katie, what's the situation? >> reporter: right now the southbound lanes are closed. we have switched sides this morning and you can see the two cars involved in this crash early this morning. we know two people were rushed to a nearby hospital. the driver of the car on the right-hand side was actually rushed to the hospital with a broken leg. take a look at this video from the other side of the scene. you can see the blue jeep cherokee flipped over on side. this driver had to be extricated. i talked with police and they tell me both drivers are expected to survive but police will be out here investigating for at least another 30 minutes. again, the southbound lanes are blocked right now. >> this is going to be 51st avenue and orangewood. right between northern and glendale, you can't use the southbound lanes. your smart route this morning,

some cuts on his hands because he was trying to put out that fire himself. this is a dangerous situation because the fire started on the first floor. phoenix fire says it could have quickly spread to the second and third floors but thankfully they got here fast enough to keep that under control. at this point the family's belongings, about 90% of them saved. they are still investigating the cause. we are just hours away from the first and only vice presidential candidate mike pence and tim kaine will face off at longwood university in virginia. nick ciletti is joining us live with more on what people can expect tonight. >> reporter: i think a lot of people are expecting fireworks tonight. usually the vice presidential debates are a little down played but not this year. we are also learning that donald trump's running mate

wisconsin governor scott walker in mock debates to help practice. these two candidates have a lot more similarities than a lot of people think, at least with their resumes. both have served in washington, both have been governors. tim kaine is a senator from virginia, once governor there. pence is of course governor of indiana. they will have to defend their candidates tonight, donald trump and hillary clinton. we kw coming from the left, from the right, from all directions this campaign season. it's going to be interesting to see and you can watch it tonight at 8:00 on abc 15. ahead at 6:30, we'll talk about donald trump, coming here to prescott valley, but not everyone is happy about that. more on that coming up at 6:30.

later today, a $2 million grant will be awarded to the maricopa county and phoenix police department to test rape kits. the money will help with new training and evidence processes. years ago and abc 15 investigation revealed at least 1500 untested rape kits, many untested because the victim knew the attacker. now a teen busted at the border, a 14-year-old arizona girl now in federal custody, accused of trying to smuggle a pound of meth into the u.s. from mexico. she had the drugs strapped underneath her clothing with a street value of $3,200. we could learn answers today about a multiple dollar food stamp fraud case near the arizona-utah border. members of a polygamous sect are accused of breaking the law by not donating food, then diverting funds. all the defendants have pleaded not guilty.

valley, now seeing heavy traffic. 91st avenue, that's where the brake lights begin. it will ease up around 7th avenue. but we're up to about 30 minutes if you're headed in from the west valley. east valley, just minor delays on i-17 around the durango curve. and your drive to get on state route 51 in the afternoons may feel a bit different this week. a-dot is testing the ramp meter timing along the northbound side currently it's on a preset schedule and this new technology allows meters to change based on traffic flow. >> if the rush hour traffic improved to a point where the ramp meter isn't needed, that ramp meter will turn off earlier. so that's good news for drivers. >> reporter: so drivers could be sitting on the ramps a little longer but the goal is to seize congestion once you're on state route 51. this testing period will last about three weeks.
