital, and we're working to find out more about the injuries. now to charlotte, and as we told you at 5:00 there's a suspicious package inside police headquarters, so several city blocks are typed off -- taped off, shut down at this hour, and atf is at the scene, and someone noticed the package just as activists went into the building with a list of demands. no word yet if the package was put there by the activists. we'll stay on top of this. and peco rudery maining open to -- remaining open to traffic as they build the south mountain freeway, and tonight the public get it is first look at the artwork for the freeway. >> and they ask how it will impact their lives.

meeting at desert vista high school, and people are still trying to block the construction of this >> reporter: absolutely, and behind me right now is a group of people from the gila river community, and they absolutely don't want the freeway to go across the south mountain, in fact they've built a resistance camp at the foot of the mountain. we were out there today, and they just made a 10-mile prayer run to this adot meeting. they say that's their way of blessing reminding adot that the mountain is a sacred place to them, and they plan to continue a federal court fight, appealing the judge's ruling that green lighted construction this summer. >> we've had 13 years of public involvement in the environmental study phase of this project, and they've really helped shape our plans for the freeway project, and the public tonight will be able to see how much further we've taken the designs for this

proposed freeway because we do have the power to stop these things. we do have the power with our prayers and with our actions that we stop, we have stopped it before. >> reporter: and construction of the highway started just last week, and it's a 22-mile stretch that connects ahwatukee and levine, and there are protesters and a lot of citizens, and if you missed tonight's meeting we have information ability two other adot -- about meetings about the freeway on www.abc15.com. three students targeting the very schools they attend according to police. social media threats piling on over the last few days at nearly two dozen valley schools, but the young teens were arrested tonight and facing some serious charges. megan thompson is joining us live on this one, and the police say they're not playing any games with this. >> reporter: not at all, katie,

felony charges in addition to disciplinary actions from the school, and we don't know if this school, north high school has students involved right now, but we know from our sources that this school was involved in the threats, and the threats are terrifying and just bizarre, including creepy clowns as profile pictures explaining the violence they planned on doing, and the posts shared like wildfire. phoenix police say just because it's on social media and doesn't seem mean they don't have to investigate it like it's the real deal, cutting into the already limited resources of the department. >> we're still down officers despite the hiring effort, and we can't afford to be dozens and dozens of officers at every school, so we have to identify the problem and deal with it as quickly as we can. >> reporter: the department also telling us this is definitely causing a lot of kids to be out of school today, scared of what might happen, and we talked to a few patients here that didn't want to go on

relieved the three students police believe were involved were arrested today, but the police tell us they have more investigating to do and they're already talking to more student, so more could have out of the class room and in hand cuffs over the coming days. >> yes, they should feel safe at school thank you. a crime alert and a little vindication in you're sick and tired of thieves. a couple one, and now a man and woman are under arrest for six different cases as well as drug charges. the stolen stuff going back to its rightful owners and kudos to the fiorina officer that remembered the -- phoenix officers that remembered the suspect's car. asu police say this man was caught taking pictures of women in a bathroom last night on campus. they found six pictures on his

$5,000 bond and an immigration hold. confusion in maricopa. cops wondering how they ended up in a deadly shoot out with a border patrol incident. >> oh my god, somebody just got shot. >> jeremy russo is the man who started firing at officers from the up stairs window of his home using an ar-15 style rifle. russo's young daughter was the one to call 911 saying her mom and dad were fighting and her 15-year-old brother was trying to break it up. they made it out of the house right before the shooting started. one officer we're told returned about five shots, and police spent four hours trying to talk russo out of the house. >> they talked to him for hours. >> reporter: what about? >> just asking him to come out and give himself up peacefully, think about his children. >> police say russo flooded the

head some time during the stand off, and the border patrol confirms he joined the agency in 2011. he was 40 years old. politicians weighing in with a lot to say about the first presidential debate, and tonight arizona senator jeff flake is loud and clear about the microphone issue donald trump chemos talking act saying quote -- about saying quote when you blame the mic that's as close as you get to conceding you had a bad night. and hillary clinton taking a lot of applause from ver north carolina getting right back on the campaign trail telling them she was happy to lay out her plans for the us. if this is what the pawnshop looks like now, imagine sees it from the lens of a surveillance camera. the burgla happened about 12 hours near 99th avenue and bell. you can see the van backed up to the store, and the video may help find who was behind the crime, and if anything was

