sunday, october 9th. another big story this morning, hurricane matthew, a powerful storm moving towards extremely vulnerable areas. as the storm's 145-mile-per-hour winds move closer to haiti, residents there have been stocking up on the essentials. forecasters say some areas of haiti could get as much as 40 inches of rain. jamaica is also under a hurricane warning right now. heavy rain has already caused some localized street flooding. matthew is moving slowly and that's not good news for flood prone areas. this is a dramatic scene in jamaica, a water spout spinning out there. see that right there? that caption sums it up, saying, quote, it's time to evacuate the beach, i reckon. >> i'd say so. >> in the coming days, matthew could impact the u.s. east coast as well. >> for more, let's go over to accuweather's paul williams. paul, good morning. >> good morning, ryan, diane. matthew's impact, jamaica, eastern portions of cuba as well as haiti. extensive wind damage, power

surges from the storm. keep in mind, we're looking at it becoming a category 4 for this morning and by tuesday, at least still a category 3. and then as it crosses by cuba, going closer towards florida, staying a category 3 and that's tricky as far as maneuvering along the east coast. ryan, diane? >> paul, thank you. family of a man shot and killed by the los angeles police demand the officers involved be named publicly. >> 18-year-old carnell snell jr. died saturday and investigators say he was shot after running from officers when they tried pulling over the car he was driving. they have not said whether he was armed, but investigators say a gun was found near his body. in california, a major earthquake warning in effect until tomorrow. the warning follows a series of small quakes deep under the sea located on the san andreas fault. the warnings are issued by the governor's office once or twice a year. investigators looking into

setback. one of the two black boxes did not work the day of the accident and the engineer does not remember the crash. abc's eva pilgrim reports from hoboken. >> reporter: for the first time, the engineer's account of what happened in the moments before that train, full of commuters, crashed killing one person and injuring 114 others. >> he looked at the watch and noticed his train was about six minutes late arriving at hoboken. he said that when he checked the speedometer, he was operating at 10 miles per hour when entering the station track. >> reporter: thomas gallagher, the 48-year-old engineer, says he has no memory of the accident, only waking up on the floor of the cab. another setback in the search for answers. this event recorder recovered from the back of the train was not working. >> we want to get in and get the exact speed of the train. >> reporter: new jersey transit had been under investigation by the federal railroad administration for the past five