>> channel 15 has done a great service to the public here in exposing this. senator jeff flake taking action all because abc 15 exposed a so-called advocacy group flooding the valley with lawsuits. senator flake met with dave biscobing. >> reporter: she's introducing a -- he's introducing a new bill this week to stop abuse of the americans with disabilities act. >> we're trying to get people to comply with the law and actually do something good here, instead of just line the pockets of these trolls. >> reporter: and by trolls senator jeff flake is talking about groups like advocates for individuals with disabilities for aid. >> it's definitely increasing. >> reporter: they filed 1700 lawsuits in the valley this year. their cases adding to a surge in ada lawsuits nationally.

back to our weather alert, a main dust storm hitting south of -- major dust storm hitting south of the valley, and jason is in live drive right in the thick of it. >> reporter: i can taste the dust, you can't of your eyes and mouth and we'res, and it's really -- ears and it's really bad, and really these people should pup over, i hate -- pull over, i hate to call them out, but at one point we were down to the point where i couldn't see three or four cars past where we are now. look this direction, i want to take you over here, there's a stoplight just behind the car you can see closest to us. it's probably less than a hundred yards down there.

where we are right now, and you can't see it. i can't tell you if it's red, green, yellow because the dust is so bad. if you want to pan up into the air, manny, the blue sky is right above us, 200 feet up in the air is just stifling, the worst of it appearing to just now past, but at one point it was really bad, and we have cared stopped right in the middle of the road, not what you do, i think the person was trying to pull over, and just to be clear our vehicle is well off the road, we're not in the way here where we would be, um, up on the road causing a hazard, so i'm not sure why the people are having so much trouble, but look down here. stop and go traffic. again the people should really pull over. pull aside, stay alive is the rule. when it gets like you you can't tell if the person in front of you has stopped or still going.

on, and if not for the dust it's still bright daylight outside, that's just how dark it is with the dust blowing, oh, look at this. turn around here, manny. back there, now you can see the stoplight i was talking about. just about a football field up from where we are now, and just now the dust is clearing enough to that you can see the stoplight, and this road takes you up to the i-10, and up into phoenix. the dust actually looked a little worst out east the i-10, so if you're watching this on facebook live or considering heading outside or in the maricopa i-10 corridor up to ahwatukee from where we are now, i'd really consider giving a second thought to going anywhere right now because the dust is very, very bad. guys, back to you. >> yeah, it's terrible, and it's moving away from you, so it's improving where you are as i comes into the valley and -- it comes into the valley and pushing to the north, so this is the birds eye view, very

south, it's all the spots you see on the radar outlined in the tan color here. we have some shower and thunderstorm activity farther down to the south, so that's helping to wash away some of the dust near maricopa where the dust storm originated, and we keep the chances of it moving into the phoenix metro over the next couple of hours about 20 percent. to the north very strong storms. multiple severe thunderstorm warnings issued from the storms along the rim moving off to the west at this hour, and be approaching the flagstaff area here towards sunset and even later, so watch out for heavy rain, cloud to ground lightning, and even hail. plus wind gusts that could be damaging in excess of 60 miles per hour. more showers and thunderstorms farther to the east along the rim, those are getting strong too, and rain moving in right now toward lake havasu city as well. so we have a lot to track, and more chances over the next couple of days as we continue to tap into some moisture here. so for the valley a 20 percent

is it the last gasp of the monsoon? air 15 giving us spectacular pictures today as the wall of dust moves its way through ahwatukee up over the south mountain, and if you're living in south phoenix, parts of tempe and into mesa, this cloud could be headed your direction. keep in mind if you get caught in the wall of dust, the best thing to do is pull aside and stay alive. that means if you're driving, pull over as far as you can, and turn off the lights, make

you. don't put the emergency hazards on, and stay clear until it passes. it's moving pretty quickly at this moment, and expect the storm to move through your area and not take too much time. >> >. right, and the visibility dropped significantly as jason has been reporting. he's live in maricopa right now, and jason, honestly kind of a night and day difference from about five minutes ago. tell us what we need to know about the particular dust storm. >> reporter: well tapered off about 5 to 10 minutes ago, then started to kick back up again. there's a stoplight just a couple of hundred yards from where we are right now. that's what the people are breaking for, but -- braking for, but you can see how heavy the dust is and looking into the wind you can barely keep your eyes open. we're starting to feel some of the rain just now starting to fall. the rain drops just starting to fall. that's the storms pushing this dust, and by the way, steve mentioned pull aside stay alive. look at the truck, no lights.

pull over, turn off all of your lights, and really some of the people at this point should be doing this. we're anywhere from a half mile to probably a quarter mile of visibility. when it drops below a quarter mile is really when, i mean i'm not the expert, but just looking at people you start to see the brake lights so close in front of you disappearing into that cloud of dust, and when you need to start thinking agent pulling over. -- about pulling all right, thank you. much more ahead on this developing weather story as you

across portions of pinal county including near maricopa, out near the portions of i-10 that are south of sun lakes. so we're going to continue to see chances for storms in the valley over the next couple of hours as these push farther to the north. in the meantime we also have strong to severe storms breaking out this afternoon along portions of rim, across northeast arizona and a few rain showers moving into lake havasu city as well. all of this moisture associated with an area of low pressure to the south, tropical storm that's farther down to the south. we're state starting to pall -- starting to pull some of that moisture up, and that keeps the rain chances going in the forecast for the next couple of day, especially into thursday here in the valley. here it is day by day. slight chance in the valley. more of a down day in the valley with most of activity in the higher terrain, but a better chance thursday before seeing that drier air work in, and remember friday is september 30th, so the monsoon season officially ends on

last chances to get a little bit of rain in the bucket before the monsoon season is over. back to the radar. we have the showers and thunderstorms to the south. the dust moving in, and air 15 showing just how bad it's getting as the sun sets tonight. we'll stay on top of it for you, but know if you're out and about this evening you may encounter the dust, and you need to pull off and wait for visibility to improve before heading back out. >> i know we say all pull aside, stay alive, and jason is really showing us how important this is. you can see how thick it's been, and steve, clear skies pretty much behind him now. >> yeah, looks like it's past you now jason. >> reporter: it's just starting to move past us now. you mentioned this, so i'll talk about it first. look at the horizon. right there where the sky meet it is dust, you can tell the dust -- meets the dust, you can tell the dust is moving on, but you can see the dust on the ground level.

highway 347 coming from the i- 10. these are all commuters coming from phoenix going down to maricopa. i would say visibility at this point is around a half mile or better, but at one point we were down to near zero visibility, down to probably 50 yards or led of visibility at -- less of visibility at times a half hour ago, and we saw one close call. a car looked like it was pulling over, but couldn't see the car in front of it. gone confused -- got confused. see this stoplight, but look at how the van is pulled over. no rights on. that's how you want to pull over. it's pull aside, stay alive. you don't want any lights on because if you pull over in low visibility, the concern is that a car behind you could see the hazard lights or brake lights, get confused, think they're following you and hit you right in the back of the car. check it out, police officers pulled over to keep an eye on things as well, so that's the

gotten out here, and right now we're starting to feel a few rain drops, in fact we've been feeling rain drops about 10 minutes or so, but it's starting to pick up, and of course that would be the storms that are pushing all this wind and dust that's now headed back to the north into ahwatukee and i'll tell you what guys, you just, you're chewing the desert if you're outside right now. it's gritty and nasty, and blech. thank you so much. and as we show you the pictures of air 15, you can see the wall of dust hitting south mountain, and parts of tempe as well, it's headed your direction tempe, probably just a few minutes away. meantime we're headed out to melissa blasius, and she's been covering the protest over the south mountain freeway earlier. those folks actually set up a resistance camp nearby,

moment, but where are you right now melissa? >> reporter: i'm actual little at desert vista high school, it's like 32nd street and pecos in ahwatukee. the dust hit about 10 minutes ago. you can take a look over here and see the reduced visibility. everything is covered with this dark brown haze in the area. the winds got a little gusty as they were blowing through, and this is the campus of the school here. with i came onlily for -- we came originally for a meeting, but now are covering the weather. it's blown down the sign. the rain not bad, just a few sprinkles in the last hour over the area, and so far it kind of feels like what jason was talking about. kind of feels like you face planted into the sand at the beach. that's how much sand is in your mouth as the storm blew through this area, and of course people are still making it to the meeting out here. i'm watching them walk by as we're talking, and they are all

all right back to the weather alert. still a blowing dust advisory until 7:00 p.m. we have a dust storm working its way through the va right now. showers and thunderstorms forming behind it, and it's helping a little bit with some of the dusty spots down near maricopa, and also starting to see some of the rain in south chandler and out neater sun lakes -- near sun lakes as well. some showers tonight, hopefully enough to help out with the dust, and jason was out in it and got hammered earlier with a lot of high winds and near zero visibility, we check back in with him for the latest. >> reporter: and that was not

we got caught up with everyone else on the 347 here between the i-10 and maricopa. that's where most of the commuters were headed now, but look over at the horizon, the mountains just peeking up above the dust hovering about 20 to 50 feet above the desert floor at this point. just a night picture as things settle down with the sunset behind it, but i want to take you to where the bulk of it hit. we really got slammed right before 6:00 when we took the pictures of this dust and it was absolutely probably the worst or second worst dust storm i've ever been reporting on in the valley, and the dust washed over us, visibility dropped to near zero at times. anywhere from about 50 yards to a quarter mile for 10 or 15 minutes. we saw one near accident as someone tried to pull over, then decided they wanted to go back on the road. the person behind them couldn't see very well, and almost ran into the back of them, and if

continuing to watch it. we know it's getting fairly close to sky harbor, and generally what we've seen at sky harbor over and over again is it can lead to some delays, and some temporary delays, normally it doesn't take long before the dust storm passes and we can get flights moving in and out of there again, but if in the next hour or so you're taking a flight out of sky harbor or picking somebody up, keep in mind you might want to look ahead and check the airline schedule. >> and of course the station right next to the airport, so let's check in with f what are the conditions? >> >> reporter: well, i tell you guys, it felt for a long time like the calm before the storm, but you can feel the breeze pick up and the air is dirty. we're basically at the 202 and 143, we're on the roof, actually on the helicopter landing pad, and if you look at the lights along the freeway here you can see how dusty and

the wind not really chipping, more of a light -- whipping, i'd say more of a light breeze. we're watching the traffic at sky harbor. the planes have been taking off. we've been hearing and seeing them go. they're taking off to the east right now and making the big loop if they're headed out west or continuing east. steve, as you mentioned, typically with the big storms coming through, sometimes they hold the planes a little or create more spacing planes for the safety. traffic on the ground here, looking at the 143 right now, looks like it's moving fairly light, especially considering we're on the tail end of rush hour, and as i look off to the 202 right now, traffic moving along there fine as well. again, the air dirty, the wind kicking up a little bit, but we've lost some of the sunlight, so unfortunately the pictures aren't quite as dramatic as we've seen in other areas of valley. back to you guys.

minutes on the blowing dust advisory until its set to expire. if it's extended i'll let you know, but 7:00 p.m. is the expiration on these blowing dust advisories issued across the area. we have showers coming into some of our southeast valley cities near sun lakes, chandler, gilbert, some of those spots getting a little bit of light rain at this hour, and farther down to the south which is where we've seen all the lightning over the last hour, not quite as bad as about an hour ago, just one or two left on the map right now, but some of the rain is farther to the west into maricopa. also showers in lake havasu city. couple of heavy pockets of rain in the red, and just a very powerful storm, it could turn severe in a matter of minutes, and large hail along i-17 as it clips through to the west and northwest, so a lot to track in the high country. flagstaff hit in the next 20 to 30 minutes with heavy rain, lightning, and gusty wind. we'll stay on top of that for you, and areas to the east also

out in the higher terrain, not even close to being done across the state tonight as the storm chances continue. here until valley winds coming out of the northeast currently at 6 miles per hour as we sit at 87 degrees. most of the valley at this hour in the mid-80s, and across the state temperatures in the 70s down near casa grande and prescott, and 60 currently in flagstaff. tonight 40s along the rim. low to mid-50s from payson, sedona, and prescott, and tomorrow those spots will be in the 70s with highs across central to the west in the low to mid- 90s, this is a couple of bees below -- degrees below average. in the west valley, 93 in litchfield park and avondale with peoria and glendale tomorrow hitting 94 degrees. so about two degrees below average. the morning will be great, # 0s through 9 -- 70s through 9:00 p.m. possibly, and just a slight chance of a shower tomorrow.
